  • Explaining differences in research utilization in evidence-based
           government ministries

      Abstract: Abstract Studies of evidence-based policy have found that research often fails to influence policy-making and identify a number of barriers to research utilization. Less is known about what public administrations do to overcome such barriers. The article draws on a content analysis of 1,159 documents and 13 qualitative interviews to compare how and why evidence standards affect research utilization in two Danish ministries with available evidence, policy analytical capacity, and broad political agreement on key policy goals. The article finds support for the proposition that more exclusive evidence standards in ministries will lead to higher levels of research utilization by showing that average levels of research utilization are higher in the Ministry of Employment than in the Ministry of Children and Education in the period 2016'2021. In active employment policy the adoption an evidence hierarchy and the accumulating evidence in a knowledge bank has interacted with stakeholder support and a continued coordination with the Ministry of Finance to provide economic incentives for policy-makers to adopt evidence-based policies thus stimulating research utilization. Evidence for public education policy, by contrast, has been more contested and the Ministry of Children of Education retains inclusive evidence standards in an attempt to integrate evidencebased and practical knowledge from stakeholders, which has led to lower average levels of utilization in the period.

  • Operationalizing Lasswell’s call for clarification of value goals: an
           equity-based approach to normative public policy analysis

      Abstract: Abstract In 1951, Harold Lasswell defined the ability to clarify value goals as integral to a policy analyst’s job. But graduate education in public policy analysis has paid insufficient attention to the skills needed to investigate and clarify value disputes. In turn, practicing policy analysts don’t have ready access to a set of methods for normative analysis that serves Lasswell’s vision of a contextualized, holistic, and interdisciplinary policy science. I start by describing calls for more emphasis on social equity in policy analysis and explore the complementary relationship of empirical, fact-based analysis and normative, value-driven analysis. I then propose seven competencies that policy analysts should be expected to master. They need to understand how normative issues arise in and adjacent to the classical model of policy analysis. They need to master a vocabulary for normative analysis and understand how humans make moral judgments, recognizing the distinction between moral rationalism and moral intuitionism. To engage in moral rationalism, practitioners need to be able to use the tools of analytic political philosophy. When it comes to moral intuitionism, they need to recognize the emotion-driven foundations of moral judgement and personal values. Finally, policy analysts also need to know where to find the values that are relevant to their analysis. Mastery of these competencies will allow analysts to better serve what Laswell describes as the intelligence needs of policymakers.

  • Enlightenment, politicisation or mere window dressing' Europeanisation and
           the use of evidence for policy making in Bulgaria

      Abstract: Abstract Evidence-based policy making (EBPM) has been a key pillar of the better regulation agenda of the European Union. However, the extent to which it has genuinely impacted domestic policy making practices has remained largely unexplored. This study sets out to address this gap by focusing on EBPM adoption in settings with historically weak culture of technocratic rationality. To this end, the article proposes a novel analytical framework combining the concept of Europeanisation with insights from the scholarship on knowledge and evidence utilisation. The framework is then applied to the “least likely” case of Bulgaria and its National Climate and Energy Plan for 2021–2030. The article draws on 26 semi-structured interviews to analyse the use of different types of evidence in the Plan’s formulation. The study finds that genuine adoption of EBPM practices remains relatively low with evidence serving predominantly a perfunctory role. In contrast, instrumental and conceptual uses of evidence remain rare. Still, the findings point at the possibility, albeit limited, for gradual Europeanisation and uptake of evidence-based practices even in highly unfavourable conditions. This can be facilitated by a prolonged exposure to evidence-based practices, targeted EU pressure, the establishment of forums facilitating evidence exchange and the presence of “evidence-friendly” individuals within the civil service.

  • Evidence for policy-makers: A matter of timing and certainty'

      Abstract: Abstract This article investigates how certainty and timing of evidence introduction impact the uptake of evidence by policy-makers in collective deliberations. Little is known about how experts or researchers should time the introduction of uncertain evidence for policy-makers. With a computational model based on the Hegselmann–Krause opinion dynamics model, we simulate how policy-makers update their opinions in light of new evidence. We illustrate the use of our model with two examples in which timing and certainty matter for policy-making: intelligence analysts scouting potential terrorist activity and food safety inspections of chicken meat. Our computations indicate that evidence should come early to convince policy-makers, regardless of how certain it is. Even if the evidence is quite certain, it will not convince all policy-makers. Next to its substantive contribution, the article also showcases the methodological innovation that agent-based models can bring for a better understanding of the science–policy nexus. The model can be endlessly adapted to generate hypotheses and simulate interactions that cannot be empirically tested.

  • Low-fidelity policy design, within-design feedback, and the Universal
           Credit case

      Abstract: Abstract Policy design approaches currently pay insufficient attention to feedback that occurs during the design process. Addressing this endogenous policy design feedback gap is pressing as policymakers can adopt ‘low-fidelity’ design approaches featuring compressed and iterative feedback-rich design cycles. We argue that within-design feedback can be oriented to the components of policy designs (instruments and objectives) and serve to reinforce or undermine them during the design process. We develop four types of low-fidelity design contingent upon the quality of feedback available to designers and their ability to integrate it into policy design processes: confident iteration and stress testing, advocacy and hacking, tinkering and shots in the dark, or coping. We illustrate the utility of the approach and variation in the types, use, and impacts of within-design feedback and low-fidelity policy design through an examination of the UK’s Universal Credit policy.

  • Beyond evidence-based policymaking' Exploring knowledge formation and
           source effects in US migration policymaking

      Abstract: Abstract Several scholars have observed persistent gaps between policy responses to complex, ambiguous and politicized problems (such as migration, climate change and the recent Covid-19 pandemic) and evidence or ‘facts’. While most existing explanations for this ‘evidence-policy gap’ in the migration policy field focus on knowledge availability and knowledge use by policymakers, this article shifts the focus to processes of knowledge formation, exploring the questions of what counts as ‘evidence’ for migration policymakers and what are the sources of information that shape their understandings of migration policy issues. It does so, by developing a network-centred approach and focusing on elite US policy-makers in the field of irregular and asylum-seeking migration. This ‘heuristic case’ is used to challenge existing explanations of the ‘evidence-policy gap’ and to generate new explanations to be tested in future research. Our findings—based on qualitative and quantitative data collected in 2015–2018 through 57 elite interviews analysed applying social network analysis and qualitative content analysis—challenge scholarly claims about policymakers’ lack of access to evidence about migration. We also challenge claims that migration-related decision-making processes are irrational or merely driven by political interests, showing that policymakers rationally collect information, select sources and attribute different relevance to ‘evidence’ acquired. We instead highlight that knowledge acquisition processes by elite policymakers are decisively shaped by dynamics of trust and perceptions of political and organizational like-mindedness among actors, and that political and ideological factors determine what qualifies as 'evidence' in the first place.

  • Media actors as policy entrepreneurs: a case study of “No Jab, No
           Play” and “No Jab, No Pay” mandatory vaccination policies in
           Australia

      Abstract: Abstract The media’s central role in the policy process has long been recognised, with policy scholars noting the potential for news media to influence policy change. However, scholars have paid most attention to the news media as a conduit for the agendas, frames, and preferences of other policy actors. Recently, scholars have more closely examined media actors directly contributing to policy change. This paper presents a case study to argue that specific members of the media may display the additional skills and behaviours that characterise policy entrepreneurship. Our case study focuses on mandatory childhood vaccination in Australia, following the entrepreneurial actions of a deputy newspaper editor and her affiliated outlets. Mandatory childhood vaccination policies have grown in strength and number in recent years across the industrialised world in response to parents refusing to vaccinate their children. Australia’s federal and state governments have been at the forefront of meeting vaccine refusal with harsh consequences; our case study demonstrates how media actors conceived and advanced these policies. The experiences, skills, attributes, and strategies of Sunday Telegraph Deputy Editor Claire Harvey facilitated her policy entrepreneurship, utilising many classic hallmarks from the literature and additional opportunities offered by her media role. Harvey also subverted the classic pathway of entrepreneurship, mobilising the public ahead of policymakers to force the latter’s hand.

  • Designing policies that could work: understanding the interaction between
           policy design spaces and organizational responses in public sector

      Abstract: Abstract The goal of this paper is to contribute toward bridging the gap between policy design and implementation by focusing on domains, such as education, healthcare and community services, where policy implementation is largely left to the autonomous decision of public service providers, which are strategic actors themselves. More specifically, we suggest that two characteristics of policy design spaces in which policies are designed, i.e., the level of ideational coherence and the prevailing function of the adopted policy instruments, generate systematic patterns of responses in terms of the extent of compliance with policy goals, the presence of strategic gaming and possible defiance. We illustrate our model through a contrastive case study of the introduction of performance-based funding in the higher education sector in four European countries (France, Italy, Norway, and the United Kingdom). Our analysis displays that policy designs chosen by governments to steer public systems have different trade-offs in terms of responses of the public organizations involved that are essential to effectively implement governmental policies. The model we are proposing provides therefore a framework to understand how these interactions unfold in specific contexts, what are their effects on the achievement of policy goals and how policymakers could exploit their degrees of freedom in policy design to reduce unwanted effects.

  • Mobilising international embeddedness to resist radical policy change and
           dismantling: the case of Brazil under Jair Bolsonaro (2019–2022)

      Abstract: Abstract Unpacking the ‘crisis of democracy’ and what is means and does to policy processes is a new and ever-growing agenda. This paper uses the case of Brazil to examine bureaucratic responses, and attempted resistance, to democratic backsliding and policy dismantling in times of autocratisation, notably under Jair Bolsonaro (2019–2022). It does so by focusing on a less explored transnational lenses. It argues that the growing international embeddedness of Brazilian policies, including through policy transfer and technical cooperation initiatives mostly with other developing countries, has provided domestic sectoral bureaucracies and policy communities with additional strategic discursive and argumentative resources to mobilise, respond and try to resist policy dismantling at home.

  • Advancing the multiple streams framework for decision-making: the case of
           integrating ethics into the Norwegian oil fund strategy

      Abstract: Abstract This article applies a modified Multiple Streams Framework (MSF) to an in-depth case study of the contentious issue of integrating ethics into the Norwegian oil fund strategy. By exploring how ethical investment guidelines evolved from a discredited and allegedly unrealistic idea into policy consensus and, ultimately, a global exemplar, the study contributes to the literature in two ways. First, it contributes to the ongoing theoretical refinement of the MSF perspective by illustrating how the framework proves valuable in examining both agenda-setting and decision-making processes. Specifically, it confirms the relevance of a two-phase model for a more rigorous analysis of the decision-making process. Second, while prior literature defines the output of agenda-setting as a ready proposal, it is demonstrated that this outcome may not necessarily signify a fully developed policy proposal. To account for a broader range of scenarios, this article suggests redefining the output of the agenda-setting process as a policy commitment, rather than a worked-out proposal ready for negotiations in the political stream. Acknowledging the uncertainty and ambiguity in the decision-making process highlights the significance of developments in the problem and policy streams that past literature has not given due attention. Consequently, the article proposes a revised two-phase model to enhance the conceptualisation of decision-making within the MSF.

  • Following neighbors or regional leaders' Unpacking the effect of
           geographic proximity in local climate policy diffusion

      Abstract: Abstract This study examines spatially dynamic diffusion processes of local policy adoption among municipal governments. Using city-level climate action plans (CAPs) adopted in the Southern California region during 2000-2018 as a study frame, our analysis unpacks spatial variations in the effects of geographic neighbors and regional leaders on local policy diffusion processes. We first argue that both factors will spur CAP diffusion among city governments. We then develop a novel hypothesis of a spatial moderating effect between these two influences. Specifically, we theorize that adjacent neighboring diffusion effects will be less prominent in the areas with nearby regional innovators, while neighboring effects will be more prominent in the absence of regional policy leadership. To examine this, we first use traditional event history and logistic regression analyses. We then investigate inter-city diffusion dynamics in greater detail with a novel geographically weighted regression (GWR) method that unravels regional variations in local diffusion effects. Our aggregate analysis finds that both geographic neighbors and regional leaders drive the diffusion of local CAP adoptions. The novel application of GWR further shows marked spatial variations within the region, suggesting that neighboring proximity-driven diffusion effects are muted by the influence of regional leaders. By spatially unpacking the effect of geographic proximity and regional leadership in policy diffusion, this study enhances our understanding of dynamic and varied diffusion processes.

  • Climbing the 'ladder of intrusiveness': the Italian government's strategy
           to push the Covid-19 vaccination coverage further

      Abstract: Abstract In all Western countries, the vaccination campaign against COVID-19 encountered some resistance. To overcome vaccine inertia and hesitancy, governments have used a variety of strategies and policy instruments. These instruments can be placed on a 'ladder of intrusiveness', starting from voluntary tools based on simple information and persuasion, through material incentives and disincentives of varying nature and magnitude, to highly coercive tools, such as lockdown for the unvaccinated and the introduction of the vaccination mandate. Italy's experience during the vaccination campaign against Covid provides an ideal observational point for starting to investigate this issue: not only was Italy among the top countries with the highest percentage of people vaccinated at the beginning of 2022, but—at least compared to other European countries—it was also one of the countries that had gradually introduced the most intrusive measures to increase vaccination compliance. In the article the different steps of the ‘intrusiveness ladder’ are presented, providing examples from various countries, and then tested on the Italian Covid-19 vaccination campaign between 2021 and the first months of 2022. For each phase of the campaign, the instrument mixes adopted by the Italian government are described, as well as the contextual conditions that led to their adoption. In the final section, an assessment of the composition and evolution of the Italian vaccination strategy is provided, based on the following criteria: legitimacy, feasibility, effectiveness, internal consistency and strategic coherence. Conclusions highlight the pragmatic approach adopted by the Italian government and underline the effects—both positive and negative—of scaling up the intrusiveness ladder.

  • Implementing policy integration: policy regimes for care policy in Chile
           and Uruguay

      Abstract: Abstract How are integrated policies implemented' In this paper we analyze two policies in Latin America aimed at securing integral care to children to show how the process of integration takes place over time. We study the process through which an ‘idea’ framed both the problem definition and the design features of the integrated policy over time; how the institutional arrangement continuously shaped the operation of the information flows, budget allocation and the relations among the organizations involved, and the role interests of different coalitions had on launching the strategy and, later, in keeping it integrated. We explain the design of care policies in Chile and Uruguay as integrated strategies, as they aligned several instruments from different sectors (health, education, and social development) to target children according to their specific, evolving needs. Based on official records, recent research and first-hand accounts of specialists and public officials, we conduct a comparative analysis of their implementation processes. We argue that their contrasting trajectories are not explained by differences in the policies’ design, but by variations in their policy regimes: how institutional arrangements, ideas and interests interacted with the policy to keep it integrated during the implementation. By doing so, we offer a more nuanced understanding of the forces that integrate or disintegrate a policy during their implementation. We employ a comparative case study approach for analyzing two integrated care policies for children in Chile and Uruguay, both testing existing theoretical conjectures about policy regimes and developing new ones about their role in implementing integrated policies and their adaptation over time.

  • How foes become allies: the shifting role of business in climate politics

      Abstract: Abstract Firms often oppose costly public policy reforms—but under what conditions may they come to support such reforms' Previous scholarship has taken a predominantly static approach to the analysis of business positions. Here, we advance a dynamic theory of change in business policy positions that explains how business may shift from opposing to supporting new regulation over the course of multiple rounds of policymaking. We identify three sets of drivers and causal mechanisms behind business repositioning related to political, policy, and market change. We argue that political mechanisms can shift opposition to “strategic support” for reform, whereas policy and market mechanisms may shift opposition or strategic support toward “sincere support.” We examine the reconfiguration of business interests and policy positions in the context of three decades of US climate politics, focusing on the oil and gas, electricity, and auto sectors. Our dynamic theory of business positions moves beyond the dualism that views business as either opposing or supporting public interest regulation. We thus advance our understanding of why initial business opposition can incrementally turn into strategic or sincere support for policy reform.

  • Finding, distinguishing, and understanding overlooked policy entrepreneurs

      Abstract: Abstract Scholars have spent decades arguing that policy entrepreneurs, change agents who work individually and in groups to influence the policy process, can be crucial in introducing policy innovation and spurring policy change. How to identify policy entrepreneurs empirically has received less attention. This oversight is consequential because scholars trying to understand when policy entrepreneurs emerge, and why, and what makes them more or less successful, need to be able to identify these change agents reliably and accurately. This paper explores the ways policy entrepreneurs are currently identified and highlights issues with current approaches. We introduce a new technique for eliciting and distinguishing policy entrepreneurs, coupling automated and manual analysis of local news media and a survey of policy entrepreneur candidates. We apply this technique to the empirical case of unconventional oil and gas drilling in Pennsylvania and derive some tentative results concerning factors which increase entrepreneurial efficacy.

  • Female members of parliament, right-wing parties, and the inclusiveness of
           immigration policy: evidence from 26 European countries

      Abstract: Abstract While prior studies have examined various factors that affect immigration policymaking across Europe, little attention has been paid to the impact of the gender structure within parliament. It has been found that female parliamentarians are more concerned with the interests of women, children, and other marginalized groups than their male colleagues. Consequently, they are more likely to prioritize the rights of immigrants who represent an important social minority in European settings. Leveraging a panel data set spanning 26 European states from 2007 to 2019, the paper shows that an increase in the share of women parliamentarians is indeed associated with the liberalization of immigration policy. The results remain significant when employing historical female enrollment as an instrumental variable. Notably, the growth of the right-wing parties (including mainstream and radical right parties) in parliament would undercut the positive impact of female parliamentarians. The paper sheds some light on European immigration policymaking and female political representation.

  • When active representation is not enough: ethnic minority street-level
           workers in a divided society and policy entrepreneurship

      Abstract: Abstract Can street-level workers from an ethnic minority in a divided society act as policy entrepreneurs and affect policy design' How their shared values with the homogeneous local government play a role in enabling policy entrepreneurship' Active representation refers to bureaucrats promoting the interests of the clients with whom they share the same characteristics or background. The assumption is that the behaviour of the bureaucrats—rather than their background, per se—affects citizens’ responses. However, in such cases, although they are active, street-level workers are fighting to change outcomes within institutions established by others. With regard to Arab social workers in Israel, we provide a new perspective on how ethnic minority street-level workers in a divided society may go beyond active representation in an attempt to directly influence policy design as entrepreneurs. We also identify the conditions that drive policy entrepreneurship and the strategies used to accomplish these goals.

  • Polycentric disaster governance in a federalising Nepal: interplay between
           people, bureaucracy and political leadership

      Abstract: Abstract In evolving democracies, top-down approaches to response and recovery in disaster governance remain predominant. Taking the case of Nepal, this research explains how Nepal’s disaster governance has been accentuating different degrees of monocentric and polycentric configurations post-2015. Polycentricity is defined as a governance configuration where a combination of small, medium, and large-scale autonomous units coexists that are interdependent in making rules, developing policies, and implementing them within a specified scale of governance. Based on confidential interviews (n = 23) and policy documents (n = 48) analysis, the study shows how disaster governance has been taking shape in Nepal, after the 2015 earthquake and with the ongoing federalisation process. This research found that in Nepal, there is a polycentric configuration at and across the national and provincial levels, whilst higher degrees of monocentric characteristics are still prominent at the municipal level. Further, our findings suggest subtle conflicts (or conflicts of interest) between the newly elected municipal representatives and the existing bureaucracy. Such tensions have arisen due to the drive and enthusiasm of the political leaders to bring transformative changes at the municipal level in quick succession. The article concludes that polycentric governance configurations in Nepal are rather becoming complex—complementing and inciting competition between various actors.

  • Local implementation of U.S. federal immigration programs: context,
           control, and the problems of intergovernmental implementation

      Abstract: Abstract Scholars contend that presidents exert some influence over the implementation of national policy. Yet, prior research has overlooked the importance of local context, specifically socio-political conditions, and how it can shape an agency’s response to executive-level guidance. We examine the effect of local context on county-level immigration removals by ICE agents from 2013 through 2018. We predict local removals starting with the Secure Communities program, continuing under Obama’s two-year Priority Enforcement Program (PEP), and up through Trump’s zero-tolerance policies. Obama-era executive guidance, which advised agents to target only dangerous criminal immigrants, did lead to a significant national decline in total removals. However, conservative localities continued to remove large numbers, even during PEP. Notably, the difference between conservative and liberal communities was largest for non-criminal immigrant removals. Despite Obama’s guidance to focus on dangerous immigrants, ICE agents continued to remove undocumented immigrants without criminal records from conservative U.S. counties. Our analysis indicates street-level agents are most responsive to chief-executive direction in the absence of local-level opposition to top-down demands.
