      Abstract: The creative economy is a sector that will be strengthened as an economic pillar in the future. In Sukabumi city itself, with limited natural resources, the creative economy is another alternative as an attraction as well as a large economic potential and is one of the priority areas of development. to realise this, the Sukabumi city government formed Sukabumi Creative Hub (SCH) as a committee to accelerate the creative economy in Sukabumi city. this research aims to find out how the governance practices of collaboration between SCH and the sectors of Academia, Government, Business, Community and Media. Community and media. In measuring the governance practices of collaboration, this study uses the theory of Ansell and Gash (2008) which has 4 dimensions namely Starting conditions, Facilitative Leadership, Institutional Design and Collaborative Process. The research method used in this research is leatherative with a case study approach. The results of this study indicate that the collaboration governance run by Sukabumi Creative Hub with stakeholders has fulfilled the criteria of the 4 dimensions of Ansell & Gash (2008) but have not been optimal.

           MANAGEMENT

      Abstract: The present study is to identify and analyze the social dynamics of the Kalipepe Village community in Yosowilangun Subdistrict in the implementation of PMK Number 222 / PMK.07 / 2020 regarding Village Fund Management. This study employs a descriptive research method with a qualitative approach. Based on the results, it was found that the community's social response did not meet one of the eight dimensions or criteria as seen from Lassawell's grand theory. These dimensions include sender, encoding, message, media, decoding, response, feedback, and noise. Specifically, the response dimension was found to be either inappropriate or not fully met. To enhance the community's social response, it is essential for the village government to prioritize transparency in both communication and mechanisms in the field. This approach will help prevent potential issues that could undermine equity and justice.

      Abstract: The title of this research is "Effectiveness of The Program for Handling Uninhabitable Houses in Sukabumi City". The purpose of this research is to find out how the Effectiveness of Program for Handling Uninhabitable Houses in Sukabumi City. The background of this research is the uneven distribution of the aid program, the lack of public understanding of the assistance program, and the implementation of this program which is not in accordance with the initial planning of technical implementation guidelines. This research uses a quantitative method with a descriptive approach and data collection techniques using observation techniques, questionnaires, interviews, and documentation. This study uses the theory according to Duncan (1973:274-275) which is influenced by 3 dimensions. The population in this study were people who received assistance in handling uninhabitable houses with a sample of 87 respondents. In analyzing the data, the researcher conducted a validity test, a reliability test, and to test the hypothesis, the researcher used a one-sample t-test. The results of this study indicate that the effectiveness of the program for handling uninhabitable houses is in the very effective category, which means that the effectiveness of the program for handling uninhabitable houses in Sukabumi City has been running very effectively.

  • GOVERNANCE OF INSTITUTIONAL WASTE MANAGEMENT IN JEMBER REGENCY

      Abstract: Waste management at the Pakusari Final Disposal Site (TPA) in Jember Regency has yet to find a conducive waste management. This study aims to analyze the institutional governance model of waste management in Jember Regency through an institutional perspective framework according to Pavan et.al 2016. Through a case study at Pakusari TPA which is the largest TPA and accommodates the most waste, namely 17 sub-districts out of 31 sub-districts that scattered in Jember Regency but also experiencing various problems such as over capacity, rejection by the surrounding community and the behavior of the surrounding community who are still ignorant of the awareness of the importance of managing waste properly and maintaining the habit of disposing of waste in the river. Using a qualitative approach this research tries to provide an overview of how the institutional design of Pakusari TPA is in exercising its authority in solving waste problems in Jember district.

      Abstract: The City of Sukabumi has some points that are vulnerable to disasters. Therefore it is necessary to pay special attention to disaster management so that risks, impacts, and losses can be minimized through the Pre-Disaster stage. This study aims to determine how disaster management policies are implemented at the pre-disaster stage at the Regional Disaster Management Agency (BPBD) of Sukabumi City. This study uses the theory of Van Meter and Van Horn (1975). The research method uses qualitative research methods. Data collection techniques use observation, interviews, and documentation. Data validation used to source and technique triangulation. Data analysis was performed by data reduction, data presentation, and conclusion drawing/verification. The results showed that the Implementation of Disaster Management Policy at the Pre-Disaster stage at the Regional Disaster Management Agency (BPBD) of Sukabumi City, when measured by the Van Meter and Van Horn theories, had not entirely run optimally, seen from the resource dimension which is an inhibiting factor in the implementation of disaster management policies at the pre-disaster stage such as resources in terms of quality, competence, facilities and infrastructure and financial resources are still not optimal.

  • THE ASSESSING THE DISTRIBUTIONAL IMPLICATION OF VAT EXEMPTIONS OF
           EDUCATION AND HEALTH SECTORS

      Abstract: The tax revenues are still the primary state revenue sources in Indonesia. With the declining trend of corporate taxes, the challenge of increasing other taxes becomes even more severe, including Value Added Tax (VAT). The main change in the VAT provisions in the Law on the Harmonization of Tax Regulations is broadening the VAT basis. Among others are education and health services. This study aims to determine the effect of that policy combined with hypothetical reform on spending. Using micro simulation method and Susana’s data for March 2019, this study estimates that the imposition of VAT increases poverty and reduces the relatively small income level for consumption. In general, it estimates that the imposition of VAT in Indonesia will increase poverty, although it can reduce inequality. When receiving cash transfers, poverty and inequality decreased relatively small. These results imply that the fiscal policy of providing direct cash transfers is moderately effective in reducing poverty but not inequality.

      Abstract: Micro, Small and Medium Enterprises are an important sector and have a large contribution in realizing regional economic development. In this case, it contributes 60 percent to GDP and is able to absorb labor up to 97.22 percent. Therefore, the West Java Provincial government created a program "UMKM Juara" to empower MSMEs. The purpose of this study is to find out how the role of the Cooperative and SMEs Office in efforts to develop MSME products through the "UMKM Juara" program in Sukabumi City. Researchers used the theory of Gede Diva, 2009 regarding the role of government as a facilitator, regulator, and catalyst. The results showed that the local government has done its job well in terms of facilitators, regulators and catalysts, however, there are still shortcomings in terms of MSME participant targets that have not been achieved and the lack of budget for the program that will be implemented.

      Abstract: This research proposes Foucauldian Discourse Analysis (FDA) as an innovative qualitative methodology to investigate the use of social media as a platform of power control through shared opinions. A phenomenon where social media used as a medium for public to express themselves whereas previously was often done physically (offline), is now more likely to be done in digital area through social media. This study found that the main discourse held no more power than the opponent’s discourse in the contestation. In reality, the main discourse weakened and morphed to dampened actions but still could not become a consensus that led to student action on the streets. While the main discourse was powerfully amplified from bottom to center elites, it ultimately resulted in defeat and failed to acquire acceptance or legitimation by society, leading to pseudo-power.

      Abstract: The General Election Commission is an election management body and has the task of providing political education to the public. One form of the government's efforts to increase political participation is by holding the Election Smart House program. (RPP). In line with that, the Sukabumi Regency KPU also runs the RPP program to educate the public about elections and democracy so that it is hoped that it can increase people's political participation. This study aims to analyze the effectiveness of the Sukabumi District KPU Election Smart House program in increasing political participation. This type of research is qualitative research. The theory used is the theory of effectiveness according to Duncan, the techniques used are observation, interviews and documentation. Based on the results of the research that has been done. In conclusion, based on the analysis results, the RPP program is quite effective in increasing the political participation of the people of Sukabumi Regency.

      Abstract: The concept of a smart city is not only implemented in developed countries but is also being adopted in developing nations. It is not limited to large cities, as even smaller cities are starting to embrace it, including Binjai City in North Sumatra Province. However, not all smart city innovations implemented in Binjai City have been successful, and some applications are found to be unsustainable. This research aims to analyze the factors influencing the sustainability of smart city innovations in Binjai City, which was chosen as the first city in North Sumatra to implement the smart city concept in its medium-term development agenda. The research method used in this study is a mixed-method sequential exploratory approach, combining qualitative methods to formulate hypotheses and quantitative methods to analyze them. The qualitative informants consist of policymakers in Binjai City, while the quantitative respondents are civil servants involved in smart city innovations. The findings reveal three factors—political support, resources, and institutions—that have a positive and significant impact on innovation sustainability. In contrast, the other two hypotheses, community participation, and effects/impacts, are rejected as they show a negative and insignificant influence on innovation sustainability. The research results are expected to provide policy recommendations for local governments, especially in small cities with various limitations that are currently implementing smart city initiatives.

      The results of this study have not been said to be effective because the Tipar Health Center in
      practice still does not meet the 3-dimensional criteria

      Abstract: Electronic Government, or E-Government, is an information and communication application system that is increasingly being adopted in the government sector in line with technological advancements. The utilization of information technology in governance aids in simplifying the execution of governmental functions as providers of public services. This study delves into the changes or reforms implemented by the TPI Denpasar Class I Immigration Office, under the auspices of the Directorate General of Immigration, utilizing technological advancements in passport services through the M-Paspor digital application. The objective of this study is to analyze the implementation, readiness, inhibiting factors, and evaluate the usage of the M-Paspor application at the Immigration Office Class I TPI Denpasar. The method employed in this study is a qualitative approach with data collection through observation, interviews, and document studies. The study's outcomes reveal that the readiness to implement service through the M-Paspor application at the Denpasar Immigration Office is still suboptimal in accordance with the E-Government Readiness theoretical framework. Factors such as communication infrastructure, connectivity levels, human resource readiness, budget allocation, legal framework, and paradigm shift still require enhancement. Challenges in implementing the M-Paspor application include inadequate application maturity due to frequent disruptions, low employee productivity, societal unpreparedness for change, and uneven information dissemination. Therefore, serious attention from the government is necessary to streamline digital transformation and implement M-Paspor in passport application services. Strategic actions are required to overcome these obstacles and ensure that technology's benefits are maximized in public services.

      Abstract: Proper Sanitation is one of the targets of SDGs Goals No. 6 where the availability of water and sanitation must be ensured. The provisions related to proper sanitation have been regulated in the Minister of Health Regulation (Permenkes) No. 3/2014 on Community-Based Total Sanitation. To participate in realizing and achieving Sustainable Development Goals (SDGs) target No.6, with the assistance of the Ditjen Cipta Karya, Kementrian Pekerjaan Umum dan Perumahan Rakyat, Sukabumi City Government has a KOTAKU Program with the aim of improving access to proper sanitation, the program target is 100-0-100, which means here is 100 percent universal access to drinking water, 0 percent of slum settlements, and 100 percent access to proper sanitation. The purpose of this study was to determine the implementation of Sustainable Development Goals (SDGs) through the "KOTAKU" program in an effort to improve proper sanitation in Sukabumi City. The research method was conducted using descriptive qualitative methods. In determining informants, snowball sampling technique was used, with data collection techniques including observation, interviews, documentation, audio-visual materials. The results of this study show that the Sustainable Development Goals (SDGs) Implementation program through the "KOTAKU" Program in an Effort to Improve Proper Sanitation in Sukabumi City has not yet reached the expected target due to limited resources both human resources and financial resources.

  • 7 YEARS OF DWELLING TIME POLICY

      Abstract: This study aims to gather responses from stakeholders regarding the Dwelling Time policy that has been in place for seven years, hoping to find new evidence to reduce logistics costs. This study uses a qualitative approach with a Case Study approach by conducting interviews with stakeholders operating in the Tanjung Perak Port related to goods importation. As a result, this study is expected to formulate more concrete and effective recommendations for improving the loading and unloading processes at the port and reducing logistics costs, eventually supporting the improvement of Indonesia's economic growth. The study shows that implementing the Dwelling Time policy to reduce logistics costs does not provide the expected outcome. Instead, it results in higher logistics costs due to PLP. Thus, the government needs to evaluate future policies. Collaboration among related agencies, namely port operators and regulators, by not carrying out PLP if the YOR position does not reach 60-70% and the extended stay indicator is a maximum of 7 days is a solution the author can provide. The government is also expected to continually evaluate policies that have been implemented if they have been running for more than five years. With the discovery of new evidence related to Dwelling Time, the definition of the problem also changes, requiring new solutions or more adaptive policies related to these changes.

This research method is a qualitative research method with a narrative approach. In determining the informants in this study using non-probability sampling technique snowball sampling. Data collection techniques include observation, interviews, documentation, audio-visual material. The results of this study indicate that the Implementation using of application of PGC in Distributing Non-Cash Food Assistance (BPNT) at PT Post of Cisaat has been running effectively, seen from the organization the formation of the bureaucratic structure has gone well, Interpretation or Interpretation has been fulfilled and Implementation has been carried out in accordance with the Standard Operating Procedures (SOP) in the regulations that have been set.

The purpose of this research is to analyze the successful implementation of the Lontong Kupang program based on the Theory of Program Implementation Success according to George Edward III which consists of Communication, Disposition, Resources and Bureaucracy Structure. The method used in this study is descriptive qualitative with observation and interview data collection. The research results show that the Lontong Kupang Program has been successful and the implementation is good. However, in its implementation there are still several obstacles that hinder the implementation of the program. The inhibiting factors found in this research are the lack of budget availability for program implementation, and the lack of outreach to the community regarding the Lontong Kupang service program which results in many people not understanding the requirements or documents that must be brought when registering.

      Abstract: This research is entitled "Capability of the Department of Manpower and Transmigration in Reducing Unemployment in Sukabumi Regency". This study aims to determine the capability of the Manpower and Transmigration Office in reducing unemployment in Sukabumi District. The method used in this research is descriptive qualitative method. The theory used in this study uses Kumalasari's theory (2014: 48) there are 4 dimensions of institutional, human resources, financial and technical. Data collection techniques in this study are observation, interviews and documentation studies. The informants in this study were employees of the Sukabumi Regency Manpower and Transmigration Office. The results in this study indicate that the Sukabumi Regency Manpower and Transmigration Office has not been said to be capable in the program to reduce the number of unemployed in Sukabumi Regency. Of the four indicators used, there are two indicators that have not been carried out optimally, namely the human resources indicator, financial indicators.

This type of research is quantitative research using primary data. The population used was 230 people, and the sample was village officials in the Hulu Sungai Tengah district consisting of the village secretary, head of financial affairs, head of general affairs and planning, head of the government section and head of the welfare and service section, data collection method using a questionnaire. The results showed that the competency variables of village officials and the use of information technology had a significant influence on the accountability of managing village funds in Hulu Sungai Tengah District, then the variables of organizational commitment and community participation had no effect on the accountability of managing village funds in Hulu Sungai Tengah District.

      Abstract: Indonesia is a democratic country where the supreme power is in the hands of the people. Therefore, the people of Indonesia have the right to choose who will become the people's representatives. In order to provide facilities and a place to improve the quality of service for the direct election of leaders and representatives of the people, the KPU provides a new innovation, namely by making or creating a Mobile Vote Recapitulation Information System (SIREKAP) programme. This research aims to find out how the implementation of SIREKAP is carried out in practice by the Sukabumi Regency KPU. This research uses the theory of Chales O. Jones (1996) which has 4 dimensions, namely Organisation, Interpretation, and Implementation. The research method used in this research is Qualitative Narrative. The results of this study indicate that the implementation of SIREKAP when viewed from the dimensions, organisation, interpretation and implementation according to Charles O. Jones (1996) is still not well implemented because it has not fulfilled 3 dimensions which in terms of Organisation has not fulfilled the suitability of resources, Interpretation is still not a lack of information, socialisation, and communication received by the public regarding the SIREKAP application and the application itself is constrained by high traffic which causes the failure of sending C1 plenary results.

The results showed that the implementation of the distribution of non-cash food assistance programs through the Cisaat Post Office in 2022. shows that the distribution of the program has been carried out well, but in its implementation there are still obstacles. In the resource dimension, namely the lack of human resources at the Cisaat post office. So that the Cisaat post office recruits a jubar or paymaster to help the process of distributing Non-Cash Food Assistance.

      Abstract: The title of this research is "Implementation of the Family Hope Program in Cibeureum District, Sukabumi City". This research focuses on how to implement the PKH program in the Cibeureum sub-district, Sukabumi City. This research begins with the discovery of problems which in outline there are still many differences in data on existing systems in DTKS which impede the settlement process. The theory used to measure and find out how successful the PKH program is is the policy implementation theory written by Van Meter and Van Horn (1975). The method used in this research is qualitative by collecting data with documentation, interviews, and observation. In determining the informants in this study using the snowball sampling technique. The results of implementing these policies concluded that the results of this study indicated that the implementation of the PKH program in Cibeureum District, Sukabumi City had not fully gone well, when viewed from an inter-organizational communication perspective, there was still communication between implementers and recipients regarding updating data that had not been implemented. But in terms of human resources it can be said that it is very good and the response is positive, and from the government side it fully supports this program, in terms of the economic, social and political environment it is almost going well but in the political environment there are still those who use it for personal interests and needs.

The type of writing used in this article uses a bibliometric analysis approach. This article examines the impact of sociology education on multicultural understanding in schools from the Scopus database between 1979 and 2022. To support the assertiveness and effectiveness of multicultural education, partnerships with the wider community complete the coherence of this approach. It is necessary to apply norms and standards that are compatible with multicultural education to form a school culture that supports diversity. Norms and standards This consistent method, aligned with multicultural education, should be applied to shape a school culture that supports diversity. The context of the teacher in daily life is able to encourage students not to be separated from the rules that apply by modeling to students how to live in a heterogeneous and homogeneous society in the midst of technological advances.

      Abstract: Public interest in reading is a major problem nationally and globally. One of the obstacles to the progress of a nation can be judged by the habits of its people in terms of reading. Reading is an important part of life. The Archives and Libraries Office of Sukabumi District continues to encourage the growth of interest in reading in the community by implementing programs and improving services to meet the needs of users. This research uses one variable (1), namely the service management variable, with A.S. Moenir's service management theory (2006: 88–119), which consists of indicators of awareness, rules, organization, income, skills and abilities, and service facilities. This study uses a qualitative method with a narrative approach. The results showed that the Sukabumi District Archives and Libraries Service had made significant efforts to manage quality services. They provide easy access to relevant information and libraries by facilitating the needs of the user. This service includes programs that support the improvement of human resources and collections of books, magazines, journals, and other media that are well managed and available to the public and visitors.

      Abstract: The pandemic period where coordination activities were limited to online meetings because of the fear of interacting face-to-face in the coordination process with related parties.  Research Methods using quantitative methods. In collecting data, the author uses a questionnaire as a data collection tool. And using multiple linear regression. The research location is in the DPRD of Tangerang City organization. Based on the results of the study 1) There is an influence of policies on handling the Covid-19 pandemic on the performance of the DPRD of Tangerang City Organization. The value of the policy coefficient for handling the Covid 19 pandemic is 0.259, which is positive with the result of t count of 2.934 > t table (1.679) and a significance of t of 0.005 <0.05. 2) The value of the leadership style coefficient of the DPRD of Tangerang City chairman is 0.456, which is positive with the results of t count of 7.885 > t table (1.679) and a significance of t of 0.000 <0.05. That is, H2 is accepted. 3) The calculated F value obtained is 48.965 > F table (3.20) and the F significance obtained from the model is 0.000 less than 0.05. That is, H3 is accepted. Based on the results of the study, it can be concluded that the Leadership Style Variable of the Chairperson of the DPRD of Tangerang City can contribute an influence of 0.456 which is stronger than the Covid-19 Pandemic Handling Policy variable which only contributes 0.259. This means that the leadership style of the DPRD of Tangerang City Chairman has a greater impact on increasing the DPRD of Tangerang City Organizational Performance in 2020-2021.

Based on the results of research conducted by researchers by collecting data to discuss the implementation of the online single submission system policy at the Sukabumi City One-Stop Investment and Integrated Service Office from Van Metter and Van Horn Theory, there are two variables that are not optimal, namely the resource variable and the Inter-Organizational Coordination and Implementation Activity variable. It can be concluded that human resources in policy implementation are sufficient. However, facilities and infrastructure such as parking lots and expansion of waiting rooms have not been fully realized. then Inter-Organizational Coordination and Implementing Activities have not gone well due to the uneven delivery of information related to the licensing issuance process. However, internal communication is well established.

      Abstract: In conducting the development of micro, small and medium enterprises, the Department of Cooperatives, MSMEs, Industry and Trade (Diskoperindag) of Sukabumi City has the role and authority to do so. However, in the implementation in the field, based on the results of the author's interview with the Head of the SME Division in carrying out these activities, Diskoperindag experienced several obstacles. This study uses the theory of Horton (2003) which has 5 dimensions, namely human resources, technological infrastructure and financial resources, management programs and processes, the last dimension of networks/relationships with other organizations and stakeholders. This research uses descriptive qualitative approach documentation. The results of the study show that the organizational capacity of Diskoperindag in developing MSMEs is not yet adequate, because it is not fully in accordance with the theory of organizational capacity from Horton, et al. Of the five dimensions, only the strategic leadership dimension is adequate. Meanwhile, the dimensions of human resources, infrastructure, technology and financial resources, program and process management and network/relationship dimensions with other organizations and stakeholders are inadequate.

  • IMPLEMENTATION OF ZONING SYSTEM POLICY ON NEW STUDENTS’ ADMISSION OF
           HIGH SCHOOL LEVEL IN BOJONEGORO REGENCY

      Abstract: The zoning system of Admission of New Students (PPDB) 2018 has been highlighted. This system is considered to be detrimental to pupils, especially successful students. Since the zoning system was introduced, there have been many complaints and grievances from some students' parents, because the zone system prioritizes the closest home distance to the school of destination and ignores the national test results. This study aims to determine the implementation of the Zoning System Application Policy for the Admission of New Students in the 4th Bojonegoro State High School in the 2021/2022 academic year. The results show that the socialization of the zoning system policy in the admission of new pupils is carried out by the school to the target group through social media. However, there are still parents who are unaware of the policy due to a lack of reading the news on social media. In terms of human resources, it is sufficient to support all activities in the implementation of the policy. The implementer's position in the implementation of the zoning system policy is very well visible in the commitment and attitude of the implementers towards a program or policy. The bureaucratic structure of 4 Bojonegoro State High School in the implementation of the zoning system of admission of new pupils has been quite well seen from the division of work in PPDB where it divides two special teams namely teams for implementation PPDB and special teams for complaints.
