      Abstract: Bobby McClain Wilson was born on April 18, 1947, in Warrenton, North Carolina. His upbringing reflects the politics of Blackness and a Black sense of place in eastern North Carolina. His early life was situated on the family farm in Warren County, a place central to North Carolina’s tobacco empire, impossible without slave and tenant farmer labor. Wilson’s obituary states that he “learned from his parents the value of discipline, focus and a strong work ethic” (Warren Record 2021), which were central ontological tenets to Black survival in socio-economic life still shaped by plantation power relations.       Abstract: In the United States, the first case of the novel coronavirus (COVID-19) was confirmed in Washington state on January 19, 2020 (Holshue et al. 2020). By mid-March 2020, all fifty states reported confirmed COVID-19 cases. Mississippi (MS), the focus of this study, was one of the hardest-hit states in the southeastern United States. According to the New York Times COVID-19 live dashboard as of December 2, 2021, MS ranked fourteenth in the number of cases per 100,000 and third in number of deaths per 100,000 in the United States.       Abstract: Central Appalachia has a continued history of environmental, economic, and political dispossession. The Appalachian Regional Commission (ARC) defines Central Appalachia as counties within southern West Virginia, eastern Kentucky, north central Tennessee, and western Virginia. For this paper, we take “Central Appalachia” to encompass these areas, but include all of West Virginia due to socio-historical economic disinvestment and extraction which result in persistent poverty levels across the state relative to the rest of the ARC’s defined region.       Abstract: Since 1990, more than 400 new municipalities have been established in the United States and more than half of these new municipalities are in the South U.S. census region (U.S. Census Bureau 2020). Municipal incorporation is the process by which an unincorporated territory is converted into a legal municipality under the regulations of individual states.       Abstract: When Hurricane Katrina passed through New Orleans, LA on August 29th, 2005, the city’s levee system failed.       Abstract: Originally, the Federal Road was created to provide a shorter distance of travel between Washington and New Orleans. Prior to the creation of the Federal Road, postal riders and travelers made their way from Washington to New Orleans through the Appalachian Mountains to Nashville, and then down the Natchez Trace. This was a 1,500-mile isolated route and travelers had to pack their own food and water and risk the possibility of being attacked by robbers. The Federal Road would decrease the travel distance by approximately 500 miles.
