  • Managing escalating events: a case study from the pharmaceutical
           industry

      Abstract: This paper presents a case study of the response of a pharmaceutical goods manufacturer to an unexpected disruptive event. Following a period of heavy rainfall, a small town within the UK was quickly overwhelmed by localised flash flooding. The sudden rise in ground water overwhelmed local drainage systems and caused flooding in several areas of the town. One of the impacted areas included the manufacturing facilities of a pharmaceutical goods producer. This case study explores the subsequent response of the organisation to the event. Based on direct interviews and supporting documentation, this case study analyses the organisation's response and recovery activities in the face of escalating impacts. Drawing on identified theory, specific attention is placed on characterising severe events and the challenges of coordinating response activities. Drawing on the evidence of this case study, this paper highlights the identified features of an effective response within escalating events. Without this response, events such as those experienced by the case study organisation carry the distinct possibility of developing into large scale disruptions. This study highlights the importance of established channels of authority and the ability to identify and contain impacts. This paper outlines some of the key considerations and operational priorities within response activities. These priorities support the effective identification and resolution of disruptive events and their associated impacts.

      Abstract: Currently there is no universally accepted approach to supply chain risk management and assurance. To begin to shed more light on the practical operational challenges presented when considering supply chain risk mitigation through the sharing of information, this paper discusses the results of an empirical study conducted with manufacturing supply chain professionals. The study examines state-of-the-art challenges to managing risk in today's supply chains by reporting on data collected in 2021. To develop a rich picture of the challenges of information sharing in multi-tier supply chains, the authors adopted a qualitative research design. The authors conducted 14 interviews with supply chain professionals and ran two focus groups that were industry specific: one focused on the nuclear industry and the other on automotive. The study identifies contemporary practical challenges to information sharing in supply chains – specifically challenges related to data quality and the acceptance of sub-optimal normative supply chain practices, which have consequences for supplier assurance fatigue and supply chain transparency. The topical and contemporary study shows how an acceptance of the normative practices of a supply chain can have a cumulative effect on the likelihood of supply chain disruption due to shortcomings in approaches to information sharing. The notion of the acceptance of the status quo in this context has received limited research attention, and hence offers an extension to current discourse on supply chain risk and resilience.

  • Maritime resilience during the COVID-19 pandemic: impacts and solutions

      Abstract: This study aims to study the resilience of the maritime industry by analyzing the impacts of COVID-19 on the maritime industry, in particular, on the shipping management aspect and offshore sector, investigate the effectiveness of current solutions and recommend future solutions for the industry to reduce or mitigate the negative impacts. In order to better appreciate resilience in the maritime industry, the study conducted secondary research and semi-structured online interviews to (1) identify the impacts of COVID-19 on the shipping management and offshore sector, (2) analyze the effectiveness of current solutions and (3) provide some strategies to enhance the effectiveness of the current measures. he results are congruent with existing literature which indicate that the pandemic has negatively affected the global economy, changed the global trade network and contributed to the sharp decline in demand for oil. In response to the pandemic, governments have implemented safety and health-related measures such as lockdown, safe-distancing and travel restrictions. Often, measures differ from countries to countries and these non-standardized and changing regulations further increase the challenges faced by the industry. From the shipping management perspective, the industry experienced issues such as crew changing, trade contraction and the expiration of shipping certificates, which supported and validated current research. Meanwhile, the offshore industry is challenged by the increasing market volatility and uncertainty, increasing need to source for alternative fuels and the declining oil exploration activities. Current strategies adopted by shipping management companies include crew change management, capacity management and the extension of ship certificates, whereas offshore industry chose to collaborate with oil majors. By identifying the impacts and challenges and studying the effectiveness of solutions adopted by the maritime industry, this paper allows maritime industry stakeholders and policymakers to develop strategies to mitigate the effects of the global health crisis and strengthen the resilience of the industry. However, as the pandemic continues to develop and evolve, strategies need to be reviewed continuously in response to the changing situations. This research analyses the impacts and solutions in response to the COVID-19 pandemic, which contributes to the development and formulation of strategies to strengthen the resilience of maritime transport.

  • Cyber resilience in supply chain system security using machine learning
           for threat predictions

      Abstract: Cyber resilience in cyber supply chain (CSC) systems security has become inevitable as attacks, risks and vulnerabilities increase in real-time critical infrastructure systems with little time for system failures. Cyber resilience approaches ensure the ability of a supply chain system to prepare, absorb, recover and adapt to adverse effects in the complex CPS environment. However, threats within the CSC context can pose a severe disruption to the overall business continuity. The paper aims to use machine learning (ML) techniques to predict threats on cyber supply chain systems, improve cyber resilience that focuses on critical assets and reduce the attack surface. The approach follows two main cyber resilience design principles that focus on common critical assets and reduce the attack surface for this purpose. ML techniques are applied to various classification algorithms to learn a dataset for performance accuracies and threats predictions based on the CSC resilience design principles. The critical assets include Cyber Digital, Cyber Physical and physical elements. We consider Logistic Regression, Decision Tree, Naïve Bayes and Random Forest classification algorithms in a Majority Voting to predicate the results. Finally, we mapped the threats with known attacks for inferences to improve resilience on the critical assets. The paper contributes to CSC system resilience based on the understanding and prediction of the threats. The result shows a 70% performance accuracy for the threat prediction with cyber resilience design principles that focus on critical assets and controls and reduce the threat. Therefore, there is a need to understand and predicate the threat so that appropriate control actions can ensure system resilience. However, due to the invincibility and dynamic nature of cyber attacks, there are limited controls and attributions. This poses serious implications for cyber supply chain systems and its cascading impacts. ML techniques are used on a dataset to analyse and predict the threats based on the CSC resilience design principles. There are no social implications rather it has serious implications for organizations and third-party vendors. The originality of the paper lies in the fact that cyber resilience design principles that focus on common critical assets are used including Cyber Digital, Cyber Physical and physical elements to determine the attack surface. ML techniques are applied to various classification algorithms to learn a dataset for performance accuracies and threats predictions based on the CSC resilience design principles to reduce the attack surface for this purpose.

  • Response to COVID-19: disruption-oriented, flexible networks, risk and
           resilience

      Abstract: This study assesses disruption risk management and resilience capabilities from the perspective of top-level operations and supply chain managers when faced with COVID-19 disruptions. The study involves qualitative research via a triple-phase, interview-based method, following an interpretivist philosophy embodying an empathetic, subjective view to interpret the perspective of top-level managers. The data has been coded and analysed thematically. Based on the ability to adapt to changing and uncertain environments using quick decision-making, technology and access to resources, the findings show a level of resilience adequate to withstand risk disruptions. The data do not expose differences between disruption management and traditional risk management but do display potential for businesses to adopt a disruption-oriented supply network that is flexible. Currently, there are little data concerning COVID-19 disruption risk, and the propagation of these impacts throughout the supply chain. This study is limited to the perspective of top, senior-level managers in supply chain and operations. The research signifies that by adopting a disruption-oriented, flexible network, business may have the means to overcome and surpass impacts from disruption risks. The study offers knowledge on supply chain resilience and flexibility in times of crisis. Managers and practitioners might adopt the evidence to support in developing strategies towards building resilient supply chains. The findings and conclusions of this paper are the product of the authors’ own work, and the research has been supported appropriately through academic contributions in the study area. All sources have been acknowledged.

  • Understanding crisis resilience in manufacturing firms in the DACH region

      Abstract: This paper describes the impact of COVID-19 on manufacturing firms in the DACH region of Europe (DACH is an acronym used to describe Germany, Austria and Switzerland). The purpose of the study was threefold: first to describe crisis resilience empirically through the actions taken by the firms using the elements of resilience; the paper then goes on to compare the DACH region with Northern Italy; finally, based on the findings, an existing crisis management model is expanded. A mixed method of quantitative research based on survey data and qualitative interviews was applied for data collection. The findings are based on 57 survey results and 13 interviews from December 2020 to March 2021. The findings are presented based on the resilience elements and are discussed based on processes, technologies and people. The findings are compared with those from an Italian study made 6–9 months before this study. The comparison provides the basis for the adaptations to the crisis management model. The findings describe the actions taken by firms in the DACH region to overcome the challenges posed by COVID-19. The findings were, in most cases, very similar to those from the Italian study. The most resilient firms had well-defined processes in place, adaptable employees who were well-led, and had (digital) technologies that could be quickly implemented. The timing for the crisis was later in the DACH region and firms were able to learn from Italy. The crisis management model based on the Italian study was refined; the resulting model will support managers to face future crises. This model needs testing and extending to link to past and future events.

  • The contribution of business continuity management (BCM) to supply chain
           resilience: a qualitative study on the response to COVID-19 outbreak

      Abstract: This paper investigates the relationships between the core elements of a BCM system and SCRES constituents, i.e. visibility, agility, flexibility, velocity and collaboration. An explorative multiple case studies methodology was adopted, consisting of organizations in the retail, manufacturing and humanitarian sectors that had to withstand the impact of the first wave of the COVID-19 pandemic (January to June 2020). The paper adopts an interpretative approach to understand organizational behavior through observations. The source of data comes from in-depth interviews as well as the scrutiny of available official documents for triangulation. The unit of analysis is the organizations internal supply chain with a specific focus on their BCM system and SCM arrangements. This paper shows how core BCM practices have a direct impact on supply chain resilience constituents. Specifically practices such as establishing a crisis management committee and risk assessments boost constituents such as agility and flexibility. This advances the theoretical discussion on supply chain resilience, while providing practical examples for organizations to build a response to pandemic incidents. This paper validates the contribution of business continuity management to supply chain resilience, a concept that has mainly been linked to practices such as risk management. In this regard, this paper enriches the discussion. Secondly, the analysis explains how specific BCM practices worked during the first wave of the pandemic and how they were implemented, providing a clear path for supply chain resilience.

  • Impact of COVID-19 pandemic on community lifelines

      Abstract: The authors present the impact of the coronavirus disease 2019 (COVID-19) pandemic on community lifelines. The state machinery has several departments to secure essential lifelines during disasters and epidemics. Many countries have formed national disaster management authorities to deal with manmade and natural disasters. Typical lifelines include food, water, safety and security, continuity of services, medicines and healthcare equipment, gas, oil and electricity supplies, telecommunication services, transportation means and education system. Supply chain systems are often affected by disasters, which should have alternative sources and routes. Doctors, nurses and medics are front-line soldiers against diseases during pandemics. The COVID-19 pandemic has revealed how much we all are connected yet unprepared for natural disasters. Political leaders prioritize infrastructures, education but overlook the health sector. During the recent pandemic, developed countries faced more mortalities, fatalities and casualties than developing countries. This work surveys the impact of the COVID-19 pandemic on health, energy, environment, industry, education and food supply lines. The COVID-19 pandemic caused 7% reductions in greenhouse gas (GHG) emissions during global lockdowns. In addition, COVID-19 has affected social fabric, behaviors, cultures and official routines. Around 2.84 bn doses have been administrated, with approximately 806 m people (10.3% of the world population) are fully vaccinated around the world to date. Most developed vaccines are being evaluated for new variants like alpha, beta, gamma, epsilons and delta first detected in the UK, South Africa, Brazil, USA and India. The COVID-19 pandemic has affected all sectors in society, yet this paper critically reviews the impact of COVID-19 on health and energy lifelines.   • Supply chain resilience in the face of uncertainty: how horizontal and
           vertical collaboration can help'

      Abstract: The COVID-19 outbreak highlights that many supply chains are exposed to unforeseen disruptions, that risks are unavoidable, and that the international nature of supply chains can seriously disrupt normal operations. Therefore, the need for Supply Chain Resilience (SCRES) is more imperative than ever. Furthermore, collaboration in supply chains may have benefitted the response to the COVID-19 outbreak. The aim of this research is to gain a deeper understanding of how collaboration with both types of horizontal and vertical collaboration in the supply chain affects its resilience. A thematic analysis of the literature is used to investigate the concepts of both vertical and horizontal collaboration and supply chain resilience separately, then integrating identified themes to understand the relationship between them through a thematic map. The thematic analysis indicates that the more firms collaborate in the supply chain, the more resilient they will be. Furthermore, both horizontal and vertical collaboration between supply chain partners will enhance resilience. This relationship is positively moderated by governance in the partnership and negatively moderated by competition in the partnership. This is one of the first papers to provide in-depth insights into how collaboration, with both types of horizontal and vertical collaboration, affects supply chain resilience. Neither of previous articles provide an understanding of how both types of collaboration enables supply chain resilience.
