      Abstract: Since its establishment in 1975, Abu Dhabi Police has kept pace with the rapid development and progress of the United Arab Emirates and the Emirate and the emirate of Abu Dhabi. This was due to the wise vision of our insightful leaders who have put in place proactive and resilient strategies and succeeded in their journey to transform the Emirate of Abu Dhabi and shift it to this leading position held in achieving and maintaining safety and security of the society of Abu Dhabi. This has been recognized on both regional and international levels. For the fifth year in a row, Abu Dhabi has been the safest city in the world. Abu Dhabi also ranks 11 in the personal security index across the globe. None of this would have been possible, were it not for the vision our government has adopted towards sustainable development based on an integrated and aligned government approach in the Emirate of Abu Dhabi. The execution of this vision was also supported by the efforts of the leadership in Abu Dhabi Police to engage with strategic partners to build a modern police force able to deal with a variety of local and global developments through investing in organizational capabilities required to achieve such goals. These strategies achieved significant outcomes in the society of Abu Dhabi, as reflected in the 98% public satisfaction with security and safety.

      Abstract: AbstractGlobally, the concept of community policing while applied in a myriad of customized strategies to meet the needs of individual environments is underpinned by common objectives, which include engaging the community to complement a core business of policing, community safety. In parallel, police agencies of all sizes and nationalities have developed a range of targeted campaigns to support and enhance community engagement with police to contribute to building safe communities. The combination of ‘soft power’ or ‘soft’ policing strategies with community policing campaigns is a central tenant of the Abu Dhabi Police, We Are All Police initiative. This article presents the journey of the We Are All Police initiative and the outcome for more than 200 nationalities combining in a 1.48 million population of Abu Dhabi residents. Aligning the vision, aims, purpose, acceptance, and impact of the Abu Dhabi Police community-based strategy contributes to informing deliberations of policy and practice in the policing of a modern society.

      Abstract: AbstractSoft power policing is emerging as the policing catch phrase in 2021 in part arising from multiple police–community relations challenges gaining an increasing public focus globally. This article presents the soft power approach to policing engaged by Abu Dhabi police pre- and during the Coronavirus Disease (COVID-19) pandemic and the underpinning strategies and initiatives deployed to sustain community trust and confidence levels in Abu Dhabi Police. A review of global indexes promotes Abu Dhabi Police as a world leader in police–community relations, an achievement sustained throughout the COVID-19 global crisis. This research explores the ways in which achievements are impacted by a sustained and an all-encompassing policing approach that places soft power at the centre of police and community relations.

      Abstract: AbstractOne of the consequences of a rapidly developing 21st society is management of road traffic. Globally, road traffic collisions are among the most common incidents for which police are required to respond. The research presented in this article discusses an intervention strategy developed and applied by Abu Dhabi Police to reduce the impact of heavy vehicle driver violations and associated impact on collisions, deaths, and injuries in a period of 5 years up to and including April 2020. This article presents the findings from an impact evaluation of the Abu Dhabi Police Smart Traffic Centre Truck Permissions system that is supported by a complex multidimensional intelligent technology-based vehicle tracking system coupled with a driver violation penalty process. Analysis of data indicates a positive reduction rate in truck-caused accidents and resulting deaths and injuries during the post-intervention period. The research indicates effective policing strategies, which incorporate the affordances of smart technology have the potential to continuously improve road traffic management and by association the impact on the humanitarian and economic sustainability of a community and nation.

  • Identifying Enablers and Obstacles for Knowledge Management in a Police
           Organization: Case Study of Abu Dhabi Police

      Abstract: AbstractKnowledge management and its effectiveness may be a potential catalyst for achieving project goals for optimum success and speed, or it may be a major cause of project failure when knowledge is inadequately managed. Recent scientific research has touched on the failure to facilitate the application of knowledge management mechanisms in all project phases due to the temporary status of projects as well as deficiencies in applying the concept of accountability among specialists. This paper reports on one element of a wider research project undertaken with Abu Dhabi Police to identify enablers and barriers to knowledge management in police projects. The research was qualitative in nature and focused directly on addressing mechanisms and methods of integrating management knowledge to improve project success and develop the capability of human capital in policing. The results of the research identified nine enablers that support successful knowledge management in policing projects: A policy for the management of knowledge, institutional leadership in support of open communication and motivation, highlighting the value of knowledge management, linking knowledge management content with job descriptions, establishment of specific channels for communicating with project stakeholders, adequate technology resources, communication systems to manage knowledge between teams in separate locations, enable social interaction to facilitate the process of knowledge management in daily operations, and apply processes for assessment and measurement in the use of social networks for knowledge management.

  • Educating Future Police Professionals Amid Covid-19 a UAE Perspective

      Abstract: AbstractIn 2020, as the world focused efforts to address the humanitarian challenges presented by the Covid-19 pandemic, the global education community was similarly challenged to demonstrate resilience and innovation to support a level of ‘normality’ for students at all levels and professions. The research presented in this article offers insight into the preparation and deployment of transitioning education of police students from face-to-face delivery to online delivery in an environment historically unfamiliar with online learning delivery. The results indicate the critical attention placed on the preparation for transition beyond only subject matter delivery, for both students and faculty was pivotal in the resultant positive student learning outcomes. The approach to transitioning to the online learning delivery environment, the early trending data for which indicate minimal impact on achievement of learning for students, contributes to the decision making for education institutions centred on developing resilience professionals such as police officers.

      Abstract: AbstractThe policing and security community globally is in a race against time to develop strategies for improving mental health well-being amongst the profession. For professionals across the multiple contributing areas supporting police officer well-being, i.e. medical practitioners, psychologists, management professionals, mentors, coaches, counsellors, understanding contributing factors from the experience, and perception of police officers is a critical contributing area of research (Baker et al., 2020; Deschênes et al., 2018. Psychosocial factors linked to the occupational psychological health of police officers: preliminary study. Cogent Psychology 5(1): 1426271; Purba and Demou, 2019. The relationship between organisational stressors and mental wellbeing within police officers: a systematic review. BMC Public Health 19(1): 1286) The aim of the study reported in this paper was to evaluate the influence of work factors of organizational rewards, job characteristics, and factors relating to working in a public service agency on an officer’s perception of happiness. A survey was distributed to police officers in the Abu Dhabi police force, with an inferential analysis conducted to examine the relationships between work factors and levels of officer happiness. The findings identified employee perception of organizational rewards, job control, task significance, frequency of feedback, desire for helping others as primary reasons to work in the police, and opportunities available to help others in society were all predictors of police happiness. This article discusses specifically the employees’ perception of rewards at work and job characteristics as determinants of happiness. The findings contributing to development of future organizational response for enhancing officer well-being and importantly inform in building resilience to mental health illness for police officers.

  • Enhancing the policing response to COVID-19 with media engagement: The

      Abstract: AbstractGlobal evaluations of response to the COVID-19 pandemic, the Global Clinical Practice (a network of 12,942 clinicians from 151 countries), and the Global Response to Infections Disease have consistently rated the United Arab Emirates (UAE) as one of the most effective medical responses to the COVID-19 pandemic. In parallel, according to the 2020 Edelman Trust Barometer, public trust in the UAE government is 81%—a leading score in the Middle East. While widespread miscommunication rumours, and lack of coordination was observed in the early phases of COVID-19 globally, the UAE case demonstrates a comprehensive positive approach and experience. The research reported in this paper aimed to understand the role of media in the police response in relation to COVID-19 risk management in the UAE. Content analysis of documentary and data sources was conducted from public COVID-19-related meta-data sources. The findings suggest pre-defined conducive legislative and institutional structure, professionalism of media and police, and collaborative approaches among implementing agencies contributed to the success of the early phase COVID-19 risk management in the UAE. This research contributes to the body of knowledge in pandemic and infodemic risk management through analysis of the UAE experience.
