  • An analysis of the recent dynamics of the standard output of crops in the
           municipalities of mainland Portugal

    • Abstract: Resumo As medidas da Política Agrícola Comum (PAC) tiveram consequências e influenciaram diferentes opções culturais. A análise destas medidas deve ter um nível de desagregação suficiente para permitir uma análise local, sobretudo quando se consideram as várias culturas temporárias e permanentes. Neste sentido, o Recenseamento Agrícola de 2019 recentemente publicado, permitiu dispor de informação desagregada a estes níveis. Não obstante, a informação atual ao nível dos valores de produção padrão total (VPPT) por concelho não espacializa os coeficientes dos valores de produção padrão (VPP) das diferentes culturas temporárias e permanentes, nem o contributo para o VPPT concelhio. Por outro lado, torna-se necessário a criação de tipologias de concelhos para identificar dinâmicas similares e tendências específicas dos dos VPP das culturas temporárias e permanentes, que poderão implicar medidas de política direcionadas ao nível local. O presente estudo pretende fazer face a estas lacunas de informação. Foram considerados, como estudo de caso, todos os concelhos de Portugal continental e utilizados os dados do Recenseamento Agrícola de 2019. Assim, num primeiro passo, foram calculados os coeficientes de valores de produção padrão (VPP) para as diferentes tipologias de culturas temporárias e permanentes; depois num segundo passo, foi aplicada uma análise HJ-Biplot e de clusters e identificadas tipologias de concelhos no que se refere à sua orientação cultural; num terceiro passo foram calculados os VPPs totais das culturas temporárias e permanentes, o contributo de cada município para a região e para Portugal continental, bem como o VPP por hectare das culturas temporárias e permanentes; finalmente foi feita uma análise espacial dos resultados recorrendo a sistemas de informação geográfica. Os resultados da abordagem implementada permitiram dispor de uma nova visão do território ao nível das culturas agrícolas, fornecendo informações relevantes para a análise das políticas agrícolas.Abstract The Common Agricultural Policy (CAP) had consequences and influenced different cultural choices. The analysis of this policy must have a sufficient level of disaggregation to allow a local analysis, especially when considering the various temporary and permanent crops. In this sense, the recently published 2019 Agricultural Census provided information disaggregated at these levels. However, the current information on the total standard output (SO) by municipality does not spatialize the standard output coefficients (SOC) of the different temporary and permanent crops, nor the contribution to the municipality's SO of these cultures. On the other hand, it is necessary to create typologies of municipalities to identify similar dynamics and specific trends of the SOC of temporary and permanent crops, which may imply policy measures directed at the local level. The present study aims to address these information gaps. All municipalities in Portugal were considered as a case study and data from the 2019 Agricultural Census was used. In a first step, the standard output (SOC) were calculated for the different types of temporary and permanent crops; then in a second step, an HJ-Biplot and cluster analysis was applied and typologies of municipalities were identified with regard to their cultural orientation; in a third step, the total SOs of temporary and permanent crops were calculated, the contribution of each municipality to the region and mainland Portugal, as well as the SOC per hectare of temporary and permanent crops; finally, a spatial analysis of the results was made using geographic information systems. The results of the implemented approach made it possible to have a new vision of the territory in terms of agricultural crops, providing relevant information for the analysis of agricultural policies.
       
  • The components of the Portuguese agricultural knowledge and information
           system (AKIS) aligned to the EU-Agri-link project: an observational
           review/critique

    • Abstract: Abstract The major objective of this document is to present the advisory and extension systems, agricultural education and rural and agricultural research as it integrates with the Agricultural Knowledge and Information System (AKIS) in Portugal through a literature review of documented research including EU projects and first level data. The review also presents and describes the data collected surrounding the regions, Douro and Lezíria do Tejo in the Agri-Link research project related to innovation and the social and economic networks. The overview reflection is composed of seven parts: 1) An Introduction and Research Methods; 2) Agri-Link Project Results: Farm Advisory and Extension Systems and Extension Methods for the Lezíria do Tejo and Douro Regions with Triangulation Considerations; 3) The Approaches for Agricultural Extension in the Two Project Regions; 4) Perspectives on the Transformation of Agricultural Extension Servces in the AKIS; 5) AKIS Considerations 6) Conclusion and Policy Implications for Portugal and References. The secondary purpose of the document is to describe the AKIS components in Portugal as well as the pluralistic agricultural extension system. The overall strengths and weaknesses in the Portuguese AKIS presented through past and present research about the agricultural reality. The EU-FAS (farm advisory system) implementation process by the Directorate of Agriculture and Rural Development (DGADR) is shown as well completed. The review contradicts the political reach of the EU-FAS in Portugal for small scale family farms that reflects many CETRAD and UTAD research projects.
       
  • Are the policies to promote cooperation and agglomeration effective for
           the competitiveness of the agribusiness' The case of Galicia

    • Abstract: Resumo A formação de redes de cooperação (clusters) é uma das principais estratégias das políticas territoriais europeias e mundiais para fomentar um desenvolvimento territorial rural sustentável e eficiente. Nesse sentido, iniciativas como Portugal 2020 ou 2030 e ESHORIZONTE 2020 ou 2030, além de organismos como a FAO ou Fontagro, incentivam a organização em clusters como a melhor alternativa para reforçar a competitividade das pequenas e médias empresas agroalimentares. O conceito de cluster deve ser entendido como uma forma de economia inteligente, de apoio às empresas participantes, com o fim de levar até estas, inovação, estratégias empresariais e suporte técnico, aumentando assim a competitividade das mesmas. No entanto, há poucos trabalhos de pesquisa dirigidos à empresa agrícola como tal, a maioria dos pesquisadores se dedicaram a entender a função e os benefícios dos clusters para a região como um todo. Para preencher esta lacuna, este artigo analisa a efetividade de participar de um cluster para as empresas agroalimentares, utilizando como exemplo o caso da Galiza. Esta região é uma grande produtora do setor alimentar, e, através da formação de uma AEI - Agrupação Empresarial Inovadora (denominação dos clusters na Espanha) procura impulsar a indústria local e diferenciar os seus produtos no mercado nacional e internacional. Os resultados obtidos através da análise da evolução de variáveis como a rentabilidade financeira e número de trabalhadores das empresas participantes do cluster comparadas com as empresas da região como um todo e da OCDE, mostram que a organização em cluster melhora o desempenho das empresas em geral, e que a cooperação e apoio entre os empresários, as instituições públicas e de ensino geram sinergias positivas, criando novos postos de trabalho e trazendo um desenvolvimento sustentável para o setor, já que promove a utilização de técnicas inovadoras e respeitosas com o meio ambiente.Abstract The formation of cooperation networks (clusters) is one of the main strategies of European and global territorial policies to promote sustainable and efficient rural territorial development. In this sense, initiatives such as Portugal 2020 or 2030 and ESHORIZONTE 2020 or 2030, as well as organizations such as FAO or Fontagro, encourage the organization in clusters as the best alternative to strengthen the competitiveness of small and medium-sized agri-food companies. The cluster concept should be understood as a form of smart economy, supporting the participating companies, in order to bring to them, innovation, business strategies and technical support, thereby increasing their competitiveness. However, there are few research works directed to the agrarian enterprise as such, most researchers have dedicated themselves to understanding the function and benefits of clusters for the region as a whole. To fill this gap, this paper analyses the effectiveness of participating in a cluster for agrifood companies, using the case of Galicia as an example. This region is a major producer in the food sector, and through the formation of an AEI - “Agrupación Empresarial Innovadora” (denomination of clusters in Spain) seeks to boost local industry and differentiate its products in the national and international market. The results obtained through the analysis of the evolution of variables such as financial profitability and number of workers of the companies participating in the cluster compared to the companies of the region as a whole and the OECD, show that the cluster organization improves the performance of companies in general, and that cooperation and support between entrepreneurs, public and educational institutions generate positive synergies, creating new jobs and bringing sustainable development to the sector, since it promotes the use of innovative and environmentally friendly techniques.
       
  • Role and contributions of agricultural organizations on the path to
           sustainability: identification of indicators

    • Abstract: Resumo O contexto competitivo das organizações agrícolas, nomeadamente, as associações e as cooperativas, está a ser influenciado pelo paradigma do desenvolvimento sustentável, sendo necessário ter em conta os requisitos da sustentabilidade na sua atividade. Essas organizações agrícolas poderão facilitar a interação entre os agricultores e, por conseguinte, favorecer a produção e a comercialização dos seus produtos agrícolas de forma sustentável, bem como o acesso a serviços que promovam a adoção de práticas sustentáveis. Elas transmitem a informação aos seus associados, possibilitado o desenvolvimento tecnológico e são atores chave na melhoria da produtividade e nas questões ambientais. Neste sentido, com o objetivo de definir e identificar indicadores de avaliação da sustentabilidade das organizações agrícolas, este estudo desenvolve uma análise sistemática da literatura focada em artigos científicos das bases bibliográficas da Web of Science e Scopus. Os resultados mostraram que os indicadores de sustentabilidade permitem subsidiar modelos preditivos de avaliação da sustentabilidade e destacam sua contribuição para a melhoria da gestão das organizações agropecuárias, permitindo a visualização de pontos fortes e oportunidades para enfrentar fraquezas e ameaças. Por meio do mapeamento de documentos, foi possível identificar indicadores de âmbito económico, ambiental e social, que constituem um ponto de partida para uma agenda de investigação focada no papel das organizações agrícolas na sustentabilidade do setor agrícola.Abstract The competitive context of agricultural organizations, such as associations and cooperatives is being influenced by the paradigm of sustainable development, being necessary to consider the requirements of sustainability in their activity. These agricultural organizations can facilitate the interaction between farmers and, hence favour the sustainable production and trading of their agricultural products, as well as the access to services that promote the adoption of sustainable practices. Agricultural organizations inform their associates, enabling the technological development, and are key players in increasing productivity and improving environmental issues. Thus, this article aims to identify and define indicators for evaluating the sustainability of agricultural associations and cooperatives. A systematic analysis of the literature is developed focused on scientific articles from the bibliographic bases of the Web of Science and Scopus. The results showed that sustainability indicators are enable to support predictive models for assessing sustainability, and highlights their contribution to improving the management of agricultural organizations, allowing the visualization of strengths and opportunities to face weaknesses and threats. Mapping documents allowed identifying economic, environmental and social indicators, which are a starting point for a research agenda focused on the role of agricultural organizations on the sustainability of the agricultural sector.
       
  • Challenges for the development of tourism in Timor-Leste

    • Abstract: Resumo Timor-Leste é um país com um rico património natural e cultural, com grande potencial para desenvolver o turismo para suportar o desenvolvimento económico do país. As infraestruturas turísticas são modestas e os atributos turísticos deficientes, pelo que o número de visitantes é relativamente pequeno. A questão que se coloca é “Como ultrapassar estas limitações ao desenvolvimento do setor do turismo”. Este estudo procurou identificar as motivações e expetativas dos visitantes assim como a sua satisfação com o destino Timor-Leste. Para a sua concretização, foram recolhidos dados primários através de inquérito por questionários junto de visitantes de Timor-Leste. O trabalho concluiu que a maioria dos entrevistados, visitantes, era proveniente d Austrália, logo seguida de Portuga e que a finalidade da viagem era maioritariamente profissional. Os atributos constituídos pelo clima, tranquilidade e hospitalidade foram valorizados de forma satisfatória ou muito satisfatória pelos visitantes; nos do grupo respeitante ao usufruto direto, a satisfação e a muita satisfação foram sempre superiores à insatisfação embora com alguns sinais de alerta na insatisfação, nos preços praticados, o grau de insatisfação rondou os 40%, e na qualidade das infraestruturas verificaram-se os maiores sinais de insatisfação por parte dos visitantes. As propostas de melhoria e recomendações foram: não deixar lixo nas praias, melhoria do saneamento, condições das estradas, informações e guias turísticos, condições de alojamento e de ecoturismo, transportes públicos em Díli e nos Distritos, animação, atração turística e gastronomia tradicional.Abstract Timor-Leste is a country with a rich natural and cultural heritage, with great potential to develop tourism to support the country's economic development. The touristic infrastructures are deficient and the touristic attributes are deficient, so the number of visitors is relatively small. The question that arises is “How to overcome these limitations to the development of the tourism sector'”. This study sought to identify the motivations and expectations of visitors as well as their satisfaction with the Timor-Leste destination. For its implementation, primary data were collected through a questionnaire survey among visitors to Timor-Leste. The study concluded that most of the interviewees, visitors, came from Australia, followed by Portugal and that the purpose of the trip was mostly professional. The attributes constituted by the climate, tranquillity and hospitality were valued in a satisfactory or very satisfactory way by the visitors; in the group regarding direct usufruct, satisfaction and a lot of satisfaction were always superior to dissatisfaction, although with some warning signs in dissatisfaction; in prices charged, the degree of dissatisfaction was around 40%, and the quality of the infrastructures showed the greatest signs of dissatisfaction on the part of visitors. The proposals for improvement and recommendations were: not leaving litter on the beaches, improving sanitation, road conditions, tourist information and guides, accommodation and ecotourism conditions, public transport in Dili and in the Districts, entertainment, tourist attraction and traditional gastronomy.
       
  • Portuguese consumer behaviour towards food safety

    • Abstract: Resumo A alimentação é uma necessidade básica de todos os seres humanos, porém a relação dos consumidores com a segurança dos alimentos pode ficar comprometida, devido à sua falta de literacia alimentar. Embora o cumprimento da segurança alimentar seja uma responsabilidade de todos, nem sempre os consumidores têm isso em consideração. Desta forma, o presente estudo analisou o comportamento do consumidor português no que concerne à segurança alimentar, comparando dois momentos temporais. A investigação foi descritiva, com o levantamento de dados quantitativos através de um questionário partilhado na internet num período de 5 meses (junho-outubro de 2019), replicando o estudo de Toscano em 2006 e comparando-os. Os resultados permitiram conhecer a evolução da ligação do consumidor português com a segurança alimentar assim como compreender a importância que a mesma assume no seu dia-a-dia, mediante da análise do seu nível de conhecimento e preocupação e da avaliação da influência dos rótulos alimentares, permitindo evidenciar as principais alterações que ocorreram desde a situação existente em 2006.Abstract Food is a basic necessity of all human beings, but the relationship between consumers and food safety can be compromised due to their lack of food literacy. While food safety is everyone's responsibility, consumers do not always take this into account. Thus, the present study analyzed the behavior of Portuguese with regard to food safety, comparing two time moments. The investigation was descriptive, with the collection of quantitative data through a questionnaire shared on the Internet over a period of 5 months (June-October 2019), replicating the Study of Toscano in 2006 and comparing them. The results made it possible to know the evolution of the Portuguese consumer's connection with food safety as well as to understand the importance it assumes in its day-to-day, through the analysis of its level of knowledge and concern and the evaluation of the influence of food labels, allowing to highlight the main changes that have occurred since the situation in 2006.
       
  • The evolution of rural development policies with a focus on social
           innovation - from the creation of the CAP to smart villages.

    • Abstract: Resumo Na tentativa de incrementar a produtividade agrícola e garantir segurança alimentar da Europa, devastada pela 2º GM, foi criada a PAC, em 1962. Após sucessivos programas e reformas, os objetivos orientados para a inovação, em especial para a Inovação Social (IS), sustentabilidade ambiental e o uso das plataformas digitais fazem parte o conjunto de medidas que norteiam a Estratégia Europa 2020 e a PAC 2021-2027. Estes focam a resiliência e competitividade dos territórios como um propósito. Deste modo, o objetivo deste artigo é elencar um conjunto de Programas e Políticas e Desenvolvimento Rural que foram sendo levadas a cabo ao longo dos anos, com vista a solucionar desafios sociais das áreas rurais, bem como compreender de que forma a IS pode ajudar a dar-lhes resposta. Para além disto, focar-se-ão as metas da transição digital e a criação das Smart Villages como possíveis instrumentos de transformação social. Neste sentido, o desenvolvimento rural é um instrumento essencial para alcançar o objetivo de coesão territorial europeu e a IS pelos méritos que lhe são reconhecidos um aliado. Este artigo reconhecerá cronologicamente os avanços políticos e institucionais ligados ao desenvolvimento rural e o potencial da IS para os qualificar.Abstract To increase agricultural productivity and ensure food security in Europe, devastated by 2nd GM, the CAP was created in 1962. After successive programs and reforms, innovation-oriented objectives, for Social Innovation, environmental sustainability and the use of digital platforms are part of the set of measures that guide the Europe 2020 strategy and the 2021-2017 CAP as guidelines focus on the resilience and competitiveness of the territories. In this sense, rural development is an essential instrument for achieving the goal of European territorial cohesion and social innovation, by the merits that are recognized, can be a strong ally. This way, the purpose of the article is to list a set of programs and policies and rural development that have been carried out over the years, with a view to solving the social challenges that as rural areas contain in them, as well as to understand how social innovation an ally in can be responding to these challenges. In addition, the challenges of the digital transition associated with social innovation in rural areas and the creation of Smart Villages as possible instruments of social transformation will be focused.
