  • The concept of planning operational and service activities of the State
           Border Guard Service of Ukraine

      Abstract: Purpose: creation of the concept of building a methodology for planning operational and service activities of the State Border Guard Service of Ukraine. Design/Method/Approach: the concept uses such scientific methods of research as: SWOT analysis - to assess the strengths and weaknesses of the State Border Guard Service of Ukraine in the conditions of everyday activities, in the conditions of the complication of the situation and in the conditions of a military nature, opportunities and threats and justification of the directions of the further development of the State Border Guard Service of Ukraine to ensure effective use of the border agency in fundamentally new conditions; expert assessment method - for assessing the importance of factors and parameters of threats, influence and vulnerability in relation to the threat of organized crime activity; matrix method for assessing the correspondence of countermeasures to scenarios (situations, methods) of actions of organized crime; the method of branches and bounds – for evaluating intermediate results and quality; analytical methods - for carrying out operational-tactical calculations of the capabilities of border units; method of network planning and management. Findings: the main result of the conducted research is the created concept of operational-service planning of the State Border Guard Service of Ukraine in modern conditions. Theoretical implications: this approach allows you to determine the order of planning operational and service activities of the forces and means of the State Border Guard Service of Ukraine in the general system of security and defense of the state. Originality/Value: the proposed concept is one of the auxiliary tools for planning operational and service activities of parts and units of the State Border Guard Service of Ukraine. Future research: in the future, it is necessary to conduct a study with the involvement of other components of the security and defense forces of the state. Paper type: theoretical.

  • Methodology for estimating the cost of combat losses of a group of troops
           (forces) in operations (combat actions)

      Abstract: Purpose: The purpose of the article is to define a methodical approach to estimating the cost of combat losses of a group of troops (forces) in operations (combat actions). Design/Method/Approach: the main methods of research are methods of mathematical statistics, methods of analysis and synthesis, methods of military economic theory, methods of military logic. Findings: with such a formulation of the problem, in order to calculate the coefficients of possible losses, it is necessary to determine the quantitative and cost indicators of the calculation and supply units for various military formations that may be involved in the conduct of hostilities, and also it is necessary to specify the characteristics of the conduct of hostilities that are forecasted. Then the proposed method will allow to quickly, with the highest quality and with the least errors, calculate the amount of resources and their cost to compensate for possible losses during the conduct of hostilities, as well as further determine the ability to compensate them depending on the change in the scenario of conducting hostilities. Theoretical implications: the main results of research on the topic of the article are: determination of the approach to estimating the cost of losses in operations (combat operations), which will allow to quickly calculate the cost of projected losses with a given accuracy (error no more than 10%) in order to determine in advance the financial reserve for their compensation.   • The concept of national security in the light of Aristotle’s
           philosophy of Politics

      Abstract: Purpose: to present the main assumptions of Aristotleʼs Politics through the prism of the category of national security. Also, to reflect on the characteristics of political systems presented by Aristotle as the basis for the search for the essence of the functioning of the state, as well as an attempt to describe the perfect state (politeia). Method: the research was conducted using the following general scientific and special methods: the historical method during the study of the development of the political systems by Aristotle in chronological order; the method of analysis and synthesis related to the functioning of the state by Aristotle, abstract-logical method – for formulating theoretical generalizations and research conclusions. The results of the study: in the history of socio-political thought, Politics should be perceived as an important work that was the first to scientifically deal with the entire spectrum of issues of internal and external politics, tasks faced by rulers and citizens, goals of the state, and factors of its stability and development. Theoretical implications: deepened unique perception of the state, in line with the spirit of antiquity, in which the boundary between politics and ethics is not clearly drawn. It really matters, as seen from the current approaches to the roles the state is able or supposed to play. That’s why it is worth treating the research as a good starting point for analyzing the tasks of the state, including national security. Практична цінність дослідження: the results of the research can be considered, while analyzing the socio-political theory of Aristotle, as a supporter of the democratic system - looking for inspiration and parallel solutions for the political culture of current liberal democratic societies.   • Analysis of the influence of military and economic factors on the
           justification of the choice of a rational version of the composition of
           the intelligence-strike system in the operation

      Abstract: Purpose: conducting an analysis and assessment of the influence of factors on the selection and justification of the rational composition of intelligence-strike systems for the conduct of operations by troops (forces). Method: the main methods of research are expert methods, the method of analysis of hierarchies, the method of regression and correlation analysis, methods of statistical analysis and mathematical statistics, forecasting methods. Findings: Lists of the main military and economic factors that influence the choice of a rational variant of the intelligence-strike system in the operation were formed, as well as an assessment of the degree of interrelationship of changes in economic factors during the studied period with indicators of the combat potential of military formations. Theoretical implications: the main results of research on the topic of the article are: a list of the main external and internal military and economic factors that influence the choice and justification of a rational variant of the intelligence-strike system in the operation; proposed approach to assessing the degree of influence of factors by applying the method of regression and correlation analysis.   • Analysis and evaluation of the factors that influence the development of
           the reactive salvo fire systems of the Armed Forces of Ukraine

      Abstract: Purpose: this is an analysis and assessment of the main factors affecting the development of the rocket launcher systems of the Armed Forces of Ukraine, as well as a comparative analysis of the state of development of the rocket launcher systems of Russia, Belarus and Kazakhstan during the period (1993 - 2022). Findings: the article determines the degree of influence of factors on the development of the rocket salvo systems of the Armed Forces of Ukraine according to the periods of their development, and also assesses the degree of interrelationship of economic factors with the state of development of weapons and military equipment of the Armed Forces of Ukraine. Theoretical implications: the main results of the research on the topic of the article are: a list of the main external and internal factors that affect the development of rocket systems of salvo fire; an approach to assessing the degree of interrelationship of changing factors and the state of development of reactive salvo fire systems; a selection of statistical information on the state of financing the development of weapons and military equipment of the Armed Forces of Ukraine; statistical information on the development of rocket launcher systems in Russia, Belarus and Kazakhstan.   • Study of the smpact 14,5 mm kinetic action ammunition on the armored
           obstacle with additional armor

      Abstract: Purpose: to consider the main approaches to assessing the level of stability of the armor barrier and to build a mathematical model of the effect of the kinetic energy of a 14.5 mm bullet on the hull of an armored combat vehicle with an additional armor barrier based on experimental data. Design/Method/Approach: to implement the purpose of the study, a laboratory experimental test of the main armor of the hull of armored combat vehicles with additional armor installed was carried out in order to obtain statistical data in accordance with the selected experimental research plan. Findings: the article on the basis of statistical data obtained during the experimental study developed a mathematical model of the impact of 14.5 mm weapons on the hull of armored combat vehicles with additional armor, which makes it possible to determine the optimal thickness of additional armor and the distance of additional armor to the main armor depending on the angle of inclination of the hull elements of armored combat vehicles. Theoretical implications: to assess the relative properties of the hull of armored combat vehicles with additional armor to the damaging energy of the destructive means used experimental-statistical method of mathematical modeling of the process of influence of the energy of the destructive means, in which the experiment is considered as the main source of information about the process, and the methods of probability theory and mathematical statistics - the main means of processing the results of the experiment. Practical implications: the developed mathematical model of the impact of 14.5 mm munitions on the hull of armored combat vehicles with additional armor makes it possible to assess the level of protection of armored combat vehicles at the stage of their modernization or design. Originality/Value: the value of the study is to determine the optimal parameters of additional armor to increase the level of protection of armored combat vehicles. Research limitations/Future research: the limitation of the study is that the mathematical model takes into account the angle of the meeting of the means of destruction with the hull of armored combat vehicles with installed additional armor, the distance from the additional armor to the hull, the thickness of the additional armor.   • The impact of international sanctions on the production and export

      Abstract: Purpose: assessment of the impact of international sanctions on the production and export capabilities of the military-industrial complex (MIC) of the Russian Federation. Design/Method/Approach: is empirical method, expert evaluations. Theoretical implications: A list of specific factors related to international sanctions against the Russian Federation affecting the export and production capabilities of the Russian military-industrial complex. Practical implications: The weaknesses of the industrial potential of the Russian military-industrial complex in the context of international sanctions are identified, ways and methods of circumventing these sanctions by the Russian Federation in order to organize illegal imports of military technologies and components for the creation of modern weapons are revealed. Value: This study shows the directions of improving the international sanctions policy based on the analysis of the activities of the military-industrial complex of the Russian Federation in the chain “logistics – production – export of defense products” in modern conditions. Future research: This study paves the way for future research on the formation of mechanisms for monitoring the implementation of international sanctions in the export activities of defense products in the world.   • Development of financial control in the armed forces of the USSR in the
           first half of the 20th century

      Abstract: Purpose: the purpose of the article is to analyze the formation of financial control in the armed forces of the USSR in the first half of the 20th century. to identify features and trends in the development of financial control in the armed forces. Design/Method/Approach: in order to realize the goal of the research, its decomposition was carried out and the formation and functioning of financial control were investigated in the following periods: the creation of the armed forces of the USSR (the 20s of the XX century); functioning of financial control in the armed forces of the USSR during 1921–1926; analysis of the development of financial control in the context of the development of the armed forces of the USSR in the 1930s; financial control in the armed forces of the USSR during the Second World War (the first half of the 1940s of the XX century). Methods of analysis and synthesis became the methodical tools of the conducted research. The results of the study: conclusions were formulated based on certain periods of the development of financial control in the armed forces of the USSR and the tendency to increase the number and strengthening of control measures during active hostilities was identified. Theoretical implications: the identified tendency to increase the number of control measures during the Second World War in the armed forces of the USSR can be used when formulating the relevant laws in the field of financial (internal) control in the armed forces. Value: during the research, original sources of collectives of authors who directly participated in the establishment and development of financial control in the armed forces of the USSR were used. The scientific novelty of the study consists of the systematization of the development of financial control in the armed forces of the USSR in the first half of the 20th century.   • Formation of the professional readiness of the future border guard
           officers by means of the project activity

      Abstract: Purpose: is to reveal the essence of the substantive aspect of the process of forming professional readiness of future border guard officers by means of project activity. Method: empirical method, method of expert evaluations The results of the study: the analysis of the results shows that the level of readiness for project activities of the cadets, in the preparation of which the described scientific and methodical recommendations were fully used, has noticeably increased. Thus, among graduates of 2021, a high level of readiness was observed at 26.7% compared to 14.2% in 2018, and the number of graduates with a low level of readiness decreased from 33.5 to 14.1%, respectively. In addition, the 2021 graduates have a significantly higher correlation coefficient between the expert assessment and the cadetsʼ self-assessment (0.89 and 0.57, respectively), which indicates a more objective assessment by the cadets of their professionally significant qualities. This result allows us to draw a conclusion about the effectiveness of the developed technology of organizing the training of cadets for project activities. Value: based on the experience of relevant developments, a method of forming the professional readiness of future border guards by means of project activities was developed, which involves the introduction of specific methodological principles into the educational process. Future research: це дослідження відкриває шляхи для майбутніх досліджень щодо розробки спеціальної педагогічної технології, що дозволить організувати неперервну педагогічну практику для розвитку професійної компетентності саме у вихованні особового складу.   • Managing gender, age and disability diversity in an organization on the
           example of a robotics company

      Abstract: Purpose: the aim of this article is to present the role of diversity management in the organization’s development process by indicating the benefits and threats of implementing this concept. Method: a research method used was a case study. Also, good practices in the field of diversity management, used by “X” company operating in the robotics industry, were analyzed. The company’s diversity management strategy was examined as well, and it was found that an inclusive culture is an important determinant of its business success. The results of the study: the idea of diversity management is to build an open and inclusive work environment, the space of mutual respect in which employees have the opportunity to fulfill their own potential for the success of the entire company. Theoretical implications: an appropriate diversity management strategy could help the organization to identify areas of diversity and will result in higher staff efficiency. Diversity management is an important element of corporate social responsibility. Практична цінність дослідження: Diversity, which refers to all differences among people (ethnic, cultural, linguistic, ideological), is now more important than ever. Just as biodiversity gives the ecosystem strength and resilience, employee diversity contributes to building an integral work environment, and thereby it strengthens the organization. Companies with greater diversity are more creative, dynamic, flexible, and they understand the needs of the market better. Value: this article examines whether employee diversity management has a positive impact on the company’s development, and whether it generates innovation, efficiency, and better economic results for the organization.       Abstract: Purpose: Reduction of losses of military units and units performing tasks in the territory affected by the enemy’s destruction of the dam by using the methodology for calculating the consequences of the destruction of hydroelectric facilities. Method: the main research methods are methods of decomposition, system analysis, mathematical modeling and forecasting methods. Theoretical implications: 8 dangerous factors that arise as a result of the destruction (damage) of hydraulic units and can cause losses and affect the performance of a combat mission have been identified. Practical implications: the practical consequences resulting from the destruction (damage) of hydraulic nodes were established, a comparative analysis was carried out with the consequences of the influence of factors of weapons of mass destruction. Value: an algorithm of the method of calculation of consequences in the case of breaches (destruction) of dams of hydrotechnical structures of critical infrastructure was developed, a comparative analysis was carried out with the consequences of weapons of mass destruction.   • Improvement of methodological provision of the process of professional
           risk assessment in civil security management systems of enterprises

      Abstract: Purpose: to improve the methodological provision of the process of professional risk assessment in the civil security management systems of enterprises in accordance with the recommendations of IEC/ISO 31010:2019 and ISO 31000:2018. Method: analysis of scientific and technical literature and international legal documents regarding the assessment of professional risks in the civil security management systems of enterprises, institutions and organizations – to determine directions for improving the methodological provision of IEC/ ISO 31010:2019, ISO standards 31000:2018; probabilistic statistical methods and the theory of Markov processes – to improve the methodological provision of the Plan procedure and the principles of the PDCA process in the field of occupational health and safety. Findings: It is proposed to apply methodological provision for the stages of determining the amount of resources and assessing risks, which allows to ensure the possibility of objective implementation of the Plan procedure. Methodological provision for the stages of determining the amount of resources and assessing risks is proposed for use within the framework of IEC/ISO 31010:2019, which allows to determine, respectively: the optimal amount of resources for the development, implementation and ensuring the functioning of a complex of labor protection measures and means, limited to the (acceptable) level of risk established by the organization;  the probability of an employee receiving an industrial injury in a random period of time, exceeding the level of accumulation in the employee’s body of the exposure to HРF of normalized values and other indicators of occupational safety. Practical implications: the obtained results can be used to improve the recommendations of international standards IEC/ISO 31010:2019, ISO 31000:2018. Originality: According to the results of the research, a methodology for implementing the stage of determining the amount of resources of the Plan procedure, as well as an improved methodology for assessing professional risks in accordance with the recommendations of IEC/ISO 31010:2019 and ISO 31000:2018, is proposed for use. Research limitations: The proposed methodological approaches for assessing professional risks in civil security management systems of enterprises are adapted to the recommendations of the IEC/ISO 31010:2019 standard.  Papertype: theoretical.
