Authors:Mekonen Kassahun Abstract: As one instrument to improve service delivery in the public sector, citizens’ charter was introduced by “New Public Management theoreticians”. In Ethiopia citizens’ charter was implemented as one component of the civil service reform program BPR. The introduction of this charter was aiming to improve the government service delivery and to increase the satisfaction of citizens. Owing to this, the study investigates the role of citizens’ charter in enhancing citizens’ satisfaction and citizens’ participation in Addis Ababa and Dire Dawa selected government organizations. A structured questionnaire was designed and was randomly distributed to 800 respondents 400 from each city and four sectors was selected purposively based on the load of service they offer . The study employed both descriptive and inferential statistics. And it was found out that the overall satisfaction of citizens due to the introduction of citizens’ charter was low. Similarly service actually citizens got was low as compared to their expectations and even the status of service delivery before and after the implementation of the citizens charter was not changed and even in some case it was worse. Thus, we conclude from this analysis that introducing the citizen’s charter did not brought about any improvement in service delivery and enhancing citizens satisfaction. This was because: the design and implementation of the citizens charter was not participatory, the standards set in the charter were not clear, limited awareness of both the implementers and the citizens at large and the grievance handling mechanism was very weak. Authors:Benibo Meeting George, Justin Mgbechi Odinioha Gabriel Abstract: We examined employees’ emotional hardiness and intentions to quit employment in Nigeria. Data were generated from 118 respondents. The Pearson’s Product Moment Correlation was utilized as test statistic in assessing the hypothesized relationship. Results indicated that the psychological resources of commitment, control, and challenge dimensions of employee emotional hardiness had significant (albeit) negative relationships with intentions to quit. The study found that an increase in the dimensions of employee emotional hardiness moderates the intentions of employees to quit. We recommend management should encourage regular training of employees in hardiness, enhance good social support in work relationships, and encourage the use of effective stress management strategies to mitigate intentions to quit, arising from such distressful circumstances. Authors:Petrus Atong, Emiliani Nindy Diana Rusega Sim Abstract: Public service accountability of the Kapuas Kanan Hulu Sub-District Office in implementing public services as an effort to support and know the activities of the administration of the state apparatus by applicable regulations. The research method used is descriptive qualitative. The research subjects consisted of the Lurah (The leader of sub-district), the head of the government, peace, order, and public service section, and two members of the community. Techniques and research data collection tools using interviews, observation, and documentation studies. Qualitative data analysis techniques. The results of the study reveal that the aspect of public service accountability in the form of accountability for public service obligations has been implemented with the support of the leadership role in the field of work, job descriptions, fairness of task clarity, and balance of responsibility reporting authority in the field of service. The research concludes that public service accountability in Kapuas Kanan Hulu Village has been implemented properly. Suggestions are conveyed that the accountability of public services that have been well maintained and developed, then for the future it is necessary to encourage the spirit of employees to be able to develop competency standards for providing public services to achieve minimum service standard work performance. Authors:John O. Okelo, Omondi Odero, Ambrose Rono Abstract: Public participation is a principle that has been given prominence in the Constitution of Kenya (2010). Participation should imbue all public affairs and be promoted by both genders acting in public interest. The Constitution sets key requirements for the legislature at both levels of government to provide frameworks for public participation in governance processes. The emphasis for feminist participation underscores the fact that the election of representatives does not negate the need for people to continuously be involved in governance processes. The purpose of this study was to determine the effects of community awareness on public participation of women in the development planning processes in Awendo Sub County. The target population of the study was from the four administrative wards of Awendo Sub County, twenty (20) Religious leaders and local opinion leaders from each of the four wards selected randomly and four (4) members of County Assembly from Awendo Sub County. The target population was 57,724 participants. Using Krejcie& Morgan table, the sample size was three hundred and eighty two (382) people. Stratified sampling technique was used to partition the sample frame. Proportionate sampling was used to get the actual sample of each stratum relative to the overall sample size. Simple random technique was used to select the specific size from the strata of the target population. Both quantitative and qualitative data was collected, using interview schedules for key informants and questionnaires respectively. Data was analyzed using descriptive and inferential statistics with the help of Statistical Package for Social Science (SPPS) version 22. Qualitative data was transcribed and reported according to emergent themes and narratives while Quantitative data was analyzed using descriptive statistics. Data was presented by the use of tables.The study concluded that the level of public participation is highly dependent on level of public awareness and vice versa. Authors:Chichem I. Duru Abstract: Poor and inequitable access to quality healthcare is a major public health setback that has persisted in various countries. The reality is that every part of the world perceives this differently because some still experience hunger and diseases in more significant ways. According to the World Health Organization (WHO) report, the impact of Universal Health Coverage Schemes like the National Health Insurance Scheme is particularly low in Nigeria. This article examines Stakeholders’ perceptions as regards health insurance distribution in southeast Nigeria. Following the NHIS establishment, the promise and guarantee of access to quality and affordable healthcare brought a green light to the already faded hope in healthcare delivery in southeast Nigeria. Primary data sourced through FGDs and IEIs were used in carrying out the study. Precisely, the interview conducted on the relevant stakeholders identified factors influencing the NHIS in southeast Nigeria as lack of collaboration and sincerity among the relevant stakeholders. Results show that sustainable health insurance can be realized through the eradication of institutional, operational, and structural bottlenecks.
