  • Pharmacy Duty Scheduling Problem: Gumushane Case

      Abstract: In the Turkish Healthcare System, pharmacies are an important echelon of the drug supply chain. The pharmacy on duty practice ensures that the demand for drugs and similar medical supplies is met 24/7. The duty pharmacy scheduling problem aims to satisfy the customers and the pharmacists without violating the regulations while determining the duty sequence of the pharmacies in a certain planning period. This study handles the duty pharmacy scheduling problem of Gümüşhane City Center where 13 pharmacies operate. In the current system, the representative pharmacist prepares the duty schedule manually. The planning period is divided into subsets, and pharmacies are assigned to the duties in each subset respectively in such the number of duties of each pharmacy in the subsets is as equal as possible. The managerial problem of the case is that the duty frequency of each pharmacy is variable in the manual schedule and pharmacists perceive this as an unfairness. Because pharmacists expect to be on duty 1 in 13 days. We propose a mathematical model that adopts the fixed duty frequency and the inheritance of duty distribution. We test the model according to the 2020 calendar and compare model results with the real duty schedule belong to 2020 using the 2019 distribution of pharmacies. The comparison and test results show that the duties are distributed as fairly as possible and the turn of each pharmacy is repeated once every 13 days. The contribution of this study is that it introduces innovative components to the pharmacy duty scheduling problem, offers practical policy recommendations, and provides a case-specific example to limited PDS literature.

  • Determining Solar Power Plant Location Using Hesitant Fuzzy AHP Method

      Abstract: The fossil resource consumption, which is scarce for the solution of the increasing energy demand problem as the population increases, is replaced by the consumption of renewable energy resources. Solar energy from renewable energy sources is the type of energy with the highest potential on earth. The maximization of the efficiency to be taken from solar energy is possible with the correct selection of the location. The decision to decide on more than one criterion for multiple alternatives is a very difficult problem. Therefore, the problem of choosing a solar power plant is a complex decision problem, and this study aims to solve the problem of the most appropriate location for the Solar Power Plant by using Hesitant Fuzzy AHP. Based on linguistic expressions of three different decision makers, the three alternative locations were evaluated by considering four different evaluation criteria.

  • The Econometric Analysis of the Relationship Between Oil Price, Economic
           Growth and Export in OPEC Countries

      Abstract: Oil is one of the main inputs demanded by the production, heating and transportation sectors in many developed and developing countries. In countries where the rate of industrialization and growth is high, dependence on oil is constantly increasing. Factors such as the fact that large oil reserves are located in certain regions of the world, differences in oil extraction costs, oil supply and demand imbalances cause oil prices to fluctuate.The macroeconomic effects of fluctuations in oil prices affect the economies of oil exporting and importing countries in different ways. Oil price increases have an increasing effect on energy export revenues and government budget revenues in oil exporting countries. In oil importing countries, it has negative effects on production costs, external balance, growth and production capacity.In an economy dependent on oil export revenues; the presence of new reserves or the increase in oil production changes the structure of production and export sectors in favor of oil. As a result of the increase in petroleum-weighted foreign trade, more foreign currency enters the country and the foreign trade balance deteriorates. In addition, shifting the investments in the country to petroleum and petroleum products predominantly causes the neglect of other sectors, in other words, to exclude the effect of their production and exports. Countries that generate income based on oil exports lose their competitiveness in foreign markets because they cannot invest in R & D, technology and productivity. This situation causes countries to have an import-dependent economic structure, increase their current account deficits and decrease their growth rates.The aim of this study is to examine the relationship between average annual crude oil price (nominal value in USD), gross domestic product (2010 prices and $) and export (2010 prices and $) for OPEC member countries by panel data analysis.

  • Ground Truth in Network Communities and Metadata-Aware Community
           Detection: A Case of School Friendship Network

      Abstract: Real-world networks are everywhere and can represent biological, technological, and social interactions. They constitute complicated structures in terms of type of things and their relations. Understanding the network requires better examination of the network structure that can be achieved at various scales including macro, meso, and micro. This research is concerned with meso scale for a student best friendship network where sub-structures in which groups of entities (students) take different functions. In this study we address the following research questions: To what extent would NeoSBM as a stochastic process underlie best friendship interaction and in -turn ground truth interactions (i.e. reported best friendship)' Do metadata such as gender or class contribute to this understanding' How can one support school managers from a meta-data aware community detection perspective' Our findings suggest that metadata aware community detection can be an effective method in supporting decision-making for class formation and group formation for in and out school activities.

  • Determining the Factors Affecting the Market Clearing Price by Using
           Multiple Linear Regression Method

      Abstract: The aim of this study is to determine the factors affecting the market clearing price by the multiple linear regression method. In order to achieve this goal, hourly data for 2019 were obtained from the website of Energy Exchange Istanbul (EXIST). Due to the multiple linear regression analysis assumptions, only January and June data were included in the analysis. The analysis results show that the variables affecting the market clearing price are statistically determined as the amount of natural gas production, the amount of hydroelectric energy, the amount of energy produced in thermal power plants, and the amount of wind energy (only in January) at the significance level of 0.05. Methods with high specificity coefficient, low mean absolute percentage error (MAPE) and mean absolute deviation are known as the methods that adapt to the data better. In this study, artificial neural network method was used along with the multiple linear regression method in order to determine which prediction model fit the data better. Coefficient of determination (R2), mean absolute percentage error, and mean absolute deviation were used to compare the methods. In this study, it can be concluded that the artificial neural network method is a better predictive than the multiple linear regression method due to its high R2 and low MAPE and the mean absolute deviation values.

  • Disassembly Line Balancing by Using Simulation Optimization

      Abstract: Increasing environmental awareness in today's society and stricter environmental regulations have forced manufacturing firms to take necessary actions for the recovery of end-of-life (EOL) products through different options (e.g., recycling, remanufacturing,). Disassembly is regarded as a critical operation in EOL treatment of used products since all product recovery options require the disassembly of EOL products at certain levels. This critical operation is generally carried out by forming disassembly lines in product recovery facilities. Miscellaneous methodologies based on heuristics, metaheuristics and mathematical programming have been proposed for the balancing of disassembly lines. Majority of those methodologies assume that disassembly line parameters are deterministic by ignoring the fact that a disassembly line involves great deal of uncertainty mainly due to uncertain conditions of arriving EOL products. Considering this high level of uncertainty, simulation modeling can be an effective tool for the modeling of disassembly lines. In this study, a simulation-based disassembly line balancing methodology is proposed for the explicit consideration of stochastic parameters. First, simulation model of a disassembly line is constructed. Since the disassembly line balancing problem has a combinatorial nature, two commonly used metaheuristics (i.e., genetic algorithms (GAs) and simulated annealing (SA)) are integrated with the simulation model in order to balance the disassembly line. The disassembly sequence and task assignments proposed by GA are compared with the sequence and task assignments proposed by SA. This comparison indicates that GA outperforms SA in four of eight performance measures while both algorithms have the same value for line efficiency measure.

  • Classification of Cancer Types by Cluster Analysis Methods

      Abstract: Abstract Cluster analysis can be defined as the group of methods that aim to classify multivariate observations by using similarity/dissimilarity measures between observations. The clusters obtained as a result of the analysis are required to be homogeneous within themselves and heterogeneous among themselves. This study aims to cluster cancer types in datasets created by considering age group characteristics according to gender. In the study, clustering analysis was applied to four different datasets created from the data registered between 1982 and 2016 for 57 cancer types in men and women according to age groups at the Australian Institute of Health and Welfare, and the analysis results were evaluated and interpreted. In addition, in determining the clustering method and the number of clusters, Cophenetic correlation coefficients and 26 cluster validity indices were used, respectively. The distribution of cancer types in age groups determined by gender was observed in 4 different datasets created with 3 different age group characteristics that led to the best separation of cancer groups, and the clustering tendencies of cancers in the relevant age groups were investigated. R-3.5.1 package program was used for analyses. In this study, the analysis results of the k-means method and the average linkage method, which was decided to be the most successful method due to the high cophenetic correlation coefficient value, were evaluated and interpreted. The number of clusters was determined as 3 with the help of cluster validity indices. When the results obtained are examined, it is seen that breast cancer in women and prostate cancer in men is the most common type of cancer in the age group of 40 and above, and that these cancers are alone in a cluster. In addition, it is seen that the 0-14 age group characteristic fails to separate the clusters.

  • Stationarity Test of Renewable Energy Consumption with Fractional
           Frequency Fourier Unit Root Test: Evidence from BRICS-T Countries

      Abstract: Countries consume large amounts of coal, oil, and natural gas due to the energy structure dominated by fossil fuels worldwide. For this reason, the rate of renewable energies in countries or country groups in general is below the global average level. In this study, we aimed to test the stationarity of renewable energy consumption for Brazil, Russia, India, China, South Africa, and Turkey (the BRICS-T countries), which are in a rapid development. For this purpose, Bozoklu et al. (2020) used the fractional frequency Fourier unit root test. Annual data on renewable energy consumption covering the period of 1990–2015 have been accessed from the official database of the World Bank. According to the results obtained, it has been found that the renewable energy consumption of China, one of the BRICS-T countries, is stationary and that other countries contain unit root.

  • Market Basket Analysis of Basket Data with Demographics: A Case Study in
           E-Retailing

      Abstract: Businesses overcome with a high degree of competition that necessitates customer-focused strategies in most industries. In a digitalized business environment, the implementation of such strategies often requires the analysis of customer data. Market basket analysis is a well-known method in marketing that examines basket data to discover useful information about customers’ purchase intentions. The analysis has been a playground for data mining researchers that aim to overcome with its practical challenges. Our study extends the conventional basket analysis by incorporating demographic variables along with purchase transactions. With such modification, we provide an example for the extraction of segment-specific rules that relate product-level purchase decisions with gender, location, and age group. For this purpose, we present a case study on monthly basket data obtained from an e-retailer in Turkey. Our findings demonstrate association rules that might guide marketing practitioners who need to discover segment-specific purchase patterns to designate personalized promotions.

  • The Impacts of Central Bank Indicators on Commodity Prices: An Application
           of ARDL Bounds Test

      Abstract: This paper investigates the impacts of Central Bank Indicators on Bitcoin/TL prices as a Commodity by using the ARDL Bounds Test. In the article, monthly data between 2017:09 – 2019:12 is used. The Central Bank Indicators are explained by M2 money supply, one-month interest rates of bank deposits, one-week repo interest rate, 10-year government bond. In the paper, Bitcoin's prices are considered as a Commodity in TL. The stationary behaviour of variables is investigated by using the ADF test and it is found that all the variables are stationary in first differences for the trend and constant model. But the price of Bitcoin in TL is stationary in level for the constant model. Thus, to discover the long-run relationship between variables, the ARDL test is applied. As a result of the ARDL test, it is found that there is a long-run relationship between all the Central Bank indicators and Bitcoin/TL prices. According to obtained results, while the M2 money supply and Turkey’s 10-year government bonds (%) move together with Bitcoin prices; the one-week repo interest rate as a political rate, and one-month interest rates of the deposit move in opposite directions with Bitcoin prices in a long-run.
