  • Cross-border Mobility, Planning, and Governance at the USA-Mexico Border:
           Processes and Outcomes

    • Abstract: Resumen: El objetivo del artículo es analizar los procesos de planeación y gobernanza de la movilidad transfronteriza en la frontera México-Estados Unidos (EUA), y los aprendizajes basados en los resultados de dos proyectos recientes de puentes internacionales. Se analizan dos proyectos: uno es un esquema tradicional basado en la cooperación intergubernamental de un puente internacional en la zona de Guadalupe, Chihuahua y Tornillo, Texas; el otro es un esquema de asociación público-privada (APP) para facilitar los cruces fronterizos en el aeropuerto de Tijuana. El diseño de investigación es un estudio de casos. La meta central es hacer una comparación de dos modelos de gobernanza basada en el análisis de redes sociales para entender el rol que juegan las características específicas de la red en la decisión de la estrategia para lograr la meta de la producción de bienes colectivos. : The objective of this paper is to analyze the cross-border mobility planning processes and governance at the United States (USA)-Mexico border and what can be learned based on the outcomes of two recent international mobility projects. Two projects are analyzed: One is a scheme based on a traditional inter-governmental cooperation approach of an international bridge in Tornillo, Texas and Guadalupe, Chihuahua; the other is a public private partnership (PPP) to facilitate international border crossings at the Tijuana airport. The research uses a case study methodology. The main goal is to undertake a comparison of two governance models based on social network analysis in order to understand the role that specific network characteristics play on the policy strategy to achieve the goal of producing collective goods.
       
  • Differentiated Conception of the Public Problem: An Analysis of the Public
           Policy of Involuntary Displacement by Public Works in La Paralela Sector
           of the Municipality of Medellín, Colombia

    • Abstract: Resumen: La investigación explica la concepción diferenciada del problema público percibido entre los diseñadores de la política de desplazamiento involuntario por obra pública y la población objetivo ubicada en el sector La Paralela de Medellín, mediante una red de política pública desarticulada. Se utilizaron dos metodologías: el estudio de caso y el análisis de redes sociales. Se encontró que hay una densidad baja en la red, lo que representa que las relaciones entre los actores que la conforman (actores públicos, organizaciones de la sociedad civil, grupos académicos de investigación) son poco frecuentes o inexistentes debido a que hay pocas interacciones entre ellos, incidiendo de esta forma en la concepción diferenciada del problema público. Para dar respuesta al fenómeno de interés, el artículo se basó en las perspectivas teóricas de bottom up y policy network que consideran relevante la participación de distintos actores en los procesos de decisión pública. : The research explains the differentiated conception of the public problem between the policy makers of involuntary displacement by public works and the target population located in the sector of La Paralela de Medellín, through a disarticulated public policy network. Two methodologies were used: the causal case study and the analysis of social networks. It has been found that there is a low density in the network, which represents the infrequent or non-existent relationships between the actors that conform it (public actors, civil society organizations, academic research groups) because there are few interactions between them, influencing the differentiated conception of the public problem. To respond to the phenomenon of interest, the article was based on theoretical perspectives from the bottom up and the public policy networks that consider relevant the participation of different actors in the processes of public decision.
       
  • Social Accounting Model for Mexico Based on Institutional Sector Accounts

    • Abstract: Resumen: Se demuestra la factibilidad de aplicar el modelo de contabilidad social a las cuentas por sectores institucionales de México para analizar aspectos económicos y sociales como la estructura y efectividad del gasto público federal destinado a la política asistencial; además, se evalúa su efecto en la inversión de los hogares. Es un proceso innovador, se trata de una modelación técnico conceptual que permite definir relaciones económicas, financieras y sociales de interacción entre agentes agrupados en sectores y subsectores institucionales. Este empleo analítico involucra al sector público federal y los hogares. : This article demonstrates the feasibility of applying the model of social accounting to the accounts by institutional sectors of Mexico, in order to analyze economic and social aspects such as the structure and effectiveness of federal public spending for the assistance policy; its effect on household investment is also evaluated. It is an innovative process, also a conceptual technical modeling that allows to define economic, financial and social relationships of interaction between actors grouped in institutional sectors and subsectors. This analytical employment involves the federal public sector and households.
       
  • The Incidence of Participation Citizen in Efficiency: The Case of the
           Municipal Social Infrastructure Fund (FISM) in Hidalgo

    • Abstract: Resumen: La participación ciudadana es un aspecto central de la democracia. Es un mecanismo de empoderamiento de la ciudadanía que permite ampliarla. Con tal de generar evidencia empírica sobre su incidencia en la eficiencia de las administraciones públicas hemos —con un marco conceptual, teórico, metodológico e instrumental previo— investigado sus resultados en el Fondo para la Infraestructura Social Municipal (FISM) que reciben los municipios hidalguenses. Se buscó responder preguntas tales como: ¿mejorará la eficiencia municipal si se incluye a los ciudadanos en las decisiones', ¿qué tipo de participación ciudadana —consultiva, deliberativa o evaluativa— influye en mayor medida en la eficiencia financiera' Se dio respuesta a estas interrogantes a través de una metodología econométrica que utiliza datos panel con modelación de efectos aleatorios (MRE). El resultado obtenido mostró que la participación ciudadana favorece la eficiencia financiera local en Hidalgo. : Citizen participation is a central aspect of democracy. It is a mechanism for the empowerment of citizens that allows it to be expanded. In order to generate empirical evidence on its impact on the efficiency of public administrations, we have, with a prior conceptual, theoretical, methodological and instrumental framework, investigated its results in the Municipal Social Infrastructure Fund (FISM) received by the municipalities of Hidalgo. We sought to answer questions such as: will municipal efficiency improve if citizens are included in decisions' What kind of citizen participation —consultative, deliberative or evaluative— influences financial efficiency the most' These questions were answered through an econometric methodology that uses panel data with a Random Effects Model (REM). The result obtained showed that evaluative citizen participation favors local financial efficiency in Hidalgo.
       
  • Poverty, Inequality and Municipality's Size as Determinants of Robbery in
           Mexico

    • Abstract: Resumen: En México, la evidencia empírica acerca de la relación entre pobreza y desigualdad, por un lado, y delincuencia, por el otro, ha sido elusiva. Luego de corregir el problema de endogeneidad mediante variables instrumentales y de controlar por las especificidades sociodemográficas y económicas de los municipios, encontramos que existe una relación negativa entre robo y pobreza, mientras que prevalece una relación positiva con la desigualdad. Es más, la interacción entre tamaño de municipio y desigualdad hace que la magnitud de la relación varíe con el tamaño del municipio. En la medida en que los municipios más prósperos presentan una mayor propensión a sufrir robos, ceteris paribus, se infiere que los beneficios esperados de los robos son mayores que sus costos. Estos resultados son robustos para los diferentes indicadores de pobreza utilizados, por lo que representan un punto de partida sólido para la toma de decisiones sobre la prevención del delito. : In Mexico, evidence about the relationship between poverty and inequality, on the one hand, and delinquency, on the other, has been elusive. After correcting the problem of endogeneity through instrumental variables and controlling for the socio-demographic and economic specificities of the municipalities, we find that there is a negative relationship between robbery and poverty, while a positive relationship prevails with inequality. Moreover, the interaction between the size of municipality and inequality makes the magnitude of the relationship vary with the size of the municipality. To the extent that the more prosperous municipalities are more prone to suffer robberies, ceteris paribus, it is inferred that the expected benefits of the robberies are greater than their expected costs. These results are robust to the different poverty indicators used, so they represent a solid starting point for making crime prevention decisions.
       
  • Managing Public Values in Public-Private Partnerships: Do Public
           Authorities Succeed'

    • Abstract: Resumen: Utilizando el instrumento de las asociaciones público-privadas (APP) del tipo de contrato concesional, los gobiernos logran sus objetivos de política pública cuando delegan la responsabilidad sobre la construcción de infraestructura pública y la provisión de servicios a consorcios privados. Las APP, como instituciones híbridas, incorporan desafíos de agente-principal en la implementación de políticas públicas, dado que los agentes privados pueden tener diferentes metas a las de las burocracias. Los gobiernos deben encontrar formas de gestionar los consorcios privados para que implementen objetivos de política pública a pesar de la asimetría de información inherente en las relaciones principal-agente y en presencia de diferentes lógicas institucionales (conflictivas): Estado versus mercado. Es posible que los gobiernos no siempre tengan éxito en la superación de estos conflictos y su fracaso para lograr los objetivos de política pública declarados puede dañar los valores públicos, como la rendición de cuentas, la transparencia, la responsabilidad, la capacidad de respuesta y la calidad. Para determinar empíricamente en qué medida los gobiernos logran salvaguardar los valores públicos en las APP, se ha empleado un estudio de caso múltiple que involucra siete proyectos concesionales en España y los Países Bajos. El análisis demuestra que los gobiernos ejercen control sobre las operaciones de los consorcios privados y, en general, pueden dar cuenta de sus resultados y pueden imponer una “lógica” estatal. Sin embargo, esto no sucede desde el principio, y no todos los valores públicos se conservan simultáneamente.Resumen: Using the policy instrument of public-private partnerships (PPPs), governments achieve their policy goals by delegating the responsibility for the delivery of public infrastructure and service provision to private consortia. PPPs, as hybrid institutions, embody principal-agent challenges in the implementation of public policies given that private agents may have different goals than bureaucracies. Governments need to find ways of managing consortia so that they implement policy goals despite inherent information asymmetry and in the presence of different (conflictual) institutional logics: state versus market. Governments might not always succeed in overcoming these conflicts and their failure to achieve avowed policy goals may harm public values such as accountability, transparency, responsibility, responsiveness, and quality. In order to empirically determine to what extent governments succeed in safeguarding public values in PPPs, a multiple case study involving seven DBFMO projects in Spain and the Netherlands has been employed. The analysis demonstrates that governments exercise control over the operations of the private consortia and, overall, can account for their results and are able to impose a state “logic”. However, this does not happen at the outset, and not all public values are preserved simultaneously.
       
  • Evaluation of the Science-Policy Interface at the Local Level in the
           Implementation of Local Agenda 21 in Michoacan (Mexico)

    • Abstract: Resumen: Este trabajo evaluó la interfaz ciencia-política (ICP) propiciada por el instrumento Agenda Local 21 en su versión mexicana (Agenda Desde lo Local); que conjuntó a funcionarios estatales (FE), municipales (FM) y expertos académicos (EX) sobre la gestión para el desarrollo sostenible en los municipios de Michoacán (México) entre 2008 y 2013. La evaluación utilizó un marco conceptual con cuatro categorías analíticas integradas por 16 factores y 39 atributos. En la categoría de factores sistémicos, los objetivos y procesos de la ICP mostraron fortalezas, pero las salidas fueron débiles. En la categoría de factores actitudinales, la distancia cognitiva y niveles de realidad entre FM Y EX estuvieron diferenciados. La motivación, el compromiso y la percepción del otro fueron excelentes en FE, pero en FM y EX se expresaron insuficientemente. La evaluación identificó lecciones aprendidas de interés en el diseño de instrumentos de política pública para el encuentro entre la ciencia y la política. : This work evaluated the Science-Policy Interface (SPI) promoted by the political instrument Agenda Local 21 in its Mexican version (called Agenda Desde lo Local) which articulated state officials (SO), municipal officials (MO), and academic experts (EX) on local management for sustainable development and were implemented in Michoacan (Mexico) between 2008 and 2013. The evaluation was conducted through a conceptual framework with four analytical categories spanning 16 factors and 39 attributes. Among the systemic factors, the objectives and processes of the interface showed strength, but the outputs had uncertain impacts. The attitudinal factors of involved actors showed high cognitive distance and very differentiated levels of reality between MO and EX. The motivation, commitment, and perception of the others were excellent in SO, but the remaining actors showed weak performance. The evaluation led to lessons learned of interest in the design of political instruments that promote the links between science and policy.

La evaluación utilizó un marco conceptual con cuatro categorías analíticas integradas por 16 factores y 39 atributos. En la categoría de factores sistémicos, los objetivos y procesos de la ICP mostraron fortalezas, pero las salidas fueron débiles. En la categoría de factores actitudinales, la distancia cognitiva y niveles de realidad entre FM Y EX estuvieron diferenciados. La motivación, el compromiso y la percepción del otro fueron excelentes en FE, pero en FM y EX se expresaron insuficientemente.
