  • CHILDREN DRIVEN TO CRIME AND A CRIMINAL ANALYSIS OF CHILD CRIMES

      Abstract: Child and crime concept 20th century. It started a lot from the very beginning. It can be said that the information about the promotion of the product used in the product content has been reviewed for child safety. No research in the world has revealed a fundamental reason for the occurrence of crime. Now there is a fact that is a factor influencing the formation of the room. And it is impossible to live pathetically. However, the offense of reduction can be deducted. By reducing crimes against people, a happier, freer society can be created with little or no purpose. One of the main reasons this happens is to minimize the vital importance of education. Because criminal complaints are filed against graduates of departments where young candidates grow their careers. In this article, Turkey's juvenile delinquency map is drawn and the factors that cause juvenile delinquency are analyzed from a criminal perspective.

  • A GENERAL EVALUATION ON JURISDICTION AND ADMINISTRATIVE SANCTIONS
           APPLICABLE TO CRYPTO MINING IN TURKEY

      Abstract: Cryptocurrencies are a decentralized cash system that does not need a safe place. These currencies that cannot be physically obtained are not dependent on any authority or central bank, so there is no printing process. They have their own cryptographic algorithms and thus are produced as a result of solving these algorithms. This money making business is called mining. Mining is done in exchange for a certain amount of cryptocurrency, which is received as a reward at the end of the cryptocurrency creation process. As in many countries of the world, no legal regulation has been made regarding crypto currency mining in Turkey. The absence of these regulations has also led to controversy over the use of mining devices. While some countries have banned mining completely, many countries have allowed mining even though there is no regulation. Beyond trading or taxing cryptocurrencies in this study, only mining activities and legal aspects of mining devices are discussed. At the end of the study, determinations and evaluations were made about what legislation can be applied regarding different legal regulations about crypto money production devices in Turkey.

  • INDIVIDUAL ARMAMENT AND VIOLENCE: THE CURRENT STATUS OF FIREARM VIOLENCE

      Abstract: Contrary to the views that violence and criminal behavior will decrease as societies develop, violence and criminal behaviors are increasing day by day. However, actors, roles and tools are varying. One of the tools encountered, especially in recent violence, is firearms. More than 200.000 people die worldwide each year due to firearm violence. Of these, 150.000 are homicides, 65.000 are suicides and more than 20.000 are gun accidents. In Turkey, more than 2.000 people die from firearms every year, while more than 3.000 people are injured in various places. The aim of this study is to describe the current situation of increasing firearm violence both in the world and in Turkey and to determine the number of individual armaments. In the study, in which the Document Analysis method used in qualitative research was used, the numbers of individual armaments and problem areas related to the use of firearms were determined. As a result, it is seen that firearm violence is high in regions where individual armament is high. While it is determined that firearm violence in the world is concentrated in countries with large population density such as Brazil, USA and India, firearm violence in Turkey is concentrated in cities with high population density such as Istanbul, Samsun, Adana and Izmir.

  • APPROACHES TO ENVIRONMENTAL ETHICS AND THE SECURITY SERVICE: CASE OF
           ENVIRONMENT, NATURE AND ANIMAL PROTECTION POLICE/TEAM

      Abstract: In the process of the interaction between people and environment, even though questioning which behavioral patterns are good and right dates back to ancient times, the emergence of environmental ethics, which does this questioning in a systematic way, overlaps with the period in the 20th century when environmental issues began to be felt. The systematic examination of people’s behavior towards the environment has led to the discussion of anthropocentric, pathocentric, biocentric, and ecocentric (holistic) environmental ethics approaches. While environmental problems led to the emergence of a new viewpoint in the discipline of ethics, they also affected many disciplines such as economics, law, management, security and engineering. The perception of environmental issues and perceived results as a threat required a transformation in the direction of extension of an environmental dimension to security services of states. The transformation in security service has revealed the duty of states to tackle with environmental crimes and provide environmental security. While some states have authorized law enforcement officers in this context, some have opted to form special units. Turkey, in 2020, established Environment, Nature and Animal Protection Police/Team which is under public security forces (police and gendarmerie) to protect environmental values. The aim of this study is to examine the Environment, Nature and Animal Protection Police/Team in the context of the approaches to environmental ethics.

  • ANALYSIS OF CYBER SECURITY PERFORMANCES OF G7 COUNTRIES: AN APPLICATION
           WITH ENTROPY-BASED MABAC METHOD

      Abstract: The aim of the study is to measure the cyber security performances of G7 countries over the 2020 Global Cyber Security Index (GCSI) component values with the ENTROPY-based MABAC method and to show that GCSI can be explained with the ENTROPY-based MABAC method. According to the findings, the cyber security performance values of the countries are listed as USA, England, Germany, France, Canada, Japan and Italy. In the research, it has been determined that there are significant differences with other countries in terms of the high cyber security performance of the USA and the UK. Therefore, it has been concluded that Germany, France, Canada, Japan and Italy should increase their cyber security performances in order for countries to be in harmony on cyber security. The relationships between the countries' GCSI and some ENTROPI-based multi-criteria decision-making methods (ÇKKV) (ARAS, BTA, COPRAS, EDAS, ROV, WASPAS, TOPSIS, Gray Relational Analysis) were measured. According to the results, it was determined that the GCSI values of the countries were most correlated with the values measured by the ENTROPY-based MABAC method. Accordingly, it has been found that GCSI can be explained the most by the ENTROPI-based MABAC method among the mentioned MCDM methods

  • MIGRATION STUDIES IN INTERNATIONAL RELATIONS DISCIPLINE IN TURKEY: AN
           ANALYSIS ON GRADUATE STUDIES

      Abstract: This study analyses graduate theses in International Relations (IR) discipline indexed with migration. As of 30 June 2020, 190 graduate theses indexed with migration in 10,251 graduate theses in International Relations subject in 1983-30 June 2020 period are analysed based on type (Master’s/PhD), language (Turkish/English/French) and words in title with content analysis. It aims to evaluate how much and in which areas migration is studied in graduate studies in IR in Turkey in order to take general picture of the area. Considering impact and role of migration in domestic and foreign policy of Turkey, the study aims to contribute in determining the weight of migration studies, highly studied areas, prioritised areas, potential areas, and overstudied areas in the discipline through content analysis of the graduate theses in IR subject indexed with migration. It addresses that in IR discipline, number of graduate studies on migration should be increased, specifically, the number of PhD theses should be increased, emphasis should be given on theoretical studies, and more studies should be conducted on migration to Turkey from surrounding geography influencing Turkey directly in graduate theses on migration in IR discipline.

  • COUNCIL OF EUROPE CONVENTION ON CYBERCRIME AND ITS EQUIVALENT IN TURKISH
           LAW

      Abstract: As a result of rapidly developing digital technology and network systems, the internet has become the focal point of cybercrime, like the "Wild West". When the current situation is considered together with the tendency of states not to share their jurisdiction within the scope of their sovereign rights, international judicial cooperation within the scope of combating these crimes becomes a difficult possibility, unless a binding international agreement with a binding international dimension can be achieved in the fight against cybercrime.Our study has been shaped in the context of the literature review on the subject, the examination of current judicial decisions and the information obtained from international and local legislation reviews. First of all, it is aimed to avoid possible confusion in the continuation of the text by making a conceptual analysis of the term cybercrime, which differs in each state's own social, cultural and economic values. Afterwards, attempts made to combat cybercrime in the national and international arena will be evaluated, apart from the Council of Europe Convention on Cybercrime (Budapest Convention).Within the scope of the obligations brought by the Convention, its effects on Turkish Law and the compliance of the legislation in Turkey with the aim of combating cybercrime will be examined. Within the scope of this review, firstly, the types of cybercrime in the context of substantive criminal law will be determined, then the protection measures and procedural provicions to be applied within the scope of combating crime will be expressed.Finally, due to the borderless nature of cybercrimes, the principles of judicial assistance to be provided between countries in terms of fighting these crimes will be mentioned

  • THE ROLE OF MASS MEDIA IN THE PREVENTION OF CRIME: A THEORETICAL
           EVALUATION AND EXAMPLES

      Abstract: The impact of mass media on the public has continued to increase since the day they first appeared. Technological developments, especially communication tools, have accelerated and the integrated development of Internet and mobile communication tools has transformed the world into a global village. Now, individuals can access all kinds of visual, written and auditory information instantly. Easy access, a large audience, data collection and rapid flow of information that came out after the development of mass media have attracted the attention of criminals and criminal organizations. Mass communication has become indispensable for criminal organizations, especially terrorist organizations. Parallel to this, law enforcement organizations have started to use mass media in the fight against crime. Years of experience have shown that crime cannot be prevented by the efforts of law enforcement alone. It is clear that the fight against crime can be carried out with the people, not against them. Informing the public, raising awareness and getting the support of the public are an important element of the fight against crime. One of the most important tools for law enforcement is the mass media. The implementation of crime prevention strategies through mass media should not be seen as the duty of law enforcement alone, but the support of the state and private stakeholders should be involved in the process. The aim of this article is to reveal mass communication’s role in the fight against crime and contribute to crime prevention in the scope of theoretical perspective. In the scope of the study, it has been concluded that mass communication tools can be play a significant role in crime on a theoretical perspective. Therefore, to fight against crime effectively, law enforcement must develop a mass media strategy.   • A NEW ERA IN PUBLIC RELATIONS PRACTICES OF GENDARMERIE: GENDARMERIE PUBLIC
           ORDER AND COORDINATION TEAM

      Abstract: In this research, it is aimed to conduct a case study on the public relations activities implemented by the General Command of the Gendarmerie, to examine a new staff that is still in the trial stage from a theoretical point of view, and to introduce this new staff to the field of public relations and law enforcement research. Until now, such a specialized unit for public relations was not identified in Gendarmerie system of public relations, which is mainly based on community-oriented policing theory. Originally, this research reviews this new concept, the Gendarmerie Public Order and Coordination Team, which applies community-policing with a different insight, in comparison with similar structures worldwide. Community-oriented policing theory, emerged from broken windows theory of Wilson & Kelling (1981), was clarified in detail as the corner stone of this research. Secondary resources were examined and secondary data was used, by literature review method related to public relations and criminology. It was concluded that Gendarmerie Public Order and Coordination Team will empower the public relations of Gendarmerie, by supporting preventive policing

  • APPLICABILITY OF OUTSOURCING IN GENDARMERIE COMMANDO UNITS: AN EVALUATION
           WITHIN THE FRAMEWORK OF TRANSACTION COSTS, RESOURCE DEPENDENCE AND
           SECURITY FRAMEWORK

      Abstract: The aim of this study is to evaluate the applicability of outsourcing in the gendarmerie commando units within the framework of transaction costs and resource dependence theories by taken into account the security factor. While the transaction costs theory, which adopts the “make or buy” principle, suggests to buy the service from “outside” when the cost is cheaper, the resource dependency theory argues that outsourcing leads to the organization’s dependence on other organizations and focuses on managing these dependencies. Outsourcing in gendarmerie, which is a law enforcement force, may bring security risks along with its benefits. Therefore, security factor should also be taken into account in the outsourcing decision. Although it makes sense to outsource if less cost is possible, this situation makes the institution dependent, and dependency affects institutional security. Therefore, outsourcing decision should be made if the balance could be achievable between resource dependency, transaction costs and security. In this context, the study, first, explains the concept of outsourcing, transaction cost and resource dependency theories, and evaluates the applicability of outsourcing in some activities without risking security in the gendarmerie commando units within the framework of the those theories.
