Abstract: Environmental crime is dangerous in terms of the scale of the implications and the impact area. The resonance and specifics of environmental crimes require a special approach to the prevention and investigation of these crimes. The aim of the article was to systematize measures to prevent (counteract to) environmental crimes. The aim involved the following methods: statistical analysis, correlation analysis, generalization and analogy, hypothetico-deductive model and system-structural approach. Fundamental measures to prevent (counteract to) environmental crimes are defined. The countries with the largest and smallest number of environmental crimes were identified, including China, India, Vietnam, Belgium, Bulgaria, Lithuania, Poland, and Germany. The relationship between the number of environmental crimes for 2015 to 2019 and the environmental tax relative to GDP for the period, as well as the number of environmental crimes for 2015 to 2019 and environmental protection expenditures was determined. Measures aimed at the prevention (counteraction) of environmental crimes are systematized, which consist of three interrelated levels: national, international cooperation and cooperation with the public, public organizations. The prospect of further research is to determine the organizational aspects of criminal law counteraction to cross-border environmental crime.

  • The Extent of Considering Environmental Crimes as a Manifestation of
           Economic Crimes

    • Authors: Mohamad ALSHIBLE, Hamzeh ABU ISSA, Tareq AL-BILLEH
      Pages: 23 - 31
Abstract: The damage caused by environmental crimes may be hidden, but it greatly impacts life. Environmental violations are increasing in light of the great impotence that may characterize the legal systems to confront such crimes. At the international level, the legislation also has little effect because of the continued expansion of the circle of environmental crimes. On the other hand, economic crimes face great interference from the concerned authorities. If we look at these crimes, we find that environmental crimes are more dangerous, not less or perhaps more than them, which opened the door to the question of the possibility of considering environmental crimes within the range of economic crimes to obtain the quality of strict legal procedures applied in the framework of environmental crimes, this is in order to achieve an effective response to environmental crimes. The study explained and treated it by achieving legislative and legal approaches between environmental and economic crimes. The study concluded that environmental offences should be prosecuted similarly to economic offences, just as economic crimes attracted the legislator's attention to developing legislation compatible with the seriousness of environmental crimes.

  • Study of the Current State, Problems and Potential of the Waste Management
System Affecting the Development of the Green Economy of Kazakhstan

    • Authors: Sergey BESPALYY, Yelena GRIDNEVA, Gulnar KALIAKPAROVA
      Pages: 32 - 43
Abstract: The article explores the main factors hindering the solution of environmental problems with waste in Kazakhstan, in particular with industrial waste and consumer waste. The paper assesses the main directions of the world practice of waste management and the possibility of their application in the development of the domestic system. An analysis of the management of industrial waste and consumer waste in the industrial Pavlodar region of Kazakhstan was carried out. An analysis of the presence and formation of production and consumption waste shows that the region is in the zone of influence of accumulated waste. The predominantly resource-raw material system of nature management, without taking into account natural conditions and environmental restrictions when locating industrial enterprises, led to the formation of zones and regions of increased anthropogenic impacts. The article shows that at the initial stage of development of the green growth strategy in Kazakhstan, there should be an economic policy, fixed by regulatory legal acts, especially on the issues of production and consumption waste management. Such a policy should take into account that a successful transition to green growth and minimizing the environmental impact of production and consumption wastes will require more efficient use of them as secondary resources. In turn, this will be the basis for the involvement of waste in the sphere of market relations and the attractiveness of this area for domestic and foreign investors.

    • Authors: Sariya INTASIN, Nuchanart SRAKAT, Wachirakiat BAOTHONGCHAN, Suttiwan INTHAKANOG, Phajongjid PRATUMCHAD, Sasithorn PECHRSAN, Ananya POPRADIT
      Pages: 44 - 51
Abstract: In Thailand, Household Hazardous Waste (HHW) is usually disposed of along with general waste, since people lack accurate knowledge and understanding of how to manage HHW. Additionally, the government agencies are short of the HHW management system. The purposes of this study were, 1) to investigate HHW management, and 2) to explore public participation in HHW management. The study area was Sok Kae Village. It is located around Huai-Luang Dam, which is considered an important water resource of Udon Thani Province. The results of the study revealed that most of HHW in Sok Kae Village consisted of fertilizer containers and pesticides because most people were agriculturists. Besides fertilization and pesticide products, containers of household cleaners were also found because people utilize them in their everyday life. Regarding public participation, it was found that people participated in HHW management at a low level. The personal information affecting the HHW management significantly was the income (P-value < 0.05). People in the village suggested that there should be particular boxes and places for HHW. Moreover, people felt that it would be advantageous for them to earn an income through HHW management. This study mainly focused on the importance of the study area, which is located near the water resource. Regarding chemical contamination from HHW, this would possibly bring about issues in human health, as well as environmental pollution. For HHW management, public participation should be considered, and government agencies need a solemn policy and management system to achieve success.

  • “Green Products”: A Review with the Consumer Buying Process
           Framework

    • Authors: Yanghui CAO
      Pages: 52 - 66
Abstract: Green consumption has become a crucial academic and practical topic with the increasing environmental-protection awareness of scholars, industries and consumers. However, the growth in green purchasing may not reflect the concerns. This study aims to synthesize recent research and points several causes of low purchases to green products in the consumer perspective and provide a comprehensive understanding to the realistic consumer decision-making process. Through the scope of Consumer Buying Process framework, this study systematically reviewed 73 credible articles on green purchase behaviour published from 2010 to 2022. Main constructs and theories applied in selected literature is further discussed in each sector of the CBP framework. The study results showed the green purchase process may have a ‘loop tendency’ that falls into the circulation of construction of evaluation and adoption of those evaluations. Moreover, purchasing behaviour which performed by minority of the consumers may not be strong enough to form a valid social norm, and the current available still lacked power to fulfil consumer needs. With the modified consumer buying process framework, this study highlights the importance of creating memorable experience and build strong emotional communications with consumers.

      Pages: 67 - 81
Abstract: The increasing energy demand and the associated environmental pollution have attracted research in renewable energy production from organic resources and waste. Renewable energy resources can reduce greenhouse gas emissions and contribute to energy security. Anaerobic digestion (AD) is an environmentally friendly and effective technique for producing biogas from biomass. This biogas can be used to generate electricity, produce process heat and other energy uses. The Aspen Plus simulation model was used for the AD process for biogas production in this work, with an experiment for anaerobic digestion tank design. The effects of temperature and hydrogen flow at work, the acid content of raw materials, and the operating pressure on biogas production products were analyzed and optimized. The optimum production level for biomethane was 75 liters at the feed flow rate of 20%, a hydrogen flow rate of 180 liters/day, the pressure of 2.5 bar, pH value of 7, and the operating temperature value of 50°C.From the experiment, the results indicated that biofuels could be produced with a cumulative rate of 564.3 m3 and a daily production rate of 18.81 m3 from animal waste.

  • Modeling Lasolo Watershed Sedimentation and Mangrove Root Growth at the
Lasolo Coast in North Konawe, Indonesia

    • Authors: Nurul KHAKHIM, Farid YASIDI, Djati MARDIATNO, Agung KURNIAWAN
      Pages: 98 - 112
Abstract: This research sought to simultaneously measure sedimentation and mangrove root growth rates at the Lasolo River estuary and construct a predictive sedimentation model from the measured rates. The applied methods were descriptive quantitative analyses using cloud-based computation to obtain sea surface temperatures, Landsat 8 and 9 OLI images to identify land cover change, field-derived data, and rain data. The neural network toolbox in MATLAB was used to perform the modeling. Results showed that sediments accumulated at the highest rate of 6.10 cm, and mangrove roots grew at an average of less than 1 cm per two weeks, meaning that the former always surpasses the latter. The forecasting model’s training and validation each produced a regression value (R) of 0.92 and 0.69 for sedimentation rates and R=0.83 and R=0.88 for root growth rates. Sedimentation rates continued to vary until the end of the observation, with a maximum of 3.91 cm. Although the root growth rates had a similar pattern (fluctuating), an upward trend with signs of acceleration to 0.62 cm was observed. This study also detected a conversion of vegetated land into open mining areas, which expanded, tentatively, from 645.8 ha in 2013 to 2,112.6 ha in 2022.

Water Sources in Semarang City, Indonesia

    • Authors: Nana Kariada Tri MARTUTI, Dewi Liesnoor SETYOWATI, Margareta RAHAYUNINGSIH, Nur Kusuma DEWI, Wahid Akhsin Budi Nur SIDIQ, Dhita Prasisca MUTIATARI
      Pages: 113 - 125
Abstract: Springs in Semarang City, concentrated in Gunungpati District, are threatened by urbanization and massive development. It needs to be conserved through comprehensive strategies based on existing conditions. Therefore, this study aims to describe the distribution and biophysical conditions of the springs for water source conservation and sustainability. The study was conducted by identifying and mapping the biophysics condition and vegetation of 114 springs in Gunungpati District, Semarang City. The majority of the springs have low discharge volumes below 1 L/s, which is caused by ecosystem destruction around spring areas. Then, five springs were chosen for sampling, which have fairly good physics-chemical conditions and however polluted with E. coli and coliform bacteria from domestic and agricultural waste. Involving community-based conservation action through revegetating, building up water reservoir infrastructure, providing information boards, and enforcing spring protection culture can increase spring areas preservation. Furthermore, economic, social, and cultural studies on spring protection should be conducted to determine the protection zone priority, analyze the appropriate support system, and threaten potential in water sources sustainability.

      Pages: 160 - 167
Abstract: The active implementation of climate change projects, the latest resource- and nature-saving technologies, and environmental measures for the green growth of national economies require financial support. Currently, financial resources for environment-related investments and innovations are raised due to the increase of operational activities in banking institutions aimed at introducing green projects on the principles of environmental and socially responsible financing. This modern trend, known in the financial sphere as green banking, becomes relevant in countries where it is quite uncommon (for example, the Russian Federation and the Republic of Kazakhstan). The study aims at identifying the preferred tools for implementing the mechanism of green banking in Russia and Kazakhstan. The comparative analysis of expert opinions from Russia and Kazakhstan allows identifying both similarities and differences regarding the preferred instruments for providing monetary credits by green banking. However, the best lending rates for legal entities are considered the most preferable for experts from both countries. The authors of the article conclude that the creation of a segment of green products and services in the financial market will serve not only the implementation of the green economy principles but also the formation of an effective environmental policy as a mechanism for implementing sustainable development goals supported by environmental financial policy.

      Pages: 181 - 193
Abstract: Strategic priorities for the development of regions are one of the elements of the economic policy of Kazakhstan. The appearance of depressed regions is often associated with an incorrect choice of a system of economic development priorities. In this research work, the authors present the factors of depressiveness of the regions due to the decrease in the competitiveness of the main industrial products, the reduction in the level of investment demand, the depletion of the mineral resource base or the implementation of structural changes in the economy, etc. A stable socio-economic economy of the region requires increasing the efficiency of resource use, encouraging the development of innovations, introducing regional mechanisms and tools for the sustainable development of territorial subjects. It is necessary to develop conceptual approaches to increase the interest of the subjects of the regions in the implementation of environmentally significant measures of the system, based on the stimulation of innovation. Measures are needed to solve the key problems of choosing the most effective incentive measures for a particular region, in conjunction with its features of socio-economic development, natural and climatic conditions, the state of the environment, etc.

for Sustainable Management during the War and Post-War Recovery

      Pages: 194 - 206
Abstract: The results of the research show that in developed countries, where approximately 16% of the world’s population lives, more than 2 times more solid waste per capita than one Ukrainian, but more than half of this waste is subject to recycling and composting. The results of the correlation analysis have shown that the circular economies of Ukraine and EU countries are very closely connected. Accordingly, the increase in the level of the circular economy in Ukraine in the future will be able to positively affect the environmental situation of other countries of the world. But there are lenient administrative penalties and fines for environmental pollution in Ukraine, as well as low environmental fees, which, in turn, does not encourage producers to move to more expensive principles of circular production on the one hand and does not protect against violating government restrictions on the other hand. Besides, the situation with the development of the circular economy in Ukraine is relevant because of the aggression of the russian federation against Ukraine, when, due to the destruction of infrastructure, including critical one, there is a very strong shortage of energy resources, in particular during the winter period. The paper proposes to develop and implement in Ukraine a targeted comprehensive program for solid waste management, that should provide the main ways to achieve goals and objectives of after-war circular economy development

Abstract: The effectiveness of the distribution of financial resources that affect environmental sustainability through public financing has recently become of particular relevance. The availability of credit financing for business remains one of the most significant factors affecting the business environment, the development of entrepreneurship and the economy as a whole. The government is taking steps to reduce risks, including environmental risks, and to ensure that property rights are protected from the consequences of adverse events by promoting public-private partnerships, which have proven to be a successful way for businesses and the state to interact in Kazakhstan.

  • Sustainable Development of Rural Areas in the Conditions of Globalization:
           Ukrainian Realities

    • Authors: Tetiana LISOVA, Svitlana SHARAPOVA, Viktoriia BREDIKHINA, Liudmyla LEIBA
      Pages: 217 - 224
Abstract: Ukrainian agriculture remains one of the most problematic sectors of the national economy, and revolutionary processes in rural areas are today in the center of attention of national scientists, politicians, and public representatives. The article carries out a scientific study related to the search for the fundamental reasons for the low effectiveness of reform decisions and actions implemented in Ukraine with the aim of bringing the level of development of Ukrainian rural areas closer to the EU standards. Such research can become the basis for forecasting trends in the development of rural areas of Ukraine in the medium and long term. It can also serve as a reliable basis for applied mechanisms of reforming the agro-industrial complex in the post-war period and the evolution of rural areas of Ukraine in the context of European integration. It is noted that from the point of view of European integration, there is a natural, labor, technical, technological, scientific and information potential for the development of rural areas of Ukraine. At the same time, there is a need to find alternative approaches to the development of rural areas of Ukraine, in particular, focusing on those principles that ensure effective development of rural areas of EU member states. Improving the economic security of the country and transitioning to a higher level of socio-economic development is impossible without the creation of a comprehensive, scientifically based strategy for the development of rural areas on the basis of sustainability.

      Pages: 225 - 235
Abstract: This paper presents research conducted on urban home water use behavior as a response demand mitigation strategy to reduce domestic water consumption in SA. The paper presents results of urban home residents’ attitudes, behavior and perceptions towards their water consumption in a search for ways in which domestic demand for water may be substantially reduced. The analysis reflects the water use behavior and perceptions of urban dwellers in a period where water use rationing and restrictions are in place in parts of SA, therefore water scarcity is an important public crisis issue. The research has brought to the fore the complexity of the forces shaping water demand and use in the context of the socio-demographic composition of homes residing in different types of dwellings, as well as the cultural, behavioral and attitudinal aspects of water consumption in city of Durban. The essential questions driving the research was what extent the two key dimensions of urban structure do, i.e. built form and the socio-behavioral characteristics of home water use, influence the pattern of water consumption. Additionally, the study ascertained the extent to which urban water users understood water-saving practices and the need to conserve this precious natural resource whilst also investigating the extent that the public believed were the most effective water-saving habits, interventions and communication methods to support reduced water consumption at a home level. In so doing, the study findings have aimed to inform public policy on ways to reduce consumption and identify alternative and complimentary ways to address the urban water conservation and demand management planning.

  • Overview of Projects Challenges to Achieve Transformations in Food
           Industry

    • Authors: Laura BAIZHANOVA, John CHRISTIANSENd, Duissekul KUNANBAEVA
      Pages: 236 - 248
Abstract: The present research represents the first structured research of the challenges when using projects to achieve transformation in the food industry in a rapidly developing economy with ambitious and fast-growing companies. The analysis also indicates, but does not generalize, that there are challenges related to bottom managing the individual projects and top managing, the relationships between the projects and their environment. Some environmental issues as: food safety, waste management and sustainable development were widely approached in the foreign literature, have been made many attempts by stakeholders, but issues raised for the food industry should more carefully study. In this case, effective monitoring and evaluation is needed, which requires not only data, but also building institutional capacity, clarifying the functions of various structures, creating new structural units as necessary and maintaining research activities within the framework of policy priorities and activities for the development of Kazakhstan food industries.

  • The Role of Press Tours in the Development of Park Recreation Complexes

    • Authors: Olesia DOLYNSKA, Ihor SMYRNOV, Inna SHOROBURA, Volodymyr MERCHANSKYI, Ihor TSURKAN
      Pages: 249 - 260
Abstract: Recreation is one of the key human needs, as the intensity of life on the planet is quite high. The issue of organizing places for rest is important. The aim of this work was to study the impact of press tours on the development of park recreation complexes. The research involved statistical data analysis and the methodology developed by the State Tourism Administration of Ukraine to determine the volume of tourist activity and attendance. Press tours of park recreation complexes were held on the territory of Ukraine, which has a rich natural tourist resource, while being a country with a low tourism development. It was found that they not only introduce the guests of the complexes into the attractions that exist on its territory, but also enable discussing the current problems with the aim of finding additional sources of funding for their solution. They can help to restore the infrastructure of the complexes and make them more attractive for visitors. Such arrangements contribute to the dissemination of information in mass media, social networks, blogs, as well as in well-known Ukrainian and foreign tourist publications. As a result, this contributes to the attraction of a larger number of visitors, their recreation spending growth because of the extended types of tourist activities on the territory of the complex. Park recreation complexes receive more profit in this way, part of which, along with financing the maintenance of the complex, can be spent on their development. So, it was established that press tours promote the development of park recreation complexes. The results of this study are of practical importance, as they can be used in tourism marketing.

    • Authors: Pitoon AMORNWITTHAWAT, Noppawan Tanakanjana PHONGKHIEO, Thawan NIEAMSUP
      Pages: 261 - 271
Abstract: The purpose of this study was to recommend nature interpretation and alternative management strategies to enhance pro-environmental behaviors among visitors by studying the factors that influence these behaviors. The samples were 1400 Thai visitors and 20 national park officers. Questionnaire data was analyzed using path analysis and content analysis. Taking into account research findings, the 11 of interpretive messages were created to promote the behaviors in national parks across the country. The message that is deemed most appropriate for encouraging visitor behaviors was: "A national park is a treasure for everyone, and it is important that we all do our part to protect it. If you see any activities that have the potential to destroy natural resources or harm the environment, please inform the park officers immediately." Besides, developing effective nature interpretation and preparing public facilities have been recommended as major alternative management strategies. The most appropriate high-level strategy for developing effective nature interpretation was found to be "utilizing new technologies to support nature interpretation." The survey respondents identified "setting up different colored garbage bins" and "installing fences to preserve fragile areas" as the most effective strategies for preparing public facilities and managing visitor behaviors in Thailand's national parks.

Abstract: The article presents information about the result of the experiment that determined the amount of tourist waste in the Altai Mountains of Kazakhstan and the Altai Mountains of Mongolia. During the pandemic, traveling to the Altai Mountains became a trend for domestic tourism in both countries. Due to the low development of the infrastructure in this region, tourist vehicles drive on unpaved roads, build new branch roads, cross clay swamps to approach high mountains, damage the soil cover, and dump garbage into nature. The authors conducted a special experiment on the main tourist routes in the Altai Mountains and determined the amount of waste per tourist. Based
