And, like any good preservationist, I’m going to start my look-forward by looking back.I graduated from college in the mid-1970s, in the middle of what has been called the “Environmental Decade.” In 1970, NEPA [the National Environmental Policy Act] was enacted, the EPA was created, and the Clean Air Act was given real teeth.
