  • Observations on the theory and practice of the relationship between
           migration and development: a South perspective

    • Abstract: Resumen: El presente ensayo se centra en el análisis de la relación entre migración y desarrollo, paralelamente ofrece una visión crítica de este cada vez más importante ámbito de estudio, el cual acrecienta mayor interés en la esfera política. La postura conceptual que se enarbola es caracterizada como perspectiva del Sur, a contrapelo de las visiones hegemónicas en el campo. El nexo entre migración y desarrollo se concibe como una relación dialéctica que se despliega en una fase particular del capitalismo contemporáneo: la era de los monopolios generalizados, siguiendo a Samir Amin. Especial énfasis se hace en la necesidad de ampliar el concepto de migración forzada y desarrollar indicadores estratégicos para desmitificar la narrativa dominante. Una parte complementaria del estudio se refiere a la teoría y a la práctica contestataria en el campo. Al respecto, la participación de la sociedad civil en el incipiente y frágil proceso de la gobernanza global de las migraciones es examinada de manera sucinta a través de dos espacios diferentes y contrastantes: el Foro Global sobre Migración y Desarrollo y el Foro Social Mundial de las Migraciones.Abstract: This paper focuses on an analysis of the relationship between migration and development, while offering a critical view of the increasingly important field of study, which is increasingly of greater interest in the political sphere. The underlying conceptual approach is characterized as a south perspective, a counter to the hegemonic perspectives in the field. The nexus between migration and development is conceived as a dialectic relationship that unfolds in one particular phase of contemporary capitalism: the era of generalized monopolies, according to Samir Amin. Particular emphasis is given to the need to expand the concept of forced migration and strategic development indicators to demystify the dominant narrative. A complementary theme in this study lies in a critical view of theory and practice in the subject field. To that end, the participation of civil society in the nascent and fragile process of the global governance of migration is briefly explored through two differing and contrasting spaces: the Global Forum on Migration and Development and the World Social Forum on Migrations.
       
  • Transnational community solidarity of the Indigenous Governing Council
           (IGC) for a new kind of democracy, justice and freedom

    • Abstract: Resumen: En mayo de 2017 el Congreso Nacional Indígena (CNI) y el Ejército Zapatista de Liberación Nacional (EZLN) crearon el Concejo Indígena de Gobierno (CIG) y nombraron una vocera para contender en las elecciones presidenciales de México en 2018. El propósito no era la toma de poder, sino utilizar el espacio electoral para organizarse desde abajo y construir un nuevo proyecto de gobierno y de sociedad. Dicha propuesta no se dirigió exclusivamente a la sociedad mexicana, sino que a escala mundial buscó confrontar a un sistema capitalista racista, clasista y patriarcal. Al respecto, este artículo mapea la articulación transnacional del CIG bajo un objetivo en «común» e ilustra cómo se nos invita a repensar la democracia, libertad y justicia, junto con otros sectores. Se exponen, además, las posibilidades para confrontar las formas jerárquicas y la regulación de vidas, espacios y mentes en un mundo cada vez más globalizado.Abstract: In may, 2017, the National Indigenous Congress (NIC/CNI) and the Zapatista Army of National Liberation (EZLN) created the Indigenous Governing Council (IGC/CIG), and appointed a spokesperson to run in Mexico's 2018 Presidential Election. The aim was not to take power, but rather to use the electoral space to organize from below and build a new project of government and society. This proposal was not exclusively directed at Mexican society, but sought at a global scale to challenge a racist, classist and patriarchal capitalist system. Therefore, this article maps out the transnational reach of the IGC/CIG toward a common objective and illustrates how we are invited to rethink democracy, freedom and justice, in hand with other sectors. Further, it sets out the possibilities for confronting hierarchical structures and the control of lives, spaces and minds in an ever-more globalized world.
       
  • Model in disarray: welfare, austerity dogmatism and the u-turn in Swedish
           migration politics

    • Abstract: Resumen: La sombra de xenofobia que se cierne sobre Europa ha arrojado al cubo de basura los fundamentos morales de una política inclusiva de migración en Suecia y ha tergiversado un consenso de izquierda y derecha sobre una política de asilo abierta y humanitaria hacia su extremo opuesto. Desde el 2015, atraídos por los avances de la extrema derecha, los principales partidos políticos han aceptado indistintamente que la inmigración, la diversidad etnocultural y la política de puertas abiertas para refugiados van en perjuicio del Estado de bienestar y, como consecuencia, frenar la migración se ha convertido en la estratagema política dominante para la obtención de votos. Los autores desafían esta narrativa ampliamente aceptada al argumentar que la sostenibilidad del Estado de bienestar en Suecia no ha sido socavada a causa de la migración sino a la firme adherencia hacia políticas de austeridad por consecutivas gubernaturas suecas desde comienzos de los 1990. Las políticas de austeridad han debilitado, poco a poco, las funciones socialmente integradoras del Modelo Sueco y han impedido la implementación de una agenda ambiciosa que reúna una interacción potencialmente dinámica de políticas económicas y sociales expansionistas, así como una política de asilo humanitaria.Abstract: The winds of xenophobia hovering over Europe have swept the moral political foundations of an inclusive Swedish migration policy into the dustbin of history and twisted an enlightened left-right consensus on an open and humanitarian asylum policy into its mirror opposite. Lured by advances of the extreme right the main political parties have, since 2015, come to indiscriminately embrace the view that immigration, etno-cultural diversity and an open-door refugee policy is detrimental to welfare and, in consequence, curbing migration has become the all dominant political strategem in vying for votes. The authors challenge this widely accepted narrative by arguing that the sustainability of the Swedish welfare state has not been undermined by migration but by consecutive Swedish governments' unbending adherence to austerity politics since the beginning of the 1990s. Austerity politics have, step by step, weakened the Swedish Model's socially integrative functions and prevented the implementation of an ambitious agenda, harvesting a potentially dynamic interplay of expansionary economic and social policies and a humanitarian asylum policy.
       
  • Post-migrant activism: urban justice movements in Sweden

    • Abstract: Resumen: Los nuevos movimientos emergentes de justicia urbana representan a los nuevos actores en la sociedad civil sueca; se ven a sí mismos como herederos de una tradición de los movimientos populares y de las luchas que originaron el Estado de bienestar. Durante los años 2000 esto se fortaleció cada vez más debido a un movimiento múltiple proveniente de la förorten (periferia) sueca, culturalmente estigmatizada y socialmente marginada, hogar de una multitud de grupos de población segregados; en específico migrantes de diversas procedencias y sus descendientes. Al analizar la consolidación del denominado «movimiento suburbano» (förortsrörelsen), sus estrategias y la construcción de alianzas, los autores demuestran la importancia del anclaje del movimiento en comunidades locales y un aprendizaje desde abajo, en el cual la producción del conocimiento y el activismo se entrelazan. Esto ha hecho audible la voz del subalterno y ha difundido un mensaje político crítico en la sociedad sueca. El artículo concluye que tanto los viejos movimientos populares como los nuevos parecen acercarse entre sí para confrontar una creciente crisis de la democracia en Suecia.Abstract: Emergent new urban justice movements represent new actors in Swedish civil society. They see themselves as heirs to a tradition of the popular movements and struggles that once created the Swedish welfare state. During the 2000s this has become increasingly substantiated through a multifarious movement coming out of Sweden's culturally stigmatised and socially marginalised förorten (suburbia), which is home to a multitude of subaltern population groups; in particular migrants from various backgrounds and their descendants. Analysing the consolidation of this new so-called «suburban movement» (förortsrörelsen), their strategies and alliance building, the authors demonstrate the importance of the movement's anchorage in local communities and a learning from the ground up in which knowledge production and activism intersect. This has brought forward the voice of the subaltern and is carrying forth a critical political message to Swedish society. The paper concludes that old and new popular movements in Sweden seem to come closer to each other in confrontating a looming crisis of democracy.
       
  • Migration and Development, an enduring scientific journal,
           2003-2018

    • Abstract: Resumen: La revista Migración y Desarrollo de la Universidad Autónoma de Zacatecas «Francisco García Salinas» ha circulado en los formatos electrónico e impreso a lo largo de 15 años. Desde 2010 forma parte del Índice de Revistas Mexicanas de Investigación Científica y Tecnológica del Conacyt, además está incluida en Redalyc, Latindex, Clase, Scielo, Ulrich y EBSCO. Actualmente, se encuentra en trámite ante DOAJ, SCOPUS y Thomson Reuters. En ese sentido, transitar a niveles superiores de calidad implica efectuar un análisis a indicadores cualitativos y cuantitativos estandarizados a escala internacional. Este estudio comprende la evaluación de los trabajos publicados en Migración y Desarrollo en términos del impacto que han tenido en el entorno de las ciencias sociales, en específico dentro del área de la migración (número de publicaciones, cantidad de citas por artículo, importancia de la cita según la calidad de la revista que hace referencia a la investigación previamente incluida en Migración y Desarrollo). Así, la intención es determinar la proyección actual de la revista con la finalidad de atender los lineamientos vigentes y acrecentar su difusión en las bases de datos electrónicas de carácter científico.Abstract: The Migration and Development Journal of the Autonomous University of Zacatecas «Francisco García Salinas» has been published electronically and in print for some 15 years. Since 2010, it has been included in the Index of Mexican Journals of Scientific and Technological Research of Conacyt, as well as indices such as Redalyc, Latindex, Clase, Scielo, Ulrich and EBSCO. Currently, it is in the process of being listed with DOAJ, SCOPUS and Thomson Reuters. With that in mind, attaining greater degrees of quality requires an analysis of world-class standardized qualitative and quantitative indicators. This study encompasses the evaluation of two articles published in Migration and Development in terms of the impact that they have had in the social sciences field, specifically within the area of migration (number of publications, number of citations per article, significance of the citation according to the quality of the journal in which the reference occurs to the study previously included in Migration and Development). Thus, the intention is to determine the current reach of the journal with the aim of addressing existing guidelines and broadening its dissemination through electronic databases of a scientific nature.

Este estudio comprende la evaluación de los trabajos publicados en Migración y Desarrollo en términos del impacto que han tenido en el entorno de las ciencias sociales, en específico dentro del área de la migración (número de publicaciones, cantidad de citas por artículo, importancia de la cita según la calidad de la revista que hace referencia a la investigación previamente incluida en Migración y Desarrollo). Así, la intención es determinar la proyección actual de la revista con la finalidad de atender los lineamientos vigentes y acrecentar su difusión en las bases de datos electrónicas de carácter científico.Abstract: The Migration and Development Journal of the Autonomous University of Zacatecas «Francisco García Salinas» has been published electronically and in print for some 15 years. Since 2010, it has been included in the Index of Mexican Journals of Scientific and Technological Research of Conacyt, as well as indices such as Redalyc, Latindex, Clase, Scielo, Ulrich and EBSCO. Currently, it is in the process of being listed with DOAJ, SCOPUS and Thomson Reuters. With that in mind, attaining greater degrees of quality requires an analysis of world-class standardized qualitative and quantitative indicators. This study encompasses the evaluation of two articles published in Migration and Development in terms of the impact that they have had in the social sciences field, specifically within the area of migration (number of publications, number of citations per article, significance of the citation according to the quality of the journal in which the reference occurs to the study previously included in Migration and Development). Thus, the intention is to determine the current reach of the journal with the aim of addressing existing guidelines and broadening its dissemination through electronic databases of a scientific nature.

    • Abstract: Resumen: La revista Migración y Desarrollo de la Universidad Autónoma de Zacatecas «Francisco García Salinas» ha circulado en los formatos electrónico e impreso a lo largo de 15 años. Desde 2010 forma parte del Índice de Revistas Mexicanas de Investigación Científica y Tecnológica del Conacyt, además está incluida en Redalyc, Latindex, Clase, Scielo, Ulrich y EBSCO. Actualmente, se encuentra en trámite ante DOAJ, SCOPUS y Thomson Reuters. En ese sentido, transitar a niveles superiores de calidad implica efectuar un análisis a indicadores cualitativos y cuantitativos estandarizados a escala internacional.
