  • From the East Towards South: Analysis of Education Provision of Korea’s
           New Southern Policy and Taiwan’s New Southbound Policy

      Abstract: New Southern Policy – South Korea (NSP – SK) through the leadership of Jae-in Moon hopes to contribute to harmonizing the relationship between Korea and the ASEAN community with a core focus on people, prosperity, and peace. Both South Korea and Taiwan have advanced different approaches towards the Southeast Asian region.
      The New Southbound Policy – Taiwan (NSP – T) under the leadership of Tsi Ing-wen aims to strengthen the relationship and cooperation between Taiwan and southern countries in the region. To be specific, it involves 18 countries to which the following areas for cooperation and exchange will be advanced: tourism, technology, agriculture, medicine, and education. Using the “document as text” approach, NSP – SK and NSP - T are both examined using education perspectives and discourses. Datasets for the study are readily available online and the English versions of both policies were used. The present study aims to describe the NSP – SK and NSP – T in terms of educational provision as an approach to regional cooperation. Common themes or aspects are identified, as education is considered a crucial element for both policies. In addition, both policies are compared and contrasted in terms of educational provisions. Central to the analysis are different education-related concepts to formally determine educational provisions as the analytic content point, with the following emergent themes: people and culture first; human capacity building through education; acculturation through education and sharing for the common good; and education through international collaboration.

  • High-Speed Rail Diplomacy as Connectivity for the Belt and Road Initiative
           and its Potential Implication for Thailand

      Abstract: The Chinese government believes that high-speed rail construction can benefit Belt and Road country transportation and regional economies. The creation of a high-speed rail system immediately benefits these national capabilities, and transportation planning contributes to economic development and helps close regional development gaps. Therefore, this article examines a case study of Chinese high-speed rail development history, current status, and impact on the regional economy. In addition, opportunities and risks of constructing a Sino-Thai high-speed rail are considered by analyzing the successful example of the Beijing-Shanghai high-speed rail, and management and policy recommendations are offered for high-speed rail construction and operation in Thailand.

  • A New Phase of Informal Diplomacy: The Image of Taiwan in ASEAN Countries

      Abstract: Today, China’s intransigent intent to reunify with Taiwan has been given a deadline, so tensions across the Taiwan Straits are at an unprecedented level. The Taiwanese government is fully aware of the critical nature of soft power, since its small area and population size limits its hard power. Aiming to strengthen the relationship with its neighbors, including Association of Southeast Asian Nations (ASEAN) nations, Taiwan faces a twofold problem: it lacks diplomatic relations with ASEAN member states and China, which exerts great regional influence, will stress this to follow its One China principle. One solution for Taiwan might be adjusting its informal diplomacy, including public diplomacy. To attract cooperation from ASEAN citizens, Taiwan promotes its image through official and unofficial networks. How the Taiwanese image is perceived among ASEAN nations is studied with a four dimensional (4D) model of the country image. The goal is to reflect the effectiveness of Taiwan’s new phase of informal diplomacy. Results are that Taiwan’s image is positive among nations already linked to it. However, Taiwan is not widely popular in the ASEAN community, insofar as many ASEAN citizens are unaware of its existence. Three factors potentially helping to promote the Taiwanese image and boost its popularity in ASEAN nations would be popular culture; the Taiwanese people, especially celebrities; and democratic virtues.

  • Nuclear Problems on the Korean Peninsula

      Abstract: Among problems causing tension in the Northeast Asian region is North Korea’s nuclear development programme. It is believed that North Korea began a nuclear development programme in the 1950s, and soon after the dissolution of the Soviet Union in 1991, it became a threat to world community peace and security. Since the early 1990s, tensions on the Korean peninsula caused by the nuclear development programme elevated into two crises. Efforts to resolve the crises through bilateral and multilateral negotiations failed to convince North Korea to denuclearize. Negotiations made North Korea feel insecure about national security in addition to maintaining the threat perception of North Korea. Therefore, despite negotiations, North Korea continued to advance its nuclear development programme and eventually declared itself to be a nuclear state in 2012.

  • Japanese Official Development Assistance as International Bribery for the
           Comfort Woman Issue in the Philippines

      Abstract: The objective of this paper is to analyze Japanese Official Development Assistance (ODA) as international bribery for comfort woman issues in the Philippines. Qualitative research was done with rational choice, using secondary data. To resolve the issue of comfort women in the Philippines is challenging, due to lack of government support in voicing victim demands for formal apologies and reparations. The Philippine government argues that the problem was resolved by the San Francisco Peace Agreement of 1951. Victim voices were also rejected by domestic institutions such as the Supreme Court and Regional Trial Courts. The Philippine government prefers to retain diplomatic ties with Japan and strategic foreign policy in line with national interests. However, Japan’s establishment of an Asian Women's Fund (AWF) is an attempt to approach the international community, including the Philippines, to show Japanese moral responsibility for imperialist damages. This paper concludes that generous aid and loan funds for Philippines national development through ODA motivated the government to preserve Japanese partnership and set aside concerns of former comfort women.

  • A Semi-systematic Review of Historical Motives for Chinese Student
           Enrollment in Western Tertiary Level Educational Institutions

      Abstract: Over the past decade, there has been an unprecedented increase in the number of tertiary-level students from China studying abroad, especially in Western countries. However, the history of Chinese students in the West dates back to the mid-1800s. The aim of this paper was to produce a semi-systematic review of relevant literature to understand how over time, historical events have influenced motives for Chinese student to study in the West. Results were that motives may be generally classified as the opportunity a) to acquire wealth and stature at home; b) to permanently relocate to the West; and c) for exposure to new perspectives, ideas, and experiences. Most motives resulted from historical events negatively affecting the Chinese economic, cultural, and educational systems. In addition, safety was another important factor since the Novel Coronavirus 2019 (COVID-19) pandemic, which popularized alternative destinations outside the West. Some researchers have argued that Chinese students were gradually turning to alternative destinations even before the pandemic. Suggested topics for future research include changes in perceived importance of university rankings, reasons for choosing alternative study destinations, and whether student expectations were met after enrolling in traditional Western or alternative tertiary study destinations.

  • The Role of Overseas Study in Systematizing School Education in
           Later-Developing Countries: Acceptance of Western Academic Study in Modern
           China

      Abstract: This paper examines trends in Chinese overseas study from the 1870s to the 1920s while analyzing the process of systematizing modern school education in China by considering the significance of overseas study. Texts and official historical documents on Chinese domestic trends and the status of Chinese students overseas were studied. The Qing dynasty attempted a self-strengthening movement (c. 1860–1890) by introducing advanced Western technology; however, a classics-focused traditional system of academia linked to the keju or civil-service examination system in Imperial China, was maintained. Therefore personnel to work with these technologies were
      inadequate. Starting in the 1870s, the Japanese government sent students to the West despite the expense at the turn of the century, so remaining in Japan for study became a main goal until the 1910s. The start of modern education in Japan to widespread acceptance coincided with dependence on overseas study. Until school education and modern academic study were domestically accessible in China, overseas study fulfilled that role.
