  • CHANGES IN INSTITUTIONAL MANAGEMENT IN UNIVERSITIES SINCE THE
           IMPLEMENTATION OF A QUALITY ASSURANCE NATIONAL SYSTEM: THE CHILEAN
           EXPERIENCE

    • Abstract: La paulatina instalación del Sistema Nacional de Aseguramiento de Calidad en la Educación Superior y, principalmente, los procesos de acreditación institucional, han producido impactos en la gestión de las instituciones de nuestro país. Estos cambios se observan especialmente en la gestión del aseguramiento de la calidad, en términos de creación o adaptación de estructuras orgánicas, de mecanismos, uso y análisis de insumos de información, buenas prácticas y, en general, un mayor grado de familiaridad de los actores involucrados. Esta investigación tiene por objeto identificar dichos impactos, precisando los cambios y las buenas prácticas, con la finalidad de contribuir con dicho conocimiento al mejoramiento de la gestión de las instituciones de educación terciaria.The gradual implementation of a National System of Quality Assurance in Higher Education and, overall, the institutional accreditation processes, have produced some impacts in institutional management in our country. These changes are especially evident in quality assurance management in terms of creation and adaptation of organic structures, mechanisms, use and analysis of information inputs, good practices and, in general, a better participation of relevant actors. This research is aimed to identify such impacts, detailing changes and good practices, in order to try to improve the management of tertiary education institutions.
       
  • ACCREDITATION PROCESSES IN PEDAGOGIES: STUDY ABOUT THE AGENCIES'
           PERFORMANCE

    • Abstract: Esta investigación estudió los procedimientos de la acreditación de pedagogías por parte de las agencias. El análisis describió los procedimientos concretos de los procesos de evaluación de programas de las agencias para observar si son confiables o si dependen del criterio de la agencia. Los resultados muestran que si bien las agencias cumplen la normativa vigente, los aspectos que están normados y que cuentan con descripciones precisas del modo de proceder son muy pocos con relación a la enorme cantidad de procedimientos y decisiones que deben llevar a cabo estos organismos y que, por tanto, su quehacer tiene mucho de discrecional.This paper reports results from a research on procedures for accreditation of ITT programs that Accreditation agencies follow in Chile. It analyzes whether the specific procedures for program evaluation are reliable or whether they depend on the judgment of the agency. Results show that despite agencies comply with current regulations, aspects that are regulated and have accurate descriptions about how to proceed are very few in relation to the huge number of procedures and decisions to be made by agencies, and so their work is much discretionary.
       
  • DIFFERENCES IN LEARNING OUTCOMES BETWEEN TECHNICAL-PROFESSIONAL EDUCATION
           AND SCIENTIFIC-HUMANISTIC EDUCATION IN CHILE

    • Abstract: Este estudio compara las diferencias en el rendimiento académico entre estudiantes de enseñanza media técnico-profesional y humanista-científica en Chile, usando propensity score matching y análisis de sensibilidad. Las estimaciones indican que los estudiantes de educación técnico-profesional obtienen en promedio 0,28 desviaciones estándar por debajo de estudiantes similares en educación humanista-científica. Adicionalmente, la evidencia muestra efectos diferenciados según nivel de logro inicial. Estos efectos alcanzan hasta 0,59 desviaciones estándar para alumnos con mayores habilidades académicas. Estos estudiantes podrían limitar seriamente sus oportunidades de acceso a educación superior al preferir educación técnico-profesional. El análisis de sensibilidad sugiere que la mayoría de estas diferencias son suficientemente grandes como para ser significativas incluso ante la posible presencia de variables importantes omitidas.This study analyzes differences in academic achievement among students enrolled in vocational education compared to students in academic education at the secondary level in Chile. Using OLS, propensity score matching and sensitivity analysis we examine test score differences between 10th and 12th grades in math and language. The study provides evidence that vocational education students perform, on average, 0.28 standard deviations below similar students in academic education. There is additional evidence of differentiated effects depending on the initial achievement levels. These effects rangefrom 0.08 to 0.49 standard deviationsfor lower and higher achievers respectively. Finally, the sensitivity analysis suggests that most of these differences are important enough to be significant even in the presence of potentially strong omitted variables.
       
  • SOCIALLY-RESPONSIBLE VALUES AND ATTITUDES IN CHILEAN UNIVERSITY STUDENTS

    • Abstract: Como aporte a la comprensión del comportamiento socialmente responsable en estudiantes universitarios, el estudio pretende identificar sus valores y actitudes hacia la responsabilidad social; determinar diferencias según sexo, promoción y área de pertenencia de la carrera e identificar la relación entre valores, actitudes hacia esta y el comportamiento socialmente responsable. Se encuestó a 2.876 estudiantes de seis universidades chilenas con CAVSR y CACSR (Proyecto MECESUP UCO0303, 2004-2008). Los resultados muestran una relación positiva muy significativa entre valores, actitudes y comportamiento socialmente responsable; compromiso con valores y actitudes vinculados a las vivencias próximas a los universitarios y menor compromiso con aquellos vinculados al bienestar social, la ciudadanía, democracia y participación. Se observan, además, diferencias significativas según sexo, promoción y área de pertenencia de la carrera. Como conclusión, se observa la necesidad de impulsar prácticas educativas que activen valores menos preponderantes y promuevan actitudes positivas hacia ellos a fin de lograr un ejercicio pleno de la responsabilidad social.As a contribution to comprehension of the socially responsible behaviour in college students, this study tries to identify their values and attitudes towards social responsibility; to determine differences according to gender, promotion and career areas and to identify the relationship among values, attitudes towards social responsibility and a socially responsible behaviour. It surveyed 2.876 students from six Chilean universities by CAVSR and CACSR (Project MECESUP UCO0303, 2004-2008). Results show a very positive and significant relation among values, attitudes and socially responsible behaviour, commitment with values and attitudes that are closer to college student experiences and less commitment with those linked to social wellbeing, citizenship, democracy and participation. There are significant differences according to gender, promotion and career areas. As a conclusion, there is a need to stimulate educational practices that activate less preponderant values and promote positive attitudes towards them in order to achieve a social responsibility full exercise.
       
  • EXPLORATORY STUDY ABOUT INFORMAL AND NON-FORMAL LEARNING IN STUDENTS AND
           UNIVERSITY GRADUATES

    • Abstract: Existe consenso en que el aprendizaje no formal e informal debe ser reconocido por su impacto en los conocimientos y habilidades adquiridas. Este estudio pretende aportar al conocimiento del aprendizaje no formal e informal universitario, para ello se utilizó una metodología mixta, se analizaron factores que lo impulsan, y su uso y contribución al logro de resultados de aprendizaje en una universidad de nuestro país. A partir de los hallazgos del estudio, se elaboran una serie de sugerencias tentativas para la gestión universitaria para relevar el aprendizaje no formal e informal universitario.There seems to be consensus regarding the need of recognition of non-formal and informal learning, given its impact in the acquisition of knowledge and skills. The present study is aimed to provide an analysis of university students' non-formal and informal learning. By using a mixed-method approach, it analyzed factors behind non-formal and informal learning as well as the use and contribution of this learning to achieve specific learning outcomes at a Chilean university. It provides suggestionsfor improving the university's capacity to enhance non-formal and informal learning.
       
  • PUBLIC POLICIES ON EVALUATION AND ACCREDITATION OF CAREERS IN ARGENTINA

    • Abstract: El trabajo hace referencia a los procesos que se desarrollaron en la universidad en Argentina, en las últimas décadas, con la aplicación de las nuevas políticas públicas impulsadas desde el Estado con el objetivo de mejorar la calidad de los programas y las instituciones. Indaga sobre la reforma producida en los años 80 y 90, en la instalación de las prácticas de evaluación y acreditación de las carreras de grado y en su impacto luego de 15 años de implementación de las mismas. Se considera necesaria la rediscusión de las políticas universitarias para una comprensión más profunda de las características y estilos organizacionales de la universidad argentina.The work makes reference to processes conducted by Argentine universities during the last decades through the implementation of the new public policies encouraged by the Government with the purpose of improving quality of programs and institutions. The work also addresses reforms introduced during the eigfities and nineties in the evaluation and accreditation processes for the undergraduate programs, and their impact fifteen years after their implementation. To understand more deeply the features and organizational types of Argentine universities,further analysis of the university policies is required.
       
  • PROFILE OF ARTS BACHELOR'S DEGREE IN THE CHILEAN UNIVERSITY SYSTEM

    • Abstract: Este trabajo expone los principales rasgos que caracterizan hoy a los trece programas de licenciatura en arte del sistema universitario chileno, mediante el análisis de la información entregada por informantes directos, Servicio de Información de Educación Superior, SIES, y sitios web institucionales. A partir de ello, es posible diseñar un perfil de los programas, cuyos rasgos principales son la poca diferenciación de estructura curricular existente entre ellos; las grandes diferencias en el valor de las matrículas; el alto número de estudiantes mujeres; el reducido número de académicos doctores, y las acciones de reforzamiento para facilitar el proceso de graduación. El análisis de los datos constituye un insumo para el diseño de políticas en la enseñanza del arte en las universidades chilenas.This work shows the main features that shape the 13 undergraduate art programs in the new Chilean university system by analyzing information provided by direct informants, SIES and official Web pages. From this, it is possible to display a profile for these programs, whose main features are a little differentiation in terms of curricular structure, differences in tuition fees rates, a high number of women as students, a reduced number offaculty members with a PhD., and actions towards facilitating the graduation process. Analysis of data constitutes a basis for designing policies for teaching arts in Chilean universities.
       
  • ELIGE EDUCAR (CHOOSE TEACHING), A MEETING POINT FOR ACTORS TO IMPROVE THE
           QUALITY OF EDUCATION IN CHILE

    • Abstract: El siguiente documento sistematiza el trabajo de la iniciativa "Elige Educar", que constituye un intento por revertir los bajos niveles de valoración social de los profesionales de la educación en Chile. Para esto, enuncia datos del contexto que permiten entender su justificación y explica, en términos generales, su acción. Asimismo, revisa con especial énfasis el trabajo que Elige Educar ha desarrollado con una serie de universidades, tanto en la atracción de estudiantes talentosos por medio de becas, como por la campana de comunicaciones que desarrolla el programa. Finalmente da cuenta de los primeros avances y concluye dando a conocer los desafíos de la iniciativa en términos de su trabajo con las facultades de educación.This document systematizes the work of the public private initiative "Elige Educar" (Choose teaching), which constitutes an innovative social entrepreneurship aimed to reverse the low levels of social valuation of teachers in Chile. To that end, it sets a context for understanding the rationale and explains its action in general terms. Likewise, it specially reviews the work Elige Educar has developed with a number of Universities, both in attracting talented students through scholarships and through communications campaigns developed by the initiative. Finally, it presents challenges in terms of work in schools of education of different Universities.

           CHILEAN CATHOLIC UNIVERSITY'S CENTER FOR SUPPORTING ACADEMIC PERFORMANCE
           AND VOCATIONAL EXPLORATION

    • Abstract: El presente artículo se centra en describir la experiencia del Centro de Apoyo al Rendimiento Académico y de Exploración Vocacional de la Pontificia Universidad Católica de Chile. Específicamente describe la evolución de sus servicios desde su etapa de diseno y cómo, luego de ocho años de funcionamiento, estos se han desarrollado y diversificado para responder a las necesidades académicas de los alumnos de esta universidad. El recorrido realizado por el centro pretende dar cuenta de la relevancia de abordar las temáticas asociadas al rendimiento académico y el estudio como un área que requiere un equipo especializado de profesionales.This article describes experiences from the Centre for Supporting Academic Performance and Vocational Exploration of the Pontifical Catholic University of Chile. In particular, it describes the evolution of its services and how these services have developed and diversified, after eight years operating, according to academic needs of students in this University. The experience of the Centre shows the importance of addressing issues associated with academic performance and study as areas that require specialized professionals.
