While its editorial approach – which is to provide a trilingual platform of academic publications on and for Brussels to a wide readership – has remained unchanged since 2006, many adaptations have taken place over the years and with the 168 articles published so far. The journal has thus succeeded in reaching a varied readership over the years, from the academic world, administrations and public authorities, as well as from the non-profit sector. Brussels Studies is in fact exceptional, in that it makes Brussels one of the few cities in the world with a scientific journal dedicated to it. By means of a few brief facts and figures, this fact sheet takes a retrospective look at the journal's editorial ecosystem, the characteristics of the articles published and the impact they have had on debates and public action. De opzet is nog altijd dezelfde als in 2006, namelijk een drietalig platform met wetenschappelijke publicaties over en voor Brussel aanreiken voor een breed publiek. Inmiddels werden 168 artikels gepubliceerd, maar in loop der jaren werden uiteraard heel wat aanpassingen doorgevoerd. Op die manier is het tijdschrift er mettertijd in geslaagd om een gevarieerd lezerspubliek aan te trekken uit de academische wereld, overheidsinstellingen en het verenigingsleven. Brussels Studies is in feite een vrij uitzonderlijk voorbeeld, in die zin dat Brussel als een van de weinige steden ter wereld over een wetenschappelijk tijdschrift beschikt dat enkel en alleen over de stad gaat. Aan de hand van enkele samenvattende figuren en feiten blikt deze fact sheet terug op het redactionele ecosysteem van het tijdschrift, de kenmerken van de gepubliceerde teksten en de impact die ze hadden op debatten en het overheidsoptreden. Si son projet éditorial – offrir à un public large une plateforme trilingue de publications scientifiques sur et pour Bruxelles – demeure inchangé depuis 2006, de nombreuses adaptations ont pris place au fil des années et des 168 articles publiés à ce jour. La revue a ainsi réussi à rencontrer un lectorat varié au fil des ans venant à la fois du monde académique, des administrations et pouvoirs publics ou encore du milieu associatif. Brussels Studies constitue de fait un exemple assez exceptionnel, faisant de Bruxelles l'une de rares villes au monde disposant d'une revue scientifique qui lui est dédiée. À travers quelques faits et figures synthétiques, cette fact sheet offre un regard rétrospectif sur l'écosystème éditorial de la revue, les caractéristiques des textes publiés et l'impact qu’ils ont pu avoir sur les débats et l'action publique. This article questions the reasons why the representation and memory of the former mayor of Schaerbeek seem so obtrusive in the public space, and emphasises the need́ to place the controversial events in a broader historical context. It cautions against focusing the criticism only on him, which could exonerate those who supported racist and xenophobic discourses and policies openly or in the secrecy of the ballot box, both in Schaerbeek and in other municipalities of the capital. This reflection allows a discussion of the risks of “presentism”, i.e. the use of the past according to current political objectives without taking historical reality into account. It shows that it is not the role of historians to make a decision about the future of this bust, but that they do have an essential role to play in documenting the context surrounding this controversial figure. In dit artikel onderzoeken de auteurs waarom de voorstelling van en de gedachtenis aan de vroegere burgemeester van Schaarbeek voor zoveel wrevel lijken te zorgen in de openbare ruimte, en maken ze duidelijk dat de omstreden gebeurtenissen in een bredere historische context moeten worden geplaatst. Ze waarschuwen ervoor dat door de kritiek te focussen op Roger Nols alleen, al diegenen die – openlijk of in het geheim via de stembussen – racistische en xenofobe standpunten en politici hebben gesteund er goedkoop van af zouden kunnen komen, zowel in Schaarbeek als in andere Brusselse gemeenten. Hun analyse doet de vraag rijzen naar de risico’s van het “presentisme”, met andere woorden het gebruik van het verleden in functie van de huidige politieke doelstellingen zonder rekening te houden met de historische realiteit. Interrogeant les raisons pour lesquelles la représentation et le souvenir de l’ancien bourgmestre de Schaerbeek paraissent si encombrants dans l’espace public, cet article souligne la nécessité́ de replacer les évènements contestés dans un contexte historique plus large. Il met en garde contre une critique centrée sur la seule personne de Roger Nols qui pourrait exonérer à bon compte celles et ceux qui ont soutenu ouvertement ou dans le secret des urnes, des discours et politiques racistes et xénophobes, tant à Schaerbeek que dans d’autres communes de la capitale. Cette réflexion permet de discuter les risques du « présentisme », c’est-à-dire l’utilisation du passé en fonction d’objectifs politiques actuels sans tenir compte de la réalité́ historique. Authors:Jean Mansuy, Philippe Lebeau, Sara Verlinde, Cathy Macharis Abstract: The management of waste electrical and electronic equipment (WEEE) underperforms in the Brussels-Capital Region. This lower performance is partly related to the collection of such WEEE through unregistered channels. Using a relational approach, this study aims to understand the roles of WEEE management stakeholders. It reveals the existence of a market-based network, conflicting with the official network centralised around Recupel. It also highlights how the choices of consumers and retailers channel WEEE in either subnetwork. Based on these results, we suggest solutions to limit unregistered channels, either by further integrating the market-based subnetwork in the official one or by influencing the behaviour of consumers’ and retailers.
