  • Breaking barriers for breaking ground: A categorisation of public sector

      Smart city technologies provide promising solutions for local governments to tackling societal challenges and enhancing public service provision. The global embrace of these digital innovations represents a new era in public sector advancements. However, it has also brought to light difficulties that existing public sector innovation (PSI) theories struggle to address. One key issue is the lack of comprehensive knowledge regarding the most critical barriers to implementing smart city projects and their intensity. We address this knowledge gap with a systematic literature review within the smart city domain, focusing on literature reporting on the barriers that local governments commonly encounter. This effort has culminated in the development of a conceptual framework that categorize smart city project barriers, forming a taxonomy that builds on and expand the most recent development in the PSI literature. This study contributes to PSI theory refinement by offering a more nuanced understanding of the barriers that local governments might experience when attempting to sustain digital innovation efforts. Moreover, this insight into PSI dynamics is a valuable resource for local governments as they seek to devise realistic mitigation strategies tailored to local development needs.

  • Religion and representative bureaucracy: Does religion guide
           administrative discretion'

      In this paper we seek to understand how religion influences discretion in a developing fragile society: Palestine. Drawing on a recent review of the religion and public administration literature and the theory of representative bureaucracy, we ask: Does active representation on behalf of a religious identity exist' And if so, what does it look like' We explore four different possible manifestations, including none at all. In other words, this is a study of how religiosity influences civil servant behaviour in instances of discretion. Using original small-n in-person survey data, we find active representation by a majority of mid-level civil servants on behalf of a religious identity; we find evidence of religious service being underpinned by public service motivation and by pro-social motivation. Others are guided by traditional Weberian bureaucratic values while others are guided by what they perceive to be the religious foundation of the bureaucracy.

  • What can we learn from service model analysis' An application in the
           government export finance sector

      The service model approach, like business models in the private sector, is gaining increasing attention in public management literature. In line with this evolving discourse, our study analyzes service models in government export promotion. By exploring the use of service models and discussing key developments, we shed light on the diverse application of service models in the context of officially supported export credits – an under-researched field in which a lot of innovation is happening. We observe a limited number of traditional service models with significant relevance. In addition, our findings suggest a rising diversity that signifies innovation and the broadening scope of activities. We also uncover the underlying motivations and practical experiences associated with their implementation and provide valuable insights into the benefits they offer.

  • Deliberative mini-publics as a Confucian institution

      This article constructs a positive case for deliberative mini-publics (DMPs) from the perspective of contemporary Confucian political philosophy. Extant empirical and normative studies of DMPs have treated them primarily as a concrete way to instantiate the deliberative conception of legitimacy advocated by Western political philosophers such as John Rawls and Jurgen Habermas. Almost no attention has been paid to how certain non-Western philosophies like Confucianism could provide different understandings of such an institutional innovation. The article fills this gap by exploring why DMPs should be incorporated into the two ideal types of regimes considered by today’s Confucian political philosophers, Confucian democracy and Confucian political meritocracy. In this regard, it makes an original contribution to both the field of democratic theory and the emerging paradigm of Confucian public administration.

  • Integrating philosophical perspectives into the study of public
           administration: The contribution of Critical Realism to understanding
           public value

      Philosophical thought may provide an important contribution to the development of the theory and practice of public administration (PA). Notwithstanding such potential, however, philosophical thought has so far been limitedly employed in PA studies. To the extent philosophy has been brought into PA, three philosophies have been mainly used: Pragmatism, strands of Relativism-Constructivism, and Positivism. This paper argues that another philosophical approach can and ought to be considered much more systematically for application to foundational issues in PA studies, namely Critical Realism. The potential of this philosophical perspective is deployed to shed new light on key issues in the theory and practice of public value governance and management, a major area of academic investigation and practical application in the field of public administration and public management.

  • Upscaling policy pilots: Four tales in Chinese health governance

      Governments have widely applied policy pilots to test new policy initiatives before their full rollout. However, little is known about their upscaling styles. In this contribution, in relation to two attributes of the issues that policy pilots attempt to resolve – ambiguity and salience – we construct an analytic framework consisting of four policy-pilot upscaling styles: command replication, refinement by doing, waiting by doing, and putting on hold. Four representative cases in Chinese health governance, namely, the Sanming healthcare reform, the New Rural Cooperative Medical Scheme, medical staff’s salary reform in public hospitals, and income–expenditure two-line management in primary healthcare institutions, have been investigated to exemplify them. Our study contributes to the existing governance and policy literature by adding new building blocks to the upscaling of policy pilots.

  • Mundane dynamics: Understanding collaborative governance approaches to
           ‘big’ problems through studying ‘small’ practices

      Collaborative approaches to governance, policymaking, and administration are believed to provide means of adequately handling wicked problems. Simultaneously, many scholars have acknowledged the difficulty of collaboration in practice. In this article, we argue that understanding the ‘small’ practices of collaborative governance and actor-positioning processes illuminates why collaborative governance is such a challenging response to wicked problems. Instead of focussing on ‘big’ collaborative approaches to ‘big’ wicked problems, zooming in on mundane dynamics demonstrates the continuous work that governing and positioning processes require, exposing the provisional nature of elements that have been argued to be vital, such as mutual trust, reciprocity, long-term commitment, authority, or autonomy. Lastly, the mundane uncovers the importance of the material, spatial, and temporal organisation of actor-positioning processes and the potential of language to inhibit or enable collaborative governance. The article ends with a reflection on how analyses of mundane dynamics may help scholars, practitioners, policymakers, and citizens to understand their own processes of engagements in collaborative endeavours and possibly temper expectations.

  • Working for the future is more than foreseeing the future: Impact of the
           balanced organizational capabilities on the proactive policy orientation

      This study explores what kinds of (and how) organizational capabilities (benchmarking, modeling, forecasting, and backcasting), respectively and collectively, help an organization to have a more proactive policy orientation. An analysis of the public agencies in South Korea in 2021 shows several significant findings. First, all four of the organizational capabilities are conducive to a proactive policy orientation, which may be intuitively acceptable. Second, however, in contrast to expectation, the relative impact of forecasting capability on proactive policy orientation turned out to be the weakest among the four capabilities. An interpretation of these findings indicates that, proactive policies might be better produced in the organizational environment where forecasting can be supported by empirical evidence (benchmarking), methodical reasoning (modeling), and tangible planning (backcasting).

  • Governance without we. Wicked problems and collaborative governance

      In this introductory article to our PPA special issue we argue that the relation between wicked problems and collaborative governance is fraught with difficulties. Doing so, we take four steps: we maintain that wicked problems are better understood as wicked actor constellations; we delve into the collaborative governance-approach and posit that it is mainly concerned with wicked problems; we then argue that collaborative governance might not be the most feasible response to wicked problems; and after that we argue that an assumption instead of actors being engaged in actor positioning processes allows a clearer understanding of policy processes in wicked actor constellations. Following this discussion, we introduce the articles featured in the special issue and discuss implications for research.

  • Analyzing determinants of whistleblowing intention with the gamification
           method

      Whistleblowing plays a critical role in building healthy transparent and responsible organizations. Whistleblowing can be challenging, however, as it may result in significant costs for the whistleblower. Facilitating whistleblowing that resists illegal and unethical behaviors within organizations requires management to enhance behavior while protecting whistleblowers. From the perspective of risk-taking, the current research examines which factors are associated with whistleblowing intention using an original approach, the gamification method. Accordingly, in addition to the effects of respondents’ characteristics including Big Five personalities, this research tests how the immediate supervisor’s sex and organizational size, which are randomly assigned by interactive webcomics using hypothetical situations and experimental questionnaires, affect whistleblowing intention. Logistic regression analysis shows openness is significantly associated with whistleblowing intention. In the hypothetical situation, whistleblowers are more likely to come forward if they have a supervisor of a different sex and/or are in a larger organization.

  • Exploring the functions and role of social impact measurement in enhancing
           the social value of public-private partnerships: A systematic literature
           review

      Public-private partnerships (PPPs) have emerged as promising and dynamic means to provide public goods, infrastructures, and services, thus representing a potential solution to grand societal challenges and social value generation. Despite this, such potential of PPPs is challenged by contractual issues, that can arise from conflicting objectives and trust between public and private actors. Social impact measurement (SIM) can play a crucial role in promoting PPP’s ability to overcome contract-related problems by providing transparency, accountability, and credibility. However, little is known about the characteristics that SIM should possess to enhance such potential. We adopt a systematic literature review method to explore approaches to and functions of SIM in PPPs. We found that when SIM is embedded in collaborative contracts between public and private actors, conducted ex-ante, and entrusted by independent bodies/organizations, it can increase the credibility and objectivity of PPPs. This can in turn enhance trust in the partnerships and support actors to manage the expectations of collaborators and citizens. We advance some recommendations for future research to explore the virtuous, relational mechanisms that may explain how SIM affects public and private actors collaborating for the common good.

  • How does population size influence administrative performance' Evidence
           from Malta, Samoa, and Suriname

      Public administration scholars pay increasing attention to the role of context as a pathway to genuinely comparative analysis. Specifically, they focus on the economic, institutional and socio-cultural conditions in which administration takes place. Population size is an overlooked contextual factor despite the fact that existing studies often make implicit, positive assumptions about the effects of smallness on administrative performance. We investigate these assumptions by focusing on small, rather than large states across three dimensions: representativeness, transparency and service delivery. Drawing on unique qualitative data from three small states from different continents, Malta, Samoa and Suriname, we find that contra implicit assumptions, small population size does not have the overwhelmingly positive effects that much of the literature assumes. Rather, smallness tends to undermine legal-rational decision making and to facilitate patronage-based service delivery. These findings indicate that the contextual turn in public administration needs to pay more attention to the way population size shapes bureaucratic practice in all states, large and small.

  • Governance modes, mayoral leadership and transitions to public sector
           co-creation across Europe

      Increasing interest in ‘co-creation’ raises an intriguing question about the role that political leaders can play. This role may have changed as wider models of public governance have evolved from Traditional Public Administration and New Public Management to more collaborative and networked approaches. With growing recognition that local solutions to complex public policy problems are needed, the role of mayors as important political leaders has come into sharp focus, yet few have considered how governance context influences political leadership of co-creation. Drawing on strands of theory on public governance and leadership, we specify how extant governance models can influence political leaders’ attempts to inspire co-creation. We illustrate these proposals by showing how mayors performed leadership to inspire co-creation in two contrasting cases drawn from Roskilde, Denmark, and Ljubljana, Slovenia. We demonstrate, counterintuitively, that an embedded form of TPA that coincided with a hierarchical approach to leadership better supported the adoption of co-creation. Thus, we propose that mayors may resourcefully adapt co-creation to local contexts. Political leaders may find these conclusions insightful for understanding how governance context may impact their co-creation efforts.

  • The role of values in the interorganizational network response to wicked
           problems

      Values are seen as important in both interorganizational networks and wicked problems. However, in both academia and practice the exact implications of these values remain unclear. In this article we examine the role of values in interorganizational networks dealing with wicked problems, by conducting a case study in a pregnancy and childbirth network. Our analysis identified both actor and network values, three value tensions among actors, and a variety of coping strategies to deal with these tensions. The findings indicate that value differentiation in networks should not be only seen as a problem, but also as an important ingredient for the achievement of network goals. Furthermore, our study revealed functional-structural and cognitive-cultural coping strategies to respond to value tensions among actors, applied by both the network administrative organization and the individual actors in the network. Lastly, we elaborate on the position and skill set of the network leader. We leverage these research results to formulate insights and recommendations for network practice.

  • Why are organisational professionals expanding in the Swedish public
           sector' The role of accountability

      Recent research shows that new types of high-skilled administrators, what we in this article label organisational professionals, have amplified their presence in public sector organisations in relation to other types of public sector employees. Our purpose is to analyse how organisational accountability can be seen as a driver behind the expansion of organisational professionals. Intensified political and administrative pressures seem to be driving this process, but there also seems to be internal turfs in which the different parts of the government administration seek to hold each other accountable, a process possibly amplified by professionalising ambitions of the organisational professionals. The article concludes that the bureaucratising effect of accountability demands ought to be highlighted more in critical research of accountability. The study is based on semi-structured interviews and focus groups with public sector professionals in Sweden from different policy sectors and government levels.
