  • Azerbaijan’s 2023 counterterrorism operation in Karabakh region:
           causes and consequences

    • Authors: Arif Hasanov Hasan, Khayal Iskandarov, Piotr Gawliczek
      Pages: 1 - 13
Abstract: Purpose: is to discuss the possible causes and consequences of Azerbaijan’s 2023 counterterrorism operation in Karabakh region. Method: comparative analysis, and synthesis. Findings: Azerbaijan is one of few countries which successfully waged a full-scale war against Armenia in order to restore its territorial integrity and conducted impeccable counterterrorism operation of the local nature against illegal armed groups in Karabakh region in order to eliminate separatism and ensure its sovereignty over liberated territories. A set of principles is usually followed to conduct counterterrorism operations, which are intricate and multidimensional, with the goal of efficiently fighting terrorist threats while minimizing collateral harm and safeguarding human rights. All principles of counterterrorism operation were met and Azerbaijan eliminated separatism once and for all and ensured its sovereignty over the liberated territories. What makes this operation different from many operations of the same nature, is that a long-term approach – one of the most important principles of the counterterrorism operations has been applied, where the immediate security concerns were eradicated, the source of separatism was isolated, the ideological extremism was dispelled, the promotion of stability was ensured, left no reason for foreign troops (so-called Russian peacekeepers) to stay in its territory. Theoretical implications: The paper enhances our understanding of key concepts of counterterrorism operations in general and provides new insights for understanding the possible causes and consequences of Azerbaijan’s 2023 counterterrorism operation. The results obtained in the study have broader implications for national security strategies in pursuit of eradicating the similar problems in different contexts. Practical implications: Azerbaijan’s 2023 counterterrorism operation is a typical example for the nations suffering from the same problem. Applying different aspects of this operation as depicted in the paper would definitely contribute to the adjustment of tactics and techniques, reallocation of resources, effective application of new technologies by the nations to eliminate the separatism within their internationally recognized territories. Value: The study presents Azerbaijan’s 2023 counterterrorism operation as a model for eradicating the problems of the same nature in pursuit of peace and stability in different regions, delineates the principles of the counterterrorism operations and explains them in the example of the operation conducted by Azerbaijan Armed Forces. Paper type: theoretical.

  • Research of influence of the gas filter design parameters on the
           protective term of respirators

    • Authors: Dmytro Radchuk, Yurii Cheberiachko, Mykola Naumov, Serhii Cheberiachko
      Pages: 180 - 194
Abstract: Purpose. To investigate the influence of the gas filter design parameters of respiratory personal protective equipment, which affect their real protective time. Method. To study the influence of the of gas-filter design was used the software "SolidWorks" to clarify the calculation parameters of the developed models and modes of air flow movement. The pressure drop of gas filters was determined in laboratory conditions in accordance with the requirements of the standard DSTU EN 13274-3:2005 "Personal Protective Equipment . Test methods. Part 3. Determination of breathing resistance" method 1b. Findings. The influence of the gas filter design parameters of respiratory personal protective equipment on their real protective time was studied. The relationship between the increase in the area of the filter surface and the outlet opening of the gas filter box, which increases the duration of the protective effect by up to 30% in a certain range of sizes of the filter boxes, was revealed. It was established that increasing the gap between the adsorbent and the down part of the gas filter box and shifting the outlet opening relative to the center of the gas filter box allows to increase the protective time within the calculated error to 5%, while the indicators stabilize after reaching a certain indicator that characterizes the considered design parameter. Theoretical implications. A theoretical model for calculating the protective time of gas filters is proposed, which takes into account the influence of design parameters on the rate of harmful substances filtration. Practical implications. The rational parameters of the gas filter box to ensure the maximum possible period of protective time were determined, which include the area of the filter surface of 110 cm2, the height of the filter - 30 mm, the gap between the adsorbent and the bottom wall of the filter box - at least 4 mm. Originality. The relationship between the geometric dimensions of the gas filter box and the filtering speed was established, which made it possible to clarify the protective time of respiratory personal protective equipment. Future research. The obtained research results can be applied in the design of new models of gas filters, as well as in theoretical studies related to the improvement of the model for determining the protective time. • Authors: Viktor Strelets, Ighor Malovyk, Vitalii Ptysiazhniuk, Serhii Stepanchuk, Valery Strelec, Oleksander Rebrov
      Pages: 219 - 237
Abstract: Purpose: determination of the sequence of obtaining parameters of a training attempt, according to which it is possible to evaluate the quality of its execution. Method: qualitative for substantiating the research hypothesis; statistical analysis of experimental results; the method of expert evaluations for harmonizing professional views. Findings: for the first time, a methodology for determining the parameters of a training attempt for evaluating a control exercise was developed, in which both the parameters for assessing the level of preparedness and the training attempt from which it can be carried out are determined. Theoretical implications: the statistical method of substantiating standards by taking into account the features that are characteristic of the process of emergency and rescue operations by the personnel of the State Emergency Service has gained further development. Practical value of the research: specific standards have been developed for assessing the level of preparedness of emergency services rescuers. Originality/Value of the research: for the first time, the probabilities of hitting the time of emergency and rescue operations are determined using weighted average expert estimates, and during the justification of the attempt, after which the personnel can be evaluated, the exponential nature of the change in the time of the exercise depending on the level of preparedness of the rescuers is taken into account. Research Limitations: the complexity of conducting experimental studies to obtain results, as well as the need to confirm the effectiveness of the training of rescuers using the proposed standards. Paper type: calculation-analytical.
