  • The unpredictable factor of corruption in hybrid warfare through the prism
           of an energy-centric approach

    • Authors: Antonina Voloshenko
      Pages: 55 - 63
Abstract: Purpose: determine the influence of the corruption factor in hybrid warfare through the prism of an energy-centric approach. Method: the research was conducted using the following general scientific and special methods: the historical method during the study of the development of the corruption factor as an element of hybrid warfare in chronological order; the method of analysis and synthesis in their systematic combination during the data review on manifestations of corruption in the security sector and defense of the Russian Federation; abstract-logical method – for formulating theoretical generalizations and research conclusions. The work was performed personally by the author. Findings: a study of corruption was conducted using an energy-centric approach. It has been established that corruption is an effective weapon of hybrid warfare, because by exporting corrupt influence, corrupt erosion of societies takes place and the main goals of this war are affected: institutions of democracy and the rule of law. It has been proven that in the Russian-Ukrainian war, the level of corruption in the security and defense sector of the Russian Federation turned out to be an underestimated factor in reducing the aggressor's potential. The most resonant consequences of the corruption of the defense sector for the Russian army during the war in Ukraine are singled out: total understaffing of the troops; the increase in the volume of state defense orders did not lead to the technological modernization of the Russian armed forces; low-quality food supply; lack of material and technical means; failure of strategic and tactical training of the Russian army and power structures due to the low professional level and corruption of the Russian generalship. Theoretical implications: deepened the scientific and theoretical understanding of the factor of corruption as an unpredictable element of hybrid warfare. Practical implications: the results of the study can be taken into account during assessment potential of the enemy.

  • Features of the sources of economic support for military needs during the
second world war in the United States of America

    • Authors: Anatolii Loishyn
      Pages: 64 - 83
Abstract: Purpose: The purpose of the article is to identify the features of the economic provision of military needs during the Second World War according to the experience of the United States for the further formulation of trends in the development of the economic provision of wars and the improvement of the theory of war economy. Method: To realize the goal of the research, it was decomposed and investigated: the state of the US economy on the eve of and during the Second World War; the main indicators of the functioning of the US tax system and the indicators of the implementation of military bonds as a tool of the internal debt policy of the USA during the Second World War are analyzed; peculiarities of the economic provision of military needs during the Second World War according to the experience of the United States. Findings: According to the results of the study, a number of features of the functioning of the US economy during the Second World War were identified, the main sources of financial support for military needs in the financing of the war were determined, a tendency to shift the focus from domestic borrowing to a wider use of taxes and a cumulative increase in the share of defense expenditures by almost six times was revealed, which indicates the almost complete militarization of the US budget during World War II. The results of the study will be used to further determine the trends in the development of economic ways of ensuring wars. The effectiveness of the hybrid combination of elements of the market economy and centralized management to ensure the military needs of the USA during the Second World War has been confirmed. Theoretical implications: The theoretical value of the study lies not only in conducting an analysis and establishing a tendency to shift emphasis in the use of sources of financial support in the USA during the Second World War, but also in identifying the prerequisites that contributed to the change in priorities. Practical implications: The cycle of scientific research related to the improvement and development of the theory of military economy, taking into account the modern development of economic processes, scientific and technological progress and the structure of society, has been continued. The research continues to solve the scientific problem of developing a perspective concept of economic provision of war needs and improving the theory of war economy. Originality. The value of the study lies in its practical significance for the further determination of trends in the application of economic tools to meet the needs of the war. Formulation of trends is a prerequisite for further qualitative identification of regularities inherent in the field of research. Research limitations. A limitation of the study is the use of open sources. Prospects for further research can be seen in the study of economic methods of ensuring coverage of military expenses during the Second World War by Germany, Great Britain, and the USSR.

  • Assessment of professional risks of the driver of a technological truck
           for forestry conditions

    • Authors: Vitaliy Tsopa, Natalia Borodina, Serhii Cheberiachko, Oleg Deryugin, Vitaly Hilpert, Oleksandr Borovytskyi
      Pages: 93 - 110
Abstract: Purpose: The aim of this work is to improve the process of determining the level of professional risk of the driver of a technological truck, by determining the relationships between various external and internal dangerous factors that increase the probability of an unusual event during the performance of production activities. Method: to use the fuzzy method “Decision Making Trial and Evaluation” (fuzzy Dematel). Theoretical value of research: thirty dangerous factors that can lead to a violation of the musculoskeletal system of the driver of a technological truck during the performance of labor obligations at forestry enterprises have been identified. The most influential dangerous factors were determined by the fuzzy Dematel method, which have the greatest influence on the occurrence of a dangerous event related to the work of a driver of a technological truck. Practical value of research: a cause-and-effect relationship was established between the identified dangerous factors that affect the work of the driver of a technological truck during the performance of professional activities, which allows the identification of the most causal and consequential dangerous factors. Value of research: an algorithm for the assessment of professional risks has been developed taking into account.
