  • Inequality, Social Policy and Politics in Brazil: The Case of Bolsa
           Família

    • Authors: Burak KESGİN
Abstract: Bolsa Família, Brazil’s conditional cash transfer program based on public participation in basic education and health care, is an exemplary anti-poverty program that has been studied extensively in the relevant literature. Although the program did not lead to a significant change in terms of social mobility opportunities in Brazil, where deep-rooted and permanent inequalities persist, it has had a significant impact on issues such as the fight against extreme poverty and the participation of girls in education. This paper discusses Bolsa Família in the context of inequality and the politics of social policy since its inception, and intends to reveal the characteristics that make it resistant to changing political and economic conditions and the factors that may make it vulnerable. In this framework, academic and non-academic literature on the subject were reviewed. The program has remained sturdy due to its low cost, the continuous need for poverty reduction, the potential political cost if the program is abolished, and its robust design. On the other hand, negative perceptions of Brazilian society towards the poor and social assistance, and scepticism regarding the rights-based nature of the program indicate some vulnerabilities. Bolsa Família was also targeted in the anti-government protests in 2013 on the grounds of clientelism and vote-buying allegations, further illuminating its vulnerabilities. These protests reflected moral anger based on a belief that the program fosters degeneration and corruption, and this anger found response in electoral politics with the rise of right-wing populism.

    • Authors: Seda Gözde TOKATLI
Abstract: This work entitled ‘China on the Path to Globalization-Partial Power’, signed by China expert David Shambough, discussed the increasing effectiveness of China in the international system within the framework of the components of power. China's rising economic power, expanding military capacity, increasing cultural strength, and ability for effective diplomacy play an influential role on global governance. China's growing diplomatic presence in the system, its cultural competence, and its increasing investments in economic and security areas demonstrate its rising power on a global level. The author notes that the expanding comprehensive power of China has a profound impact on global governance, while China still lacks the appropriate influence of a major world power. In this study, the author aimed to shed light on the relationship between China and the world, to analyze the impact of its rising power within the international system and to evaluate China's development as a whole by examining it on a global rather than regional dec dec. It evaluates the growing importance of China in the global system, its place in global security, and its global economic presence, and also provides detailed information about China's strengths and weaknesses. The internal dynamics that play a role in Chinese governance prevent it from being a major actor in international governance. The author has covered the development of China and various aspects of its impact on the world in this five-year study, and also included the rhetoric that supports his thesis that China is still a ‘partial power’ at the end of each chapter. The author has made the transition to chapters by including the oral statements of the senior managers appropriate to the chapter title in each chapter of the book. The eight chapters included in the book have considered in detail the elements of China's global power. It is included in the subheadings that make up the content of the titles in this work.

  • Theorizing The State and Its Autonomy in Western IR: A Comparative
Analysis of Realist and Historical Sociological Approaches

    • Authors: Alper KALİBER
Abstract: This article examines how the state, its core characteristics, domestic and international agential capacities are conceptualized by the realist paradigms of IR and Weberian Historical Sociology (WHS) as its critique. In doing this, the study seeks to address the pitfalls and deficiencies of the realist conception of the state and unravel limitations and strengths of WHS to remedy these Realist deficiencies to reach a more sophisticated theory of the state. It also calls for a serious engagement between WHS and post-positivist IR to theorise the historically and politically constructed nature of state identity and to transcend the internal/international divide characterising the Realist epistemology.
