Authors:Tabah Rizki, Sindhunata Kurniawan Pages: 443 - 452 Abstract: Abstract: This research aims to analyze an influence of female leadership on public service performance moderated by good governance using the context of local government studies in Indonesia (districts and cities). The findings of this research increase our understanding of the influence of female leadership, public sector governance, and performance in local government service delivery. By using 4,910 local government observation data in Indonesia from 2009 to 2019, the empirical findings of this research showed that female leadership has a positive and significant influence on the achievement of public service performance. Furthermore, these results indicate that having female leadership can help the organization achieve better strategies and goals. In addition, good governance can strengthen the influence of female leadership on the performance of public services. This research implies that the existence of female leadership supported by good governance skills can provide maximum service to the public. Authors:Beny Cahyadie, Bambang Juanda, Akhmad Fauzi, Rilus A. Kinseng Pages: 453 - 466 Abstract: In implementing evidence-based policies, it is necessary to support poverty data that is precise, accurate, and consistent. The goal is that various assistance, such as social assistance, PKH, groceries, pre-employment, and other subsidies, will be right on target for people experiencing poverty. The diversity of poverty data sources will have implications for the inaccuracy of targeting social assistance recipients. Until now, there are still three sources of poverty data, namely the Statistics Indonesia, the Ministry of Social Affairs (Kemensos) with Integrated Data on Social Welfare (DTKS), and TNP2K, which is now under the Coordinating Ministry for Human Development and Culture (Kemenko KMK) which also releases data targeting the Acceleration of Extreme Poverty Elimination (P3KE). The purpose of this study is to analyze the distribution of poverty data and rank analysis of poverty data from three data sources in the Bekasi Regency. The analysis method used ArcGIS 10.4 software and the administrative map shapefile for the Bekasi Regency area. In the ranking analysis of poverty data from three data sources in each sub-district in Bekasi Regency, the Preference Ranking Organization Methods For Enrichment Evaluation (PROMETHEE) method was used. The results of the analysis showed that the distribution of P3KE data is 1,317,098 people spread by decile-1 to decile-4 in all sub-districts of Bekasi Regency. Statistics Indonesia data is 229,367 people spread across each sub-district, and the number of DTKS in Bekasi Regency is 1,035,402 people, with the most distribution of data in Babelan District, namely 110,867 people out of 34,009. While the best ranking of the three sources of poverty data is Central Cikarang, Pebayuran District (0.7273), North Tambun (0.6364), Cibitung and Karang Bahagia (0.4242), North Cikarang (0.3939), South Tambun (0 .3636), Sukatani (0.2121), Serang Baru (0.1515), West Cikarang (0.1212), Tarumajaya (0.0909), East Cikarang (0.0606). Authors:Mohammad Eisa Ruhullah, Thameem Ushama Pages: 479 - 493 Abstract: This study aims to explore the extent of Islamization in Bangladesh during the tenure of democratically elected leaders Sheikh Hasina and Khaleda Zia. The objective is to analyze the state of democratic governance in Bangladesh from a religious perspective, focusing specifically on Islamic political epistemology. It begins by defining Islamic Political Epistemology and its significance in acknowledging Islam’s role in democratic power. This qualitative descriptive analysis examines recent research papers from highly ranked resources such as Scopus. It is important to note that specific methods can strengthen strategies for enforcing electoral decrees, improve credentials for arbitration through sovereignty within the dominion branch, and increase national participation in political acts and society through Islamic Political Epistemology. Sheikh Hasina’s new regime has achieved significant progress in implementing Islamic development in bureaucracy and regulations. Qawmi Madrasah has contributed significantly to Islamic Education in Bangladesh, and the current government recognizes their educational certificates. The salaries of teachers and Imams at Government Madrasah-e-Alia have been increased, which is a significant policy change. The study revealed that Khaleda Zia’s government could have succeeded despite its alliance with Islamic political parties. Having a coalition with Islamic political parties does not necessarily mean that the country’s political ideology is institutionalized in an Islamic way. Opposite, Bangladesh’s government, with partial financing from Saudi Arabia, is constructing 560 mosques that will also serve as artistic centres to promote Islamic epistemology and combat extremism. However, this government operates under a one-party system with the Awami League party, led by Sheikh Hasina, idolizing Sheikh Mujibur Rahman. Authors:Taufiqurokhman Pages: 495 - 506 Abstract: This research aims to explore strategies for reducing the stunting prevalence rate in DKI Jakarta Province, which has reached 14.8 percent. The stunting rate is a problem because the DKI Jakarta governor's target for 2024 is to hope that the stunting rate will be more evenly distributed to reach the national target of 14 percent. The research hypothesis is how the DKI Jakarta Province's stunting prevalence rate will be evenly distributed throughout the region. The highest figure was in Seribu Islands Regency, around 20.50 percent; the lowest was in South Jakarta, around 11.90 percent; and the cities of East Jakarta and Central Jakarta were 14 percent. The research methodology uses qualitative methods with descriptive research design. Research data was taken from interviews in the field. By taking a population of stunting participants from four regions in DKI Jakarta, 20 people each, so the total sample is 100 people. The research results show that the two decisions of the Governor of DKI Jakarta, Number 981 and 774 of 2022, have been effective and right on target in overcoming the reduction in the prevalence of stunting rates. It's just that a more equitable strategy for reducing stunting prevalence rates is needed relatively evenly throughout the DKI Jakarta area. In conclusion, DKI Jakarta Province has reduced the stunting prevalence by 14.8 percent. A comprehensive strategy is needed to reduce the prevalence of stunting evenly, namely: (1) making a Regional Regulation for the DKI Jakarta Province regarding stunting; (2) increasing the number of Foster Fathers for Stunting Children (BAAS) from entrepreneurs and other stakeholders so that the stunting reduction strategy reaches the target of 14 percent evenly. Authors:Ricky Santoso Muharam, Ari Pradhanawati, Fitriyah, Supratiwi Pages: 507 - 520 Abstract: This study analyses the application of women's representation as election supervisors and election supervisors who are part of election organizers other than the General Elections Commission. The Election Supervisory Board (Bawaslu) is an election organizer with the authority and responsibility to oversee the process of election stages and election participants. This study uses a qualitative approach by using secondary data from the Bawaslu Decree of the Republic of Indonesia and primary data from the regulation of Law No. 7 of 2017 concerning general elections, journals, internet and social media from Bawaslu agencies, both from Bawaslu RI, Province, and Bawaslu Regency/City. Then, conclude using descriptive analysis techniques. The results of this study show that the implementation of women's representation in the election supervisory institution, namely Bawaslu, does not meet the women's representation requirement of 30%. Even in some districts/cities, women are not represented as election supervisors. Article 92 Paragraph 11, as a legal basis regarding women's representation in Bawaslu, is not fully implemented. Regulations are not only used as an obligation abort as a condition for women's entry into politics that have been given places and rules. In addition, implementation and supervision in the field are needed. There needs to be integrity and transparency from the selected selection team with no political content that benefits one candidate. However, due diligence and appropriateness are in the realm of Bawaslu of the Republic of Indonesia. PubDate: 2023-12-29 DOI: 10.21787/jbp.15.2023.507-520 Issue No:Vol. 15, No. 3 (2023)
Authors:Veronika Agustini Srimulyani, Sri Rustiyaningsih, Yustinus Budi Hermanto Pages: 521 - 541 Abstract: This study aims to analyze the relationship between servant leadership (SL) on organizational culture (OC), organizational citizenship behavior (OCB), and knowledge-sharing behavior (KSB) to test the indirect relationship of servant leadership (SL) on organizational culture (OC), organizational citizenship behavior (OCB), and knowledge sharing behavior (KSB), as well as to test the indirect relationship of SL to OCB and KSB through OC. The research design used a quantitative method; the research samples were 60 village officials from one of the sub-districts in Magetan Regency, East Java, Indonesia. Data collection was carried out by way of a survey using a questionnaire. The research results showed that SL has a significant positive relationship with OC and OCB, but SL does not have a direct relationship with KSB; OC has a significant positive relationship with OCB and KSB; OCB is not directly related to KSB; OC plays a partial mediating role in the relationship between SL and OCB; OC as a full mediation of the relationship between SL and KSB. Realizing KSB can be improved through the internalization of organizational culture, which can increase OCB and encourage organizational members to share knowledge. Authors:Herie Saksono, Mahyudin Humalanggi, Nancy Noviana Lantapon, Ivana Butolo Pages: 543 - 556 Abstract: The Gorontalo Province region has the potential for significant resource wealth. However, the Gorontalo Provincial Government still faces problems and challenges when trying to improve the welfare of its people. One is the limited data/information that is accurate, up-to-date, and integrated. This data/information is important in planning and making appropriate decisions. Another problem is that the community's role in modern development based on economic intelligence in Gorontalo Province has not been optimal. This means that the public and even bureaucrats are still unfamiliar with "Economic Intelligence." As a result, economic intelligence has not been fully used in planning, implementing programs/activities, evaluating and monitoring, or government decision-making processes. This research aims to analyze the problems and challenges in modern development based on economic intelligence in Gorontalo Province. This research uses a qualitative-descriptive approach. This study found that the main problems in modern development based on economic intelligence in Gorontalo Province are: 1) The lack of integration of economic data/information from various government and private agencies; 2) Lack of human resources (HR) who are reliable and have competence as managers and/or analysts of scientific data; and 3) Lack of technological support in managing economic data/information. The results of data analysis also show that the role of society in modern development based on economic intelligence is still very low. A lack of public understanding of the importance of economic intelligence causes this. Therefore, it is recommended that the Gorontalo Provincial Government make: 1) efforts to integrate economic data/information from various government and private agencies; 2) increase human resource capacity in managing and analyzing scientific data; 3) provide technological support in managing economic data/information; and 4) increase public understanding of the importance of economic intelligence. Authors:Ahmad Yani First page: 557 Abstract: Implementing government affairs with broad autonomy, especially elective government affairs can promote and develop regional potential. However, in its regulation and implementation, some problems hamper creativity and the development of regional potential. This study aims to evaluate the development and practice of elective government affairs in Indonesia, find a way to strengthen elective government affairs, and realize the widest possible autonomy in the Unitary State of the Republic of Indonesia system. The research used normative law through a statutory, conceptual, and historical approach. The results showed that first, the development of regulations governing government affairs in Indonesia is only explicitly regulated in two laws, namely Law 32/2004 and Law 23/2014. On the other hand, this study found anomalies in the regulation of elective government affairs in Law 23/2014, namely that not all selected government affairs are delegated to provinces and districts/cities even though elective affairs have very potential in developing the potential and distinctiveness of the region. Not only that, in practice, selected government affairs are sometimes hampered by the application of NSPK from the central government. Second, the strengthening of selected government affairs to implement the widest possible autonomy can be done by strengthening selected government affairs based on the NKRI system and redesigning NSPK in the implementation of selected government affairs in the regions. Authors:Rahmatika Monati, Enika Oktavia, Sizil Sa'dillah First page: 581 Abstract: The low representation of women in parliament is a global problem, especially in Indonesia. The status quo shows that the role and representation of women in parliament is still very low, which has implications for legislation products that are not inclusive. Women are vital in legislation, especially in micro-policy aspirations related to welfare, education, equality, and household issues. The affirmation policy with a minimum female candidacy quota of 30 percent in Indonesia is implemented through the zipper system. However, unfortunately, it is still ineffective because women's representation is still very low. This study uses a qualitative descriptive method to analyze the inequality of women's representation in the Indonesian parliament. The data used secondary data, which has been collected and processed by other parties. The result of this study is an evaluation of the zipper system, which is still ineffective because it depends on the placement of candidate sequence numbers and political party awareness. The placement of women in number 1 is only 19 percent, while in number three, it reaches 67 percent, and in number 6, 65 percent. It has a big impact on the probability of low electability. With women's representation, women's voices can be heard and fought for in government, thus realizing an equal and inclusive government. Revamping the zipper system by requiring the placement of female candidates at number 1 is an effective solution to increase women's representation in parliament in line with descriptive representation theory, which emphasizes the importance of proportional representation from various groups of society in government. Authors:Muhammad Maulana, Muhammad Maulana First page: 593 Abstract: This study aims to analyze the development of the agricultural economy in each regency/city in East Java Province using the Location Quotient (LQ), Shift Share (SS), Klassen Typology, and Geographic Information System (GIS) methods. In the context of agricultural economic growth in East Java Province, this study aims to gain a deeper understanding of the contribution and development of the agricultural financial sector at the regency/city level. The LQ method was used to identify the economic, agricultural industry, and the primary economy in each regency/city. In contrast, the SS method analyzes shifts in agricultural economic growth between districts/cities. In addition, Klassen typology provides an overview of the economic quadrant groupings. Finally, GIS is used to visualize spatial analysis results, which helps identify the geographic patterns and distribution of agricultural economic development in Indonesia. This research is expected to provide valuable insights for stakeholders, including government and industry players, in planning more effective agricultural and economic development policies in each region/city. The results of this study can also be a reference for further research in East Java Province. PubDate: 2023-12-29 DOI: 10.21787/jbp.15.2023.593-604 Issue No:Vol. 15, No. 3 (2023)

The design of the policy refers to the substance/content of the policies developed for the reduction/prevention of extreme poverty used by the regions. A case study research approach is used to explore the design of extreme poverty alleviation policies. The West Lombok Regency government's policy on poverty alleviation contains various local government programs synergized in accelerating the acceleration of extreme poverty reduction. In addition, it is in the form of efforts to assist the poor for a movement that is actualized in bridging aid recipients to get out of poverty immediately. The construction of extreme poverty reduction policies in West Lombok Regency adopts the concept of an innovation hub to accelerate cross-government programs that target basic services (health and education) in interventions for individual/family change as well as increasing the business capacity of community groups. Authors:Muhammad RM Fayasy Failaq, Rahmatika Monati Pages: 621 - 637 Abstract: Gender quota policies for women in parliament or politics worldwide have developed since the 1990s. Indonesia applies this policy to the House of Representatives (DPR) as a political representation with a 30 (thirty) percent quota. As a fellow national parliamentary institution that is part of the People's Consultative Assembly (MPR), it turns out that there is a policy vacuum for DPD institutions. The vacuum, in addition to illustrating discriminatory practices, can potentially result in a very minimal representation of women in the institution. This study aims to assess the probability of implementing a similar policy for DPD institutions or provide other recommendations that are more appropriate. This research used normative legal research that uses the statute approach, conceptual approach, and comparative approach. Our data is obtained from a literature study and will be analyzed qualitatively. The results of this study, based on the consideration of nomination inequality and patriarchal culture, comparison of other countries, DPD as part of the MPR, Indonesia's bicameral system, and the correlation of Regional Representation and Women's Issues in Indonesia; DPD has several important and relevant arguments for implementing affirmative gender quota policy. However, against these considerations, there are also arguments that are not important and irrelevant, have no significant impact, or are impossible to apply, which is a challenge to implement affirmative policies such as DPR. Therefore, the most appropriate recommendation for DPD is simply through more massive socialization of candidacy by the General Election Commission (KPU) so that the legal culture in the form of awareness of the existence of female DPD members will grow and concerns about the lack of female DPD members can be prevented. Authors:Mahyudin Humalanggi, Nancy Noviana Lantapon, Ivana Butolo, Herie Saksono Pages: 639 - 649 Abstract: The development of the Indonesian Capital City (IKN) in East Kalimantan Province was an important turning point in Indonesia's development model. Gorontalo Province as one of its close neighbors has great potential to contribute to developing IKN. Cohesion between Gorontalo Province and IKN is a key factor in achieving its socio-economic development goals. However, Gorontalo Province is still faced with problems in economic development, public services, and MSMEs, including slow local economic development, inadequate infrastructure, low community competitiveness, high levels of poverty, and socio-economic problems. This study aims to analyze the problems and potential of the Gorontalo Provincial Government in its contribution and cohesion to the socio-economic development of IKN. Through a well-being methodology (WM) approach that combines qualitative and quantitative approaches, three main dimensions are emphasized, namely perception, participation and community acceptability of competitive strategies to provide a holistic and participatory understanding of welfare aspects. The study found that the people of Gorontalo have a positive view of IKN, with the hope that the Gorontalo Provincial Government can strengthen its contribution through improving the quality of human resources, infrastructure and economic competitiveness to support the socio-economic development of IKN. Interestingly, the majority of respondents were generation Z. This shows that most of Gorontalo's young generation were involved in this research. In essence, the Gorontalo Provincial Government faces challenges in its contribution and cohesion to the socio-economic development of IKN, with low levels of public participation and a lack of public understanding of the benefits of development. Therefore, intensive efforts are needed in socialization, education, and public involvement to increase participation and strengthen the IKN development process. The Gorontalo Provincial Government is advised to design an integrated competitive strategy, focusing on increasing public perception through socialization, building trust, fostering public participation, and increasing the acceptability of IKN development.
