      Abstract: Abstract This article explores the impact of digital agricultural technologies on African agricultural systems. As we describe, the datafication of African agricultural systems is poised to reshape agrarian power relations significantly. We examine the risks of datafication through a case study of Kenya, a hub for digitalization on the African continent. While Kenya leads in developing data governance policies, the current emphasis on personal privacy overlooks collective risks for smallholder farmers. We advocate for a paradigm shift towards a framework that prioritizes farmers’ rights and fosters participatory data governance, placing farmers at the center of decision-making processes to address underlying power imbalances.

  • Regulating Children’s Personal Data Protection in India: No

      Abstract: Abstract The rise of technologies, including voice recognition, predictive analytics, and content personalization algorithms, foreshadows a future where decision-making and autonomy are increasingly ceded to machines. This scenario raises critical questions about the configuration of choices for regulating and safeguarding personal data privacy norms, especially for vulnerable groups like children in India. The recently enacted Digital Personal Data Protection Act, (Digital Personal Data Protection Act, 2023, Government of India) by the Government of India contains provisions for the protection of the digital personal data of citizens, with special clauses dealing with the personal data of children (Section 9 of the Act) and people with disabilities. This is significant because children comprise that section of the population, which is often overlooked in any discourse on data privacy. While such legal and policy guardrails are necessary, challenges may appear in their execution. There are grey areas in the Act concerning verifiable parental consent and detrimental effects arising from processing children’s personal data in certain situations. The government must develop deft definitions and robust implementing regulations to minimize uncalled-for effects in processing children’s data. It must also adopt a strategic approach in harmonizing the concerns of protection and privacy of the young, meeting the varied needs of this demographic in the era of information technology.

  • Digital Technologies and Economic Development in Zimbabwe

      Abstract: Abstract Digital technology has proven helpful in enhancing economic growth and development in several countries globally. This article examines the root causes of low levels of digital technology usage in Zimbabwe and explores the opportunities it could tap into using digital technologies. Using qualitative research techniques, published literature from online repositories was reviewed. It emerges that the leading causes of Zimbabwe’s low digital technological advancement are macroeconomic factors, poor infrastructure, irregular power supply in urban and rural areas, political upheaval, which affects the country’s ability to attract investment, a lack of ICT-skilled experts, and poor institutional frameworks, regulatory challenges, high internet costs, information asymmetry, and complex tax regime structures. Leveraging digital technologies in the primary, secondary, and tertiary sectors will boost Zimbabwe’s economic growth. To benefit, it must develop and amend ICT policies, mobilize financial and non-financial resources, and form strategic alliances with technologically developed economies.

  • One Health: What’s the Problem'

      Abstract: Abstract In the wake of the COVID-19 pandemic, the ‘One Health approach’ has ambivalently become a key policy instrument for dealing with global health risks, which raises some key questions. What problems does the One Health approach really address' And what is problematic about One Health' This article traces the development of the One health concept and deconstructs its implementation in policy and practice. While the original One Health approach has gradually embraced a broader outlook, it has ended up being implemented through the narrow focus on global health security gaining increased traction. Capitalism, according to Marx, creates a ‘Metabolic Rift’ between human and natural systems, undermining the conditions for human and nonhuman flourishing. For over 25 years, this rift concept has been extensively discussed in environmental sociology and political ecology, but it has sadly not found its way into interdisciplinary One Health scholarship and practice. Practically, and at its core, the One Health approach remains mainly hooked to biomedical, risk adaptation and risk mitigation strategies when it comes to existing and future pathogens emerging in the interactions between human, animals and the ecological environment. As such, One Health risks to maintain and confirm a status quo, hence deprived of any transformative potential.

  • Poor Trade: Liberalization Agreements Undermine Development and Food
           Security

      Abstract: Abstract This article outlines various phases of the evolution of trade liberalization and globalization, and the changing division of labour in the world economy. It discusses how economic specialization and international trade have been shaped by power relations, corporate interests and national economic capacities. It explores the challenging implications of trade liberalization—accelerated, constrained and broadened by WTO rules and regulations—for developing countries. Earlier food security and industrialization efforts have thus been undermined. With competing demands on and inducements for rivals in a multipolar world, seen as a new Cold War, developing nations should mobilize for pacifist non-alignment. By cooperating better and not taking sides, the Global South will be better able to negotiate more effectively in their own collective and national interests.

  • Bio-surveillance as One Health: A Critique of Recent Definitions and
           Policy Initiatives

      Abstract: Abstract Recent policy initiatives on One Health Approach focus almost exclusively on surveillance, information sharing and zoonotic risk prediction, rather than reflect the notion of Oneness and the international solidarity approach that should go with it. The One Health narrative is increasingly acquiring the contours of a powerful technological biosurveillance agenda, quite distant from the much-needed holistic approach towards health, far removed from an authentic health promotion or disease prevention agenda. While the One Health Approach can utilize international legal principles such as common but differentiated responsibilities (CBDR) or access and benefit sharing (ABS) to promote access to resources for pandemic prevention and response in developing countries, including for climate action, social protection, and universal healthcare, such international legal principles or regimes are barely to be seen invoked and implemented in international arrangements. Through the lenses of the pandemic, the article examines the role of the One Health Joint Plan of Action by the Quadripartite (the four UN agencies involved, i.e.: WHO, FAO, WOAH, UNEP), the definition of One Health provided by the One Health High Level Expert Panel and other contributions, as well as the role of the World Bank Operational Frameworks and Projects in unfolding this skewed understanding of One Health that promotes surveillance on priority basis. Finally, the article examines the ongoing negotiations at the World Health Organization for a legally binding instrument on pandemic prevention, preparedness, and response and how these seek to legitimize this distorted understanding.

  • Does One Health Fit All' A French Peasants’ Perspective

      Abstract: Abstract The following article explores the point of view of members of La Confederation Paysanne in France around the concept of One Health. When interviewed on One Health, a notion that is allegedly rather new to them, the French peasants involved in the consultation have expressed some degree of scepticism, particularly because One Health is becoming more and more a mainstream topic in international fora. The farmers’ main fear is that One Health may turn out to be imposed as a new top–down, ‘one size-fits all’ approach. Within the peasant community, the balance between human, animal and environmental health has traditionally been pursued and achieved through an ever-evolving practice of peasant agroecology. In their view, agroecology represents a local and tailored response to challenges within the farming environment.

      Abstract: Abstract This article conveys the critical elements of the keynote address delivered by the author at the opening session of the Third African Conference on Debt and Development in Dakar, Senegal. It attempts to answer the question of African Debt sustainability through the lenses of dependency and underdevelopment theories based on the Centre-Periphery theory and hypothesis that unless Africa exits the dependency and underdevelopment mode in which it has been trapped since colonialism, it will remain in perpetual debt crises. Thus, delinking from institutions and processes that trap Africa in this mode is inevitable for debt sustainability and long-term broad-based development in Africa. The responsibility for generating countervailing power for transformation lies totally in the hands of Africans as our historical experience to date must suggest.

  • The One Health Approach: Examining its Occidental Culture, Paradoxes and

      Abstract: Abstract One Health as integrated approach to link human, animal and environmental health has become current by the COVID-19 pandemic. Its veterinary and medical scientific and occidental cultural origin raises several paradoxes. Health is culturally constructed whereas the reductionist medical sciences focus on disease and reducing health hazards. Critical reflection on the ontology and epistemology underlying the One Health approach, actors and activities, assists in identifying strategic directions to further shape One Health. To incorporate eco-health and societal health calls for a Systemic One Health approach, requiring different leadership structures, community-based approaches and political engagement. Health hazard risk reduction and preparedness and response are non-systemic activities, but no less important to pursue.

  • Harnessing Bio Cultural Resources for Strengthening One Health: The Case
           of Antibiotic Reduction in Livestock Farming

      Abstract: Abstract Health is one of the most visibly affected sectors in the growing global sustainability challenges with consequences at the nexus of human, animal and ecosystems health. One Health has emerged as an umbrella framework to address multiple, intersectoral health related sustainability challenges today. The One Health linked ideas of indigenous and local knowledge of non-western contexts, especially in low-and middle-income countries, have been largely neglected and marginalized by a biomedicalized, medico-industrial complex centered care. This article showcases certain conceptual and practical aspects of integrating traditional and indigenous knowledge practices in the implementation of One Health. By highlighting a One Health case study of a large-scale programme on reducing antibiotic use in livestock farming in India, the article calls for critical attention on diverse worldviews, knowledge systems and contextualized experiences towards strengthening and advancing One Health.

  • One Health and the Opportunity for Paradigm Shifts Through a New WHO
           Pandemic Agreement

      Abstract: Abstract The COVID-19 pandemic overwhelmed healthcare systems around the world, but in the aftermath it has now sharply focused policy attention. With the crisis being multi-dimensional it has ensured that with the many challenges we face, governments must now map a new way forward on global health. The clearest opportunity to enable this new path is the flagship WHO instrument on pandemic prevention, preparedness, and response, currently being negotiated by the Intergovernmental Negotiating Body of the WHO and its Member States. Whether the decisions they make affect meaningful change will depend on the extent to which they prioritize achieving equity for the most vulnerable communities, especially those who come into daily contact with pathogens, at the human-animal-environment interface, and across the entire pandemic prevention, preparedness, and response pathway. Prioritizing equity to more effectively prevent pandemics would seem intuitive but truly achieving this goal will require international institutions and governments to embrace a new way of designing and implementing health policy. In this article, we share the paradigm shifts that are mapping this new way forward, of which One Health has become central. We will also elaborate on the changes that the international community needs to make to enable those developments.

  • Deep Respect for Mother Earth: An Indigenous Perspective on One Health: In

      Abstract: Abstract Indigenous peoples across the world share an intimate knowledge of ecosystems acquired from hundreds of generations of observation. Today, commercial land exploitation, resource extraction and the effects of global warming are destroying these water and land ecosystems exacerbating the climate crisis. The threat to life support systems posed by the ecological crisis we witness is combined with the cultural and ethnic crisis and the erosion of social structures that make cultural diversity and plurality possible as a democratic reality in a decentralized framework. The cosmovision that Indigenous Peoples have always embodied and transmitted across generations opens our understanding to a holistic approach that is essential today to interpret and implement One Health according to the contemporary challenges and needs.

  • One Health in a World of Multiple Crises: A Necessary but Insufficient
           Approach

      Abstract: Abstract The COVID-19 pandemic has highlighted and exacerbated a plethora of fissures within society, and between society and nature. In its wake, there is a consensual recognition that the world is living through an era of severe multiple crises. In this complex context, the One Health approach has been adopted as the conceptual and policy framework for meeting the lofty aim of strengthen pandemic prevention, preparedness, and response, with the intent to avoid the sort of calamitous dynamic of COVID-19 in the future. But there are legitimate concerns on the way and manner that the approach is currently being unfurled, as being undesirably more anthropogenic than the biocentric logic which is at the core of its conceptualization. Through an overview of the new sciences emerged in the wake of increasing evidence that human activities are driving the world to the tipping edge of catastrophe, this article advocates for Structural One Health as the strategy that could provide the alternative vision needed, coupled with the call for financial justice and democratic mobilization.

  • An Unprecedented Experience of Collective Bereavement: The Story of
           Xylella Fastidiosa in Apulia

      Abstract: Abstract In 2013, nobody could believe that the old identarian Apulian trees—the symbol of beauty and the building block of the local economy—were rapidly drying and dying because they had been hit by a new pathogen that had never colonized Italy and its olive trees before. But the story of Xylella fastidiosa—the bacterium that has dramatically affected the landscapes and livelihoods of the Apulia Region (in Southern Italy) for the last ten years—is a textbook example of the parallel kinetics that determine the routes of diseases in plants and human beings alike. In drawing a very efficacious comparison between the olive plants’ disease in the fields and the COVID-19 disease in human bodies, the account explains the wide-ranging consequence of natural calamities and their origins in human actions and choices. Xylella fastidiosa still menaces olive trees in Apulia, and other countries in Europe, but in ten years it has triggered off the collective psychosis of local communities, still under shock. A stark reminder that nature is not disposable and that humans are intimately connected with it.

  • Giving Meaning to Action and Research: Notes on the ‘One Health’
           Approach from a Sociological Perspective

      Abstract: Abstract The One Health (OH) approach emphasizes the need to tackle the challenges of human, animal and ecosystem health using a more integrated approach. Since the mid-2000s and even more since the outbreak of the COVID-19 pandemic, public health scholars and policymakers have been paying an increasing attention to the One Health approach. The authors retrace the different reconstructions on the origins and meanings of the One Health approach also by referring to a case study jointly conducted by sociologists and veterinary epidemiologists in the context of dairy cattle farms located in the provinces of Turin and Cuneo. According to Beck (1992), in risk societies, the division of labour between science, politics and economics breaks apart and must be renegotiated. Moreover, according to Pierre Bourdieu, One Health is understandable, in sociological terms, as a social field, that is arenas where actors’ relations stem from the different positions in the field and from their different dispositions (habitus). Dominant groups are also recognizable. In this perspective OH takes shape as a peculiar form of real (or possible) utopia: that of using the network of connections by which we grasp the risks to formulate an integrated strategy able at promoting health from a global and systemic standpoint and preventing the potential for irreversible destruction.
