  • Tackling Thailand’s middle-income trap by entrepreneur society

      Abstract: The middle-income trap occurs in emerging industrialized countries around the world. Thailand faces the same problem as other countries in Asia. The middle-income trap was a topic discussed after World War II. The situation of the Thai economy echoed the situation of other Asian and Latin American countries after decolonization. Several proposals have been made on how to boost the economy to avoid the middle-income trap. It is crucial to explore the experience from advanced economies and adjust that experience to the Thai context. This article explores the concepts of the middle-income trap and studies the development of the Thai industry policy after it shifted from dependence on the agricultural sector to the industry and services sectors. The article includes the concepts of the middle-income trap, Thailand’s economic policy, the entrepreneur society, the solution to avoid the middle-income trap, and moving up the income ladder and tackles Thailand’s middle-income trap. Many papers focused only on education and training to overcome the middle-income trap. However, this article proposed three solutions for boosting Thailand’s domestic economy to overcome a middle-income trap. These include strengthening research and development through strengthening the research and development through education, supporting entrepreneurs, and stimulating domestic demand.

  • Applying the OODA and PDCA models in order to enhance the agility and
           adaptability of government to win the COVID-19 war: lessons learned from
           Taiwan

      Abstract: Public administration has been challenged and tested by the novel coronavirus (COVID-19). Sluggish responses to the crisis have caused death, economic impacts, and unexpected consequences. This paper aimed to apply the models of Observe (O), Orient (O), Decide (D), and Act (A) (the so-called OODA loops) and Plan (P), Do (D), Check (C), and Act (A) (the so-called PDCA cycle) in order to increase the agility and adaptability of a government in combating COVID-19. This article carried out an analysis of Taiwan’s anti-COVID-19 response as the case study. Various sources of information were cumulatively collected and analyzed so as to describe the situation. It found that Taiwan's response to the crisis suggests that an agile and adaptive approach can control COVID-19 and alleviate its impacts. Applying the mentioned models and operating three key operations, including technology-driven operations, public information and communication, and public participation, can help us understand why and how Taiwan can obtain its success. This paper will help guide governments in building their capacity resilience by taking lessons from Taiwan’s successful measures and adjusting the key strategies to match the country's context and changes resulting from the contagious virus. With the present dramatically changing and uncertain world, governments need to confront unknown unknowns. Consistently searching for alternative approaches to manage uncertainties and complexities should be taken into account in preparation for future complex problems.

  • Research evaluation: project to promote organic food and the nutrition in
           Ubon Ratchathani

      Abstract: This paper presents the evaluation results of the project “Promoting the Safe Production and Consumption of Food for the Nutrition Well-Being of Local Communities in Ubon Ratchathani”. The project intended to promote greater food safety through a full-circle promotion of organic agriculture: organic product supply chain; organic market chain; and organic consumption chain to farmers in twelve districts, school students from nineteen schools, and consumers in Ubon Ratchathani. The study used qualitative and quantitative research methods. Questionnaires, participant observation, focus groups, in depth-interviews, and documentary research were employed to evaluate the project. The study showed that the project achieved all of its indicators to promote the full-cycle of organic farming which includes the production, marketing and consumption. The project was successful due to the following nine factors: (1) support of executives; (2) project manager and staffs; (3) team work of internal and external organization; (4) well-planned and comprehensive project; (5) flexibility of project proceeding; (6) clear and extensive communication and public relation; (7) problem solving; (8) identifying target group and indicator; and (9) proceeding and monitoring the project. The project’s objectives and activities met with the SDGs goals, primarily those related to SDG 12 (sustainable consumption and production).

  • Embracing diversity: empowerment of Filipino pre-service teachers for
           inclusive education

      Abstract: The increasing diversity in schools requires in-depth understanding of pedagogical approaches to teach diverse populations. This requirement demands Teacher Education Institutions to develop among pre-service teachers positive attitude towards inclusion and prepare and train them to deliver inclusive practices in a mainstream classroom. This study investigated the attitude towards inclusive education, perceived level of readiness to implement inclusive education and assessment on the effectiveness of teacher education program for inclusive education in terms of collaborative teaching, techniques and strategies and collaborative experiences among pre-service teachers in one state university in Batangas Province, Philippines. Using descriptive-survey as research design with researcher-made questionnaire as tool to gather data, results have shown that the respondents have high positive attitude (x̄=3.57) towards inclusive education. Further, the study also revealed that the respondents have high perception (x̄=3.63) on their readiness to implement inclusive education. Lastly, teacher education program for inclusive education along with collaborative teaching and techniques and strategies were highly effective (x̄=3.51 and x̄=3.55 respectively), while effective (x̄=3.49) only in terms of collaborative experiences. Analyses of the findings afforded the researcher to formulate recommendations that higher authorities may use as inputs in formulating and designing programs to better empower future teachers to embrace diversity.

  • Thai adolescent mothers: perspectives on sexuality education and
           educational opportunities

      Abstract: This qualitative research aimed to answer the following questions: 1) What are the reasons behind Thai adolescents’ failure in contraceptive use, despite their school-based sexuality education and participation in teen pregnancy prevention activities' 2) What are the factors supporting Thai adolescent mothers continuance in education' Data were gathered by conducting in-depth interviews with twenty adolescent mothers from Nakhonsawan in 2018. Each respondent was younger than 19 years at the time of the interviews. Content analysis was then used to interpret the collected data. The result revealed that majority of the mothers reported their school-based sexuality education as being one-directional, and mainly taught using a lecture method. On the other hand, the out-of-class pregnancy prevention activities were regarded as enjoyable and participatory. Nevertheless, the failure to increase adolescents’ awareness of contraceptive methods persisted, consequently leading to unplanned pregnancies. Two out of the 20 adolescent mothers were able to continue studying while raising their children. However, this was with support from parents, teachers and peers. In this regard, collaborative planning between parents and teachers is necessary to support adolescent mothers’ education continuity. School-based sexuality education using a lecture method failed to enable the students to translate their knowledge into practice. Meanwhile, support from parents, teachers and peers formed a critical factor that endorsed the opportunity for adolescent mothers to continue their formal education.

  • Task-based language teaching: a possible remedy for Vietnamese EFL
           students’ ESP reading comprehension at a vocational college

      Abstract: In order to facilitate an ESP reading comprehension teaching and learning process in vocational schools, a variety of approaches have recently been used. Task-based language teaching (TBLT) is supposed to enhance ESP reading comprehension. This study endeavours to explore impacts of TBLT on English for specific purposes (ESP), reading comprehension in terms of overall results of reading comprehension tests, understanding lexical meaning and using strategies for identifying main and detailed ideas. This is a quasi-experimental study with the participation of 25 students majoring in Automobile Technology at a vocational college in Ba Ria-Vung Tau Province, Vietnam. ESP reading comprehension tests (i.e., pre-test and post-test) and classroom observation were employed as the main instruments. The quantitative data were analysed using paired samples T-test, Mean (M) and Standard Deviation (SD). Content analysis was used for the qualitative data analysis. The preliminary findings showed that TBLT had a positive effect on the students’ ESP reading comprehension achievements. Specifically, the research participants’ reading comprehension post-test scores gained at the end of the task-based reading course outperformed those achieved in the pre-test, and their reading skills (e.g., meaning guessing, scanning, and skimming) gradually improved throughout the four observation sessions. Such findings may raise EFL teachers’ and administrators’ awareness in applying TBLT in ESP reading courses at this research setting and other similar contexts.
