      Abstract: The high level of community participation in elections in reality does not merely indicate a high level of democracy, because of the emergence of the phenomenon of mobilized participation. The aims of this research is to examine the communication strategy of General Election Commission to increase participants in participating on regional head election of Gianyar Regency. The role of the General Election Commission (KPU), which is the institution that leads the way in general elections in Indonesia, is very much needed to carry out a communication strategies in the process of socialization to the public and the KPU must also understand what the people want. This research was conducted at the office of the general election commission of Gianyar Regency. The results of this study indicate that the implementation of the communication strategy of the General Election Commission to increase political participation in the election of regional heads of Gianyar Regency can be said to be effective because the percentage of community participation increased from the previous period which reached 81%. In addition, the community has begun to understand how to become smart voters through information, information and motivation delivered by the KPU that is right on target.

  • The Role of Regional Government in Solving the Conflict of Boundaries
           between Pakraman Culik Village and Pakraman Tukad Besi Village

      Abstract: The background of this study is a conflict about the sign installation done by Desa Pekraman Tukad Besi in Desa Pekraman Culik boundaries which happened in Segara Temple, Abang Restrict, in addition, the conflict raises because of the land certification which had been done by Tukad Besi without acknowledgement from Desa Culik side. The aim of this study is to obtain how the government’s role in solving the conflict. The research method in this study is descriptive qualitative. The 5 samples are taken from the representative of the population used purposive sampling. Moreover, in collecting the data in the field, researcher used observation, interview and documentation. The result of the study showed that the government’s role had been done based on each duty and function as the first person to decide the policy. Altough the handling from the government still weak, in this case, the government had reacted neutral without discriminate one another in solving the conflict between Desa Pakraman Culik and Desa Pekraman Tukad Besi. Thus, the government make some serious efforts to facility the conflict in order that the conflict can be settle. In conclusion, the result of the boundaries problem have not solved. Yet, the community from each village still do the hard work by using persuasive approach and peace, moreover, the communities require the government from Karangasem regency to facility the solution using the discussion and conference method.

      Abstract: Election is the most important mechanism in a democratic country. The subject matter in this research is to see the performance of the Election Commission of Southwest Sumba Regency as a government partner in organizing and facilititating the political competition in Southwest Sumba Regency for the sake of channeling the right to vote for the people as resident in the unitary state of the Republic of Indonesia. The purpose of this study is to determine the performance of the Election Commision of Sothwets Sumba Regency in the implementation of regional elections of southwest Sumba Regency in 2013. This research method is a descriptive method as a method of solving problem studied based on the facts. The method of collecting data uses interview, observation and documentation techniques. Data analysis is done by interactive data analysis tecniques from Milles and Huberman. The result of the study show that the performance of the Election Commision of Southwest Sumba Regency in holding regional head elections in Southwes Sumba Regency in 2013 was categorized as quited good. This can be seen from several indicators that are used as a measure by researcher in this study, including a) determination of the final voter list, b) socialization, c) voting, d) vote counting, e) determination and announcement of election result, f) handling findings of cases in the election of regional heads in Southest Sumba Regency.

      Abstract: The question of waste not just throw away trash in his place, but also how to separate garbage according its type and put it back into the stuff of value economically. Based on Act No. 18 of the year 2008 about waste management, waste management is carried out by two stages and eight way is the first phase by means of waste reduction that consists of junk generation restriction (reduce), reuse (reuse), recycling trash (recycle), while the second stage is the handling of rubbish consisting of sorting trash, garbage collection, hauling garbage, garbage processing and final processing. Trash is anything that's been deemed useless and not needed anymore and then discarded, but is now garbage has always taken lightly and not useful can be valuable economically. This research aims to find out the effectiveness of waste management in the city of Denpasar. The method used is the qualitative analysis. From the results obtained that the reduction of waste is done with 3R runs already quite well as well as the handling of garbage is already going pretty good anyway though the consciousness of the society are still lacking. From this research it can be concluded that waste can be put to good use will produce goods valued economically.

  • Index of Public Service Satisfaction in Making Passport at the Class I
           Imigration Office Denpasar

      Abstract: The aim of this study is to investigate the Satisfaction Index Public Service in Making Passports at the Class I Immigration Office in Denpasar. The theories that support here are satisfaction, service, satisfaction index community service and passport. Researcher uses sampling Purposive to determine the sample size finally obtained 160 people sample whereas those person who is taking care of a passport at the Class I Immigration Office in Denpasar in 2018. After the data is collected, it is then processed using techniques qualitative analysis, namely community satisfaction index analysis. From the results of the analysis community satisfaction index, the results of the calculation of the Satisfaction Index can be obtained Public Services in Making Passports at the Class I Immigration Office in Denpasar that is, of the 5 public service variables, 3 variables are tangible variables with an average value of 3.26, reliability with an average value of 3.32 and emphaty with an average value of 3.28 including the quality of service A with the category service performance is very good. While 2 variables are responsive variables with an average value of 3.13 and assurance with an average value of 3.22 including in service quality B with good service performance categories. It can be concluded overall results of the calculation of the Community Satisfaction Index in service making a passport, namely the quality of service is "B" with an average value 3.25, and the conversion value of IKM 81.25 which is included in the performance category good service.

      Abstract: Population Administration Service Effectiveness is the main point that states the success or failure of an organization in implementing a program. Population and Civil Registration Office of Jembrana Regency is a public institution that organizes public services in the Population and Civil Registration field. The aim of this study is to investigate the effectiveness of civil administration service at Population and Civil Registration field of Jembrana Regency. In this study, researchers only took five of thirteen services in the Jembrana District Dukcapil, including the making of Family Cards (KK), Identity Cards Electronics (E-KTP), Marriage Certificate, Birth Certificate and Death Deed. This study is designed by using descriptive qualitative approach and technique of collecting the data used interview and observation. The results show that from the five factors in relizing the effectiveness of civil administration as stated by H.A.S had a high effectiveness progress and however it needs more improvement in order to make every document administration effectively and punctuality.

      Abstract: Public Perception of Handling Corruption Crimes. Corruption is a fraudulent act, a criminal act that harms state finances. Juridically, both in and kind have been formulated in Law Number 31 Year jo Law No. 20 of 2001 concerning the eradication of criminal acts of corruption and previous laws, they are Law No. 3 of 1971, in a juridical sense, the notion of corruption is not only limited to acts that fulfill the formulation of offenses that can harm state finances, but also include actions that fulfill the formulation of offenses, which harm the public or individuals. This research was analyze the Public Perception of Corruption Act Handling Related to Village Fund Financial Management in 2013/2014 Palakahembi Village, Pandawai District, East Sumba Regency. This research was aimed to find out the public perception of the handling criminal acts of corruption related to the Village Fund Management in 2013/2014 in Palakahembi Village, Pandawai District, East Sumba Regency. This research method used is descriptive qualitative. Sample selection techniques, using Purposive Sample and data collection techniques used are questionnaire, observation, data collection. The results obtained that: 1) Handling of corruption can be explained that the legal process in Palakahembi village has been open and widely known by the society; 2) The society considers less involved in the law; 3) Abuse of village funds can be explained that the legal process is in accordance with the public expectations; 4) Handling corruption works well.

      Abstract: The Cakra Mandiri Savings and Loan Cooperative is need to find out the perceptions of a member about the services and performance of the management that has been carried out. To assess and examine the satisfaction of members, several dimensions can be used as measurement tools. The study was aimed to determine the level of satisfaction of members the Cooperative. This study used a qualitative descriptive method with a total sample of 96 people. The sampling technique uses simple random sampling technique and data is collected through a questionnaire. The indicators of service; office strategic elements, cleanliness and comfort of office space, the availability of complete office facilities such as computers, printers and office telephones, transaction execution systems, accuracy in services, information clarity given by employees, the readiness of employees to receive complaints from members, the willingness and ability of employees to provide the information needed, the readiness of employees in providing services, knowledge, skills and skills of employees in their fields, beliefs about security, cooperative legal certainty, attention given by employees against member complaints, employees provide services to all members regardless of social status, employees always maintain good communication with members are included to Very Good performances. The overall results for the Analysis of Member Satisfaction Levels on Cakra Mandiri Savings and Loan Cooperative Services in Tabanan Regency showed an index value of 3.57 and an IKA value after being converted to 89.35, it can be concluded that service quality is "A" and service performance is Very Good.

Sejalan dengan tujuan dari kebijakan desentralisasi dan otonomi daerah adalah untuk mendekatkan pemerintah dengan masyarakat, termasuk mendekatkan fungsi pelayanan kepada masyarakat. Diharapkan penyelenggaraan kepemerintahan dapat berjalan lebih baik, dalam arti pemerintah yang dekat dengan masyarakat dan mampu mewujudkan pelayanan yang sesuai dengan kebutuhan dan tuntutan perkembangan masyarakat. Dibutuhkan pemerintah yang lebih responsif untuk menegakkan prinsip-prinsip demokrasi untuk meningkatkan rasa percaya, di saat masyarakat semakin kritis dan berani untuk menyampaikan aspirasi dan melakukan kontrol terhadap kinerja yang dilakukan oleh pemerintah daerahnya. Menegakkan prinsip demokrasi dalam melaksanakan pelayanan publik, sudah pasti akan dapat meningkatkan kepercayaan masyarakat dan mampu memperbaiki citra pelayanan publik yang buruk, memperkuat daya saing daerah, mendorong peningkatan investasi dan pengembangan perekonomian daerah, serta menciptakan efisiensi dan efektivitas pelayanan umum.

  • Role of Village Chief in Community Development in Sibanggede Village,

      Abstract: The village chief in the development community has an important role, one of which is to improve the welfare of the village community, success in carrying out community development must receive community support and the role of the head of the village. The problems addressed in this study is to investigate the role of village chief in community development in Sibanggede Village. In this study, researcher uses entire families in the village of Sibanggede as population, but the sample gained 92 households. The techniques of data collection that are questionaires, documentation, interview, and observation. This study is designed by using qualitative approach with descriptive method. The results show that the rating category of 9 indicators packaged in 10 questions gets an average score of 2.72 which is a high category with intervals within 2.34-3.00 which means it is include in the high category. It can be concluded that in all activities carried out by the Village Chief, all of them have received great support from the Sibanggede community who made the role of the Village Head here run optimally and in the community development, the Village Chief has fully given direction so that the community can know the importance of carrying out community development.
