Abstract: Abstract Social housing offers a way of promoting upward mobility and urban integration by improving people’s access to economic and social opportunities. These are prominent goals of South Africa’s social housing programme. In practice, household advancement tends to be taken for granted rather than deliberately pursued or monitored. We review survey data for 1632 households across ten social housing projects and find modest evidence of social mobility and racial integration. One reason for this is that other considerations have taken precedence during implementation. We conclude by identifying various ways of reaffirming the transformative goals of social housing. Abstract: Abstract Within the past few years, pandemics like HIV/AIDS, influenza, and SARS-CoV-2 have become common worldwide. The COVID-19 pandemic, which broke out recently, profoundly impacted the world. As part of containing this pandemic, lockdowns which put a moratorium on human mobility and associational life became a dominant measure. Yet these mobilities and associational life are the lifeblood of migrants and diaspora belonging. This paper examines the impacts of bans on associational life on migrants and, further, what migrants did to continue living in the absence of these associations during the COVID-19 pandemic. The paper is based on a case study of Lydiate informal settlement in Zimbabwe, where Malawian migrants have established an ethnic enclave to shield themselves from the precarity and injustices of foreign lands. Through convivial and digital ethnographic fieldwork, the paper revealed that bans on associational life disrupted community engagements and binding religious associational life, increased targeted violence and “othering,” and perpetuated stigma and discrimination and loss of ties with family and fictive kin. However, migrants restructured their associational life by adopting agile and new forms of belonging to get by, including relocating religious shrines to more secretive places or conducting religious ceremonies in the dark, drinking beer within the perimeter of the settlement, using of WhatsApp and instant messaging and WhatsApp groups for important community updates, and collective resistance. I termed these strategies “nimble forms of sociality and belonging,” meaning there are lithe mechanisms that migrants employ to further their sociality even when they are restricted. Abstract: Abstract This study documents how the COVID-19 pandemic affected the livelihoods of women with disabilities in three low-income urban areas of Zimbabwe’s Harare Metropolitan Province. A mixed-method approach was used to gather data through structured interviews, key informant interviews, and focus group discussions with 104 women with disabilities and service providers working with women with disabilities in Caledonia, Hatcliffe, and Epworth. The study utilises the sustainable livelihood approach to analyse the dynamics ensuing during the pandemic and how they impinged on women with disabilities’ livelihoods. Findings reveal that the pandemic, particularly the lockdowns, greatly and negatively impacted the livelihoods of women with disabilities, who mainly depend on the informal sector through vending, begging, and handouts. The study recommends the provision of targeted sustainable social safety nets for women with disabilities in times of shocks and stresses such as pandemics to cushion them from the devastating effects brought about by such eventualities. Abstract: Abstract Because of fast urbanization in developing countries, rural-urban youth migration has attracted several researchers to study this phenomenon. In the absence of an institutional formal framework or measures put in place to assist the rural youth migrants in their transition to urban livelihoods more so as self-employed workers in the new and challenging urban environment, this paper examines the role that social networks and social media play in enabling rural-urban migrant youth transition and integration into urban areas as self-employed workers. We used qualitative data collected through in-depth semi-structured interviews in Arua and Kampala, and we also conducted a focus group discussion in Arua city to complement the individual interviews. The research findings showed the continuous dependence of the youth migrants on social networks and social media in participation and belonging in the urban areas as self-employed workers. Our novel contribution to the literature on youth migrants and self-employment is that rural-urban youth migrants seeking self-employment mostly depend on social networks and social media in transition to the urban economy which necessitates a supportive framework by the government or city authorities for their transition and integration in the cities as self-employed workers. Abstract: Abstract Energy poverty has been a major concern for sub-Saharan Africa (SSA). Government efforts predominantly focus on expanding national grid networks to address energy needs. Less attention has been given to alternative forms of co-provision of cooking and lighting energy, although they are critical elements of urban energy governance. Using the analytical concept of socio-technical heterogeneity, this study draws insights from empirical data in Accra to understand everyday energy configurations used by urban dwellers outside the formal state-led infrastructures. It was found that, for electricity, households adopt heterogeneous configurations, including electricity theft, meter sharing, illegal expansion of the grid, self-help solar PV, use of small diesel generators, back-up power appliances, and service phone charging vendors. In terms of cooking energy, households adopt fuel switching, use of multiple cooking stoves, and use of improved cooking stoves. These co-provisions reflect a governance failure and, at the same time, fill critical provision gaps. Heterogeneous configurations also come with socioeconomic and environmental externalities. The findings suggest a need for decentralisation and integration of context-specific, place-based and situated forms of co-provision or heterogeneous configuration into urban energy planning and governance. Abstract: Abstract Urbanisation into poverty in cities of the global South gives impetus to urban agriculture (UA) as a strategy to improve food security for low-income residents. This study disputes that UA is a trivial sector by arguing through the invisible short food value chain lens that it contributes to food security in local communities. The study adopted the extended case method that immersed researchers for more than a year to understand the practices of 11 farming entities and 20 of their customers in Johannesburg. Open-ended interview guides were administered to key informants from the city, provincial government, and non-governmental organisations. Findings show that UA increases food availability in local communities through the short food value chain. However, the local economy is undocumented and invisible to city stakeholders, negatively affecting their land use planning decisions for the sector. Though stakeholder consensus on UA is still lacking, the City of Johannesburg recognised UA’s potential and allocated both temporary and permanent land access arrangements for farming. Small-scale farmers lack the capacity to supply formal institutions, which can be overcome by intermediaries, such as civil society facilitation. The limitations of UA manifest in its inability to attract labour and keep records which inhibits its potential and support at the city level. PubDate: 2024-08-06

Abstract: Abstract Using a case study design and a qualitative approach, this paper investigates the drivers of derelict and decaying old and historic buildings in Sekondi, Ghana. A purposive sampling technique was used to identify and interview 17 participants. Each interview was recorded, verbatim transcribed, and coded to identify prominent themes. The findings demonstrate that the city's economic decline, absence of owners, financial issues, litigation, chieftaincy disputes, and poor structural integrity all contribute to the abandonment and decaying of buildings. The results draw the attention of local authorities to establish and implement an economic revitalization plan targeted at increasing the financial capacity of individuals, businesses, and state-owned institutions, which can contribute to reversing the paths of blight in the area. It is also vital for city authorities to establish multi-stakeholder dialogues to find ways of mitigating the menace and phenomenon of building neglect and decay. The findings provide substance for further research into the development of a regeneration strategy to improve building quality and make Sekondi more attractive and livable. PubDate: 2024-07-26

Abstract: Abstract Urban environments produce distinctive and diverse soundscapes. The challenge of noise in particular impacts city dwellers and urban livability. There is an abundance of research focused on noise pollution with a limited but growing research interest in urban soundscapes. Few studies, however, explore the unique soundscapes and challenges of noise in neighbourhoods that have undergone studentification. Indeed, the development of student housing, the concentration of a student population, and the clustering of activities related to spaces of student consumption produce unique and often polluted soundscapes. Using three ethnographic soundwalks and a survey with students from the University of Pretoria, this paper explores the soundscapes of Hatfield, a neighbourhood that has undergone studentification. This paper seeks to understand the challenges related to urban noise and how this impacts students. It was found that noise has unique spatio-temporal characteristics impacting student’s ability to manage noise. Indeed, noise emanating from traffic and entertainment establishments is perceived to be the most disruptive. It is recommended that urban planners, property developers, architects, and urban managers need to be aware of the unique and often polluted soundscapes that are associated with a studentified neighbourhood. This awareness could inform better urban planning, architectural and urban design, and policies on the management of noise levels within these types of neighbourhoods. PubDate: 2024-07-24

Abstract: Abstract Since the early 2000s, Morocco’s government is running the Villes Sans Bidonville programme (VSBP) as a literal reference to international policy claims for Cities Without Slums. Initially and in contrast to past, unsuccessful attempts to eradicate the country’s bidonvilles, more inclusive resettlement schemes – participatory and affordable for all – should help to avoid that residents resell resettlement housing and move back to bidonvilles. However, this article shows that with the advancement of VSBP, more recent resettlement has become authoritarian, exclusionary, and unaffordable again. Large numbers of low-income households of one of Rabat/Salé’s last bidonvilles are effectively excluded from accessing resettlement housing, because they cannot afford the construction of a house on their assigned resettlement plot. For many, reselling their plot is the only option to access alternative housing after displacement. Building on narrative and biographic interviews with displaced former bidonville residents who are not living at the resettlement site, this article looks at how displaced bidonville dwellers cope with housing unaffordability. Where do people move why if affordable informal housing is demolished and state-subsidised alternatives are inaccessible' The results show how unaffordable resettlement schemes divide established bidonville communities, leaving the most vulnerable residents behind. Furthermore, they highlight people’s severe constraints, struggles, and uncertainties in seeking to achieve decent residential stability outside stressful rental accommodation. Abstract: Abstract The study assessed Ghana’s COVID-19 lockdown and its effects on urban farmers in the capital city, Accra. Using phenomenology as the basis for studying the lived experiences during the lockdown, urban vegetable farmers expressed their feelings, views, and experiences during the period. The findings of the study were put under themes and perspectives. Farmers were allowed to express how they coped when they were affected. Our findings established that farmers were hemmed in during the locked down and could not easily liberate themselves from the harsh and difficulties they experienced. We recommend conscious efforts be made by organizations, both governmental and non-governmental, to which deal with the welfare and progress of these farmers within Ghana’s cities. They should team up and train these vulnerable farmers on how to handle such shocks through the use of the most appropriate technologies, income diversification strategies and skills, well-built social support systems, and sound financial management to avoid such torment in the future. Abstract: Abstract Increased interest in urban food security across Southern Africa is a welcome development, particularly given the considerable challenges faced by slum dwellers in accessing food. In Malawi, high urbanization rates, coupled with stagnant economic growth, have stimulated the expansion of slums and highlighted increasing poverty. While other researchers have noted the importance of geographic variance within countries of SSA, there still exists the need to elucidate geographic variance of urban food security within cities. Based on data from Kauma and Mgona settlements, this article argues for the incorporation of situation geography. We discovered that their respective geographies governed both levels of food insecurity and livelihood strategies. Peri-urban Kauma residents accessed multiple livelihood opportunities including satellite urban farming and ganyu (piecework), both of which were more inaccessible for residents of inner city, industrial Mgona. Kauma residents spread risk by employing different strategies, which translated to lower levels of food insecurity. Abstract: Abstract The sub-Saharan cities are growing and changing due to immigration and modernization. One of the consequences of the current urbanization is that an increasing number of families residing in peri-urban areas of small rural towns lack access to basic municipal and ecosystem services. The purpose of the paper is to demonstrate the impacts of peri-urban expansion on municipal services provided by the governments and on ecosystems services through a case study of a small rural town called Makhado Biaba in Limpopo Province of South Africa. Makhado Biaba has been experiencing incessant rapid physical expansion over the years. Such spatial expansion into the peri-urban zone impacts the provision of municipal services such as water, electricity, sewerage, and refuse collection. In 2020, an exploratory mixed-methods study of some anthropocentric and ecosystem changes in Makhado Biaba Local Municipality in northeast South Africa was executed. Land use was mapped for the time period of 1990–2020, data were gathered through a household questionnaire in six villages, and interviews were held with municipal officials. Among others, the study showed that several municipal services are available in the peri-urban villages of Makhado Biaba Town despite the distant locations outside the urban core. However, services are not uniformly distributed due to that new peri-urban developments that are leapfrogging into vacant land without supporting infrastructure. The pace of the municipality in providing the necessary municipal services such as water and energy supply, as well as sanitation and refuse removal, is lagging behind the development of new and unplanned housing areas. The findings bring about information about the suburban livelihoods and how the administration of the peri-urban areas can respond to the needs of the inhabitants as well as to future challenges. For instance, to facilitate local development, recurrent and well-structured citizen dialogs with local groups to identify delivery failures are strongly recommended. In addition, the impact on ecosystem services by the city development and land use change stresses the need for guided urban development and expansion and also settlement upgrading programs in peri-urban zones to limit the bad effect on ecosystem services. Abstract: Abstract Informal settlements in major urban areas are often derided through discourses as pockets of poverty, disorder, and marginalisation. Consequently, city planning officials often seek to eliminate or reduce such settlements for more ordered planned settlements. Yet, informal urban settlements continue to remain a part of urban life and have, in many places, increased in size and density. This paper provides an ethnographic account of the place-making activities deployed by informal settlement dwellers in Abuja, Nigeria, who face constant threats of displacement and eviction. We use place-making as an analytic lens with which to explore the discursive, political, and material strategies used by individuals and communities to resist the threats of displacement. Through ethnographic fieldwork in Mabushi and Mpape, we identify, on the one hand, the key material strategies of place-making to include incremental improvement to dwellings, planting of economic trees, and physical confrontations. On the other hand, the formation of settlement associations and active involvement in local politics with its attendant alliance-making have contributed to place-making strategies through the development of meanings, senses of togetherness, and belonging to the settlements. Our findings show the agency of informal settlement dwellers and how they use both material processes and discursive narratives to generate new meanings of place, tenure security, and the right to the city. This enables them to resist displacement from the urban environment. We conclude that a place-making approach to exploring informal settlements is fruitful for understanding the complexity of urban change processes in the Nigerian context. Abstract: Abstract Persisting housing challenges in Africa’s cities are often theorized as driven by rapid demographic expansion outstripping housing supply or by the urbanization of poverty which puts the cost of adequate and serviced housing beyond the reach of many urban dwellers. This theorization links the problem of inadequate supply and low quality of housing to ahistorical, apolitical factors such as the size and income/poverty characteristics of Africa’s urban population and ignores legacies of elite capture and multi-dimensional exclusions reflected in policies and practices. Yet these policies and practices shape urban governance and who gains access to land, housing finance and ultimately serviced housing and neighborhoods. Drawing on a review of policies, media sources and literature on housing in Ghana and taking a critical postcolonial institutional theoretic approach, we argue that a more complete conceptualization of Africa’s urban housing crises should involve a close look at the regressive historical patterns of urban investments and persisting elite biases in institutions managing land, finance and housing. This re-framing of housing problems creates a more holistic framework and better articulates the unjust foundations of regressive and exclusionary policies and practices. Further, it highlights elite capture and multi-dimensional exclusions that perpetuate current housing and service failure in African cities. An explicit focus on power, exclusion and injustice is necessary to formulate and advocate alternative policies that are more likely to produce inclusive livable housing and neighborhoods. These include moratoriums on evictions, expanded slum upgrading, progressive property and land taxation, more inclusive planning systems, better regulation of rental housing and improved delivery of land and finance for transit oriented affordable public and rental housing. Abstract: Abstract This paper explores the social impacts of COVID-19 on migrants living in three major African cities: Accra, Johannesburg, and Nairobi. Given the importance of social support networks to mobile populations, particularly in areas with limited access to essential services, understanding how the pandemic disrupted social relations underscores the broader health and economic impacts of COVID-19 on migrant communities. Using a large scale 2021 survey of nine migrant neighborhoods located across three African mega-cities, we comparatively analyze migrant social interactions during the first year of the pandemic. We find that while migrant social interactions decreased in Accra and Nairobi, living in Johannesburg was significantly associated with unchanged or increased social interactions in the first year of the pandemic. We situate these findings with municipal and country-level variation of COVID-19 policy responses within each city. In particular, we illuminate how the severity of the pandemic and response in South Africa may have catalyzed opportunities for migrants to increase social engagements within their everyday lives. By understanding how compound challenges impacted migrant life, this paper contributes to the emerging area of comparative studies on the effects of COVID-19 on migrant populations, and urban populations within the Global South more broadly. Abstract: Abstract Dar es Salaam (Tanzania) is one of the fastest urbanising cities in sub-Saharan Africa, which has implications for its food security. Based on ethnographic research that focused on understanding how day-to-day agricultural practices are configured, we study the responses of farmers to a changing urban environment. We describe urban agriculture as an expression of active city-making; something which is uncommon since the agricultural sector is typically presented as passive and helpless in the face of urban growth. This paper shows that farmers, despite not being accounted for in urban narratives, co-shape what the city looks like and how it functions. By crafting networks of provision based on the informal access to land and water, they offer food, employment, and more for the improvement of their lives and the wider citizenry. In opposition to land pressure and water resource degradation, farmers adapt their agricultural strategies to benefit from what they can access while dealing with the uncertainties of changing realities. Based on our findings which reflect the characteristics of everyday urbanism, we discuss implications for theory and governance. With African cities risking to grow hungry, a better representation of urban farmers and their irrigated agricultural production in urban planning and governance reduces uncertainties and risks, both for farmers and the wider city. Abstract: Abstract The lack of accessible and valuable public open spaces for socio-cultural activities is a concern in low-income urban areas. Through an indigenous knowledge systems (IKS) lens, we explored indigenous cultural open spaces (the olupale and omuvanda) of two communities in Namibia and their relevance to urban areas. This qualitative study included interviews, informal discussions, sharing circles (focus groups) storytelling, and participatory observation with the two rural communities. In the Havana low-income area in Windhoek, observations, semi-formal interviews and discussions were used. The study found, on the one hand, that planning practices excluded marginalised urban communities due to reliance on a single modernist rational problem-solving process. On the other hand, and through an indigenous knowledge paradigm, aspects such as community respect, well-being, cooperation, environmental respect, and care being taught, lived, and experienced at cultural open spaces, were mostly excluded. Planning in Windhoek overlooked these vital well-being components, to the detriment of the communities. Existing spatial IKS could help planning in addressing the well-being of low-income residential areas and their residents. This paper is therefore foregrounding IKS in planning and argues that such IKS integration will facilitate the improvement of diverse forms of living spaces, including poor and low-income spaces in urban areas. Abstract: Abstract Many African states have become electoral democracies, but others are still run by electoral authoritarian regimes, and/or exhibit procedural but not more substantive emancipatory extensions of rights and functions. In such contexts, alternation of power, or electoral turnover, has been recognised as a key signifier of successful democratisation. South Africa’s post-apartheid democratic transition was widely lauded as a textbook case, yet declining support for the political incumbent, factionalism, the phenomena of “state-capture” and the decline of state-owned entities has raised questions about the promises and challenges of post-African National Congress (ANC) hegemony. Limited research in South Africa (SA) focuses on the influence of political contest — including alternation, coalition formation and factionalism on municipal Environmental Governance (EG). Accordingly, we provide an analysis of political contest in both single and coalition councils between 2016 and 2021 in the of the Endumeni Local (ELM) and uMzinyathi District (UDM) municipalities in KwaZulu-Natal (KZN), SA, focusing on environmental governance implications. The study was theoretically framed by a broad Political Ecology Approach (PEA). A mixed-method research approach consisting of qualitative and quantitative data collection techniques was utilised. The findings revealed contested politics and instability in both single and coalition councils, regardless of who governs. and this predominantly constrained, but in few instances enabled EG. This complicates narratives of alternation and coalition politics and points to the broader and ongoing need for council policy reform, local council stability, municipal competence and accountability. Abstract: Abstract Mainstream urban theory fails to encompass urbanization in Africa. Among its many drivers, armed conflicts displace rural populations to cities, accelerating urban processes and impacting sustainability and governance — the phenomenon of conflict-induced urbanization. In the province of Cabo Delgado, a violent insurgency has been displacing thousands of civilians since 2017; many of whom have fled to the provincial capital Pemba, doubling its population in just 5 years. This article presents the theoretical framework and methodological design for an inquiry located within a contemporary critique of mainstream urban studies; the goal is to analyse conflict-induced urbanization in Pemba with a comparative case study, using participatory visual methods, for which a pilot study took place in September 2022. With this, the author aims to contribute to engaged urban studies in Mozambique and Portugal and to transform the trauma of war into opportunities for sustainable development and prosperity.
