  • Territorios aislados en disputa: tensiones en las recientes expresiones
           del capitalismo en Cerro Castillo, Patagonia-Aysén

    • Abstract: RESUMEN Este artículo tiene como objetivo analizar las transformaciones socioterritoriales que subyacen a la mercantilización de la naturaleza en la Patagonia-Aysén, para lo cual se toma como caso de estudio la zona de Cerro Castillo. Se utilizaron métodos mixtos de investigación, combinando aproximaciones cualitativas y cuantitativas, con la finalidad de dar cuenta de las complejidades propias de la reapropiación social de la naturaleza en territorios de alto valor ambiental. Los resultados indican que existen expresiones recientes del capitalismo que aquí se exponen en dos líneas argumentativas: primero, en el examen de la producción local de interpretaciones de la naturaleza que valorizan su belleza como fuente generadora de capital, a través de prácticas como el turismo; y, segundo, en la descripción del acaparamiento de los recursos hídricos a gran escala en la zona. Se concluye que los espacios naturales locales de alto valor ambiental se convierten en espacios altamente atractivos, transformándose en territorios en disputa.ABSTRACT This article aims to analyze the socio-territorial transformations that underlie the commodification of nature in Patagonia-Aysén, for which the Cerro Castillo area is taken as a case study. Mixed research methods were used, combining qualitative and quantitative methods in order to understand the complexities of the social reappropriation of nature in territories of high environmental value. The results indicate that there are recent expressions of capitalism that manifest two lines of argument: first, in the local production of interpretations of nature that value its beauty as a source of capital generation through practices such as tourism, and secondly in the intensification of large-scale hoarding of water resources in the area. It is concluded that local natural spaces of high environmental value become highly attractive spaces, transforming themselves into disputed territories.
       
  • Conflictos socioambientales y el rol del turismo: estudio de caso
           comparado en la Patagonia chilena

    • Abstract: RESUMEN En un escenario global de crisis medioambiental, la naturaleza prístina del planeta se encuentra expuesta a presiones de uso intensivo por parte de distintos sectores productivos. En la Patagonia chilena, área reconocida por su valor ambiental, paisajístico y turístico, grandes proyectos energéticos han ocasionado conflictos socioambientales. El propósito de esta investigación es analizar el rol del sector turismo en tres conflictos socioambientales, a través de un estudio de caso comparado. Como hipótesis se plantea que el sector turismo tiene un discurso de oposición a los proyectos energéticos. Sin embargo, los resultados muestran que dicho sector se desenvuelve de manera ambivalente en los conflictos. Por un lado, participa activamente en la oposición a los grandes proyectos energéticos, debido al impacto que generan a la naturalidad del paisaje; y, por otro lado, los visualiza como una oportunidad de desarrollo, en términos de que contribuyen a una mayor turistificación del territorio.ABSTRACT In a global scenario of environmental crisis, the wild and untouched nature of the planet is exposed to intensive use pressures by different productive sectors. In Chilean Patagonia, an area recognized for its environmental, scenic, and tourist value, large energy projects have caused environmental conflicts. The research objective is to analyze the tourism sector’s role in three environmental conflicts through a comparative case study. The hypothesis is that the tourism sector has a discourse of opposition to energy projects. However, the results show that this sector develops itself ambivalently in conflicts. On one hand, it actively opposes large energy projects due to their impact on the landscape’s naturalness; on the other hand, it sees them as a development opportunity to contribute to a greater touristification of the territory.
       
  • Macroproyectos y excepcionalidad en el Caribe colombiano. El Gran Malecón
           del Río Magdalena en Barranquilla

    • Abstract: RESUMEN El artículo aborda la excepcionalidad como característica de los macroproyectos urbanos y como perspectiva de análisis. Tomando como referencia el Gran Malecón del Río Magdalena en Barranquilla – Colombia, el artículo examina los marcos de excepcionalidad que sirven de sustento a los macroproyectos, considerando su dimensión narrativa, las prácticas de excepción y sus efectos espaciales. Mediante entrevistas, análisis documental y observación en campo el artículo establece la relevancia del contexto local en la formulación e implementación del macroproyecto. El trabajo concluye que la naturaleza excepcional que rodea a los macroproyectos es un proceso urbano espacialmente situado condicionado por la configuración de actores, dinámicas y prácticas locales.ABSTRACT The paper addresses exceptionality as a feature of urban megaprojects and as an analysis perspective. Based on the Gran Malecón del Río Magdalena in Barranquilla - Colombia, this paper examines the exceptional frameworks that support macro projects, considering their narrative dimension, exceptional practices, and their spatial effects. Through interviews, documentary analysis and field observation, the article establishes the relevance of the local context in the formulation and implementation of the megaproject. The study concludes that the exceptional nature of megaprojects is an urban process spatially situated and conditioned by the configuration local of actors, dynamics, and practices.
       
  • Judicialización y política urbana: Ciudadanos, políticos y jueces en la
           suspensión de Transmilenio por la Séptima en Bogotá

    • Abstract: RESUMEN Este artículo analiza la suspensión del proyecto de transporte BRT Transmilenio por la Carrera Séptima de Bogotá a través de demandas judiciales. Con base en 23 entrevistas y una revisión de documentos legales y judiciales, mostramos cómo la creciente judicialización de la planeación urbana en Bogotá está reconfigurando las formas de hacer política urbana, abriendo nuevas formas de incidir en decisiones de ciudad y empoderando a ciertos actores y discursos en la gobernanza urbana. En este caso, propietarios, ciudadanos educados de clase media y políticos lograron suspender el proyecto y defender sus intereses y visiones de ciudad a través de la movilización de conocimiento legal. El artículo concluye resaltando la necesidad de conceptualizar mejor las posibilidades y límites de la judicialización para democratizar la planeación y la política urbana, algo que no se ha tratado con la suficiente atención en los estudios urbanos latinoamericanos.ABSTRACT This article analyzes the suspension of the Transmilenio BRT transport project on the 7th Avenue of Bogotá through legal actions. Based on 23 interviews and a review of legal and judicial documents, we show how the growing judicialization of urban planning in Bogotá is reconfiguring urban politics, opening new ways of influencing city decisions and empowering certain actors and discourses in urban governance. In this case, property owners, educated middle-class citizens, and politicians were able to suspend the project and defend their interests and visions of the city through the mobilization of legal knowledge. The article concludes by highlighting the need to better conceptualize the possibilities and limits of judicialization to democratize urban planning and policy, something that has not been given sufficient attention in Latin American urban studies.
       
  • Resiliencia en los planes de transformación de la ciudad posindustrial.
           El vacío como síntoma. Mataró como ejemplo en la región metropolitana
           de Barcelona

    • Abstract: RESUMEN Este artículo analiza el vacío urbano como síntoma de la falta de resiliencia de los planes de transformación de antiguos tejidos industriales de la ciudad de Mataró (Barcelona). A través del análisis cronológico del proceso de transformación formal y funcional de dichos sectores industriales sujetos a planificación, el vacío aparece como el síntoma de la aproximación lineal de la disciplina urbanística, incapaz de abordar la complejidad del fenómeno urbano. Edificios vacíos, solares vacíos, plantas bajas comerciales vacías, además de bifurcaciones inesperadas, son las distintas formas en que se manifiesta el desajuste entre la secuencia teórica ‘industria–planificación–transformación’ y la dinámica de la ciudad. En este contexto, la heurística de la resiliencia socioecológica y del ciclo adaptativo aporta un marco de análisis útil para, por una parte, caracterizar tipológica y cronológicamente dichos vacíos; y, por la otra, apuntar las dolencias de la planificación urbanística ante las sucesivas trampas del recorrido.ABSTRACT This article analyzes the urban void as a symptom of the lack of resilience of the transformation plans of former industrial fabrics in Mataró (Barcelona). Through chronological analysis of the formal and functional transformation processes of these industrial sectors subject to planning, the urban void appears as a symptom of the linear approach in urban planning discipline, unable to address the complexity of the urban phenomenon. Empty buildings, empty lots, empty commercial ground floors, as well as unexpected bifurcations, are the different ways in which the mismatch between the theoretical sequence ‘industry-planning-transformation’ and the dynamics of the city manifests itself. In this context, the heuristics of socio-ecological resilience and the adaptive cycle provide a useful analytical framework for, on the one hand, typologically and chronologically characterizing these voids and, on the other, pointing out the ailments of urban planning in the face of successive traps along the path.
       
  • Factores en la decisión de beber agua directamente de la red pública en
           tres Zonas Metropolitanas de México

    • Abstract: RESUMEN La mayoría de la población urbana en México no bebe agua directamente de la red pública, a pesar de contar con este servicio en su vivienda. En este trabajo se analizan algunos aspectos clave que explican esa decisión en tres zonas metropolitanas: Valle de México; Monterrey, estado de Nuevo León; y Villahermosa, estado de Tabasco. Utilizando un modelo econométrico, se estima el efecto de la satisfacción con la calidad del agua y el servicio, y aspectos socioeconómicos y locales que inciden en la decisión de beber agua de la red pública. Los resultados permiten concluir: uno, que promover la ingesta de agua de la llave proveniente de la red pública requiere implementar una regulación efectiva de la calidad del agua suministrada e incentivar un mejor desempeño; y dos, que asegurar la calidad de este servicio debe ser una prioridad de política social, dado que la población con menores ingresos tiene una mayor probabilidad de beber agua de la red pública.ABSTRACT Most of the urban population in Mexico does not drink tap water despite having access to that service in their homes. This paper quantitatively analyzes key factors that explain this decision in three metropolitan areas: Mexico City; Monterrey, Nuevo León state; and Villahermosa, Tabasco state. Using an econometric model, the effects of satisfaction with the quality of water and service, and socioeconomic and local aspects regarding the decision to drink tap water are estimated. The results allow us to arrive at two conclusions: firstly, that promoting the intake of tap water requires the implementation of an effective regulation of the quality of the water supplied and the incentivization of better operating performance. Secondly, ensuring the quality of water service should be a social policy priority since the population with lower incomes is more likely to drink water from the public network.
       
  • Circulación del concepto de Smart Cities en Chile: implicancias para
           nuevas formas de planificación urbana y gobernanza

    • Abstract: RESUMEN Si bien en Chile el concepto de Smart Cities (SC) ha atraído cada vez más la atención de la academia, así como de los sectores público y privado, surge la necesidad de comprender qué significa el término y qué implicancias está teniendo en las nuevas formas de gobernanza y planificación urbana. A partir del enfoque de movilidad de políticas, esta investigación busca responder cómo circulan las ideas propias del concepto de SC en Chile. Haciendo uso de métodos mixtos (etnografía de eventos y análisis de la red social Twitter), se muestra que el concepto circula por circuitos con gran participación de empresas privadas y liderado por instituciones públicas económicas vinculadas a los ámbitos de innovación y transformación digital. A diferencia de lo que afirman algunos autores, el concepto no se estaría posicionando como “un nuevo tipo de urbanismo” o una “nueva política urbana”, sino que representaría una narrativa urbana para el desarrollo de industrias tecnológicas en la ciudad.ABSTRACT Although in Chile the concept of Smart Cities (SC) has attracted more and more attention from academia, as well as from the public and private sectors, there is a need to understand what the term means and what implications it is having in new ways of governance and urban planning. Based on the policy mobility approach, this research seeks to answer how the ideas of the SC concept circulate in Chile. Using mixed methods (ethnography of events and analysis of the social network Twitter), it is shown that the concept circulates through circuits with a large participation of private companies and led by public economic institutions linked to the fields of innovation and digital transformation. Contrary to what some authors affirm, the concept would not be positioning itself as “a new type of urbanism” or a “new urban policy”, but rather it would represent an urban narrative for the development of technological industries in the city.
       
  • Explorando las claves paisajísticas de la vivienda colectiva moderna:
           Valparaíso, Chile (1906-1976)

    • Abstract: RESUMEN El presente artículo expone la dimensión paisajística de la vivienda colectiva moderna materializada en la ciudad de Valparaíso entre 1906 y 1976, y construida a partir de una comunidad de agentes compuesta por el Estado, las organizaciones sociales y la disciplina arquitectónica. En la producción de este paisaje, dichos actores han sido capaces de elaborar discursos, representaciones sociales e imaginarios, los que constituyen la antesala de la formalización físico-espacial de la vivienda en la geografía cotidiana de la ciudad en referencia. Mediante un enfoque histórico descriptivo, este trabajo se interioriza en algunos ejes temáticos relevantes del discurso habitacional, promovido por los tres tipos de actores referidos, complementados con una selección de casos de vivienda colectiva donde se revela la presencia del paisaje en sus aspectos materiales e inmateriales. De esta manera, se entrega una valoración distinta de la tradicional respecto del significado de la arquitectura habitacional moderna de Valparaíso.ABSTRACT This article exposes the landscape dimension of modern collective housing, as materialized in the city of Valparaíso between 1906 and 1976. Built from a community of agents made up of the State, social organizations and the architectural discipline, these actors have been capable of elaborating discourses, social and imaginary representations, which constitute the prelude to the physical-spatial formalization of housing in the daily geography of the city. Through a descriptive historical approach, this work delves into some relevant thematic axes of the discourse promoted by the actors involved, complemented with a selection of cases of collective housing where the presence of the landscape in its material and immaterial aspects is revealed. In this way, a different assessment from the traditional one is given, regarding the meaning of modern residential architecture in Valparaíso.
       
  • Resiliencia urbana multidimensional en contextos de riesgo: estrategias
           para el Programa “Quiero Mi Barrio” desde el caso “Barrio Olga
           Leiva” en Peñalolén

    • Abstract: RESUMEN La resiliencia, un concepto basal en el marco de los actuales enfoques de riesgo de desastre en contextos urbanos, aporta a dichos estudios con perspectivas que incluyen las dimensiones sociológica, económica y medioambiental. La presente investigación ofrece una mirada crítica tanto al concepto de resiliencia urbana, como a su aplicación en el Programa “Quiero Mi Barrio” en un contexto de riesgo de desastre, de manera de formular estrategias que aporten al desarrollo barrial integrado. Para abordar el análisis de este Programa se elige el caso del barrio Olga Leiva, en Peñalolén, conjunto habitacional expuesto al riesgo de la Falla San Ramón. El objetivo es el análisis de la resiliencia social, física y medioambiental de dicho entorno, estudio realizado a partir de entrevistas semiestructuradas y focus groups dirigidos a profesionales y académicos expertos. Se concluye que el conocimiento situado del riesgo con un foco específico en la Falla San Ramón, es instructivo para avanzar en una política pública con enfoque de resiliencia urbana desde una mirada multidimensional.ABSTRACT Resilience is currently a crucial concept within disaster risk approaches in urban contexts, providing viewpoints that include sociological, economic and environmental dimensions. This research offers a critical review at urban resilience and its application in the “Quiero Mi Barrio” program under a disaster risk context, to formulate a proposal for strategies that contribute to integrated neighborhood development. The case of the Olga Leiva neighborhood in Peñalolén, exposed to the risk of the San Ramón Fault, is chosen to illustrate this program with the analysis of social, physical and environmental resilience, by using semi-structured interviews and focus groups conducted to expert professionals and academics. It is concluded that situated knowledge of risk and with a specific focus on the San Ramón Fault is instructive for public policy with an urban resilience approach from a multidimensional perspective.
       
  • Migración y vida barrial. Prácticas de apropiación espacial de
           migrantes haitianos en barrios céntricos y periféricos de Santiago

    • Abstract: RESUMEN El siguiente artículo propone abordar las prácticas espaciales de apropiación del entorno barrial de migrantes haitianos residentes en las comunas de Estación Central y Quilicura de la ciudad de Santiago, Chile. Se plantea indagar, desde una metodología etnográfica que combina biografías migrantes y mapas cognitivos, sobre los posibles conflictos y/o tensiones en relación con los usos del espacio barrial derivados de las prácticas espaciales desplegadas por migrantes que habitan barrios centrales ubicados en las inmediaciones de la comuna de Estación Central, así como de aquellos que durante los últimos años han poblado comunas periféricas de la ciudad de Santiago, como es el caso de la comuna de Quilicura. Los principales resultados apuntan a la relevancia de las adscripciones religiosas y vida sociocultural en el entorno barrial como estrategias de adscripción barrial, en un contexto en el que se ponen en juego las tensiones asociadas a los procesos de desterritorialización y reterritorialización asociados al fenómeno migratorio.ABSTRACT The following article proposes to address the spatial practices of appropriation of the neighborhood environment of Haitian migrants living in the Estación Central and Quilicura communes of the city of Santiago. It is proposed to investigate from the ethnographic perspective, on possible conflicts and/or tensions in relation to the uses of neighborhood space resulting from spatial practices deployed by migrants living in central neighborhoods located in the vicinity of the Estación Central commune, as well as those who in recent years have populated peripheral communes of the city of Santiago, as is the case of the commune of Quilicura. The main results point to the relevance of religious ascriptions and sociocultural life in the neighborhood environment as neighborhood affiliation strategies in a context where the tensions associated with the processes of deterritorialization and reterritorialization –themselves linked to the migratory phenomenon– are put into play.

           niño sano en Montevideo

    • Abstract: RESUMEN El acceso es una de las dimensiones centrales para explicar los resultados en materia de tratamiento y prevención de enfermedades. Este artículo explora la accesibilidad espacio-temporal a la atención pediátrica de salud en la ciudad de Montevideo. Trabaja con distintos escenarios generados a partir de parámetros básicos de accesibilidad: modo de transporte, actividades fijas que realizan los hogares y los requisitos de aseguramiento en un prestador para poder atenderse en una clínica determinada. Para hacerlo, utiliza una medida novedosa que permite considerar la variabilidad especial, temporal e individual tanto en la oferta como en la demanda de los servicios. Los resultados del artículo sugieren que el modo de transporte, las actividades fijas de las familias y las estructuras de aseguramiento impactan en los niveles de accesibilidad. Estos resultados dan cuenta de la necesidad de un enfoque complejo para comprender el acceso, así como para alimentar la discusión de políticas públicas.ABSTRACT Access is one of the central dimensions to explain the results in terms of disease treatment and prevention. This article explores spatio-temporal accessibility to pediatric health care in the city of Montevideo. To do so, it uses a novel measure that allows considering the special, temporary and individual variability both in the supply and in the demand for services. Results suggest that mode of transportation, fixed activities of the families and insurance structures have an impact on the levels of accessibility. These results call for a complex approach to understand access, and also serve as an input for policymakers.

  • Ruralidad y fronteras de recursos en regiones de la zona central y
           patagónica de Chile: paisaje y nuevas relaciones de poder

    • Abstract: RESUMEN El abordaje de las transformaciones socioterritoriales de las zonas rurales asociadas a la agroindustria y a la salmonicultura en Chile suele ofrecer valoraciones balanceadas entre impactos ambientales y socioeconómicos, con la dimensión laboral fuertemente relevada. A través del paisaje, como una categoría elaborada desde la evocación que representa el modo en que nos situamos en un determinado contexto, proponemos debatir, empleando el enfoque de frontera de recursos sobre dimensiones de disciplinamiento y exclusión social en la autodefinición de ruralidad. Aplicamos entrevistas semiestructuradas, grupos focales y cartografías participativas en las regiones de O’Higgins y Aysén, en Chile, entre agosto de 2021 y marzo de 2022. Por esa vía, accedimos a las percepciones de reconfiguración de las relaciones de poder que validan o tensionan la hegemonía industrial.ABSTRACT The analysis of socio-territorial transformations in rural areas associated with agro-industry and salmon farming in Chile tends to offer balanced assessments of environmental and socio-economic impacts, with strong emphasis in the labor dimension. Through landscape, as a category elaborated from the evocation that represents the way in which we situate ourselves in a certain context, we propose to debate, applying the resource frontier approach, the dimensions of disciplining and social exclusion in the self-definition of rurality. We conducted semi-structured interviews, focus groups and participatory mapping in the O’Higgins and Aysén regions of Chile between August 2021 and March 2022. This way, we gain access to perceptions of the reconfiguration of power relations that validate or challenge industrial hegemony..
