  • Approaching Hong Kong during the Acceleration of Mainlandization in the
           COVID-19 Crisis

      Abstract: At present, there are much more clinical studies and sociological studies related to public health issues than humanities studies to conceptualise the sophisticated evolution or devolution of China during the pandemic. However, insufficient focuses have been laid on interrelated practices that the Chinese government executes while the public prioritized their personal health. Similar to the side-tracking strategy that President Donald Trump adopted to dissolve the internal dissent against him, Chinese leaders were also dedicated to launching new policies and manipulating political discourses to maintain stability and security, especially after a series of, what they consistently term, “riots” happening in Hong Kong since mid-2019. This article is concerned with how local contexts, as a methodological core, help to raise multiple enquiries into the currently accelerated mainlandization of Hong Kong. It proposes that various stakeholders (the Chinese government, the Hong Kong Special Administrative Region government, and the pro-establishment Hong Kong public) are, no matter consciously or unconsciously, taking advantage of the public health crisis to move forward the central government’s progressive implementation of overall jurisdiction in response to the year-long social unrests caused by the controversial extradition law amendment, and Regional Studies scholars who care about China might reflect on contextual complicities to generate prospective perspectives.

  • The Cost of Thai - Chinese Business Communication from the Perspective of
           Intercultural Management

      Abstract:          Throughout the current age of globalization, the cost of business communication between transnational companies and their staff attributable to cultural differences has continued to increase, leading to investment failure; this is an important and serious problem faced by multinational companies. This research is the first to study this using first-hand interview data, and it analyzes the impact of the three dimensions of cognition, attitude and behavior through the application of grounded theory on the cost of business communication from the perspective of cross-cultural management theory in order to understand the effect of interrelationships on business communication costs. The qualitative evidence is analyzed and used to test the four propositions of model. The conclusions are: 1) The intersection area of cognition and attitude has an effect on cost. Further, the sub-dimensions of direction and speed also have an effect on cost. 2) The effect of the three-in-one area of cognition, attitude, and behavior has relevance with respect to Chinese-Thai business communication costs. 3) The three-in-one cross-sectional area of cognition, attitude, and behavior has a degree of impact on the relevance of Chinese-Thai business communication costs. 4) The direction of the three-in-one area comprehensive factor has a strong correlation with the cost of communication or profit. The findings enrich the literature on the subject of cross-cultural management and business communication, and have certain practical and reference value for understanding the situation and operation of Chinese enterprises with respect to business communication with foreign staff.   • Cultural Identities in Multicultural Ethnic Societies in the Chiang Rai
           Special Border Economic Zone

      Abstract: This research collected data on the backgrounds and cultures of 10 ethnic groups living in Mae Sai District who are currently stakeholders in the Chiang Rai Special Economic Zone (CSEZ) to investigate their cultural identities and assimilation abilities under the multicultural ethnic societies openness policies of CSEZ. The key informants were representatives of the 10 ethnic groups, including elected and nonelected leaders, government and nongovernment representatives who were associated with these 10 ethnic groups. Data were collected by means of participatory and non-participatory observation, focus group discussions, and interviews. Findings revealed that most of the ethnic groups originated in China and Myanmar except for the Tai Yuan group who were indigenous people living in Northern Thailand. Culturally, all ethnic groups have their own spoken language while some have their own written languages such as Tai Yai and Tai Lue.  Importantly, all the ethnic groups have their own food culture and costumes both for daily life and for particular ritual ceremonies. However, the traditional houses of all groups are dramatically adjusted to disperse of modernization by globalization and disrupted technology. The same as traditional epistemological perceptions for health care which are less preference than modern medical procedures. Most of them believe in Buddhism, while some have changed to Christianity.  In terms of cultural tolerance, most of them received help from other ethnic group who previously lived in the communities. They show no noticeable religious discrimination and the atmosphere of tolerance for different cultures. This has resulted in harmony, cultural preservation, mutual respect, and good assimilation among the multicultural identity societies of the CSEZ.

  • Trans-Local Government Collaboration as an Approach for International
           Development Assistance: The Saemaul Globalization Project in Balincaguing
           Village, Philippines

      Abstract: The implementation of development programs in rural areas has continued to be one of the most problematic responsibilities for international assistance and development agencies around the world. Neoliberal development policies have failed to resolve the urgent problems of reducing inequality and eradicating poverty, while current trends in international development assistance are yet to obtain sustainable and beneficial results. Consequently, a non-traditional instrument for international development assistance has drawn attention for researchers and policymakers. This approach is characterized by the active involvement and collaboration of local governments from around the world, otherwise known as ‘decentralized development cooperation’, hereinafter, ‘trans-local government collaboration’. At the very core, this paper aims to examine this approach though the case study of the Saemaul Globalization Project (SGP) in Balincaguing village, collaboratively implemented between the provincial government of North Gyeongsang, South Korea, and the municipal government of San Felipe, Zambales, The Philippines. The SGP is a comprehensive rural development project that originates from South Korea’s Saemaul Undong (New Village Movement), promoting sense of ownership and self-reliance among the beneficiaries. In terms of the provision of livelihood opportunities, construction of infrastructures, capacity-building, and skills and technology transfer, the project is deemed as a success during its implementation from 2012 to 2016. Hence, this paper hypothesizes that the successful implementation and administration of SGP in Balincaguing village is a result of the effective trans-local collaboration between the local governments of North Gyeongsang and San Felipe. With the success of SGP in Balincaguing village, this paper suggests that an effective trans-local government collaboration is a supplemental approach for international development assistance and a determining factor in the successful implementation of development programs in rural areas.

  • Bali Process and the Externalization of Australia’s Refugee Policy
           towards ASEAN

      Abstract: This article examines the externalization of refugee controls by Australia to ASEAN states between 2001-2013, and how Australia’s role enhances refugee protection in ASEAN. Although Bali Process, co-chaired by Australia and Indonesia, is the forum for combatting trafficking in persons and transnational crimes, refugee that perceived as a threat to border security is included as irregular migration issue. This article demonstrates that the Bali Process is the mechanism for Australia to externalize its refugee control measures which aim at reducing the number of refugees, especially those arriving by boat into its territories. As the non-legally binding forum, the Bali Process encourages its member to have common understandings and share approachs on this issue. It also becomes the tool for Australia to initiate bilateral agreements on refugee issues with ASEAN member states such as Indonesia, which is one of the main transit countries to Australia. This study concludes that Australia’s role does not enhance refugee protection, but instead straighten the security perception on refugee issues among the ASEAN member.

      Abstract: งานวิจัยนี้มีวัตถุประสงค์เพื่อหาคำตอบเกี่ยวกับโครงสร้างขอบเขตและรูปทรงภูมิศาสตร์ของทวีปเอเชียที่เริ่มแปรเปลี่ยนไปตั้งแต่ต้นคริสต์ศตวรรษที่ 21 จนถึงปัจจุบัน ด้วยการใช้ระเบียบวิธีวิจัยเชิงคุณภาพผ่านการเก็บรวบรวมข้อมูลเชิงเอกสารโดยใช้แนวคิดภูมิศาสตร์ภูมิภาค (Regional Geography) มาเป็นกรอบวิเคราะห์หลัก ผลการวิจัยพบว่า การปรับรูปภูมิศาสตร์ใหม่เอเชียถูกขับเคลื่อนด้วยแนวคิดหรือโครงการริเริ่มใหม่ๆอย่างน้อย 3 ประการ ได้แก่ 1. “โซเมีย (Zomia)” ซึ่งมีอาณาเขตครอบคลุมบริเวณที่สูงและเทือกเขาในเอเชียจนส่งผลให้เกิดการมองพื้นที่ใหม่ที่ไล่เรียงไปตามแนวเทือกเขาฮินดูกูช-หิมาลัยและมวลเขาสูงเอเชียตะวันออกเฉียงใต้ พื้นที่ใหม่นี้ได้ตัดข้ามทะลุเขตแบ่งระหว่างเอเชียกลาง เอเชียตะวันออก เอเชียใต้และเอเชียตะวันออกเฉียงใต้จนทำให้ย่านมวลเขาสูงพื้นทวีปกลายเป็นอาณาบริเวณศึกษาใหม่ของเอเชีย

      Abstract: นับตั้งแต่ช่วงต้นทศวรรษ 2000 จนถึงปัจจุบันนั้นมีความเปลี่ยนแปลงมากมายเกิดขึ้นในภูมิภาคเอเชียตะวันออกซึ่งมีผลต่อนโยบายต่างประเทศของสาธารณรัฐเกาหลี ถึงแม้ว่าในภาพรวมแล้วนโยบายต่างประเทศของสาธารณรัฐเกาหลียังคงมีความต่อเนื่องมาจากช่วงทศวรรษ 1990 ซึ่งเป็นทศวรรษที่สงครามเย็นเพิ่งสิ้นสุดลง แต่ปัจจัยต่างๆ ทั้งในประเทศและระหว่างประเทศที่เปลี่ยนแปลงไปอย่างรวดเร็วในช่วงสองทศวรรษที่ผ่านมามีผลทำให้มีความเปลี่ยนแปลงหลายประการในการดำเนินนโยบายต่างประเทศของสาธารณรัฐเกาหลี บทความวิจัยนี้มีวัตถุประสงค์ในการศึกษาปัจจัยต่างๆ ทั้งปัจจัยทางภูมิศาสตร์ ปัจจัยทางประวัติศาสตร์  ปัจจัยทางการเมืองภายใน ปัจจัยทางเศรษฐกิจ ปัจจัยทางการทหาร ปัจจัยทางสังคมวัฒนธรรม และปัจจัยซึ่งเกี่ยวกับความก้าวหน้าทางวิชาการและเทคโนโลยีซึ่งมีผลต่อ
