      Abstract: ResumenHoy en día la tendencia de la movilidad sostenible orienta la ciudad hacia el urbanismo de proximidad, promoviendo los viajes a pie y en bicicleta. Los investigadores han puesto el foco en el centro de las ciudades; sin embargo, la extensión de las grandes metrópolis va más allá de su centro y se crean pequeños centros periféricos que hacen que los tiempos y las distancias en estas ciudades dispersas se multipliquen. El reto está, por tanto, en conseguir la proximidad en las ciudades en su conjunto, y no únicamente en sus centros. En este contexto juega un papel fundamental el transporte multimodal, es decir, la combinación de varios modos de transporte en un único viaje. En este artículo se demuestra el potencial de la bicicleta pública dentro del mismo. Como casos de estudio se toman cinco municipios del área metropolitana de Madrid que cuentan con sistemas de bicicletas públicas, para poder extrapolar conclusiones y ayudar a la toma de decisiones de posibles políticas e infraestructuras a promover y desarrollar.Abstract  Nowadays, the tendency in terms of sustainable mobility orients the city towards urban proximity, promoting walking and cycling. Researchers have focused on the city centres; however, the extension of the large metropolises is much greater than just their centre and small peripheral centres are created, which makes the times and distances in these dispersed cities multiply. The challenge therefore is to achieve proximity in the cities as a whole, not only in their centres. In this context, multimodal transport, so the combination of several transport modes in a single trip, plays a fundamental role. This article demonstrates the potential of the public bicycle within it. The case studies are five municipalities in Madrid metropolitan area that have public bicycle systems, in order to be able to extrapolate the conclusions and help decision-making, to evaluate the possible policies and infrastructures to promote and develop.

           accessibility in Ecuador

      Abstract: Resumen La gestión pública de transporte y accesibilidad universal en Ecuador está cambiando a partir de la generación del “Plan de Movilidad Urbana y Sostenible”. En este contexto, este estudio se basa en el análisis de los procesos administrativos y mecanismos de implementación desde un enfoque sistémico investigando a cada una de las instituciones que intervienen en el sistema de transporte terrestre y que permitan reconocer el estado actual de los métodos administrativos que rigen la accesibilidad e inclusión. La investigación se basa en tres componentes: identificación de las instituciones involucradas, entrevistas individuales y/o grupales y análisis a los estatutos y atribuciones institucionales. Los resultados muestran las fortalezas y debilidades dentro del accionar para así proponer recomendaciones generales que permitan fortalecer la gestión pública y contribuyan a la planificación e implementación de sistemas de transporte terrestre accesibles en el país.  Abstract  The public management of transport and universal accessibility in Ecuador is changing from the generation of the "Urban and Sustainable Mobility Plan". In this context, this study is based on the analysis of the administrative processes and implementation mechanisms from a systemic approach, investigating each of the institutions that intervene in the land transport system and that allow recognizing the current state of the administrative methods that govern accessibility and inclusion. The research is based on three components: identification of the institutions involved, individual and/or group interviews, and analysis of the institutional statutes and attributions. The results show the strengths and weaknesses within the action to propose general recommendations to strengthen public management and contribute to the planning and implementation of accessible land transportation systems in the country.

      Abstract: Resumen  El concepto “mezcla de usos” se ha convertido en un principio de planificación urbana clave en muchos de los actuales paradigmas de desarrollo urbano. Sin embargo, a pesar de su popularidad, el término permanece impreciso en su manera de entenderlo y aplicarlo. Este trabajo parte de la hipótesis de que, en el contexto alemán, la “mezcla de usos” está vinculada a la movilidad peatonal, siendo Alemania un referente de inclusión de esta variable en los planes de desarrollo urbano desde hace décadas, combinándolo con conceptos de movilidad sostenible basados en el modelo de “la ciudad de las distancias cortas”. A partir de una revisión sistemática se explora y analiza la comprensión de la variable “mezcla de usos”, se presentan tres ejemplos de aplicación y se concluye con una definición del concepto, su relación con la movilidad sostenible y peatonal y los elementos clave para su implementación.   Abstract  The concept of “mixed use” has become a key urban planning principle in many of today's urban development paradigms. Yet despite its popularity, the term remains vague in its understanding and application. This paper starts from the hypothesis that, in the German context, “mixed use” is strongly linked to pedestrian mobility, being Germany a reference where this variable has been included in urban development plans decades ago in combination with sustainable mobility concepts based on the model of "the city of short distances". Based on a systematic review, the understanding of the "mixed use" variable was explored and analyzed. Three examples of the application are presented. It’s concluded with a definition of the concept of “mixed use”, its relation to sustainable and pedestrian mobility and the key elements for its implementation in concrete projects.

      Abstract: Resumen  El propósito de este trabajo es el de aportar elementos para aclarar la relación entre las Fundaciones de Origen Bancario italianas y las políticas de Regeneración Urbana. Las Fundaciones de Origen Bancario constituyen una peculiaridad dentro del abigarrado panorama de los actores urbanos. Se trata de entidades ni totalmente privadas, ni totalmente públicas, relacionadas con el mundo de la filantropía y obligadas a perseguir el principio de la utilidad común por misión estatuaria. Su fuerte relación con el territorio, debida a razones históricas e institucionales y su posición de interlocutor tanto con el gobierno local que, con el tercer sector, les permite desarrollar proyectos innovadores a menudo presentados como de innovación social. Sin embargo, detrás de los discursos oficiales pueden esconderse propósitos o potencialidades no totalmente expresados. A través del análisis del discurso de los textos de programación más relevantes, el trabajo presenta un enfoque original sobre un actor todavía no muy investigado con respecto a su relación con la ciudad.  Abstract  The purpose of this paper is to provide elements to investigate the relationship between Italian Foundations of Banking Origin and Urban Regeneration policies. The Foundations of Banking Origin constitute a peculiarity within the variegated panorama of urban actors. They are entities that are neither totally private nor totally public, related to the world of philanthropy and obliged to pursue the principle of common utility by statutory mission. Their strong relationship with the territory, due to historical and institutional reasons, and their position as interlocutor both with the local government and with the third sector, allows them to develop innovative projects often presented as social innovation. However, behind the official discourses there may be hidden purposes or potentialities that are not fully expressed. By analysing the discourse of the most relevant programming documents, the paper presents an original approach to an actor that has not yet been widely researched in relation to its relationship with the city.

           aplicación en Medellín = Health impact assessment (HIA) of urban
           transport: Its application in Medellin

      Abstract: ResumenLas condiciones del planeamiento urbano y el transporte de las ciudades impactan en la salud de sus habitantes. El artículo revisa los diferentes modelos de evaluación del impacto en la salud (EIS) del transporte urbano y explora su aplicación en Medellín. Los modelos utilizados para análisis cuantitativos EIS siguen un método de comparación de riesgos, estimando el peso global de una enfermedad y comparándolo con el valor recomendado por la comunidad científica. Para el caso de Medellín, se explora la combinación de dos modelos que estudian el número de muertes prevenibles si se alcanzan los niveles recomendados de: actividad física, contaminación del aire, ruido, aumento de temperaturas, acceso a áreas verdes y accidentes de tráfico fatales. A pesar de las limitaciones, los resultados obtenidos con modelos EIS pueden orientar la toma de decisiones y promover niveles de exposición que favorezcan la prevención de muertes prematuras. Abstract  Urban and transport planning conditions in cities have an impact on the health of their inhabitants. This research reviews the different models of health impact assessment (HIA) of urban transport and explores their application in Medellín. Quantitative HIA models consider a risk comparison method, estimating the global burden of disease and comparing it with the value recommended by the scientific community. For Medellin, the combination of two models is explored to study the number of preventable deaths when reaching the recommended levels of: physical activity, air pollution, noise, increased temperatures, access to green areas and fatalities. Despite the limitations, results from EIS models can guide decisions making and promote exposure levels that favor the prevention of premature deaths.

      Abstract: Resumen  El incremento de la demanda de vivienda en régimen de alquiler tras la crisis del 2008, junto a la entrada de fondos de inversión, provocó el alza de los precios y supuso un aumento de los lanzamientos por impago de alquiler. La situación provocada por el Covid-19 le dio a la vivienda un papel significativo, evidenciado la precariedad del inquilinato frente al acceso a una vivienda. Este artículo analiza en qué medida las políticas y prácticas llevadas a cabo por los distintos actores en relación a la vivienda en régimen de alquiler han contribuido a promover la (in)justicia socioespacial, y cómo esta se ha visto afectada por la pandemia. Para ello, se ha elaborado un marco analítico basado en la teoría critica de justicia social de Nancy Fraser que se ha aplicado a tres casos de estudio. Se concluye que la vivienda en régimen de alquiler tiene un enorme potencial para asegurar el derecho a una vivienda digna y, por tanto, promover la redistribución de recursos, sin embargo, esto no ocurrirá si no hay reconocimiento previo en los discursos y representación equitativa en la toma de decisiones de todos los actores. Abstract  The increase in the demand for rental housing after the 2008 crisis, together with the entry of investment funds, caused prices to rise and led to an increase in evictions due to non-payment of rent. The situation caused by Covid-19 gave housing a significant role, evidencing the precariousness of tenancy as opposed to access to housing. This article analyzes to what extent the policies and practices carried out by different actors in relation to rental housing have contributed to promote socio-spatial (in)justice, and how this has been affected by the pandemic. To this end, an analytical framework based on Nancy Fraser's critical social justice theory has been developed and applied to three case studies. It’s concluded that rental housing has an enormous potential to ensure the right to decent housing and therefore promote the redistribution of resources, however, this will not happen if there is no prior recognition in the discourses and equitable representation in decision-making of all actors.

      Abstract: Resumen  El desarrollo urbano informal ha configurado amplias extensiones de territorio como áreas urbanas consolidadas de las principales ciudades de América Latina. La informalidad urbana ha mitigado el déficit habitacional en la región, convirtiéndose en la única opción de producción habitacional para la población más vulnerable que el mercado inmobiliario formal no logra cubrir. Este articulo invita a entender y reconocer estas formas de construcción social del territorio, mediante una revisión de los modelos teóricos de interpretación de la ciudad informal más reconocidos. Se avanza en el planteamiento de un nuevo modelo teórico de interpretación, derivado de la integración y la convergencia de diferentes factores identificados en los modelos analizados, junto a la contribución del autor, con el deseo de crear una herramienta de caracterización territorial integral para asentamientos informales, que sirva para la creación de planes, programas o proyectos en América Latina.  Abstract  Informal urban development has shaped large extensions of territory, such as consolidated urban areas, part of the main cities of Latin America. Urban informality has mitigated the housing deficit in the region, becoming the only option that has managed housing production for the most vulnerable population, which the formal real estate market cannot cover. This article invites you to understand and recognize these forms of social construction of the territory, through a review of the most recognized theoretical models of interpretation of the informal city. With the desire to advance in the approach of a new theoretical model of interpretation of the informal city, derived from the integration and convergence of different factors identified in the models analyzed, together with the contribution of the author, to create a comprehensive territorial characterization tool for informal settlements, which serves for the creation of plans, programs or projects in Latin America.
