  • Personal Data Exploitation and Social Media Manipulation as a Security
           Threat for NATO Nations and Democratic Societies

      Abstract: This paper seeks to examine the security threats that personal data exploitation and social media manipulation pose to NATO specifically and democracies broadly. Personal data exploitation poses a security threat to NATO not from a technological standpoint in terms of vulnerabilities in its cyber defences but because it is inextricably tied to social media manipulation. As the world’s largest security and defence organization NATO has a critical role to play in communicating the nature and consequences of the security threats related to data exploitation and social media manipulation. The ever-growing presence of misinformation and disinformation online has significantly impacted several NATO nations, which only underscores the need for collective effort in addressing these issues. Due to the manifold security threats that arise out of data exploitation and social media manipulation, success in countering these threats is contingent upon a whole-of-society approach.

  • Layered Hierarchies and Upward Mobility: What is the Future of India and
           China's Power Transitions'

      Abstract: Power Transition argues that states are likely to enter conflict when they reach power parity. A weak point in theorizing is how the global and regional (or local) hierarchies interact, arguing that interaction between the two is unidirectional and dominated by the interests of global powers. However, the rapid growth of India and China through power transition creates a future scenario where it appears likely that the two-reach power parity. A conflict between the two states for control over the regional order, which also projects to be contesting for the most powerful state globally, is problematic because it shows a regional disturbance could upset the global order. This project aims to theorize better the relationship between global and regional hierarchies to solve such a problem. If regional hierarchies supplement the global hierarchy, then a local power transition that sees upward mobility for a state within the regional hierarchy also increases its relative position in the global hierarchy and share of influence over the global order. In this case, a power shift at the regional level can normatively shift the local order, which affects how other regional states perceive their satisfaction with the global order. Should a state dissatisfied with the global order emerge on top of a regional hierarchy, its influence on the local order can normalize dissatisfaction with the global order.

  • The CSE Act And The Expansion Of Canadian Cyber Capabilities In The
           Twenty-First Century

      Abstract: What significance does the CSE Act’s new mandates entail for the CSE's role in enforcing Canadian cybersecurity' The aim of this paper is to provide an answer to this question, covering the period from 2001 to 2022. Prior research on the Act has yielded fruitful analyses about the legal implications for the agency’s new mandates. However, this paper will analyze the consequences of the agency’s expanding role in the Canadian cyber domain's security and what general trend can be observed. Data can become a valuable asset, and any compromise has significant consequences for Canadians and the Government of Canada. The findings in this paper are twofold: First, cyber security’s salience has made statutory law utilized to the CSE’s benefit to expand its capacity in response to emerging cyber threats. Second, the CSE’s powers entail that the agency will operate with continued and strict secrecy, raising concern over transparency and oversight.

  • Balancing, Bandwagoning And Power Maximization: Nato Enlargement Through
           The Lens Of Offensive Realism

      Abstract: NATO enlargement has stimulated debates among scholars. Prominent offensive realists have argued that it was a reckless act their theory cannot account for. Are they right' Through an analysis of the distribution of power between future NATO members, Russia, and the United States in the 1990s and early 2000s, I demonstrate how a “robust” and “expansive” offensive realism can yield intuitions on what induced NATO enlargement, particularly when applied in conjunction with balance of threats theory. Accordingly, I argue that NATO enlargement can be understood as an act of balancing against Russia and of bandwagoning with the United States by future NATO members, and as an act of domineering maximization by the United States. As such, offensive realism does have theoretical tools that explain the policy, provided it is brought to its logical conclusion. While I do not endorse the theory, I demonstrate how it can deliver useful insights.
