  • Matrimonial Property Agreement – Importance and Role in Current
           Society

      Abstract: In recent years, more and more frequent, problems arise in the face of citizens in defendingproperty rights, including in family relations. A civilized way of regulating the property relationshipsbetween spouses during or in the event of marriage is the matrimonial contract or the matrimonialproperty agreement, also known as a prenuptial contract. Although it is still viewed with scepticism,like many of the novelties that surprise today’s society, the matrimonial property agreement is a legalact whose effects are still perceived with restraint by the majority of couples in Romania. Oftenconsidered a conditioning of love when one partner proposes to the other such a Convention, thisinstitution makes a smooth, but safe way in the mentality of those who want to formalize theirrelationship, or even those they have been already united for many years of marriage. In order to beable to emphasize the importance of regulating this institution, a matrimonial property agreementapproach is needed, taking into account the legal principles governing it, its legal character and thespecific scope of the agreement.

  • Organizational Culture in Academic Institutions Hofstede’s Five
           Dimensions

      Abstract: Organizational culture is a case that has a big attention in the world of globalization economy. Nowadays we can hear different kind of debates and also we can find a lot of research papers that are related with organizational culture. In most of research papers we can find different definitions of the organizational culture but in context the concept of culture means the same: “Culture is how organizations do things” — Robbie Katanga. Most simple cultures involve three basic human activities: what people think, what people do and what people make. Organizational culture has to be oriented in highly positive virtues, attitudes, and behavior of employees and management that are part of individuals who work together to achieve organizational goals in effective and efficient way. These individuals share their attitudes, values, beliefs between organization, with costumers and furniture and with the whole factors that directly or indirectly are related with the organization work. Organizational culture is a big matter for all types of organizations because it has very important effect on the company’s success and the whole wellbeing. In this research paper is showed a picture of the organizational culture in academic institutions regarding to Hoffstede’s five dimensions for culture.

  • Navigation on the Danube River. International Historical-Legal Aspect

      Abstract: The history of navigation on the Danube river is part of the centuries of history of the countries and peoples who inhabited the banks of the Danube since ancient times. The origins of navigation on the Danube date back to the XVIII century, when after the collapse of the Ottoman Empire, the access to the Black sea was gained. According to the peace Treaty, signed in July, 1774, the right to trade on the Danube both on ships, and on the adjoining land was received. According to the Bucharest peace Treaty with Turkey (1812), the border between the countries began to pass along the Prut river. Changes in the regime of navigation on the Danube in the XVII-XVIII centuries, the development of bourgeois relations and the emergence of large cities on the Danube lands contributed to the revival of foreign trade on the river.

  • Agrobiological Basis of Alfalfa Growing for Forage and Seeds in the
           Southern Steppe of Ukraine

      Abstract: The article deals with the agrobiological bases of alfalfa growing for  forage and seeds in the Southern Steppe of Ukraine. The author proves, that without significant change in the organization of seed production of perennial grasses and the adoption of the basic requirements for their certification in the coming years there are all prerequisites for the final elimination of the domestic branch of seedlings of alfalfa, including primary and elite seed production. The further expansion of alfalfa crops in Ukraine is possible only by improving the system of varietal seed production, as well as the development and implementation into agriculture the energy-saving technologies of cultivating culture. The most favorable conditions for the cultivation of alfalfa for seeds in Ukraine are in the subzone of the Southern and Northern steppes. The main direction to increase the production of alfalfa seeds is the raise of seed productivity on the basis of development and introduction of energy saving technologies for growing domestic breeding varieties in the main regions that grow alfalfa. Other ways to achieve the goal are related to the improvement of the material and technical basis of seed production and the improvement of its organization at the state and regional levels.

  • Analysis of the Distribution of the Budget Related to the Large
           Infrastructure Operational Programme LIOP 2014-2020 on Priority Axes

      Abstract: The experience gained by Romania after joining the European Union during the 2007-2013 programming period should have led to a much more efficient absorption of the non-reimbursable funds during the period 2014-2020. For the 2014-2020 programming period, 30.84 billion euro were allocated to Romania. The absorption capacity of European funds, however, did not increase at the expected pace. Thus, in the first 4 years from the beginning of the programming period (2015-2018) the European Union made payments to Romania (pre-financing and intermediate payments) in the amount of 7.89 billion euro (26%)[1]. The pace of payments has increased slightly in 2016 compared to 2015, doubling in 2017, but staying close to the same level in 2018. If between 2019-2022 (n + 2) the same pace is kept, we expect an absorption of up to 20 billion euro, approximately 65% of the allocated amount. Our study on the absorption capacity focused on the program that continues the investments started through the SOP Environment 2007-2013 Program, respectively the Large Infrastructure Operational Programme LIOP 2014-2020.

  • Improving Road Infrastructure with the Support of European Funds. EUSDR -
           A Strategic Tool Used to Fund Projects in Galati County

      Abstract: The study analyzes the strategy used in Galati County for the improvement of the road infrastructure with the support of European funds. The European Union Strategy for the Danube Region (EUSDR) can finance various areas - infrastructure development, human resource development, environmental protection, etc. The road infrastructure rehabilitation and modernization projects amount to over 300 km of the county road. There are works to consolidate the road, rehabilitate all bridges and footbridge, arrange pedestrian spaces, widen the road, where necessary, and, of course, asphalting.

  • Danube Free Zones - between Desiderata and Achievements

      Abstract: The notion of free zone, appears frequently in commercial discussions, as being the place where you can develop a business, due to several facilities offered to both importers and exporters - facilities of a customs, fiscal and commercial nature. Many companies use the advantages of the free zone regime, as a good tool for fiscal optimization of costs. Under the conditions of globalization, it is becoming increasingly important to use tools that optimize the flow of goods. In this sense, free zones are the most suitable tools for optimizing both the flows of goods and the financial ones of companies. With so many advantages it presents a free area related to a waterway, such as the Danube River. Our study aims to analyze the opportunities and achievements of the free zones related to the Danube, in Romania; the addressability of this analysis is both to the business environment and to the academic one. The analysis methods are by excellence qualitative, thematic, comparative, applying the study, the expertise. Our study can be useful both to business people, as well as to researchers, students in the economic field; therefore, any suggestions for improvement will be welcome.

  • Socio-economic System Evaluation of Ukrainian Black Sea

      Abstract: The main idea of the paper is to offer a method of effectiveness analysis of regional socio-economic system management in Ukraine. This study develops evaluation criteria for the assessment of intraregional differentiation of Ukrainian Black Sea regions. The goal of the research is to reveal the algorithm of the regional socio-economic system evaluation in order to find out the direction of necessary managerial strategy for a region.  This was implemented via such methods as comparative analysis, interpretation of statistical indices of regional effectiveness, and structural analysis. The research results reveal that a chosen system of indicators forms a method to evaluate six levels (four zones) of effectiveness of regional socio-economic system management in Ukraine. Considering agriculture, food industry, pharmaceuticals, light industry, and tourism as the basic industries of the regions, the industrial structure of the regional socio-economic system of Ukrainian Black Sea regions in the context of its modernization according to the offered method was developed.

  • Hydro Energy Is Really a "Clean" Energy' Ecological Problems Generated
           by Hydropower Plants

      Abstract: Hydraulic energy is the ability of a physical system (running water, generally speaking river) to perform a mechanical work when flowing from a higher position to a lower position. Thanks to the water circuit in nature, maintained by the Sun's energy, hydraulic energy is a type of renewable energy. This form of energy is utilized through hydropower plants. Some of the hydroelectric plants are very large, such as the Roman-Serbian border Porţile de Fier I (Iron Gates I, in english) (the largest on the Danube) and the Portţile de Fier II (Iron Gates II). Other hydroelectric plants are medium but also very small, such as those installed on the small rivers in the Făgăraş Mountains, such as the rivers Capra, Buda, Topolog etc., some even in the Natura 2000 protected areas; more than 500 micro-hydropower plants after National Geographic. But there is a contradiction: the ecological quality of the rivers must increase, but we also need to increase the percentage of renewable energy. With their negative environmental impact, hydropower plants of any size, does not generate a so "green" energy just as it desires. Solving the discrepancy between the economically and ecologically interests, is the key to sustainable development in the Danube area.

  • The Necessity to Expand the Surface of Protected Areas in Romania

      Abstract: The protected natural areas are those areas where we find the most representative and valuable elements of the natural heritage (heritage). On the Globe there are a multitude of categories, of ranks of protected areas, from nature monuments, to National Parks and Biosphere Reservations, from areas under one hectare to hundreds of thousands of square kilometers. The EU has in the field of nature protection the European Ecological Network Natura 2000; this network consists of more than 26 000 protected sites covering aprox. 20% of the EU's land area. This is the largest, more complex network of environment protection in the world. It provides protection for endangered European species and habitats and, indirectly, contributes to the prosperity of the countries on whose territory it is implemented, through the ecological services provided. In Romania, at the level of 2018, the total protected areas represent about 23.65% of the total area; compared to other European countries, the area of these protected areas should be increased. But beyond the comparison with other countries, the need to increase the area of protected areas lies in the fact that, in the context of climate change on Earth, the only way in the future to safely address their effects is to protect the environment and to reduce as much as possible the anthropic “footprint”.

  • Romania, a Factor of Macro-Regional Cohesion in the Danube Region, from
           the Perspective of Combating Organized Crime and Serious Crimes

      Abstract: Any developed state entity is based on effective mechanisms to control and combat the organized crime. These mechanisms are grounded and developed in close connection with the state's ability to strategically cooperate with state-administrative bodies and entities in the macro-region of interest. In this paper we intend to describe Romania’s major role in the fight against organized crime and serious crimes in the Danube region, as part of the European Union Strategy for the Danube Region and laid down in Priority Area 11. The approach will be centred on the special importance of Romania, manifested through coherent mechanisms of cooperation and intervention in the Danube region to protect the security interests of the European Union. Considering that Romania is the Eastern border of the Union, but has also a South-Western border, a neighboring state candidate for accession in the European space, namely Serbia, it is necessary to apply a cohesive and macro-integration policy for the implementation of some measures to strengthen security from the perspective of the challenges and risks generated by organized criminal groups. The criminal risks generated by the former Soviet-influenced states are real and produce significant effects in terms of the economic and social security of the area and even more, they can also cause malfunctions in the political-administrative area of the state entity. As an initiative of Romania and Austria, the EU Strategy for the Danube Region is a very complex macro-regional intervention instrument that Romania can use to strengthen its position as a strategic partner of the European Union at the South-East border and, at the same time, an important pole in counteracting criminal actions directed towards the European area.

  • Romania, Development and European Integration in the Context of the
           Implementation of the European Union Strategy for the Danube Region

      Abstract: Romania, the initiating country of the European Union Strategy for the Danube Region, along with Austria, has the opportunity, at least for the Danube basin, to make substantial and much more productive progress in its regional development. Our approach is that this strategy represents a mechanism for transnational development and can generate a more than necessary stimulus in achieving the general objectives that Romania has proposed in the process of economic and social cohesion for the integration in the European Union. In the content of this approach, we will try to emphasize Romania's major role in stimulating the vitality and the force of a macro-program of development, a macro-program that Romania has the chance to capitalize in its favor, but also to demonstrate its capacity as a driving force in the Union’s South - East region. Considering that Romania exerts its presidency of the Strategy from 1st November 2018 to 30th October 2019, represents a very important asset for developing and canalizing this funding mechanism towards a very important national interest.

  • Plastics in the Circular Economy

      Abstract: The circular economy focuses on the issue of low use of materials. In a circular economy, the value of products and materials is preserved for as long as possible, waste and resource use are minimised, and resources do not leave the economic flow once they have reached the end of their lifecycle, but are reused and createvalue still.The European Union has concluded that the creation of a genuine market for recycled plastics may allow it to turn plastic waste into an economic resource. Thus, the European Union declares war on all single-useplastics.The new legal acts change the development model of the European Union countries and the urge to “buy, consume and throw away” is now replaced by “buy, reuse, repair, recycle”.

  • Marketing Substantiation of Measures on Innovative Development of the City

  • Internal Audit and Management of Operational and Financial Risks

      Abstract: Companies that have the obligation to audit the financial statements, as well as those who wish to do so on their own initiative, have the obligation to set up an internal audit service.       Internal auditors may have a considerable influence on the operational efficiency and effectiveness of the entity, as well as on treasury and profit flows.       Internal auditors carry out an important part of financial audit work, similar to those performed by independent external auditors. Many of the concepts and methods of financial audit also apply to internal audit audits.       Internal auditors devote their entire working time to a single economic entity. Consequently, their knowledge of the entity's operations and internal control mechanisms are far more profound than those obtained by external financial auditors. Internal audit includes the examination and assessment of the adequacy and effectiveness of the entity's internal control system, as well as the assessment of the quality of the tasks assigned to each employee.

  • Study regarding the perception on the personality traits in managerial
           decision making

      Abstract: The decision-making process is “entirely dependent on the people and is a central activity of the manager, all other activities being undertaken to ensure correct decisions or, if the decision has already been taken, to implement and monitor its effectiveness”. Thus, managers are constantly required to evaluate alternatives and make decisions regarding a broad approach. Our research was carried out between April 20-30, 2019. An online questionnaire was applied, on a sample consisting of 30 managers, contractors or employees with execution functions. The main research objectives are:  analyzing the main personality traits of a manager and identifying how these personality traits can influence managerial decision. To achieve the research objectives, we will analyze the perception of personality traits for a good manager, according to the following indicators: (1) dominance, (2) self-control, (3) psychological well-being, (4) capacity for status, (5) community, (6) social conformity, (7) empathy, (8) flexibility, (9) conceptual fluency, (10) positive impression, (11) self-confidence, (12) independence, (13) psychological intuition, (14) social presence, (15) achievement through independence, (16) achievement through conformity, (17) responsibility, (18) sensitivity, (19) sociability, (20) tolerance.
