This research is conducted to a civil servant and a non civil servant/contract-based staff in Indonesian Financial Transaction Reports and Analysis Center (INTRAC). Furthermore, the quantitative approach is used in this research. The data is collected by distributing a questionnaires to 148 respondents and being analyzed with Smart PLS program/application version 3.0 with Sem PLS method. The results concludes that both variables which are flexible working place and flexible working time makes a positive and significant effect on job satisfaction variable. Furthermore the flexible working place and flexible working time on job satisfaction with work-life balance as a mediating variable also have a positive effect. This study aims to determine the stages of community empowerment that have been carried out and provide an in-depth description of the empowerment of Fish Cultivation Groups (POKDAKAN) in the Minapolitan Area, Kalanganyar Village, Sedati District, Sidoarjo Regency. This study uses a type of qualitative descriptive research in the form of words, and actions from the mouth of people and from observable behavior. Which leads to explain a thing or problem that occurs with a picture according to the focus of the research problem. Sources of data used come from primary and secondary data sources through data collection techniques with observation, interviews and documentation.Based on the findings in the field, this study shows that the stages of empowerment that have been carried out by POKDAKAN in Kalanganyar Village are starting from enabling, empowering, and protecting various programs that have been implemented, starting from awareness efforts, establishing institutional systems, training, providing capital, providing facilities and infrastructure, marketing of fishery products, and other protection measures which include the existence of a POKDAKAN Certificate which is already a legal entity from the Ministry of Law and Human Rights and the existence of a KUSUKA card as an insurance card, database center and to facilitate access to capital loans. Under this circumstance any efforts of government are expected to be solution to stop or at least reduce the nightmare of society when the disaster occurred. This paper elaborates the discussion about building community disaster resilience through collaborative governance performed by Banyuwangi local government in Indonesia. Furthermore, the discussion about community disaster resilience and collaborative governance will be tied up by institutional and socio-ecological context. Therefore, this paper will highlight the role of actors, collaborative process and organization performance rather than any technical attributes from disaster resilience. The finding of this study reveals that there are some inhibiting factors influencing collaboration among actor to build community disaster resilience. The failure to manage these factors has resulting lack of collaboration and lead to weak community resilience in Banyuwangi. Many factors cause this to happen, such as the social environment, advances in information and communication technology, and opportunities. Children who are victims of sexual violence will experience physical, psychological and psychological suffering, as well as social suffering.In dealing with child victims of sexual violence, DP5A has a strategy for children who are victims of sexual violence, namely collaborating with institutions related to handling, picking up the ball with the Puspaga, and being the manager of PPTP2A. The program of the strategy is to provide social rehabilitation, legal assistance, and health identification. This research uses descriptive qualitative method, using SWOT analysis technique. This research results that the strategy for handling child victims of sexual violence by DP5A has been running by utilizing strengths and opportunities, but it is still not optimal enough due to weaknesses and threats in handling. Authors:I Nyoman Tingkes, Ida Ayu Putu Sri Widnyani Pages: 70 - 80 Abstract: The purpose of this study was to analyze the effect of financial reports through symmetric information on increasing investment in Badung Regency, Bali Province. This study was designed using quantitative research methods on data sourced from reports on budget realization and income, reports on changes in excess budget balances, balance sheets, operational reports, reports on changes in equity, cash flow reports, and notes to financial statements from 2016 to 2020. The results of the study found that the liquidity ratio is 6.09, the solvency ratio is 0.017, the activity ratio is 27.83, the profitability ratio consists of ROI-6.77 and ROE-0.22, and the ratio of direct spending to indirect spending is 0.88. Specifically, for the investment in capital-output ratio-ICOR, it was found that the average economic growth per year was 5.29 percent. Based on the results of this study, it can be suggested to the Badung Regency Government that (a) the collection of tax and levy receivables be more optimized, (b) there needs to be a policy regarding the budget deficit, (c) increase direct spending at least equal to or more than the apparatus expenditure, and (d) further improve operating cost efficiency. In addition, spending on grants and social assistance should be more directed at spending on goods and services that are truly vital and strategic. The next step is the process of developing zakat application technology, it is hoped that it can collect people's funds more easily, especially in mosques that are more spread out in public and have high levels of flexibility in cash flows. In Indonesia, the community's economy has declined, causing the poverty rate to increase during the pandemic. One of the efforts of the Indonesian government is to make changes to the budget. One of the changes made is the village fund. Village funds initially used for village development and development were transferred as a direct cash assistance budget for village funds. the implementation of the program in terms of its effectiveness still invites many questions. Therefore, this study was conducted to determine the effectiveness of the village fund cash transfer program. The type of research used is qualitative research with data collection techniques of observation, interviews, and documentation. The focus of this research is the effectiveness of the Village Fund Direct Cash Assistance (BLT) program in Pulorejo Village, Dawarblandong District, Mojokerto Regency. Studies on the dilemma of policy objectives have not been specifically conducted on state enterprises, given that the involvement of political elements cannot be separated from the business processes of state enterprises. This study attempts to examine the theoretical findings of Lipsky’s conflict of policy objectives (2010). Furthermore, Groenendyk (2013) and Christensen et al. (2018) also develop academic results on the reprioritization of policy objectives from elected officials. This study using phenomenology research. The analysis in this study is based on in-depth interviews with executives, legislative, bureaucrats, company managers, and observations and literature studies to support the findings. The results found three things. First, each social and economic objective has five aspects. Second, conflicts still exist between these policy objectives even though Surya Sembada Regional Drinking Water Company (PDAM) has succeeded in achieving its social and economic policy objectives. Third, the reprioritization of the policy objectives from the elected officials (mayors and council members) is dominated by the role of mayors who strengthen social objectives. Based on the Undang-Undang Nomor 24 Tahun 2011 concerning the Social Security Provider (BPJS), the government organizes a national health insurance program through BPJS Kesehatan to ensure that all Indonesians are covered by health insurance. The purpose of this study was to describe and analyze the Effectiveness of the Social Security Provider (BPJS) Program in Health Services. This study uses qualitative methods with data collection techniques of observation, interviews, and documentation. Data analysis techniques are data collection, data condensation, data presentation, and drawing conclusions. This research is located in Syarifah Ambami Rato Ebu Hospital, Bangkalan. The results of this study are the resources, funds, facilities, and infrastructure used are effective, the number and quality of services produced are effective, the time limit for producing goods or services is effective, and the way to do it is already effective. The Bangkalan Regency Government has implemented the 1000 Hari Pertama Kehidupan program which is a mandate from the Peraturan Presiden Nomor 42 Tahun 2013 concerning the National Movement for the Acceleration of Nutrition Improvement. However, in its implementation, the 1000 Hari Pertama Kehidupan program still encounters many obstacles so that the implementation is not optimal. This study aims to examine the 1000 Hari Pertama Kehidupan program by reviewing the aspects of problem characteristics, policy characteristics, and policy environment using the implementation theory proposed by Daniel A. Mazmanian and Paul A. Sabatier. The method used is a descriptive qualitative approach using data collection techniques through five sources, including archival documents, in-depth interviews, participant observation, and other physical devices. The informant determination technique was carried out by purposive sampling and the number of informants was 10 people. The results showed that the implementation of the 1000 HPK program in tackling malnutrition in the Bangkalan Regency was not optimal. In terms of characteristics, the problem has a fairly high level of technical difficulty and the behavior of the target group is not right. In terms of policy characteristics, program objectives have not been optimally achieved, financial resources are limited, coordination between implementors is not optimal, and the Bangkalan Regency Government does not yet have binding decision rules between OPDs. Then in terms of the policy environment, social, economic, and technological conditions have not supported program implementation, and public support has not been optimal. The purpose of this research is to find out how the quality of service for customer complaints directly to the Regional Water Company (Pdam) Delta Tirta in Sidoarjo District, Sidoarjo Regency. The type of this research is descriptive qualitative with data collection techniques in the form of interviews, observation, documentation, and literature study. To determine the quality of service directly at PDAM Delta Tirta, Sidoarjo District, Sidoarjo Regency at this time, researchers chose to use the 5 dimensions of public service quality proposed by Zeithaml et al 1990 in Hardiyansyah (2011:4647), namely Tangibel (Intangible), Reliability (Reliability), Responsiveness (Response), Assurance (Assurance), and Empathy (Empathy). Sources of data used are informants and documents related to research. The results of this study indicate that based on the five dimensions of service quality according to Parasuraman, including physical evidence (tangibles), reliability (reliability), responsiveness (responsiveness), assurance (assurance), and empathy (empathy), it can be concluded that PDAM Delta Tirta Sidoarjo District, Sidoarjo Regency has fulfilled these five dimensions and has good service quality. This is evident from the case of covid 19 which has been sloping down from week to week in Pejeng Village, Tampaksiring District, Gianyar. Currently the people of Indonesia and the world are facing an outbreak of the COVID-19 virus disease. This study tries to explore three things, namely the management of traditional stakeholders in coordinating residents to deal with disease outbreaks, the role of Tantrayana teachings in shaping the mentality of Balinese people when facing disease outbreaks, and traditional ceremonies carried out to control Gering Agung. The purpose of this study is to describe the efforts made by the government Sekapuk Village in the transformation of development towards an independent village and to describe the inhibiting and driving factors during the process of becoming an independent village. Data collection techniques in this study used interviews, observation, and documentation, in which the data were analyzed descriptively qualitatively. The informant withdrawal technique uses a purposive technique based on criteria. All data were examined for data validity using source and data triangulation techniques and were analyzed through the process of data reduction, data presentation, and conclusion drawing. The results of this study indicate that in the efforts made, the Sekapuk Village government is in the transformation of development towards an independent village through potential mapping, coaching, and mentoring, building synergies, and implementing village governance into a modern organization. Able to realize Sekapuk Village into an Independent Village. This study aims to determine the implementation of the feeding program for the destitute and abandoned elderly in Rungkut Kidul. The type of research used is qualitative research. The results showed that the implementation of the elderly feeding program was in accordance with government regulations and was given to elderly beneficiaries. Some of the mangrove areas are aquaculture areas by the community and there are residential areas in the mangrove area. The purpose of this study is to analyze and determine the aspects that influence the role of the government in its efforts to preserve mangrove forests in the coastal area of Tarakan City, North Kalimantan Province. The method used is descriptive qualitative. The research was carried out in the City of Tarakan and the City of Tanjung Selor, the Province of North Kalimantan, for data collection the authors visited the Forestry Service of the Province of North Kalimantan, the KPH of the City of Tarakan and the BLH of the City of Tarakan. Data were collected through direct observation, interviews and documentation. This research resulted in the role of the government as a facilitator, regulator, catalyst and efforts to preserve the mangrove forest of Tarakan City, namely mangrove conservation areas, mangrove replanting, restoration/rehabilitation of mangrove areas, public education and factors that have an influence including the availability of facilities and infrastructure, budget availability, partnerships and community participation. The conclusion shows the role of the government in its efforts to preserve mangrove forests in the coastal area of Tarakan City as much as possible, but there are still obstacles in the field that are in direct contact with people who carry out activities around the mangrove area and the need for budget fulfillment for the implementation of mangrove forest rehabilitation. The parking problem occurs in almost all cities in Indonesia, including the city of Surabaya. The implementation of Zone Parking itself is carried out by collecting retribution in accordance with the applicable Zone Parking levy rates. The purpose of this research is to find out the problems regarding the implementation of the parking zone determination policy in the Mayjend Sungkono area, Surabaya City. The method used in this research is descriptive qualitative with interviews and direct observation to the relevant informants. From this study it can be seen that the implementation of the zone parking policy has been going well, this can be seen through the smooth start of the function routine and the absence of complicated problems faced. During the current pandemic, the problem that occurs in parking is the reduction in parking retribution income due to the PPKM period where there is less public activity outside the public. The Surabaya City Transportation Service seeks to minimize problems that occur in zone parking for the successful implementation of zone parking policies in Surabaya City, so that road users and other motorists are not disturbed due to traffic jams caused by chaotic parking. The problem is that it is not yet known how Singkawang's tourism policy will deal with pandemic conditions that impact tourist destinations in this city. The research method is a descriptive type with a qualitative approach, especially related to the COVID-19 impact mitigation strategy and the implementation of Singkawang tourism policies. Then analyze the strategic elements of a policy according to Maryati and the implementation activities of the O.Jones model. Data were collected using interview, observation, and documentation techniques. The data is then analyzed using domain data analysis techniques as a researcher's effort to get a general and comprehensive (holistic) picture of the object under study. The findings concluded that 1) the tourism covid-19 impact mitigation policy strategy was connected from the national to the local level in Singkawang in the form of directives, regulations, Covid-19 mitigation programs, and stimulus for economic recovery in the tourism sector; and 2) there are no visible creative efforts based on health protocols in organizing tourism resources, methods, and unit synergies to restore tourism, the interpretation of social media-based policies on tourist visits has not been measured, and strategies have not been implemented to meet the opportunities for pandemic trend tourism types with alternative tourism models that according to health protocol. The accidents make a lot of disadvantages as material loss and fatalities. It is caused by unorderly society in this case, traffic order. Lack of social awareness and less extensive action from the police was attention to realize a traffic order. It is necessary to do for a city like Surabaya City. The purpose of this research is to describe and to analyze the strategy of the Surabaya police traffic unit to realize a traffic order at Surabaya City. This research used descriptive qualitative methods by observing, interviewing, and documenting. The results of this study indicate that the preemptive strategy carried out by Satlantas Polrestabes Surabaya has not been maximized. The preventive strategy has been carried out properly so that it can prevent people from committing violations which are potentially become accidents. The repressive strategy has been carried out properly too. From the three things above, only the preemptive strategy has not been maximized. Meanwhile, preventive and repressive strategies must be maintained and even improved to create an orderly and zero accident society. The purpose of this study is to analyze the effect of the development of the Public Service Mall (MPP) on the strengthening of special economic zones in the industrial and service sectors in Kendal Regency. The research method used in this study is the mix method, which quantitatively uses linear regression analysis to determine the effect of the Public Service Mall (MPP) on strengthening the development of special economic zones in Kendal Regency, qualitative analysis is carried out to determine the role of MPP in improving public services. The results of this study indicate that the Public Service Mall (MPP) has a significant effect on strengthening the Special Economic Zone (SEZ) in Kendal Regency. These results are in line with the qualitative analysis of the role of the Public Service Mall (MPP) on public services in Kendal Regency which plays a good role. During the COVID-19 pandemic, mobile government is more popular with the public where the recommendations for maintaining distance and staying at home can be implemented while being able to access public services. This study presents the mapping of local government applications and identifies the categorization conditions for the mapping of local government applications in the province of East Java. Researchers used a quantitative approach. Data collection uses secondary data where application data is obtained from the Android smartphone play store. After the data was collected, the researcher used descriptive statistical analysis to map the quantity of applications made by the regional government of East Java province. Then, classify application categories based on Ganapati (2015), namely enterprise-focused apps and citizen-focused apps. This mapping research and application category classification is intended to be a reference for other local governments in the development of m-government. In public administration, this study is useful in the development of m-government science. The results found are regional governments throughout East Java Province have a total of 362 m-governance applications. The majority of applications (86%) are focused on community service and the rest are business-oriented. The highest category in productivity applications and applications for communication. The research method used is a type of qualitative research. Informants in this study are the officials who are responsible for the manufacture of Transportasiku, the developer of Transportasiku and the public who use Transportasiku. The data collection techniques used is with interviews and documentation. The techniques used in data analysis is data reduction, data presentation, and drawing conclusions. The results of the research show that: 1) The implementation of Transportasiku system policy to facilitate public transportation information in the city of Surabaya like communication, disposition, and bureaucratic structure. 2) The factors that hinder the implementation of the policy are limited human resources, limited available budgetary resources, limited equipment to support the implementation of the policy, and the occurrence of system errors when Transportasiku system underwent maintenance. 3) The efforts of the Department of Transportation in this case is the division of tasks and the quality of qualified human resources and good performance of existing human resources, to manage the availability of budget resources, to take advantage and do maintenance facilities available periodicly, and perform a reset or system development so that problems with the use of Transportasiku System can be resolved. Refers to the 1945 Constitution Article 26 Paragraph 2, undocumented citizens who have worked and live in the area of the Santiago Sub-District are citizens who are entitled to public services as described in Law Number 25 of 2009 Article 1. This study aims to determine the responsiveness of the Santiago Sub-District government in handling undocumented citizens in the Santiago Sub-District, Sangihe Islands Regency. The type of research used is qualitative with a case study approach to explain the phenomenon related to the responsiveness of the Santiago Sub-District government in dealing with the problem of undocumented citizens by using 3 responsiveness indicators, namely the ability to respond, speed of service, and accuracy of serving. The results showed that the responsiveness of the Santiago Sub-District government in handling undocumented citizens was going well and was right on target. Archives are records of events and have value in use as various types of information sources created by institutions, organizations, and individuals. Unfortunately, Wonokromo Village is not yet properly managed as a family archive. Judging by the frequent loss of family archives such as birth certificates, family cards, and diplomas. Therefore, we hope that the community of Wonokromo Surabaya Village will be able to manage and build the archive. This study is a descriptive qualitative study using observation, interview and documentation methods. The results of this study indicate: First, what you can do to educate people about the importance of archives is to enable, empower, and protect them. Together with the empowerment of the community, we create archive lists to implement and become more interested in family archives. Second, the lack of public understanding and awareness of the importance of archive awareness is a stumbling block. So, community empowerment for the archive awareness movement in Wonokromo output is good. Governments must continue to empower communities on the importance of archival awareness, especially in disaster-prone areas. This study aims to provide an overview of the implementation of the Peraturan Pemerintah Nomor 9 Tahun 2018 concerning Procedures for Controlling Imports of Fishery Commodities and Salt Commodities as Raw Materials and Industrial Auxiliary Materials for Pamekasan Regency. This study uses a qualitative descriptive research design. Data collection techniques were carried out by interviews, and documentation. Findings in the field show that the implementation of this policy has an unfavorable impact because it cannot be felt by the target group, this can be explained by two variables of content of policy and context of policy which consists of 9 indicators, there are 6 indicators that show negative things, namely: interests affected there are 2 parties whose interests are influenced, namely salt farmers and local agencies, the type of benefits is less beneficial in the welfare of salt farmers because they do not understand the wishes of farmers, extent of change envisioned shows a less positive impact due to the lack of understanding of salt farmers on the salt land integration model, site of decision making this policy eliminates the authority of the KKP to determine the amount of import quotas, committed human resources with an average education level of salt farmers from elementary to junior high school. Financial resources, income earned by salt farmers are decreasing, policy compliance and responsiveness is not profitable for salt farmers, because the Government does not provide clear price standards, import quota restrictions are not adjusted to the needs of the recipient's location, and there are no clear rules on when to load and unload imported salt. Where so far teaching and learning activities are carried out conventionally, namely face to face. In online learning, we recognize the terms synchronous and asynchronous learning. The use of various applications during online learning is considered more effective and efficient because it makes it easier for users to access all kinds of information and to stop the spread of the virus. This study seeks to see how the effectiveness of the WhatsApp group (WAG) application program on the performance of educators at Wachid Hasyim I High School Surabaya during the Covid-19 pandemic. The theory used is the theory of program effectiveness and the theory of performance. This type of research is descriptive qualitative using data collection techniques, namely interviews, observations, documentation, and questionnaires. The data analysis used is the collection, reduction, display, and verification. The results of this study are first, the program using the WhatsApp group application at SMA Wachid Hasyim 1 Surabaya as the main media in online learning activities is said to be effective and efficient because the WhatsApp group application is very quota-efficient, easily accessible anywhere, and helps facilitate the delivery of information so that it can be accessed easily. coordination related to teaching and learning activities is carried out. The qualitative method used in this research is the case study approach. The findings of this study are that the Western Aceh Disdukcapil government apparatus has been able to provide services to people in need of their services. This can be seen from the level of achievement of good results from the services provided to the community, which has saved time in the service delivery process and saved the cost of managing the community, Responding to needs and satisfaction, providing fair services without discrimination or discrimination on the basis of the principle of justice, maintaining good responsiveness to the community and providing services and completing services on time as promised by Disdukcapil officers.
