  • Organizational and legal aspects of accounting for charitable
contributions in the Ukrainian armed forces under martial law

    • Authors: Antonina Voloshenko
      Pages: 57 - 63
Abstract: Purpose: development of practical recommendations for reducing the risks of misuse of charitable assistance in military units based on a study of organizational and legal aspects of accounting for charitable donations in martial law.  Design/Method/Approach: the study was conducted using the following general and special methods: the method of analysis and synthesis in their systematic combination during the study of official documents of the national legal framework; statistical methods in the study of charitable indicators; abstract-logical method – for the formulation of theoretical generalizations and conclusions of the study. The work was done personally by the author. Findings: the article investigates the organizational and legal aspects of accounting for charitable donations in the Armed Forces of Ukraine under martial law. It is defined that the aid is charitable in case of simultaneous observance of voluntariness, purposefulness and disinterestedness criteria. It is established that the charitable assistance, in order to provide financial needs of national defence of the state, is rendered at the expense of charitable donations of individuals and legal entities, can be carried out both individually and collectively by gratuitous transfer of funds and/or property in kind. The article emphasizes the risks of misuse of charitable donations in kind because of the contradictory norms of the current legislation. Theoretical implications: the expediency of defining at the normative level the military formationʼs authority to establish by intradepartmental normative-legal acts the norms of receiving, using, accounting and reporting concerning charitable assistance, taking into account the specifics of these processes in the conditions of combat operations, was substantiated. Practical implications: consists in the development and formulation of system generalizations and specific proposals for improving the system of accounting and control of the movement of charitable donations in the Armed Forces of Ukraine. Papertype: scientific and practical.

  • The influence of air environment properties on the solution of applied
problems of capturing speech information in the open terrain

    • Authors: Olena Azarenko, Yulia Honcharenko, Mykhailo Divizinyuk, Volodymyr Mirnenko, Valeriy Strilets, Jacek Lukasz Wilk-Jakubowski
      Pages: 64 - 77
Abstract: Purpose: based on the systematization of the characteristics of the propagation of acoustic waves depending on the different conditions of the air environment, their influence on the solution of applied problems of capturing speech information in the open area is shown, and the prompt rapid account of these factors in solving applied problems is proposed. Design/Method/Approach: in performing this work, methods of analyzing the properties of wave processes, methods of describing acoustic fields, systematization and generalization of data and knowledge, methods of transforming complex systems were used. Findings: the speed of sound propagation in the atmosphere, which is the primary acoustic characteristic of the air environment, entirely depends on the parameters of this environment (atmospheric pressure, air temperature, humidity, as well as the presence of additional impurities) is investigated. The vertical distribution of the speed of sound in the surface layers of the atmosphere ultimately determines the propagation of acoustic waves and their distortion - refraction. The concept of the factor of an anomaly of air environment and its account in the decision of applied problems of removing the speech information is considered. Theoretical implications: is that the complex calculations of the factor of the anomaly of the air environment to obtain the expected range of detection of acoustic signals can be defined as the product of the value of the energy range of detection on the value of the coefficient of environmental influence in the surface atmosphere. Papertype: scientific and practical.
