      Abstract: AbstractPartners increasingly resemble each other in terms of earnings across Western countries. These increases in earnings similarity are often considered to be drivers behind growing income inequality between households. We argue that increases in earnings similarity do not necessarily lead to augmented inequality between households. Their overall effect depends on whether and how the processes that increase earnings similarity affect inequality through other pathways. Using data from the Luxembourg Income Study on 21 countries, we decompose changes over time in earnings inequality. We show that even though the correlation in earnings between partners increased in most countries, this only amplified inequality on some occasions. In several countries, increases in the earnings correlation are driven by general changes in employment rates. Given that these increases in employment equalized earnings across households through other pathways, the inherently connected increases in the earnings correlation are of less concern from an inequality perspective. In other countries, where increases in earnings similarity are produced by augmented similarity in earnings among dual-breadwinner couples or by selective changes in employment, increases in earnings similarity are of more concern for inequality between households.

  • Intragenerational Social Mobility and Well-being in Great Britain: A
           Biomarker Approach

      Abstract: AbstractSocial theory has long predicted that social mobility, in particular downward social mobility, is detrimental to the well-being of individuals. Dissociative and “falling from grace” theories suggest that mobility is stressful due to the weakening of social ties, feelings of alienation, and loss of status. In light of these theories, it is a puzzle that the majority of quantitative studies in this area have shown null results. Our approach to resolve the puzzle is two-fold. First, we argue for a broader conception of the mobility process than is often used and thus focus on intragenerational occupational class mobility rather than restricting ourselves to the more commonly studied intergenerational mobility. Second, we argue that self-reported measures may be biased by habituation (or “entrenched deprivation”). Using nurse-collected health and biomarker data from the UK Household Longitudinal Study (2010–2012, N = 4,123), we derive a measure of allostatic load as an objective gauge of physiological “wear and tear” and compare patterns of mobility effects with self-reports of health using diagonal reference models. Our findings indicate a strong class gradient in both allostatic load and self-rated health, and that both first and current job matter for current well-being outcomes. However, in terms of the effects of mobility itself, we find that intragenerational social mobility is consequential for allostatic load, but not for self-rated health. Downward mobility is detrimental and upward mobility beneficial for well-being as assessed by allostatic load. Thus, these findings do not support the idea of generalized stress from dissociation, but they do support the “falling from grace” hypothesis of negative downward mobility effects. Our findings have a further implication, namely that the differences in mobility effects between the objective and subjective outcome infer the presence of entrenched deprivation. Null results in studies of self-rated outcomes may therefore be a methodological artifact, rather than an outright rejection of decades-old social theory.

      Abstract: AbstractPrecarious work schedules, including last-minute cuts to workers’ shifts, undermine well-being for millions of workers and their families in the United States. Drawing on dispute resolution theories and prior research on complaint-driven enforcement of labor regulations, this study evaluates whether and how labor regulations can moderate this precarity. In eight states and Washington, DC, “reporting pay” policies require employers to pay workers for some portion of their shift if they report to work but the employer ends their shift much earlier than scheduled. To evaluate these policies, we fielded an original survey of hourly workers measuring self-reported and actual policy coverage, the frequency of shift cuts, and receipt of reporting pay following shift cuts. We find evidence for only partial compliance with reporting pay policies, at best. We next examine the role of workers’ information about these policies in the enforcement process. Extremely few workers covered by reporting pay policies accurately identified the presence of the state policy. However, a survey experiment demonstrates that providing information about reporting pay policies significantly increases recommendations that a hypothetical worker should push for compensation for a shift cut, either with the manager directly or through external enforcement by the state. We conclude with discussion of bottom-up enforcement for labor regulations and possibilities for improvement.

  • Precarious Professionals: Layoffs and Gender Inequality in the Oil and Gas
           Industry

      Abstract: AbstractAs mass layoffs, downsizing, and corporate restructuring have become standard organizational practices, professional work is becoming less stable. We examine the effects of this turbulence on gender inequality through a case study of layoffs in the oil and gas industry. Using a longitudinal survey that followed a cohort of recently hired scientists and engineers at a multinational oil and gas company from 2012–2016, we find that a major reduction-in-force during our study resulted in significant gender disparities in firm departures. Results indicate that about seventy percent of the gender gap in departures can be explained by underlying gender differences in the formal layoff criteria and workers’ experiences in the firm prior to layoffs, pointing to formal organizational processes as insidious mechanisms driving inequality. The firm stated that layoffs were determined by performance and skill set, but the actual attributes for surviving layoffs turned out to be more malleable and open to bias. Results suggest that the firm’s performance rating system may provide a pathway through which women’s relational disadvantages became formalized in seemingly bureaucratically neutral ways. Our findings illustrate how increasing insecurity in professional careers may disadvantage women and shed light on the organizational mechanisms that reproduce gender inequality in professional work today.

  • Examining the Effects of a Universal Cash Transfer on Fertility

      Abstract: AbstractChildbearing is at once deeply personal and shaped by social structure. It is also a site of profound inequality in the United States. Income inequality is an upstream cause of childbearing inequality, yet the evidence of the effect of income on reproduction is inconclusive. Previously, scholars primarily examined the introduction of means-tested relief to families with children. This limits analysis to families in poverty and provides insight only into the presence or absence of a policy. We analyze the Alaska Permanent Fund Dividend, which has provided all Alaskan residents with a substantial annual cash payment since 1982. The amount of the payment varies annually and is exogenous to individual Alaskans’ behavior and the state’s economy. We examine the effect of the cash transfers on fertility and abortion among a large and diverse population that has received varying amounts of money over time. We find the payments increase short-term fertility rates 1 and 2 years after disbursement, particularly among socioeconomically disadvantaged populations. Standardized to the 2010 household size distribution, two average payments relative to two minimum payments would result in a predicted fertility rate increase from 80.03 to 86.53 per 1,000 women age 15–44. The effect is largest for first births. The payments have no effect on the abortion rate. These results indicate the additional income removes economic constraints to reproductive health and autonomy and reduces reproductive inequality.
