For this reason, the problem of child abuse cannot be handled by one institution only so that the government and other institutions collaborate. This research aims to find out the processes and factors inhibiting Collaborative Governance in child protection at Batam city in 2020. This research uses a descriptive qualitative approach with the data sources used are primary and secondary data, where the data collection uses observation, interview and documentation techniques. Data that has been analyzed using measures including data reduction, presentation of data and withdrawal of conclusions. In this Collaborative Governance study, researchers used the theory of Ansell and Gash. The results of this study show that the collaborative process runs quite well by looking at the indicators of face-to-face dialogue conducted with coordination meetings that are quite often carried out by actors, on indicators of trust building with the intensity of communication established, on indicators of commitment to the process with the interrelationship of tasks and functions of actors, on indicators of share understanding with responsibility with their respective tasks and functions, and on indicators of Intermediated Outcomes results facilitate in child protection, the increase in the intensity of communication, and changes in the behavior of government agencies. But the inhibiting factors in the protection of children are still lack of socialization, lack of community participation, and difficulty getting information. This study uses a qualitative approach, with an analysis focus on the implementation of echelon III and IV ASN mutations. There were 9 informants in this research, namely the Regional Secretary, Head of BKPSDM, Head of Mutation Division, 3 echelon III officials and 3 echelon IV officials. The selected informants were determined purposively. Data were collected through observation, interviews, and document studies. The data obtained were then analyzed interactively with an analytical model referring to Milles and Huberman (1992), covering data collection, data presentation, data reduction and drawing conclusions. The results showed that the implementation of the transfer of echelon III and IV employees within the scope of the North Buton Regency Government was still dominated by the spoil system. The mutations carried out are based on the principle of kinship and on the basis of likes and dislikes. These likes and dislikes are closely related to the behavior of employees who make political contributions to the implementation of democratic momentum in North Buton Regency. However, mutations based on considerations of the merid system and spoiled system are still the main considerations in the implementation of echelon III and IV ASN mutations in North Buton Regency. This research was conducted to examine and examine how the compensation for traffic accident victims of PT Jasa Raharja Representative Medan, and to find out the obstacles that occurred in the process of submitting traffic accident claims. The method used in this research is qualitative where the data is obtained by conducting interviews and also sourced from the literature. The results of this study indicate that the control in providing compensation for PT Jasa Raharja Representatives of Medan to victims of traffic accidents has been carried out quite well. Judging from the response of employees who judged that the process of providing compensation, policies, and timeliness had been carried out well. PT Jasa Raharja performs its duties in accordance with its commitment to serving traffic accident victims. But there are also obstacles in applying for compensation funds, this is due to the fact that there are still many people who do not understand what are the requirements to apply for compensation, such as a certificate from the police. The method used in this study is a qualitative method, which produces research in words and based on the results obtained in the field. This research was conducted at the North Sumatra Branch of the Jasa Raharja Office, which is located at Jl. Jendral Gatot Subroto No. 142 Medan. Types and sources of data used in this study are: Primary data and secondary data. Data collection techniques were carried out by means of observation, interviews and literature study. This study shows the results of the factors that hinder the quality of service, namely: many people do not understand the scope of guarantees borne by Jasa Raharja, communication to partners is not evenly distributed and external obstacles such as correspondence. Authors:Novela Lestari Novela Lestari, Hasim As'ari Pages: 43 - 58 Abstract: This research was conducted with the aim of knowing and analyzing the implementation of policies to reduce the use of plastic bags and find out what are the inhibiting factors of implementing policies to reduce the use of plastic bags in tourist attractions, traditional markets and government offices in Siak Regency. The implementation theory used is the MSN-Approach implementation theory from Yulianto Kadji (2015) which sees the implementation of three approaches, namely the mentality approach, the systems approach and the networking approach. The method used in this research is a qualitative research method. The required data, both primary and secondary data, were obtained by means of observation, interviews and documentation. The results of this study indicate that: first, the implementation of the policy to reduce the use of plastic bags in Siak Regency has not run optimally. Second, the inhibiting factors in implementing the policy are not comprehensive socialization, the presence of street vendors who are not orderly, there is no sanction for violators, and people's habits are difficult to change. Authors:Wisber Wiryanto Pages: 59 - 81 Abstract: The Palestinian coin currency as a medium of exchange no longer exists; including stamps and seals; except as the object of research. So research is carried out with the formulation of the problem, how change both coin currency, stamps, and seals as an administrative instrument in Palestine on 19-20 century transition era' The research purpose was to determine the change in coin currency, stamps, and seals in that era. Through research methods qualitative, exploratory, and literature study; then both coin currency, stamps, and seals were collected as evidence of its existence and change. Data were collected, processed, presented, and discussed through qualitative descriptive analysis, comparison and synthesis, during the 2021. The results showed, the coin currency of kurush equivalent to piaster (1876-1908), para (1909-1917), millieme (1909-1917) it was later replaced by mil (1927-1947); in line the change of stamps and seals of piaster (1906, 1918); para (1910, 1919); millieme (1920, 1926); which was later replaced by mil (1927, 1937) of Palestine. The Palestinian coin currency experienced a dysfunction and disappeared from circulation instead of the Israel coin currency appearing to shift its existence. The reason is not only the helplessness of Palestine but the departure of Britain (1948) after obtaining a mandate (1922) so that it has influence and interest but is used more for the purposes of its country, including Israel. The existence of coin currency, stamps and seals becomes an urgency to be realized again towards a sovereign Palestinian state now. Further research on Palestinian currency was needed. This type of research is a descriptive research with a qualitative approach. Data was collected using field observations, interviews, and documentation of both primary and secondary data. The results of this study indicate that the role of the village government in realizing an advanced and independent village in Sungai Pinang Mining District, Kampar Regency is not yet optimal where the village government is still not able to utilize existing natural resources and limited funds and the community is still passive in participating. This study uses a qualitative method using a descriptive approach. The theory used in this study uses the theory of pitana and gayatri (2005) which has 3 indicator components, namely, motivator, facilitator and dynamist. The findings from the results of this study are the role of the village government in developing the Tilan Island tourism object, Tanah Putih District, Rokan Hilir Regency running according to predetermined indicators, but there are still some shortcomings, so it is still not optimal. The inhibiting factors are as follows, lack of capital in the development of tourism objects, low human resources, and lack of community participation in tourism development. In this study, the researcher uses the theory of Eko Prasojo (2013) which refers to 3 criteria for a good bureaucracy, namely, improving the quality of public services, being free of corruption, collusion and nepotism, and performance accountability. The findings of this study are that the Immigration Office is still in the process of developing an Integrity Zone, which is still fixing all matters related to the construction of an integrity zone at the Class I Immigration Office Pekanbaru. From other phenomena, researchers see that it is still unclear what sanctions are given if employees are involved in deviant activities. Obstacles in the implementation of the integrity zone development at the Class I Immigration Office Pekanbaru, the old work culture is still embedded so that the lack of performance in performance accountability management makes the achievement of performance not optimal.
