  • Hierarchical Attributes of Selected Stakeholders Participation in City
Planning and Development: A Case Study of Khon Kaen Smart City, Thailand

    • Authors: Touch Seng, Rawee Hanpachern, Meng Bunnarith, Khwanchanok Ampha
      First page: 1
Abstract: This paper aims to determine the hierarchical classification of the attributes of participation used by planners and selected stakeholders in a participatory planning approach for smart city development. It also attempts to contribute to the unsolved question raised by Wandersman Giamartino (1980) that “if participation is so rewarding and effective, why doesn’t everyone participate'” The exploratory sequential mixed method was applied for the data collection procedure. The results of the qualitative approach were used to develop the questionnaires which were conducted with 18 experts/ planners and 111 selected stakeholders. The findings indicated that the interest, influence, and area-based were the key attributes used by planning agency/planners to select the stakeholders to participate in the participatory planning processes. On the other hand, the selected stakeholders relied on the interest, area-based, influence, and urgency to decide to participate in the participatory planning process of Khon Kaen Smart City. Furthermore, the selected stakeholders preferred the on-place-participation rather than e-participation and informal and indirect participation gateways to have an influence on the processes of decision-making.

  • The Analysis of Walkability Based on the Concept of Transit Oriented
           Development (TOD)

    • Authors: Apinya Padon, Pawinee Iamtrakul
      Pages: 19 - 34
Abstract: Pedestrian is a basic element for urban sustainability, however in Thailand, pedestrians are at a high risk of accidents while access to transit stations. This is due to the reason that road facilities in Thailand has not been designed to support vulnerable road users. The purpose of this research is to study the walkability of transit stations by applying the concept of transit-oriented development (TOD). This study focused on the sample of 4 transit stations, namely Chatuchak Park Station, Phahonyothin Station Cultural Center Station, and Siam Station. By analyzing the walkability from the 3Cs criteria based on Transit Oriented Development (TOD) concept, including connectivity, convenience, and comfort, in which of each factor, it consists of 4 sub-factors. The evaluating scores for each factor was input into the Overlay Analysis according to the criteria of walkability in urban areas (1-100 scores). The results showed that the cultural center station had the lowest walkability value at 50.68, indicating access to a moderate level of walking. It is demonstrated that this station still needs to be renovated to allow for walking traffic access to the area. For Phahonyothin Station, Chatuchak Park Station, and Siam Station, it showed high walkability values in the range of 66-100, which demonstrated good walking access. Finally, the quality of the pedestrian surface still revealed damaged spots that need to be developed and resolved in order to promote walkability in the area for sustainable urban development.

  • Cultural Heritage Interpretation of Old Home and Historic House in the Old
           Town of Nakhon Lampang

    • Authors: Patiphol Yodsurang, Werapong Wiyati
      Pages: 35 - 54
Abstract: Old home and historic house cultural heritage remain in a large number in the Lampang Old Town. The area representing transformation and development of the past is one of the most popular tourist destinations. A total of 32 sites were identified as a special distinctive cultural property, where were selected as samples in this study. Besides, more than 900 distinctive buildings are influencing the historic urban landscape of Lampang Old Town. Most of them are being modified, adapted, utilized, and enriched with traditional elements in response to tourism economies and contemporary activities based on local-available resources. The two parts of survey was undertaken in research method conducting urban-level rapid survey and site-specific survey based on cultural tourism, cultural heritage, historical urban landscape. sense of place and interpretation of cultural heritage. The result reveals 3 groups of the old home and historic house cultural heritage presenting interpretation patterns as; 1) no interpretation tools, but create sense of urban landscape consisting of residential houses, 2) no interpretation tools, but create sense of the buildings itself and urban landscape consisting of shops, restaurants, accommodation, and offices that are not open to the public, and 3) interpretation tools available, and create sense of the buildings itself and urban landscape consisting of museums and knowledge center that are open to the public. Among those old houses and historic houses, shops, restaurants, accommodation, and offices are found that the visitors can use, access, and interact with various parts of the building over a longer period, without restriction, than in other groups. Thus, this was able to create a sense of place and immense them to the architectural atmosphere of the place. As a result, adaptive reuse of the building to accommodate contemporary tourism and economic activities, it is necessary to consider the availability in utilization of building elements, place, and space that will enhance a better visitor perception in architecture.

  • Concept of the Innovation District Development: A Case Study of Yothi
           Medical and Healthcare Innovation District

    • Authors: Panit Pujinda, Peamsook Sanit
      Pages: 81 - 92
Abstract: The Innovation District is an urban area that draws innovative firms together and connects them with well-developed infrastructure, tools, and mechanisms which conducive to business and enhance the quality of life, as well as encourage innovation knowledge sharing between clusters. This paper aims to present the development concept of the innovation district using a case study of Yothi Medical and Healthcare Innovation District, which focuses on the development of medical technology and health technology. Case studies of the successfully medical and health innovation districts around the world show that creating the identity of the district is the key element for the development in each type of innovation district. There are two key elements to create a distinctive identity of Yothi Medical and Healthcare Innovation District as follows; (1) defining suitable roles of the original district by focusing on the development of the potentially useful features that can further stimulate the innovation development in the future, as well as developing and promoting physical space according to the defined roles. (2) developing physical space within the innovation district such as physical infrastructure including public utilities and facilities to raise a more efficient use of space. Transportation planning should be integrated with land use planning to facilitate the development and rehabilitation of the original district and turn it into the specific innovation district in the future.

  • Evaluation of Human Thermal Comfort and Microbial Analysis in an
           Evaporative Cooling Room

    • Authors: Sudaporn Sudprasert, Sasicha Maruyama
      Pages: 93 - 103
Abstract: In Thailand, evaporative air coolers (EAC) are common in outdoor and semi-outdoor areas. Exploring the possibility of using an EAC in an indoor area, this research aims to determine its benefits in a natural, ventilated room during summer and winter. In terms of human thermal comfort, these benefits are evaluated through the CBE Thermal Comfort Tool with environmental parameters collected from the testing room. Bacterial growth due to increased humidity is analyzed based on bacterial counts in the opened Petri dishes. The results from the testing room with EAC show that air temperature reduces by 1.4 - 4.4 °C during winter and 3.3 - 3.5 °C during summer with a relative humidity increase of 2.3 - 13.1%. Thermal comfort was found to depend on indoor air temperature and air velocity. During winter, it was slightly improved by the use of an EAC, with an elevated percentage of people dissatisfied (PPD) due to low air temperature and high air velocity. The evaporative, cooled air also enhances thermal comfort in summer with less PPD. Increasing air velocity to provide thermal comfort is more suitable in summer than in winter. More bacteriological colonies formed in the room with an EAC than in the room with natural air by 33-55 units. The air quality in the EAC room according to IMA standards was Fair-Good, dropped from Good-Very Good in the natural-air room. This study confirms that the EAC improved thermal comfort in the natural ventilation room during both summer and winter. However, the room air was impure with the increase in microbial activity due to high air temperature and humidity.

  • To Bus or Not to Bus: Structural Equation Modelling of Ridership
Perceptions among University Students as a Planning Tool to Increase Use
of Public Transit in Phnom Penh, Cambodia

    • Authors: Ming Min Goh, Kim Irvine, Meng Ieng Ung
      Pages: 105 - 124
Abstract: Reintroduction of Phnom Penh’s City Bus in 2014 has encountered challenges related to active ridership and costs, which have raised concerns over future viability of the system. A successful public transportation system is an essential component of a liveable, smart, and sustainable city, but what are the barriers to improved performance of Phnom Penh’s City Bus programme' The purpose of this paper is to elucidate factors influencing bus-riding behaviour and suggest policy and planning actions that could increase ridership. Using the Theory of Planned Behaviour (TPB) as an overarching guide and structural equation modelling (SEM) as the primary method of analysis, we explored ridership perceptions of 324 university students in Phnom Penh. We focused on this segment of the city’s population as they are highly mobile, tend to be sustainability- conscious, and are predisposed to non-physical, digital, planning strategies. The SEM results indicated that the factors of timeliness and general safety and comfort onboard are significant predictors of attitudes towards bus ridership. Beyond service attributes, a broader SEM analysis of behavioural intentions suggested that subjective norms (perceived social pressure from important referents), personal norms (self-based moral obligation), and positive anticipated emotion (prospects of affective response to performance of behaviour) are significant factors in predicting bus-riding behaviour among university students. Using the results of the SEM analysis, both physical (e.g., bus priority lanes, enhanced walkways and bus stops) and non-physical, information technology alternatives are suggested to enhance bus ridership.

      Pages: 125 - 144
Abstract: This research article presents guidelines for developing the process of learning architecture. The method focuses on studying and analyzing the physical characteristics, context, tourist information and architectural developments in buildings related to the tourism industry such as, museums, hotels, restaurants, retails, café, and etc. of Ayutthaya city island and its neighborhood. The learning process are revealed to 4 steps as follows: 1) Study the basic information of Ancient Ayutthaya city island, such as “The image of the city”, tourist behavior, etc. (from lesson and knowledge); 2) The definition of criteria and theme of the case study 3) Study from field trip and site survey by documenting the physical features and architectural dimensions through data storage in various media, such as photographs, architectural drawings; 3) Analyzing architectural concepts and site/ contexts. Then, integrating knowledge from lessons and field trips to the results of “Architectural Documentation”. Moreover, the study process found that there were 4 approaches to designing and promoting the potential of architecture in the context of cultural tourism: 1) Concepts and architectural development patterns in issues related to the potential of the area, context, behavior, building characteristic, and form and space design 2) Guidelines for architectural documentation 3) The identity of Modern Thai Architecture 4) Integration with other fields, such as conservation, renovation or building formed. Finally, it also contributes to the promotion of academic knowledge that will benefit the development of tourism in historical cities and related cultural areas.
