  • WERE THE AMERICAN POPULISTS POPULIST' ON THE LIMITS OF THE LIBERAL
           CRITIQUE OF POPULISM

    • Authors: Kazım ATEŞ
Abstract: Jan-Werner Müller’s claim that it is possible to exclude from the category of populism the American Populists even if they explicitly called themselves populists indicates not only a methodological problem but also, more importantly, a conceptual one. Müller accepts the definition of populism constructed by the Cold War liberals as the counter-concept against their democracy model but excludes the constitutive or archetypical case that constitutes the category. This is because the American Populists were not anti-democratic, reactionary, racist, or proto-fascist as the proponents of pluralist-procedural democracy who embraced the frame drawn by Richard Hofstadter’s interpretation of the history of American Populists in the 1950s claim, but on the contrary, theirs was a democratic pluralist, progressive, and inclusionary movement. With this in mind, the Populists do not fit into the concept of populism as defined pejoratively by Müller and the liberals. In this situation, there appear to be two choices: the concept of populism will be abandoned or will be redefined as the political logic for democratizing democracy or transition to democracy. While defending the second choice, this article aims at displaying the limits of the liberal critique of populism by criticizing Müller’s critique of populism.

  • Change in the of Regional Order Approach: Transition from Hegemonic
           Regionalism to New Regionalism

    • Authors: Klevis KOLASİ; Atay AKDEVELİOĞLU, Çınar ÖZEN
Abstract: To what extent do regionalism and globalization refer to competing political projects and views' The current literature, fed by the debates about the disintegration of the liberal international order, tends to view the new wave of regionalism as anti-globalisation. This article questions this dominant dichotomy in the literature and focuses on the benefits of overcoming it. Drawing on the New Regionalism approach, the article proceeds from the assumption that the new regionalism process develops both as a component of neoliberal globalization and as a reaction to the problems it poses. Therefore, the new wave of regionalism cannot be understood simply as anti-globalisation, or as a variant of the traditional phenomenon of integration. Rather, the new regionalism emerging in the context of the devastating social consequences of neoliberal globalization, points to regional political efforts aimed at renegotiating certain aspects of the globalization process.

  • Societal Security: A New Conceptual Framework to Analyse Ultra-Orthodox
           (Haredi) Politics in Israel

    • Authors: Ferit BELDER
Abstract: Haredi (ultra-orthodox) political parties in Israel, namely Yahadut HaTora and Shas, have been constantly affecting the domestic political agenda. Despite already flourished literature that covers the various roles these parties play; security dimension is yet to be addressed so far. This paper aims to analyse the Haredi politics in Israel in the identity-security nexus by questioning the political reflections of the Haredi parties’ persistent attachments to the security language in four core topics which are the Haredi educational autonomy, the exemption of religious school (yeshiva) students from the army service, the conversion to Judaism process (giyur), and the nationwide Shabbat regulations. By analysing the coalition documents that Haredi parties took part in, campaign posters of the 2013 and the 2015 elections, individual and institutional Haredi responses to certain crises regarding these topics, this paper claims that Haredi politics is organized by the articulation ofidentity-security concerns at varied levels.

  • Feedback and Punishment Behavior in Public Good Experiments

    • Authors: Umut ÖNEŞ
Abstract: It’s been shown by numerous studies that higher contribution levels can be sustained by introducing a punishment mechanism to voluntary contribution public game experiments. Our study analyses the impact of providing different or additional information about earnings and punishment behavior of others in the group. These new feedback forms should not alter the dominant strategies of the subjects, according to the standard economics theory. In the first treatment, the preliminary earnings information of others in the group is displayed instead of contributions before the punishment stage. We found the earnings are significantly higher and the amount of punishment -both normal and anti-social- is significantly lower compared to baseline. Additionally, free riders were punished more severely and in-group variance of contribution levels were significantly lower. In our second treatment, information about the punishment received by others in the group were displayed at the end of each period. While no impact on amounts of normal or anti-social punishment or in-group variance of contribution was found compared to baseline; free riders were found to be punished more harshly and average earnings were significantly higher.

  • SOCIAL MEDIA AS A NEWS SOURCE IN A CRISIS ATMOSPHERE; A REVIEW OVER
           INSTAGRAM

    • Authors: Nedret ÇAĞLAR; Gaye DEMİREL
Abstract: With the developments in internet technologies, social media platforms have become important news distribution platforms. Thanks to the opportunities offered by social media, while internet users living in different parts of the world can communicate with each other easily and quickly, the dissemination of news on the agenda takes place in a short time. In this research, it is aimed to reveal the news flow of social media in times of crisis and how citizens as users benefit from these platforms. Informing the citizens, bringing the demands and complaints of the citizens to the agenda, and interaction status of the news pages on the social media in crisis situations were examined and it is aimed to determine the methods of announcing the demands of the people to the public. In the study, the posts shared by six news sites in Isparta city through the Instagram network, which is used as a news distribution channel due to the power outage during the snowfall were examined. Content analysis, one of the qualitative research methods, was used in the research. The posts shared by SON32, ISPARTA32, AJANS32, BOMBA32, UYAN32 and HABER32 online news sites from their Instagram accounts between February 03, 2022 and February 17, 2022 were analyzed. The 15-day period in which snowfall was effective in the city was examined.During the period mentioned, the most posts shared were on the subjects of 'agenda' (power outage due to snowfall, the demands of the citizens, water shortage, etc.). It has been determined that news pages on social media have an important function in terms of news sharing and information transfer in crisis environments, and that users are actively involved in the news flow with their posts. It has been observed that the news pages do not respond to the comments of the citizens, but rather fulfill the role of informing the public by transmitting information.

  • REGIONAL ORGANIZATIONS IN CONFLICT RESOLUTION: AN ASSESSMENT OF OSCE

    • Authors: Görkem TANRIVERDİ ŞEYŞANE
Abstract: This article seeks to understand the position of regional organizations in conflict resolution by focusing on the example of the Organization for Security and Co-operation in Europe (OSCE). The existing literature mostly compares the position of regional organizations in conflict resolution with that of global organizations in terms of their advantages and limitations. The article defines seven criteria, namely the capacity of institutionalization, common history or common values, geographical proximity, homogeneity, familiarity with conflict, having democratic member states, and resources to analyze the position of regional organizations in conflict resolution specifically after the end of the Cold War. Having emerged as Conference Series during the Détente, the OSCE provides a robust example of regional organizations to examine these seven criteria. The article is divided into three parts. The first refers to the role of regional organizations in conflict resolution by examining international documents and defines seven criteria to analyze their position in conflict resolution. The second discusses the development of the conflict resolution approach of the OSCE. The third analyzes the limitations and advantages of the OSCE in conflict resolution in terms of the defined criteria. The article concludes that the criteria determined as an advantage for regional organizations in conflict resolution do not constitute a decisive advantage in the OSCE's conflict resolution practices.

  • “NO HOME WITHOUT TABLET ANYMORE’’ FİELD RESEARCH PERSPECTIVE ON
EDUCATION IN THE PANDEMİC PROCESS THROUGH PRIVATE SCHOOL-STATE SCHOOL
           SEPERATION

    • Authors: Rabia KÜÇÜKDAĞ; Ferhat KAYA, Fulya ŞENAY AVCI
Abstract: The coronavirus, which was detected in 2019, has become a global pandemic. One of the pandemic coverage measures is the transition to distance education activities. Suspending face-to-face education and switching to distance education is a phenomenon that deeply affects the young population. Especially the students at the primary education level, who have just started the education period, had difficulty in adapting to this change. With the face-to-face education system turning to the distance education system, the school environment, where students socialize, receive education and gain different social values, has been moved to a virtual environment. Education system applications, which are developed online only with tools with internet access, have increased the deep range of class distinctions and the concept of justice in education. However, not only the possession of the necessary tools and equipment for distance education, but also the existence and absence of family support mechanisms for the education of the child has widened the gap. Similarly, the differences in distance education practices between private schools and public schools are among the facts that need to be examined in order to realize this gap. In this study, the problems and situations faced by primary school students who continue their education in private and public schools during the pandemic process were examined in the light of participant interviews.
