  • A methodical approach to assessing the state of functioning of the

  • Recommendations of the staff of the state border body on the organization
           of actions during non-standard situations at crossing points

      Abstract: Purpose:  is to analyze the division of responsibilities in the border control department of the headquarters in making management decisions, as well as to determine the typical composition of information in decision-making by officials in non-standard (conflict) situations at checkpoints. Findings:  the division of powers, the list of potential situations, the planning of preventive measures should be carried out in advance in the process of organizing border control. Theoretical implications: The theoretical value lies in the compilation of popular scientific views on the problem of research.   • Formation of ways of interaction of developers of projects of regulatory
           and legal acts in the course of legal ensuring the activities of the
           sector of security and state defense

      Abstract: Purpose:  to form ways of interaction between the executors (developers) of normative legal acts of the Sector of security and state defense and the specialists of the Secretariat of the Cabinet of Ministers in order to increase the efficiency of the performance of duties by the relevant officials during the monitoring of the procedures for accompanying draft acts submitted for consideration by the Cabinet of Ministers. Design/Method/Approach: To achieve the goal of the research, a step-by-step instruction (algorithm) for the proper development (support) of the draft regulatory act during the interaction of the executors (developers) of regulatory acts of the Sector of security and state defense with specialists of the Secretariat of the Cabinet of Ministers, has been proposed. Findings: the procedure for the examination of draft laws and regulations submitted to the Council discussed. Theoretical implications: as a result of the survey, an indication for the proper implementation of the draft legal act has been received. Originality/Value: The value of the study lies in its practical relevance for decision-makers and responsible administrators in terms of the proper preparation and accompaniment of draft regulations submitted to the Government. Research limitations/Future research: One of the main Limitations is the need to take into account the specifics of drafting regulations containing restricted access information.   • Problems of functioning of state internal financial control in Ukraine

      Abstract: Purpose:  The purpose of the article is to identify the problems of the functioning of state internal financial control during the period of its transformation and development in order to take into account the results of the research in the course of developing the modern concept of state internal financial control. Design / Method / Research approach. To realize the goal of the research, its decomposition was carried out and the main aspects of the formation, development and conceptual transformation of state internal control in Ukraine were investigated; formulated directions in the functioning of the state internal financial control at the current stage of development and in the conditions of repelling the armed aggression of the Russian Federation. Research results. The results of the research will be used to develop a modern concept of state internal financial control. Theoretical value of research. The theoretical value of the study consists in conducting a retrospective analysis of the formation, development and conceptual transformation of state internal control in Ukraine and identifying problematic issues in the practice of its implementation, which is the basis for the further formulation of modern (up-to-date) conceptual principles of the functioning of state internal control in Ukraine, taking into account the security situation. Practical value of research. The implementation of the given proposals in the subject area of research will make it possible to increase the efficiency of public administration in Ukraine, and will also contribute to the economical and effective use of limited state resources. Originality / Value of research. The research is an original result of scientific work carried out by the author's team, which contributes to the improvement of modern theory and practice in the subject area of research. Research Limitations / Future Research. A limitation of the study is the use of open sources and data. We see the prospects for further research in the implementation of a set of measures proposed based on the results of this study. Type of article: theoretical.

  • Status and priorities of the development of the Ukraineʼs arms under the

  • Stimulating financing innovative activity

      Abstract: Purpose:  The aim of the study is to analyze investment activities in Ukraine to determine effective mechanisms and incentives for financing innovative activities. Design / Method / Research approach. In the national economy of Ukraine, effective models of financing innovative activities, favorable for enterprises that introduce innovations, have not been created. Carrying out innovative activity, which is highly risky and does not always enable to plan profit amount, requires the use of financing flexible forms. Currently, there is no solution to individual issues of strengthening the positive impact of state financial policy on the innovation development in industry, funding sources optimization for innovation. In this regard, it is necessary to clarify the scientific provisions on the substantiation of mechanisms for stimulating the innovative activities financing as an important element of the national economy development state regulation. Research results. The trends of innovative activity in terms of its financing sources have been analyzed. The problems of organizing the industrial enterprise financing have been highlighted. Prospective ways of solving the problem of financing innovative activities volume increasing and structure improving have been presented. It is necessary to transform the depreciation, budgetary and taxation, credit, technical and technological, foreign trade policy. Theoretical value of research. It is proposed to modernize the methodological foundations for the targeted comprehensive programs development, implemented in the innovation sphere, which should consider the possibilities of using the appropriate instruments inherent in different areas of public financial policy, primarily budgetary and taxation. Practical value of research.  In order to stimulate innovative activities financing, it is necessary to introduce public-private partnership instruments. Various instruments can be used to solve the problem: direct government funding, government guarantees provision, joint (with a private partner) entrepreneurship (with or without a creation) on the basis of an open transparent tender. Further stimulation of conscientious venture business is advisable. Originality / Value of research. The research is an original result of scientific work carried out by the author's team. Research Limitations / Future Research. It is advisable to stimulate a conscientious venture business, which inherently tends to the implementation of innovative activities. The tools for the administration of intellectual property recognized by the world practice should be introduced. Type of article: theoretical.

  • The connection of individual-typological characteristics with adaptation
           to the service conditions of Air Force officers of the Armed Forces of
           Ukraine

      Abstract: Purpose: based on the basis of the analysis of the experience of foreign scientists and the activities of the military units of the Armed Forces of Ukraine, to establish the connection of individual and typological features with adaptation to the conditions of service.   • The organizational mechanism for managing the process of harmonization of
           sustainable management in conditions of increasing threats and risks

      Abstract: Purpose: further development of the content of concepts in the field of sustainable development management, identification of the most important multidirectional factors of influence on ensuring sustainable management in conditions of increasing threats and risks and on the effectiveness of management of the process of harmonizing the activities of business entities in accordance with European requirements. Design/Method/Approach: theoretical (analysis, synthesis, generalization, comparison), foresight technologies and methods are developed within string theory. Findings: The article proposes a binary structure, defines the content and specific functions of the organizational mechanism for managing the process of harmonization of sustainable management in the conditions of growing threats and risks, which is carried out taking into account four types of string interactions and their strength and direction. It includes dual system-forming regulators, four sub-mechanisms (structural-functional, alarm-safety, resonance and gravity), which ensure the synchronicity of the functioning of the entire control system by harmonizing the interests of all subjects according to the triad of key principles (generation of properties to harmonize interests; management and adjustment properties of the system of sustainable management; harmonization of activities and balancing) due to the use of a specific binary management toolkit (functional organizational and economic means and methods, organizational and economic means and methods of provision and support).   • Use of risk analysis methods in relation to terrorist threats at protected
           critical infrastructure facilities

      Abstract: Purpose: on the basis of a study of the transformation of the concept of risk (relating to a protected critical infrastructure object), the characteristics of a terrorist act and terrorist threats, to consider methods of risk analysis in relation to terrorist threats on protected critical infrastructure objects.Design/Method/Approach the methods of the theory of probabilities and mathematical statistics, the theory of fuzzy sets and interval mathematics, the theory of risks and the modeling of dynamic processes were used in the performance of this work.Findings: it is shown that in relation to a protected object of critical infrastructure, risk is a measure of a quantitative, multi-component measure of danger, including the amount of damage from the impact of threats that appear in the form of technical and technological, natural and ecological, economic and psychological, social and other incidents. They manifest themselves as failures and failures, accidents and accidents, explosions and fires, collapses and disasters and lead to stopping or limiting the functioning of these objects. Then it is shown that a typical scenario of a terrorist attack consists of ten stages, and terrorist threats on protected critical infrastructure facilities are possible socially dangerous consequences of malicious actions that lead to stopping or limiting the functioning of these facilities. It was concluded that for the risk analysis of terrorist threats on protected critical infrastructure facilities, the lack of statistical data in the assessment of various threats ensured the dominance of probabilistic heuristic methods based on the use of subjective probabilities obtained through expert assessment.Theoretical implications: lies in the fact that the lack of statistical data in the assessment of various threats to protected critical infrastructure facilities ensures the dominance of probabilistic heuristic methods based on the use of subjective probabilities obtained through expert assessment.Papertype: scientific and practical.
