  • From Asia-Pacific to the Indo-Pacific, in three different world(view)s

    • Abstract: Abstract There is a sense of déjà vu in the recent Indo-Pacific talk. Twenty years into the twenty-first century, after the interlude of the (US) “unipolar moment”, Asia-Pacific seems to have metamorphosized into the Indo-Pacific, an even vaster expanse. But are we correct in presuming the latest regional construct' Without denying the possibility that it might turn out a useful notion, based on the experience of the Asia-Pacific idea in this article I question the current furor around the Indo-Pacific concept. I probe how the Indo-Pacific region could come into being from three different International Relations (IR) perspectives: realism, liberalism, and constructivism. The article is divided into five sections: in the first one I begin by recapping the origins and reach of the Asia-Pacific concept, and then I proceed to trace the origins of the more recent one, Indo-Pacific. In the three following sections I briefly review the three analytical perspectives mentioned (realism, liberalism, and constructivism) in turn, looking at how they would account for the (potential) emergence of the Indo-Pacific. The final section recapitulates and presents some concluding remarks.Resumen Hay una sensación de déjà vu en la reciente discusión sobre el Indo-Pacífico. A veinte años del inicio del siglo XXI, después del interludio del “momento unipolar”, Asia-Pacífico parece haberse metamorfoseado en el Indo-Pacífico, una extensión aún más vasta. Pero, ¿estamos en lo cierto al suponer la última construcción regional' Sin negar la posibilidad de que pueda resultar una noción útil, basándome en la experiencia de la idea de Asia-Pacífico en este artículo, cuestiono el furor actual en torno al concepto del Indo-Pacífico. Investigo cómo la región del Indo-Pacífico podría surgir desde tres perspectivas diferentes de relaciones internacionales (RI): realismo, liberalismo y constructivismo. El artículo se divide en cinco secciones: en la primera comienzo recapitulando los orígenes y el alcance del concepto Asia-Pacífico, y luego procedo a rastrear los orígenes del más reciente, Indo-Pacífico. En las tres secciones siguientes reviso brevemente las tres perspectivas analíticas mencionadas (realismo, liberalismo y constructivismo) sucesivamente, analizando cómo explicarían el (potencial) surgimiento del Indo-Pacífico. La sección final es una recapitulación y se presentan algunas observaciones finales.
       
  • Efficiency of customs in the APEC region and the most commercially dynamic
           countries

    • Abstract: Resumen La originalidad y relevancia de esta investigación radican en la importancia de la función aduanera vista desde un enfoque cuantitativo no paramétrico de dos etapas. De tal manera que el objetivo del presente trabajo es determinar la eficiencia de las aduanas respecto a su desempeño en el comercio internacional, considerando 29 países de las regiones de APEC.3 Como herramienta metodológica se utiliza el “análisis envolvente de datos (DEA) network”. Los principales resultados muestran que las aduanas más eficientes acorde con las variables consideradas son: China, Alemania, Singapur y Francia, entre otras. Dentro de las limitaciones del trabajo destaca el no incorporar algunos países de la región APEC debido a la falta de información para dichos países, por lo que no se incluyeron. Los hallazgos pueden ser útiles en la gestión pública aduanera a fin de incrementar su eficiencia y así mejorar el flujo comercial de los países analizados.Abstract The originality and relevance of this research lie in the importance of the customs function seen from a non-parametric two-stage quantitative approach. In such a way, that the objective of the present work is to determine the efficiency of the customs with respect to its performance in international trade, considering 29 countries of the APEC region. As a methodological tool, the Data Envelopment Analysis (DEA) Network is used. The main results show that the most efficient customs according to the variables considered are China, Germany, Singapore and France, among others. Within the limitations of the work, it is important to say that were not include some countries of the APEC region due to the lack of information for these countries. The findings can be useful in the public customs management in order to increase their efficiency and thus improve the commercial flow of the countries analyzed.
       
  • Cherry trees in Africa. Considerations on Japanese cooperation for the
           development of Africa

    • Abstract: Resumen Japón es uno de los oferentes de cooperación para el desarrollo más tradicionales y constantes en la comunidad internacional. Si bien el sudeste asiático ha sido el principal destino de su asistencia, coopera con África desde 1960 considerando su precario desarrollo e importancia internacional. La Conferencia Internacional de Tokio sobre el Desarrollo Africano, es la plataforma a través de la cual se promueven proyectos de desarrollo para África. En este trabajo se analiza la evolución de la cooperación japonesa en la región, matizando sus intereses a través de dos proyectos que los evidencian, sin soslayar el impacto positivo que tienen en el desarrollo africano en el marco de un modelo de “cooperación integral para el desarrollo” el cual vincula asistencia oficial para el desarrollo, inversión privada y asistencia humanitaria.Abstract Japan is one of the most traditional and consistent providers of development cooperation in the international community. Although Southeast Asia has been the main destination for its assistance, it has cooperated with Africa since 1960 considering its precarious development and international relevance. The Tokyo International Conference on African Development is the platform through which development projects for Africa are promoted. Thus, this paper analyzes the evolution of Japanese cooperation in the region, underling its interests, and positive impact through two projects, that show Japanese interest, but also the positive impact on African development within the framework of a model of “integral cooperation for development” linking official development assistance, private investment, and humanitarian assistance.
       
  • North Korean political activism and networks. The role of social
           organizations of humanitarian aid, defectors assistance and political
           human rights in the unification process

    • Abstract: Resumen En este artículo se analizan los repertorios de acción, vínculos, identidades colectivas y estrategias de presión de las organizaciones sociales de ayuda humanitaria, asistencia a desertores y derechos humanos políticos en Corea del Sur. La propuesta central que guía este trabajo sostiene que las redes de activismo político “norcoreano” tienen un alto nivel de incidencia en las relaciones intercoreanas y en los cambios normativos en torno a la unificación. Se observa que los derechos humanos como identidad colectiva de estas redes favorecen la cooperación entre las Coreas cuando el proceso identitario está enraizado en las dinámicas locales y políticas intercoreanas oficiales, mientras que tienden a desafiar la agenda nacional cuando los actores sociales tienen una mayor circulación en redes de derechos humanos internacionales. Esta investigación fundamenta su propuesta en un estudio cualitativo de casos integrados basado en material institucional, análisis de redes sociales y entrevistas a miembros de las ONG en Corea del Sur.Abstract This article analyzes the repertoires of action, links, collective identities, and pressure strategies displayed by South Korean social organizations for humanitarian aid, defectors assistance, and political human rights. This work states that the “North Korean” political activism networks have a high level of incidence in inter-Korean relations and normative changes surrounding unification. Furthermore, Human Rights as a collective identity of these networks favor cooperation between the Koreas when the identity process is rooted in local dynamics and official inter-Korean policies, while on the other hand, they tend to challenge the national agenda when social actors have greater interactions in international human rights networks. This research is based on a qualitative study of integrated cases constructed upon institutional materials, analysis of social networks and, interviews with members of South Korean NGOs.
       
  • Green Growth and Digitalization of the Economy: CJ Group as a Paradigm of
           Sustainable Development À la Korean

    • Abstract: Resumen A mediados de 2020, Corea del Sur implementó la política llamada Korean New Deal (K-New Deal), que junto con enfrentar las consecuencias sociales negativas de la pandemia de la Covid-19, busca posicionar al país como líder en materias de crecimiento verde y digitalización de la economía. Esta política pública proyectada en cinco años se asemeja a los planes quinquenales, donde el Estado desarrollista definía el curso que debían tomar los conglomerados de empresas surcoreanas (chaebol) en la economía. Aplicando un enfoque mixto de alcance descriptivo a través del método de estudio de caso, mediante una metodología de investigación de tipo documental, utilizando diversas fuentes bibliográficas -incluyendo análisis de medios-, en este artículo se analiza el desarrollo sostenible en Corea del Sur aplicado a uno de los conglomerados económicos más importantes, denominado CJ Group (siglas de Cheil Jedang). La investigación permite concluir que el K-New Deal, como ejemplo de implementación de políticas de desarrollo sostenible, se perfilaría como un posible modelo a seguir en el contexto del crecimiento verde y la economía digital en la era post-Covid-19.Abstract In mid-2020, South Korea launched the New Deal policy, which seeks to position the country as a leader in matters of green growth and digitization of the economy along with facing the negative social consequences of the Covid-19 pandemic. This public policy projected in five years resembles the five-year plans, where the State defined the course that the conglomerates of South Korean companies (chaebol) should take in the economy. This research is of a documentary type and reviews various bibliographic sources, including media analysis. Through a mixed approach of descriptive scope and case study method, we focus on the phenomenon of sustainable development in South Korea applied to CJ chaebol. The aim is to analyze the implications of the K-New Deal in green growth and digitization of the economy. We conclude that the K-New Deal can be a role model in the context of the digital economy in the post-Covid-19 era.
       
  • Recreation of the fantastic interpersonal world: Translation of
           anthroponomy in Journey to the West

    • Abstract: Resumen La onomástica no sólo constituye un fenómeno lingüístico particular de una lengua, sino que también alberga códigos extralingüísticos de muy diversa índole. En este artículo, desde un punto de vista lingüístico y comparativo, analizamos la traslación de los antropónimos chinos al español mediante el corpus paralelo de una de las novelas más clásicas de China, Viaje al Oeste, y sus dos traducciones en español. Hemos clasificado los 661 antropónimos de la novela según su carga semántica, semiótica o fonológica y detectado cuatro técnicas traductológicas en esta transferencia: la transcripción fonológica (con o sin notas explícitas e implícitas), la traducción, la creación y la omisión. Nuestro propósito es concluir y comparar los mejores métodos de traslación al tratar de transferir los antropónimos (sean reales o creados con fines literarios) del chino al español, hecho que requiere una investigación detallada a medida que se profundiza la comunicación entre estas dos culturas.Abstract Onomatology is not only a linguistic feature of a language, but it also contains a varied range of extralinguistic codifications. In this paper we analyze, from a linguistic and comparative point of view, the translation of Chinese anthroponomy into Spanish using a parallel corpus made of one of the most well-known Chinese classic novels, Journey to the West, and its two translations into Spanish. We have classified the 661 anthroponyms found in the novel according to their semantic, semiotic or phonologic information and detected four translation techniques used in this process: phonetic transcription -with the addition or not of explicit and implicit footnotes-, normal translation, creation or omission. We aimed to analyze and compare the best translation methods used to translate anthroponyms -be they real or created for literary purposes- from Chinese into Spanish, a task that requires in-depth research when communication deepens between these two cultures.

En este artículo, desde un punto de vista lingüístico y comparativo, analizamos la traslación de los antropónimos chinos al español mediante el corpus paralelo de una de las novelas más clásicas de China, Viaje al Oeste, y sus dos traducciones en español. Hemos clasificado los 661 antropónimos de la novela según su carga semántica, semiótica o fonológica y detectado cuatro técnicas traductológicas en esta transferencia: la transcripción fonológica (con o sin notas explícitas e implícitas), la traducción, la creación y la omisión. Nuestro propósito es concluir y comparar los mejores métodos de traslación al tratar de transferir los antropónimos (sean reales o creados con fines literarios) del chino al español, hecho que requiere una investigación detallada a medida que se profundiza la comunicación entre estas dos culturas.Abstract Onomatology is not only a linguistic feature of a language, but it also contains a varied range of extralinguistic codifications. In this paper we analyze, from a linguistic and comparative point of view, the translation of Chinese anthroponomy into Spanish using a parallel corpus made of one of the most well-known Chinese classic novels, Journey to the West, and its two translations into Spanish. We have classified the 661 anthroponyms found in the novel according to their semantic, semiotic or phonologic information and detected four translation techniques used in this process: phonetic transcription -with the addition or not of explicit and implicit footnotes-, normal translation, creation or omission. We aimed to analyze and compare the best translation methods used to translate anthroponyms -be they real or created for literary purposes- from Chinese into Spanish, a task that requires in-depth research when communication deepens between these two cultures.
