  • Predicting the effect of decompression sickness on survival following
           submarine tower escape

      Abstract: The purpose of the present study was the development of a methodology for translating predicted rates of decompression sickness (DCS), following tower escape from a sunken submarine, into predicted probability of survival, a more useful statistic for making operational decisions. Predictions were made, using existing models, for the probabilities of a range of DCS symptoms following submarine tower escape. Subject matter expert estimates of the effect of these symptoms on a submariner’s ability to survive in benign weather conditions on the sea surface until rescued were combined with the likelihoods of the different symptoms occurring using standard probability theory. Plots were generated showing the dependence of predicted probability of survival following escape on the escape depth and the pressure within the stricken submarine. Current advice on whether to attempt tower escape is based on avoiding rates of DCS above approximately 5%–10%. Consideration of predicted survival rates, based on subject matter expert opinion, suggests that the current advice might be considered as conservative in the distressed submarine scenario, as DCS rates of 10% are not anticipated to markedly affect survival rates. According to the authors’ knowledge, this study represents the first attempt to quantify the effect of different DCS symptoms on the probability of survival in submarine tower escape.

  • A heuristic approach applied to the fleet sizing problem for military
           ground vehicles

      Abstract: This paper aims to propose two solution approaches to determine the number of ground transport vehicles that are required to ensure the on-time delivery of military equipment between origin and destination node pairs in some geographic region, which is an important logistics problem at the US Transportation Command. The author uses a mathematical program and a traditional heuristic to provide optimal and near-optimal solutions, respectively. The author also compares the approaches for random, small-scale problems to assess the quality and computational efficiency of the heuristic solution, and also uses the heuristic to solve a notional, large-scale problem typical of real problems. This work helps analysts identify how many ground transport vehicles are needed to meet cargo delivery requirements in any military theater of operation. This research assumes all problem data is deterministic, so it does not capture variations in requirements or transit times between nodes. This work provides prescriptive details to military analysts and decision-makers in a timely manner. Prior to this work, insights for this type of problem were generated using time-consuming simulation taking about a week and often involving trial-and-error. This research provides new methods to solve an important logistics problem. The heuristic presented in this paper was recently used to provide operational insights about ground vehicle requirements to support a geographic combatant command and to inform decisions for railcar recapitalization within the US Army.

  • Comparing greedy constructive heuristic subtour elimination methods for
           the traveling salesman problem

      Abstract: This paper aims to define the class of fragment constructive heuristics used to compute feasible solutions for the traveling salesman problem (TSP) into edge-greedy and vertex-greedy subclasses. As these subclasses of heuristics can create subtours, two known methodologies for subtour elimination on symmetric instances are reviewed and are expanded to cover asymmetric problem instances. This paper introduces a third novel subtour elimination methodology, the greedy tracker (GT), and compares it to both known methodologies. Computational results for all three subtour elimination methodologies are generated across 17 symmetric instances ranging in size from 29 vertices to 5,934 vertices, as well as 9 asymmetric instances ranging in size from 17 to 443 vertices. The results demonstrate the GT is the fastest method for preventing subtours for instances below 400 vertices. Additionally, a distinction between fragment constructive heuristics and the subtour elimination methodology used to ensure the feasibility of resulting solutions enables the introduction of a new vertex-greedy fragment heuristic called ordered greedy. This research has two main contributions: first, it introduces a novel subtour elimination methodology. Second, the research introduces the concept of ordered lists which remaps the TSP into a new space with promising initial computational results.

  • Differentiation strategies for defence supply chain design

      Abstract: Defence supply chains (SCs) aim at operational outcomes, and armed forces depend on them to provide availability and preparedness in peace and sustainability in war. Previous research has focussed on strategies for SCs aiming at financial outcomes. This raises the question of how suitable commercial supply chain strategies (SCSs) are for supply chain design (SCD) in defence. The purpose of this paper is to explain the constructs of SCSs that satisfy military operational requirements and to propose SCSs that are appropriate in defence. This paper reports on a Delphi study with 20 experts from Swedish defence authorities. Through three Delphi rounds, two workshops and a validation round, these experts contributed to the reported findings. The findings demonstrate that commercial SC constructs are acceptable and applicable in defence but not sufficient. An additional strategy is required to satisfy requirements on availability, preparedness and sustainability. The paper shows that different requirements in peace and war make it challenging to design suitable defence SCs and proposes eight SCSs that satisfy these requirements. The results emanate from the Swedish defence context and further research is required for generalisation. This paper extends theory by investigating SCs aiming at operational outcomes. For managers in companies and defence authorities, it explicates how the unique issues in defence must influence SCD to satisfy operational requirements.

  • A framework for optimizing sustainment logistics for a US Army infantry
           brigade combat team

      Abstract: The purpose of this paper is to help optimize sustainment logistics for US Army brigade combat teams, which may face challenges in transporting their assigned assets. This paper develops a simulation framework with an integrated integer programming optimization model. The integer-programming model optimizes sustainment outcomes of supported battalions on a daily basis, whereas the simulation framework analyzes risk associated with shortfalls that may arise over the entire duration of a conflict. This work presents a scenario reflecting the steady resupply of an infantry brigade combat team during combat operations and presents an in-depth risk analysis for possible fleet compositions. The risk curves obtained allow decision-makers and commanders to optimize vehicle fleet design in advance of a conflict.

  • Contractual procurement alternatives of air force contingency
           pharmaceuticals: a cost-benefit analysis

      Abstract: This paper aims to explore effective supply chain principles, through the theory of transaction cost economics, as measures to improve current contingency pharmaceutical item shortfalls in the Air Force Medical Service (AFMS) Contingency Pharmaceutical Programme. In this research, AFMS contingency pharmaceutical data was collected from various databases, including the Joint Medical Asset Repository, Medical Contingency Requirements Workflow and the Medical Requirements List. Through the methodology of cost-benefit analysis, alternative sourcing and fulfilment practices are evaluated. The findings of this research indicate that the application of centralized purchasing principles, in an effort to leverage prime vendor contract fill rates for shortage items, can lead to 12%–17% increases in pharmaceutical material availability across the programme. This research clearly shows that consolidating demand for shortage items across Active Duty War Reserve Material assemblages, though applications of centralized purchasing principles that leverage prime vendor contract fill rates, can lead to substantial increases in material availability at costs that justify the calculated benefits.

  • Modified C-17 taxi procedures: a fuel cost savings exploration

      Abstract: This study aims to explore the viability of using C-17 reduced-engine taxi procedures from a cost savings and capability perspective. This study model expected engine fuel flow based on the number of operational engines, aircraft gross weight (GW) and average aircraft groundspeed. Using this model, the research executes a cost savings simulation estimating the expected annual savings produced by the proposed taxi methodology. Operational and safety risks are also considered. The results indicate that significant fuel and costs savings are available via the employment of reduced-engine taxi procedures. On an annual basis, the mobility air force has the capacity to save approximately 1.18 million gallons of jet fuel per year ($2.66m in annual fuel costs at current rates) without significant risk to operations. The two-engine taxi methodology has the ability to generate capable taxi thrust for a maximum GW C-17 with nearly zero risks. This research was limited to C-17 procedures and efficiency improvements specifically, although it suggests that other military aircraft could benefit from these findings as is evident in the commercial airline industry. This research recommends coordination with the original equipment manufacturer to rework checklists and flight manuals, development of a fleet-wide training program and evaluation of future aircraft recapitalization requirements intended to exploit and maximize aircraft surface operation savings. If implemented, the proposed changes would benefit the society as government resources could be spent elsewhere and the impact on the environment would be reduced. This research conducted a rigorous analysis of the suitability of implementing a civilian airline’s best practice into US Air Force operations.
