  • Does Travel Spread Infection'—Effects of Social Stirring
           Simulated on SEIRS Circuit Grid

      Abstract: Abstract Previous models of the spread of viral infection could not explain the potential risk of non-infectious travelers and exceptional events, such as the reduction in infected cases with an increase in travelers. In this study, we provide an explanation for improving the model by considering two factors. First, we consider the travel of susceptible (S), exposed (E), and recovered (R) individuals who may become infected and infect others in the destination region in the near future, as well as infectious (I). Second, people living in a region and those moving from other regions are treated as separate but interacting groups to consider the potential influence of movement before infection. We show the results of the simulation of infection spread in a country where individuals travel across regions and the government chooses regions to vaccinate with priority. As a result, vaccinating people in regions with larger populations better suppresses the spread of infection, which turns out to be a part of a general law that the same quantity of vaccines can work efficiently by maximizing the conditional entropy Hc of the distribution of vaccines to regions. This strategy outperformed vaccination in regions with a larger effective regeneration number. These results, understandable through the new concept of social stirring, correspond to the fact that travel activities across regional borders may even suppress the spread of vaccination if processed at a sufficiently high pace. This effect can be further reinforced if vaccines are equally distributed to local regions.

  • NOWJ at COLIEE 2023: Multi-task and Ensemble Approaches in Legal

      Abstract: Abstract This paper presents the NOWJ team’s approach to the COLIEE 2023 Competition, which focuses on advancing legal information processing techniques and applying them to real-world legal scenarios. Our team tackled the four tasks in the competition, which involved legal case retrieval, legal case entailment, statute law retrieval, and legal textual entailment. We employ state-of-the-art machine learning models and innovative approaches, such as BERT, Longformer, BM25-ranking algorithm, and multi-task learning models. Our participation in the COLIEE 2023 has provided useful insights including the importance of the pre-processing and feature engineering, effectiveness of the multi-task models in combining different legal tasks to improve model’s performance. Although our team did not achieve state-of-the-art results, our findings identify areas for further research and improvements in legal information processing.

  • Exploring Prompting Approaches in Legal Textual Entailment

      Abstract: Abstract We report explorations into prompt engineering with large pre-trained language models that were not fine-tuned to solve the legal entailment task (Task 4) of the 2023 COLIEE competition. Our most successful strategy used simple text similarity measures to retrieve articles and queries from the training set. We report on our efforts to optimize performance with both OpenAI’s GPT-4 and FLaN-T5. We also used an ensemble approach to find the best combination of models and prompts. Finally, we analyze our results and suggest ideas for future improvements.

  • Overview and Discussion of the Competition on Legal Information,
           Extraction/Entailment (COLIEE) 2023

      Abstract: Abstract We summarize the 10th Competition on Legal Information Extraction and Entailment. In this tenth edition, the competition included four tasks on case law and statute law. The case law component includes an information retrieval task (Task 1), and the confirmation of an entailment relation between an existing case and a selected unseen case (Task 2). The statute law component includes an information retrieval task (Task 3), and an entailment/question-answering task based on retrieved civil code statutes (Task 4). Participation was open to any group based on any approach. Ten different teams participated in the case law competition tasks, most of them in more than one task. We received results from 8 teams for Task 1 (22 runs) and seven teams for Task 2 (18 runs). On the statute law task, there were 9 different teams participating, most in more than one task. 6 teams submitted a total of 16 runs for Task 3, and 9 teams submitted a total of 26 runs for Task 4. We describe the variety of approaches, our official evaluation, and analysis of our data and submission results.

  • Legal Information Retrieval and Entailment Using Transformer-based
           Approaches

      Abstract: Abstract The challenge of information overload in the legal domain increases every day. The COLIEE competition has created four challenge tasks that are intended to encourage the development of systems and methods to alleviate some of that pressure: a case law retrieval (Task 1) and entailment (Task 2), and a statute law retrieval (Task 3) and entailment (Task 4). Here we describe our methods for Task 1 and Task 4. In Task 1, we used a sentence-transformer model to create a numeric representation for each case paragraph. We then created a histogram of the similarities between a query case and a candidate case. The histogram is used to build a binary classifier that decides whether a candidate case should be noticed or not. In Task 4, our approach relies on fine-tuning a pre-trained DeBERTa large language model (LLM) trained on SNLI and MultiNLI datasets. Our method for Task 4 was ranked third among eight participating teams in the COLIEE 2023 competition. For Task 4, We also compared the performance of the DeBERTa model with those of a knowledge distillation model and ensemble methods including Random Forest and Voting.

  • Application of a Stochastic Schemata Exploiter for Multi-Objective
           Hyper-parameter Optimization of Machine Learning

      Abstract: Abstract The Stochastic Schemata Exploiter (SSE), one of the Evolutionary Algorithms, is designed to find the optimal solution of a function. SSE extracts common schemata from individual sets with high fitness and generates individuals from the common schemata. For hyper-parameter optimization, the initialization method, the schema extraction method, and the new individual generation method, which are characteristic processes in SSE, are extended. In this paper, an SSE-based multi-objective optimization for AutoML is proposed. AutoML gives good results in terms of model accuracy. However, if only model accuracy is considered, the model may be too complex. Such complex models cannot always be allowed because of the long computation time. The proposed method maximizes the stacking model accuracy and minimizes the model complexity simultaneously. When compared with existing methods, SSE has interesting features such as fewer control parameters and faster convergence properties. The visualization method makes the optimization process transparent and helps users understand the process.

  • Modeling a GDPR Compliant Data Wallet Application in Prova and AspectOWL

      Abstract: Abstract We present a GDPR-compliant data privacy and access use case of a distributed data wallet and we explore its modeling using two options, AspectOWL and Prova. This use case requires a representation capable of expressing the dynamicity and interaction between parties. While both approaches provide the expressiveness of non-monotonic states and fluent state transitions, their scope and semantics are vastly different. AspectOWL is a monotonic contextualized ontology language, able to represent dynamic state transitions and knowledge retention by wrapping parts of the ontology in isolated contexts, called aspects, while Prova can handle state transitions at runtime using non-monotonic state transition semantics. We present the two implementations and we discuss the similarities, advantages, and differences of the two approaches.

  • Driving Decision Making of Autonomous Vehicle According to Queensland
           Overtaking Traffic Rules

      Abstract: Abstract Improving the safety of autonomous vehicles (AVs) by making driving decisions in accordance with traffic rules is a complex task. Traffic rules are often expressed in a way that allows for interpretation and exceptions, making it difficult for AVs to follow them. This paper proposes a novel methodology for driving decision making in AVs based on defeasible deontic logic (DDL). We use DDL to formalize traffic rules and facilitate automated reasoning, allowing for the effective handling of rule exceptions and the resolution of vague terms in rules. To supplement the information provided by traffic rules, we incorporate an ontology for AV driving behaviour and environment information. By applying automated reasoning to formalized traffic rules and ontology-based AV driving information, our methodology enables AVs to make driving decisions in accordance with traffic rules. We present a case study focussing on the overtaking traffic rule to illustrate the usefulness of our methodology. Our evaluation demonstrates the effectiveness of the proposed driving decision-making methodology, highlighting its potential to improve the safety of AVs on the road.

  • Obligation for AI Systems in Healthcare: Prepare for Trouble and Make it

      Abstract: Abstract The Artificial Intelligence Act is the first EU proposal to impose binding provisions for AI Systems. As AI is now used in several different fields, those provisions setting AI legal standards might interact with other Regulations, especially in risky sectors, i.e. healthcare. This paper offers a brief analysis of what standards are to be considered if an AI system was intended to be used as a medical device. It shows the intersection between the Medical Device Regulation and the Artificial Intelligence Act, presenting which opportunities and challenges the new proposal might bring. Three case studies will test the intersection and report the practical outcomes in terms of classifications and obligations.

  • Towards a Risk-Based Continuous Auditing-Based Certification for Machine
           Learning

      Abstract: Abstract Machine learning systems have gained widespread adoption across various industries. This includes highly regulated ones that need to match certain quality requirements based on a given risk exposure. The MLOps paradigm, following a similar approach to DevOps, promises major improvements in quality and speed, with a focus on deploying ML models at a fast pace with high quality on an automated basis. However, traditional point-in-time certifications with manual audits are inadequate for MLOps setups due to frequent changes to the ML system. To overcome this challenge, we propose Continuous Audit-Based Certification (CABC), which uses automated audits to issue or revoke certificates based on an automated assessment of artifacts from the MLOps lifecycle. Our approach utilizes artifacts from the MLOps lifecycle for quality measurements based on standards such as ISO 25012. We propose a risk-based measurement selection, an audit API for standardized retrieval of data for measurement, a tamper-proof data collection process, and an architecture for separation of duties in the certification process. CABC aims to improve efficiency, enhance trust in the ML system, and support highly regulated industries in achieving their quality goals.

  • Normative Diagrams as a Tool for Representing Legal Systems

      Abstract: Abstract The paper at hand introduces and discusses a diagrammatic method to represent legal norms first developed by the second author. It is shown how this method can be used to represent not only norms and argument forms originating from classic legal methodology (legal subsumption, analogy, appeal to the contrary), but also more complex legal-theoretical phenomena, especially legal antinomies. Beyond its didactic virtues, the diagram is a useful theoretical tool for investigating how norms interact with each other and how singular actions can be considered as satisfying or violating a given norm.

  • Role of Regulatory Sandboxes and MLOps for AI-Enabled Public Sector
           Services

      Abstract: Abstract This paper discusses how innovations in public sector AI-based services must comply with the Artificial Intelligence Act (AI Act) regulatory frameworks while enabling experimentation and participation of diverse stakeholders throughout the Artificial Intelligence (AI) lifecycle. The paper examines the implications of the emerging regulation, AI regulatory sandboxes and Machine Learning Operations (MLOps) as tools that facilitate compliance while enabling co-learning and active participation of multiple stakeholders. We propose a framework that fosters experimentation with automation pipelines and continuous monitoring for the deployment of future public sector AI-based services in a regulatory-compliant and technically innovative manner. AI regulatory sandboxes can be beneficial as a space for contained experimentation that goes beyond regulatory considerations to specific experimentation with the implementation of ML frameworks. While the paper presents a framework based on emerging regulations, tools and practices pertaining to the responsible use of AI, this must be validated through pilot experimentation with public and private stakeholders and regulators in different areas of high-risk AI-based services.

  • Reciprocity is Different: Experimental Evidence from a Trust Game Between
           Japanese Domestic and International Students

      Abstract: Abstract This study examined the difference in Japanese people’s recognition of Japanese and foreigners through trust game experiments with Japanese and international university students. Participants mentioned their birthplaces at the beginning of the game. Other demographic characteristics, such as gender and faculty, were also declared and used as control variables. All international students were assigned as trustors and Japanese students were randomly assigned as trustors or trustees. The experimental results revealed that: First, the level of trustworthiness did not significantly differ between Japanese and foreign international students. Second, Japanese students have significantly higher unconditional reciprocity for international students than for Japanese students. Third, the level of conditional reciprocity is not significantly different. This result suggests that being reserved may show the closed-mindedness of Japanese people toward foreigners.

  • Discrete Choice Analysis of Japanese 5G Mobile Demand

      Abstract: Abstract This paper analyzes Japanese consumer preferences for mobile communication services including 5th generation mobile communication (5G). The analysis is presented after a questionnaire survey was given to 304 Japanese mobile communication subscribers in February 2023. The findings show that a decline in the monthly data fee, an increase in transmission speed, a rise in the maximum data amount limit, a choice of iOS, and the discontinuation of contracts with the current telecommunication companies, all raise demand for mobile communications in Japan. In addition, the author found that user groups of different mobile communication contractors have different utility functions. According to an estimation of Mean Willingness to Pay (MWTP) in this paper, suppliers of mobile communication networks may be able to optimize and maximize demand by adjusting attributions and their levels.

  • The Impact of Changing Political Positions on Charitable Donations: A Case
           Study of a Political Scandal in South Korea

      Abstract: Abstract This study examines whether political ideology switching by moderates mediates their charitable donations. Using the impeachment of Park Geun-hye, the former conservative president of South Korea, as a quasi-natural experiment, we find that the charitable donations of those who changed their political ideology from moderate to progressive after the corruption scandal increased by 16.8–17.9%. A battery of robustness tests supports the basic results. These findings imply that political scandals can affect moderates’ charitable behavior through the channel of political ideology switching.

  • Revolutionizing Cloud Security: Leveraging Quantum Computing and Key
           Distribution for Enhanced Protection

      Abstract: Abstract This paper proposes an effective quantum computing method that integrates secure cloud access and quantum key distribution (QKD) to ensure secure access to cloud resources. The proposed method employs a quantum circuit to implement a secure cloud access protocol that utilizes QKD to distribute a secret key between the cloud user and the service provider. The secret key encrypts all parties’ access requests, response messages, and data. The security of the proposed method is analyzed against various types of attacks, including intercept-resend, man-in-the-middle, and eavesdropping. The simulation results indicate that the proposed method offers significant protection against such attacks. It can potentially provide a secure cloud access platform for various applications, including sensitive data storage, healthcare data management, and other applications that require a high level of security.

  • Review and Comparison of US, EU, and UK Regulations on Cyber Risk/Security
           of the Current Blockchain Technologies: Viewpoint from 2023

      Abstract: Abstract The first cryptocurrency was invented in 2008/09, but the Blockchain-Web3 concept is still in its infancy, and the cyber risk is constantly changing. Cybersecurity should also be adapting to these changes to ensure security of personal data and continuation of operations. This article starts with a comparison of existing cybersecurity standards and regulations from the National Institute of Standards and Technology (NIST) and the International Organisation for Standardisation (ISO)—ISO27001, followed by a discussion on more specific and recent standards and regulations, such as the Markets in Crypto-Assets Regulation (MiCA), Committee on Payments and Market Infrastructures and the International Organisation of Securities Commissions (CPMI-IOSCO), and more general cryptography (and post-quantum cryptography), in the context of cybersecurity. These topics are followed up by a review of recent technical reports on cyber risk/security and a discussion on cloud security questions. Comparison of Blockchain cyber risk is also performed on the recent EU standards on cyber security, including European Cybersecurity Certification Scheme (EUCS)—cloud, and US standards—The National Vulnerability Database (NVD) Common Vulnerability Scoring System (CVSS). The study includes a review of Blockchain endpoint security, and new technologies e.g., IoT. The research methodology applied is a review and case study analysing secondary data on cybersecurity. The research significance is the integration of knowledge from the United States (US), the European Union (EU), the United Kingdom (UK), and international standards and frameworks on cybersecurity that can be alighted to new Blockchain projects. The results show that cybersecurity standards are not designed in close cooperation between the two major western blocks: US and EU. In addition, while the US is still leading in this area, the security standards for cryptocurrencies, internet-of-things, and blockchain technologies have not evolved as fast as the technologies have. The key finding from this study is that although the crypto-market has grown into a multi-trillion industry, the crypto-market has also lost over 70% since its peak, causing significant financial loss for individuals and cooperation’s. Despite this significant impact to individuals and society, cybersecurity standards and financial governance regulations are still in their infancy, specifically in the UK.

  • On the Lost Property of Telework During the COVID-19 Pandemic in Japan:
           From the Perspective of Sociomateriality and Organizational Citizenship

      Abstract: Abstract When telework was discussed in Japan during the COVID-19 pandemic, the context of staying home was strongly considered. As a result, the primary focus has been on carrying out one's assigned work at home. In other words, people tend to focus on the fact that they can carry out their work without being restricted by location. However, the networked aspect of telework is important. In other words, to realize telework, it is necessary to fully consider the aspect of making one's own work visible and collaborating with others. In this paper, the author clarifies the significance of the "connection" that information systems engender by examining the mechanism of inducing organizational citizenship behaviour from the perspective of “sociomateriality” proposed by Wanda Orlikowski et al. in information systems research. Furthermore, we warn against “discretionary bias,” a tendency to “free oneself from the constraints of time and place,” which appears, because telework was introduced as a measure to prevent the spread of infection. In addition, this paper examines the case of intranets in the 1990s to clarify the nature of connection through information systems and to find new insights in old cases, just as the Industrial Revolution is referenced in discussions of whether AI will take away jobs.
