  • EVALUATION OF ACCURACY OF DETERMINATION OF COORDINATED AIR TARGET IN THE
TIME OF SOLVING TASKS OF INTEGRATED CONTROL OF EMPLOYABILITY OF
           SURFACE-TO-AIR MISSILE SYSTEM RADAR MEANS

    • Authors: Pavlo Drannyk, Vladislav Kobzev, Pavlo Openʹko, Dmytro Rieznik
      Pages: 3–15 - 3–15
Abstract: The article deals with the issues of substantiation of the decisions to be made regarding the correspondence of a number of characteristics of the radar equipment of the SAM. The characteristics include the characteristics associated with the formation of the antenna directivity pattern and certain boundary characteristics of the receiving device. There are proposed method of estimation of the accuracy to determination of the coordinates of air targets by radar means of the radar equipment at the stage of their support. There are made method of estimation of the accuracy to determination of the coordinates of air targets by radar means of the SAM at the stage of their support is proposed. The mathematical relations are obtained for calculating the quantitative characteristics of the coordinates of the air targets. Its are of an occasional nature, which makes it possible to determine the accuracy of determining the coordinates of air targets by test objects.

  • IMPLEMENTATION OF ANTI-CORRUPTION MODEL AS ONE OF THE MAJOR INSTRUMENTS IN
           FIGHTING CORRUPTION

    • Authors: Lilia Bakunchik, Olena Holota
      Pages: 16–2 - 16–2
Abstract: The article deals with historical aspects and international experience in developing anti-corruption models as well as describing the problems of implementation of such models in governmental establishments in Ukraine. Traditionally, corruption is the biggest problem for developing countries which is hard to fight. Fighting corruption in Ukraine has been presented in several comprehensive reviews. The reviews show us a list of concerns about serious changes in the field. Currently, there is an objective necessity to make more decisive steps to tackle corruption, which certainly is the important feature towards the improvement of the economic situation in the country. It should be noted that the implementation of anti-corruption models has been one of the most effective means of combating corruption for economically developed countries. In Ukraine, a course for implementing an anti-corruption model based on the creation of specialized anti-corruption bodies was chosen. However, there is the urgent need to mend a number of the legal and technical flaws of current legislation in order to guarantee the proper functioning of newly established state anti-corruption institutions.

  • JUSTIFICATION OF THE VALIDITY OF DEVELOPMENT INTERNAL CONTROL’S
INDICATORS OF IN THE MINISTRY OF DEFENSE OF UKRAINE AND THE ARMED FORCES
           OF UKRAINE

    • Authors: Anatolii Loishyn, Oleksandr Shpytal, Ivan Tkach
      Pages: 27–4 - 27–4
Abstract: The article may be of interest to representatives of the audit service, members of internal control and managers of all levels within the system of the Ministry of Defense of Ukraine and the Armed Forces of Ukraine. In the course of the study, a partial analysis of the governing documents regulating the organization and functioning of internal audit and internal control systems in the defense department is conducted. The relationship between these systems is determined. It has been established that internal audit is an element of the domestic system of state internal financial control, which is considered as a three-level model. The analysis carried out in the article proves that the audit does not participate in making managerial decisions regarding the management of financial, material and other resources, and is not responsible for internal control, but carries out an assessment of the effectiveness of the functioning of internal control systems introduced by the heads of organizations. The article emphasizes the importance of using the "Three Line of Defense" model in the Defense Department. An independent function of internal audit through a risk-oriented approach to its implementation should provide sufficient assurance (guarantee) for senior management. In the course of the research, not only the analysis of regulatory acts regulating its activities, but also the analysis of the performance indicators of the internal audit units. The high efficiency and effectiveness of the internal audit units is high. The article analyzes the approaches to the organization and functioning of internal control in the defense department. The main elements of internal control and its participants are determined. The absence of internal control of the relevant competencies, the ability to understand the processes that could lead to a violation of the functioning of the system of the entity of internal control that the representatives of the audit service have. A decision has been made regarding the development of certain recommendations to participants in internal control in the form of the development of a certain system of indicators that can signal and prevent the failure of the functioning of the system for the management of financial, material and other resources.

  • METHODOLOGY FOR DETERMINING THE REQUIRED COMPOSITION OF FORCES AND MEANS
OF ENGINEERING TROOPS UNITS TO EFFECTIVELY ACCOMPLISH THE TASK OF
EXTRACTING AND PURIFYING WATER AND EQUIPPING FIELD WATER SUPPLY POINTS IN
           AN OPERATION (COMBAT ACTIONS)

    • Authors: Alexander Voloschenko, Alexander Peredrii, Igor Chernykh, Vladimir Kotsiuruba
      Pages: 43–5 - 43–5
Abstract: Following the experience of military operations in wars, modern armed conflicts and peacekeeping operations, a proposed methodology was for determining the required composition of engineering troops to effectively accomplish the task of extracting and purifying water and equipping field water supply points in an operation (combat actions). The basis of the proposed methodology is a mathematical model that implements the method of analytical modeling and is focused on determining the value of the efficiency indicator in quality, which was adopted by the engineering units’s task of extracting and cleaning water and equipping field water supply points in an operation (combat actions). The peculiarity of the proposed method is a comprehensive account of the set of indicators of magnitude, which quantitatively characterize possible scenarios of application and composition of troops in an operation (combat actions), physical and geographical conditions of the area of operation (combat actions), as well as existing standards for providing troops with field water. The methodology is intended for military command and control bodies to determine the required composition of troops in an operation (combat actions), in particular, the composition of the forces and facilities of the engineering troops for the effective execution of the task of extracting and cleaning water and equipping field water supplies in an operation (combat actions).

  • DEPENDENCE OF THE COEFFICIENT OF EFFICIENCY OF THE PATIENT ON THE
PARAMETERS OF THE SYSTEM OF MEDICAL CARE OF THE POPULATION FOR THE
DIFFUSION-NONMONOTONIC LAW OF TIME DISTRIBUTION BETWEEN DISEASES

    • Authors: Володимир Мірненко, Валентин Диптан, Петро Яблонський, Роман Гутверт
      Pages: 54 - 64
Abstract: The graphs of the dependence of the coefficient of performance on the scale and form of the diffusion-nonmonotonic law of time distribution between diseases, periodicity and time of recovery of work capacity, the probability of patient's referral for medical assistance, the reliability of the diagnosis of the disease in the clinic and the hospital are given. Given the complexity of the analytical dependence of the coefficient of performance on these parameters in the work, a numerical method of calculations was used.
