  • Abused but “Not Insulted”: Understanding Intersectionality in

      The fourth round of the Indian National Family Health Survey shows that the proportion of women who felt that wife-beating was justified exceeded the proportion of men who felt so in India. We find that more than one-fourth of the women in India who have experienced spousal bodily violence say that they never felt insulted by the action of their husbands. We hypothesise that this absence of the feeling of insult despite facing physical violence indicates the presence of symbolic violence. This form of violence manifests through symbolic channels and cannot take place without the complicity of the victim. Feminist writing in India has argued that gender needs to be considered at its intersection with class and caste to understand how the control of female sexuality relates to the organisation of production, sanctioned and legitimised by ideologies. We run instrumental variable probit regression of the likelihood of having felt insulted on the woman’s economic class and social group affiliation. We find that once the experience of facing spousal physical violence and other background characteristics are controlled for, women from non-poor households are significantly less likely to have felt insulted, as compared to poor women. Furthermore, compared to women from most other social groups along the intersections of class and caste, non-poor upper caste women are less likely to report insult.

  • Women’s Workforce in Assam: Insights on Composition and Determinants

      This article attempts to analyse the composition and determinants of workforce participation among the females in Assam, a relatively less researched part of India. Unit-level data has been extracted from Periodic Labour Force Survey (PLFS), 2018–2019, and a binary logistic regression model has been used to identify some of the socio-economic and demographic factors that influence the odds of Assamese females being a part of the workforce in both the rural and the urban sectors along with the extent of their influence. The results show that age, educational qualification, marital status and social group have significant impact on workforce participation. The majority of Assamese women in the rural areas are found to be engaged in the growing of tea, while in the urban areas, they are primarily employed in the education sector. Moreover, though a bulk of the women workforce in Assam are engaged in regular wage/salaried forms of employment, more than one-third of them do not receive any social security benefit.

  • Multisectoral Nutrition Interventions and Their Impact on the Nutritional
           Status of Children: An Open Experiment in Two Remote Blocks of Karnataka,
           India

      The Karnataka Multisectoral Nutrition Pilot Project, led by the Karnataka Comprehensive Nutrition Mission was implemented in Devadurga Block, Raichur District and Chincholi Block, Gulbarga District, two most backward blocks, between 2015 and 2018. Interventions were inter-sectoral and inter- generational and addressed root causes of malnutrition. This article analyses real-time data that emerged from the project regarding underweight, stunting and wasting among 8606 children in the cross-sectional group and 699 children in the cohort group aged 6 months to 3 years. Data indicate that percentage of “normal children”—not underweight, wasted or stunted—increased by 9% points from baseline to end line; underweight reduced by half and wasting by almost two-thirds. Stunting increased by 1% point, with previously wasted and underweight children transitioning into stunting, while around one-third baseline stunted children became non-stunted. This constant transition between the three anthropometric indicators suggests that they impact each other constantly and coexist simultaneously in different combinations as children grow. Hence, policy and programmes for addressing/preventing them, should view them in an integrated, holistic manner.

      This article develops an index to measure the progress towards universal social protection which is based on the three core dimensions of social protection—household income security; household resilience to external shocks; and social inclusion. The index is based on the concept of social protection space. Application of the index to India suggests that the country will have to go a long way to achieve the goal of universal social protection. The article also reveals significant diversity in the progress towards universal social protection across states/union territories. The analysis suggests that a decentralised, state/union territory-specific approach is needed to achieve universal social protection in the country.

      The rise of protectionism, expansionary fiscal policies and antiglobalisation leading to Brexit and the strengthening of these sentiments due to COVID-19 is the expression of dissatisfaction towards existing growth strategies being adopted across different countries. The questions are being raised as to how the growth strategies have impacted poverty and inequalities—the two banes of the economies—and have put a spanner in the objective of inclusive growth. The voices of discontentment have become stronger in recent years when the growth has been ‘jobless’ growth. In view of the importance of the issues of poverty and inequality, and the increasing discontentment against the rising poverty and inequality and demand for a more inclusive growth, this article digs deeper into the available evidence on poverty and inequality in the selected Indian states to understand the status of inclusive growth. It shows a large divergence among the states on the inclusiveness score and rank. Further, the share of people living below poverty line has reduced in all the states corresponding to the high growth rates after the economic reforms. However, a large number of people still suffer from absolute and multidimensional poverty, while inequalities have also increased.

  • How Much do Households Spend on Professional Higher Education in
           India' Results from a National Survey

      We find very little evidence of household investment in professional higher education in India that has seen the highest participation of the private sector. This article examines the variability of household expenditure on professional higher education in India and its relationship with socioeconomic and institutional factors. We find that households in India spend close to half of their annual income per child for accessing professional higher education. The study confirms the presence of a pro-male bias in household expenditure on professional higher education with an additional preference among poor households. Students enrolled in private institutions have spent significantly higher than those enrolled in public-funded institutions, and interestingly, this gap is not only due to the difference in the payment of fees but also due to expenses in non-fee items. The findings from this analysis have important policy insights which would contribute towards making professional higher education equitable and inclusive in India as aimed in the National Education Policy 2020.

  • Single Versus Multiple Deprivations Among Children in India

      Multidimensional deprivation among children is a critical issue. The present study explores the multidimensional deprivation of children based on India Human Development Survey data, 2011–2012. A modified Bristol method and multidimensional deprivation approach have been used to measure the extent of deprivation. The study compares the results of multidimensional deprivation based on non-monetary indicators with the monetary measure of poverty. Further, a logistic regression model is used to examine the determinants of multidimensional deprivation among children. Findings suggest that the multidimensional poverty among children was much higher in states such as Madhya Pradesh, Uttar Pradesh, Bihar and Rajasthan and was also much higher compared to monetary-based poverty measures. Logistic regression results indicate that if a child belongs to an educated mother, then the chances of multidimensional deprivation are lower. On the contrary, if a child belongs to a marginalised community, like the scheduled tribes or scheduled castes and/or rural areas and poorest consumption class, the chances of child deprivation increase. A major policy implication of the study is that dimension-specific social policy for children in the targeted regions needs to be developed.

  • Female Labour Force Participation Rates in Assam: Trends, Composition and
           Determinants

      In India, since the 1970s, there is a declining trend in the female labour force participation. Given the fast economic growth, declining fertility rate and rising women’s educational enrolment in the past few decades, this decline is puzzling. Assam is not an exception to this trend of declining female labour force participation rate (LFPR). This study is an attempt to analyse the patterns and determinants of female LFPR in Assam during the period from 2004 to 2011. The analyses are based on National Sample Survey Office (NSSO) unit-level data of three rounds of employment and unemployment surveys. This article probes female LFPR across age cohorts, education, economic groups, social groups, status, etc. Probit regression models are used on the latest available data. An important result of the article is, status concerns measured by caste interacted with land possession impede the labour force participation of women.

      Earlier this year in January 2022, the Supreme Court of India in its judgement on the counselling process for the stalled centralised medical entrance validated the need for reservations and elaborated on the much-debated issue of merit vs. reservation. In India, there has been a long-standing debate over whether reservations impinge on the idea of merit. This article attempts to crucially appraise the very idea of merit in contemporary societies. Further, through an exploration of its characteristics and the process of its construction and reproduction, this article attempts to trace the origins of merit in the Indian context and understand its importance in relation to caste as well as class, particularly in relation with the middle classes; in doing so, this article will seek to understand how merit as a notion is constructed and operationalised in academic and employment discourse and whether the claim of equality of opportunity translates into equality of outcome.

  • Health Condition of Internal Migrants in India: A Review

      The surge in the number of internal migrants in India from 315 million in 2001 to 454 million in 2011 indicates that an average of about 14 million people migrate every year. With this ever-increasing rate of migration within the country, the act of providing effective healthcare services to all remains a challenge. Based on a systematic review of literature, the present study assesses the health condition of internal migrants in India, with emphasis on understanding the health status of and health care access to women migrants in their place of destination. Findings from the review delineated several health problems and morbid conditions, such as the threat of infectious diseases, work-related illness, sexually transmitted infections (STI) and psychological disorders. In the case of women migrants, critical health issues associated with pregnancy and maternal health, prevalence of anaemia, risk of STI, spousal abuse and harassment in the workplace were indicated. This review paper identifies lack of social security and health care coverage for the migrants as crucial concerns; and therefore demonstrates the need to have all-inclusive urban health care policies to ensure general health and well-being for migrants, along with better work and living conditions in the destination region.

  • Impact of COVID-19 on the Education of Adivasi Communities in Kerala

      The Kerala government launched its ambitious virtual learning programme, with the help of Kerala Infrastructure and Technology for Education (KITE), targeting 4.5 million students in the state from 1 June 2020. The step was both challenging and progressive, condiering the digital divide in the state. This article examines the impact of COVID-19 pandemic on the education of Adivasi communities in the Wayanad district of Kerala. The district has the largest Adivasi population in Kerala, constituting around 18.76% of its total population. While measures have been taken to ensure digital facilities to the marginalised communities to attend the virtual classes, it is argued that these actions would not yield the desired outcome unless the most basic sociocultural, economic and geographical barriers are addressed. This article is based on an ongoing ethnographic study since February 2018 in three Adivasi communities in Noolpuzha Panchayath of Wayanad district in Kerala.

  • Healthcare Financing in West Bengal

      The article analyses patterns and trends of healthcare financing in West Bengal. The aim is to understand the direction to which the public health system of the state heads. Real per capita expenditure on health remains almost stagnant in West Bengal during most of the 14th Finance Commission period. The state has shifted its focus from primary and preventive care and has been promoting insurance-based healthcare model, Swasthya Sathi, which might put the population of the state at the risk of being exposed to high medical expenses in absence of a sound public health system. Going by the past experience of healthcare financing in West Bengal, allocation of resources for Swasthya Sathi was contingent on the union government’s allocation of resources for Rashtriya Swasthya Bima Yojana, and later for Pradhan Mantri Jan Arogya Yojana. This means that if allocation for Prandhan Mantri Jan Arogya Yojana is reduced by the centre, allocation for Swasthya Sathi might also fall. For a sound public health system, it is important to allocate resources adequately on public health so that it benefits the poor and socially deprived population.
