Authors:Алексей Владимирович Шарапов Abstract: We studied the effect of events for the recruitment of young people into the federal elite held by the state authorities and the United Russia party over the past 15 years. The article presents advantages and disadvantages of staff projects: "Political Plant", "Youth Primaries" and "Leaders of Russia". As a result of these projects implementation, the concept of “youth” has become essentially blurred. The degree of youth involvement in these projects has increased. But there was no significant influx of young personnel to leading managerial positions through these measures, which reveals an underestimation of the young people’s role in the social and political development of the country by the current elite. A general focus lays on the analysis of social mechanism of provision of social security in the context of social risks in the sphere of interethnic and interconfession relations; it includes three level of analysis: micro level (institutional), meso level (social-group) and micro level (individual). Based on expert assessments, data on the state of the migration situation and the effects of migration in certain regions of the country was obtained, the main directions of adaptation and integration of migrants, the adaptation potential of modern diasporas, and regional specifics of migration processes were identified. The results of the study indicate the relevance of timely implementation of measures aimed at promoting social adaptation and integration of migrants into the host society. The practical significance of the study lies in the possibility of using the obtained data for effective management in the field of migration policy at the regional level. border regions. Authors:Валентин Геннадьевич Немировский; Анна Петровна Кареева Abstract: The objectives of the research presented in the article are the study of the Institute of security and its institutional form «social security» at various levels of society and the analysis of the representations of employees of one of the Russian modern industrial enterprises of the existing social security. The qualitative analysis of documentary sources allowed to carry out the social and historical analysis of social risks and social reserves of work of Mining and chemical plant in a binding to historical periods of its development (in the period from 1950 to 2012 were used). Content analysis revealed the views of the leadership of the MCC on the existing social security of the plant. A mass questionnaire survey helped to analyze the views of employees regarding the existing social security of the Mining and chemical plant. The study was conducted twice-in 2013, in 2017. The study proved that during its existence, the MCC, faced with social risks, minimized them with the help of existing social security in the enterprise. The historical periods of its development were divided into stable and transitional types of society. A comparative analysis of the views of the management of the plant and employees regarding the existing social security at the MCC revealed significant differences between them. Authors:Мария Ивановна Черепанова; Анастасия Андреевна Горбунова Abstract: The social significance of scientific studies of ethnic communities is conditioned by the increase of diasporas becoming a common stationary phenomenon in most countries of the world. The scientific discourse of the problem is aimed at analyzing the integral and conflict-causing aspects of the activities of modern diasporas, which will be determined by the specificity of the historical, socio-economic situation, region of residence, features of interethnic policy, etc. The goal of the article was to analyze evaluations of representatives of diasporas in six regions of the Russian borderland about success of adaptation and integration of migrants in the host community. The set of indicators included attitudes towards migrant children in educational institutions, opinions about the restriction or stimulation of migration in the regions, attitudes towards illegal migrants, the problem of national enclaves. The presented results are based on a systems approach, the theory of interdependence in the world development, the essence of which is the formation of the transnational structure of the world community. Conclusions about the adaptive and integration potential of regional diasporas are made, differential assessments on a number of socially significant issues that determine the scientific field of the phenomenon of transit migration in the border areas of the Russian Federation under study are presented. The scientific novelty of the proposed results consists in the study of the role of ethnic communities, in comparison with the local population of the recipient countries, which can be used in forecasting the effectiveness of integration processes and providing the scientific basis for regulating the risk of interethnic conflicts. The practical significance consists in the possibility of optimizing the activities of diasporas for effective social management in the field of migration policy. Authors:Юлия Викторовна Уханова Abstract: In the context of global changes in the world community there are new threats and challenges to national security, which actualizes the study of the designated issues in the socio-political and scientific circles. National security ensures not only the protection of national interests, but also promotes necessary conditions for the development of individuals, society and State. The aim of the article is to identify the most pressing external and internal challenges of the Russian society. The empirical base of the research included the materials of the expert survey conducted by the Vologda scientific center of RAS in February 2018. Methodically work draws on the tools of the expert scenario prognostic monitoring of the «Russia 2020. Transition strategy», carried out by the Institute of sociology of RAS jointly with ZIRCON research group in July — October 2015. This made it possible to compare expert assessments in the whole country and the region. It has been revealed that among the most important internal challenges of the country’s development, experts distinguish social inequality, the crisis of the health care system, social security, education, the decline in the level of human capital. The most acute external threats to the security of Russian society, according to experts, are the dependence of the Russian budget on oil and gas prices; Russia’s involvement in the long-term conflict in Ukraine; as well as in a new arms race. The relevance of the study is noted, it is indicated that the public danger of crimes committed in the field of public procurement is associated with special features of the subject who committed the crime, the concept of which is inextricably intertwined with the concept of an official. A retrospective analysis of the concept of «official». The attention is focused on the fact that the establishment of authorized persons in the Commission of corruption crimes in procurement should be based on the fact that the crimes of this category can be committed only by persons performing their functions exclusively in the performance of their powers related to the procurement. There are arguments in favor of the fact that the subjective side of crimes in the sphere of state, municipal procurement and procurement by certain types of legal entities is characterized by guilt in the form of intent in relation to the criminal act itself, a selfish motive or other personal interest, while the attitude to the consequences does not affect the qualification. It is indicated that when committing a corruption crime in the field of public procurement, the act is a violation of the rules regulated by special rules for procurement at any stage. Authors:Вячеслав Александрович Должиков Abstract: On the basis of modern methodological positions, the article highlights the unique historical experience of the formation of a large territorial community of “bricklayers” in the mountainous areas of the Russian Altai, the system-forming core of which was the peasants migrated from northern Russian regions who were Orthodox believers in their religion. The purpose of the study is to emphasize the importance of freedom as a basic ideological value, organically inherent in this ethno-confessional community and allowing them to successfully operate in adverse political conditions. Emphasizing the love of freedom of the founding fathers of Altai Russia, the author argues that it is this quality of human capital of the Russian Old Believers that allowed them not only to withstand the long-term opposition to the expansion of the serf regime, but it also allowed to develop their economies in a market-oriented, entrepreneurial manner. Special attention is paid to the economic success of this people’s colony, the principles of organization of local self-government, collectivist relationships, lifestyles, culture and morality of the peasant Old Believers of Altai Russia. In the final section of the article, the author dwells on the final results of this phenomenal experiment and formulates the conclusion that the resistance of the Altai pioneers to the discriminatory policy of the imperial regime was not fruitless. The will to freedom helped them to maintain their relative autonomy as an autonomous communal-volost territory, which subsequently existed in fact outside the jurisdiction of the mining and imperial department.
