      Abstract: Zusammenfassung Die Erreichung der Klimaneutralität in Deutschland bedingt den Ausstieg aus der Verwendung von fossilem Methan wie zum Beispiel Erdgas. Der Bedarf an gasförmigen Energieträgern kann anstatt durch Erdgas durch grünen Wasserstoff gedeckt werden. Durch einen Brennstoffwechsel von Methan auf Wasserstoff steht der deutschen Gaswirtschaft ein Strukturwandel bevor, für dessen Planung die zukünftige Entwicklung der Methan- und Wasserstoffnachfrage von Bedeutung ist. Im Zuge dieser Metaanalyse werden Szenarien aus Energiesystemstudien der letzten Jahre ausgewertet und daraus Trends für die Entwicklung der Methan- und Wasserstoffnachfragen ermittelt sowie Implikationen für den Strukturwandel abgeleitet. Bis zum Jahr 2045 könnte sich die Gesamtnachfrage nach gasförmigen Energieträgern halbieren, wobei Methan fast vollständig durch Wasserstoff ersetzt wird. Sektoral wird Wasserstoff vor allem im Industriesektor eingesetzt. Darüber hinaus entwickelt sich im Verkehrssektor eine signifikante Wasserstoffnachfrage. In den Sektoren Energie- und Gebäudesektor geht die Nachfrage nach gasförmigen Energieträgern deutlich zurück. Die aktuelle Studienlage sieht den Aufbau einer Wasserstoffwirtschaft als Voraussetzung zur Erreichung der Klimaneutralität. Für den Aufbau eines Wasserstoffnetzes bietet es sich an, Rohrleitungen des bestehenden Fernleitungsnetzes zu verwenden. Dadurch könnte es zu einer Konkurrenz zwischen Methan und Wasserstoff über die Nutzung des Fernleitungsnetzes kommen. Durch den sinkenden Gesamtbedarf ist zu erwarten, dass langfristig weniger Netzinfrastruktur notwendig sein wird als heute vorhanden ist.

      Abstract: Zusammenfassung Die Energiewende mit der Dekarbonisierung des Energiesystems birgt große Herausforderungen. Neben der bloßen Bereitstellung der regenerativen Energie ist die Übertragung und Verteilung eine Anspruchsvolle Aufgabe. Diese Aufgabenstellung würde durch die Elektrifizierung aller Energiesektoren ungleich schwerer. Die Umstellung der Mobilität auf elektrische Fahrzeuge mit entsprechenden Ladeeinrichtungen ist gegenüber der Elektrifizierung des Wärmesektors ein leichtes Unterfangen. Der Aufsatz zeigt die Herausforderungen einer vollständigen oder teilweise elektrifizierten Energieversorgung am Beispiel der Stadt Chemnitz. Es wird darauf eingegangen, welche Rolle die Beachtung des Energie- und des Leistungsbedarfes bei der Auslegung von Erzeuger- und Übertragungsstrukturen spielt. Mit Hilfe von zwei Szenarien werden die Auswirkungen von weitreichender Elektrifizierung im Stadtgebiet skizziert. Anhand von Lastprofilen wird gezeigt, dass die Energiebereitstellung auf Basis elektrischer Energie zwar lokal emissionsärmer und effizienter erfolgen kann, als auf Basis des aktuellen Energieträgermixes, allerdings nimmt die vom Netz zu tragende Netzlast um ein Vielfaches des aktuellen Wertes zu, was enormen Ausbaubedarf nach sich ziehen würde.

  • Vom ökonomischen Gewicht der Energie

      Abstract: Zusammenfassung Wir diskutieren die fundamentale Rolle der Energie als den Kapitalstock aktivierenden Produktionsfaktor und als Triebfeder des technischen Fortschritts und analysieren die Gedankenfehler hinter der (empirisch fragwürdigen) Gleichgewichtsannahme der neoklassischen Ökonomie, derzufolge Produktionselastizitäten und Faktorkostenanteile übereinstimmen müssen. Insbesondere zeigen wir auf, wie das dieser Annahme zugrundeliegende Postulat lokal unbeschränkter Substituierbarkeit zwischen den Produktionsfaktoren zu realitätsfernen, den Hauptsätzen der Thermodynamik widersprechenden Konsequenzen führt. Diese Überlegungen wenden wir auf die aktuelle Debatte über die ökonomischen Auswirkungen der durch den Ukraine-Krieg ausgelösten Gaskrise (bzw. eines etwaigen Gas-Embargos gegen Russland) an und hinterfragen die Analysen des ebenfalls von einer massiven Unterschätzung der ökonomischen Bedeutung des Faktors Energie geprägten sog.   • Assessment of the Shadow Auction Mechanism as a Fallback Procedure for
           Single Day-Ahead Coupling

      Abstract: In the event of Single Day-Ahead Coupling being unavailable, fallback procedures are triggered. The main fallback procedure used for the allocation of cross-border-capacity in the day-ahead market timeframe is the explicit allocation in the form of physical transmission rights of electrical energy, also known as Shadow Auction. According to the European Commission, any Single Day-Ahead Coupling fallback procedure should lead to an “efficient” way of allocating cross border electricity transmission capacity. Yet, the efficiency of the Shadow Auction as the main fallback procedure was questioned in the past considering its historical results. As a possible cause, legislation on remuneration of long-term transmission rights based on market spreads, was discussed within market participants. ENTSO‑E conducted a study with the support of Technische Hochschule Ulm to assess the question whether remuneration of long-term transmission rights based on market spreads reduces incentives to allocate capacity in the Shadow Auction and, thus, reduces its efficiency. To assess economic incentives for market participants to take part in the Shadow Auction mechanism, a Cournot model was developed considering historical bid curves and cross-border transmission capacities. By using fundamental easy-to-access data, this study aims to produce understandable and interpretable results for this complex scenario. The results show that market participants owning long-term transmission rights currently have at most reduced incentives to participate in Shadow Auctions compared to other market participants. In practice, this leads to a measurable loss of public welfare, suggesting that modifications are necessary. The study concludes by discussing proposals for possible changes.

  • How Might a Transition to a 100% Renewable Energy System in Europe Can
           Be Implemented as Soon as Possible'

      Abstract: This article deals with various scenarios for the development of the North African desert power concept Desertec, which could support Europe with power supplies for the 100% switch to renewable energies demanded at the COP 24 world climate conference. The aim is to analyze the developments of the Desertec project based on possible future developments and to present them in a coherent manner. The influences of different descriptors of the Trans-European energy market are compared in a matrix. On the basis of these, critical features with different expressions are worked out that influence the development and orientation of the energy project. Subsequently, hypothetical sequences of events are set up in three scenarios in order to draw attention to causal processes and moments of political decision. With the help of this strategic planning, it should be evaluated which variants would be conceivable in a European-oriented Desertec and what effects their implementation could have.

  • Enhancing Understanding of Geographical Adoption Patterns of Residential
           Rooftop Photovoltaic Using a Consumer Segmentation Model—A Case Study
           in Saxony, Germany

      Abstract: This paper addresses two issues in spatial research on residential PV adoption: First, spatial analyses typically do not differentiate between households who have decision power over their rooftop, and households who do not, possibly causing indistinct results. Second, household characteristics like environmental attitudes and innovativeness are not accounted for sufficiently, despite their proven relevance for adoption decisions. We performed a statistical analysis with an innovative spatial data set of Saxony (Germany) in which households of (semi-) detached houses were analyzed separated from the remainder, and household characteristics were included through the Sinus-milieu model. PV saturation in subgroups of the sample was compared using the Mann-Whitney U test. Results show that PV saturation is high in affluent zip-codes with high shares of (semi-) detached houses, and is higher in rural than in urban areas. The presence of environmentally concerned households (Post-Materialists) is positively, and the presence of innovative households (Leaders) is negatively associated with PV saturation. Our results show that household characteristics beyond socio-economic measures are relevant to understand differences in PV saturation in the Saxonian zip-codes. The merits of distinguishing between decisive households and the remainder are less clear.

  • Taking Stock of the Energy and Climate Profile of Germany and the USA: New
           Potential for Cooperation

      Abstract: Germany and the United States are both important players in international energy and climate policy. They are major international donors in the energy sector, they participate in manifold bi- and multilateral cooperation formats in the realm of energy and climate policy and they have historically both been leaders in clean energy technology development. Notwithstanding, they have very different starting conditions for and approaches to energy and climate policy. While the US is nearly energy independent, in Germany, the Russian war against the Ukraine has highlighted the high dependence on energy imports. Yet, Germany has experienced a strong increase in renewable energy production, fostered by strong state regulation, as it is an essential element of its climate policy. In the US, overall, renewable energy production has grown at a slower pace, also because climate policy has faced curvier roads through the past decades, and political conditions have changed often. This article seeks to take stock of where Germany and the US stand at this moment with their energy systems as well as their climate policies and examines common interests and cooperation potentials that can support sustainability transformations on both sides of the Atlantic.

      Abstract: Zusammenfassung Mit der zunehmenden Dezentralisierung und Digitalisierung der Stromversorgung steigt auch der Bedarf an Innovationen im regulatorischen Rahmen, um die institutionellen Rahmenbedingungen an die sich ändernden Anforderungen anzupassen. Die SINTEG-Verordnung und analoge Ansätze für Reallabore gehen einen Schritt in diese Richtung, führen in ihrer Umsetzung aber noch zu zentralen Hemmnissen für regulatorische Innovationen. Insbesondere der eingeschränkte Anwendungsbereich, der administrative Aufwand und die mangelnden Anreize für Teilnehmer wurden in Rahmen von Experteninterviews als zentrale Schwachstellen der aktuellen regulatorischen Experimente basierend auf der SINTEG-Verordnung identifiziert. Wir schlagen daher in diesem Artikel mit dem Experimentierbudget und der Anwendung von Regulatory Innovation Trials (RIT) zwei Ansätze vor, um bestehende Konzepte für regulatorische Experimente weiterzuentwickeln und um Innovationen im Regelrahmen (bspw. der ARegV) zu ermöglichen.
