  • The Role of the European Education Area in European Union Integration in

      Abstract: The European Union has faced many crises, such as populism, xenophobia, economic and political challenges, to name a few. This has resulted in some questioning whether the EU will survive. Herein, the neo-institutionalist perspective on crises in EU integration frames an original and timely inquiry into the role of a new EU initiative – the European Education Area – in supporting EU integration in these challenging times. This inquiry relies on a thematic analysis of relevant key policy materials. The findings highlight that while it is not surprising that the EEA is an example of an education convergence project in the EU, the novelty of other findings is striking. It appears that the crises in the EU inspired the authors of the EEA to utilize its education as a tool for EU deepening, which is an aspect of EU integration related to the strengthening of the relationships amongst its Member States. Specifically, the EEA has been a driver in the development of a common European identity and European economy, the EU as a socially-just society and the continent of progress. These findings address important gaps of our knowledge about the role of education in driving EU integration.

  • The Expansion of Consumer Credit in Italy and the Main Euro Area Countries

      Abstract: Since 2015, consumer loans have been rising fast in France, Germany, Spain and Italy. This article aims to provide broad evidence of the differences across countries in light of the recent consumer credit growth, exploring demand and supply factors typically related to this type of loan, and assessing the building up of financial risks. The expansion was connected in all countries with the increasing credit demand, specifically for consumer durables, and – for Italy and Spain, which experienced stronger credit tightening during the past crises – also with the easing of supply conditions. Risks stemming from the growth of consumer credit are mitigated by its lower incidence, compared with mortgages, on households’ total debt and income; exposure to interest rate risk is also decreasing owing to the high share of fixed-rate contracts. There is wide risk heterogeneity across countries, with Italy and Spain having the highest share of delinquent households (even for fewer than 90 days). In Italy, however, debt is increasingly concentrated among more affluent households, which are better able to withstand negative economic shocks. This trend is sustaining the drop in the ratio of new non-performing consumer loans.

  • Forced Migration and Protection: Turkey’s Domestic Responses to the
           Syrian Refugees

      Abstract: This article investigates how Turkey implements its responsibilities of an international refugee protection regime at policy level, and it focuses specifically on empirical scholarship about the domestic responses to Syrian refugees. While refugee protection draws on the principles of humanitarianism and non-refoulement in general, how it is understood and delivered is complex and situation-specific. In the exponentially growing literature on Syrian refugees in Turkey, the scholarship often takes for granted the policy responses without highlighting their relations with practices. With situational analysis of the secondary documents, this article introduces refugee protection policies and regulations and makes an analysis of domestic responses in different fields concerning Syrian refugees. This critical appraisal finds that Turkey’s responses mostly include humanitarian social protection and lack rights-based legal protection. This pushes Syrian refugees into exploitative situations.

  • The COVID-19 Crisis: The EU Recovery Fund and its Implications for
           European Integration – a Paradigm Shift

      Abstract: The EU’s latest decision on adopting the recovery fund was revolutionary, both quantitatively and qualitatively. It would also dominate the EU’s economic governance of the decade of the 2020s. This article is an attempt to evaluate whether the EU’s recovery fund was the right policy answers to the post-COVID-19 EU economy or not, and explore its meanings and implications for European integration. This article argues that COVID-19 hit the EU at a time of health and social precariousness, and proved the conventional economic governance unsustainable. Necessities for game-changing in the post-COVID-19 economic governance were justified on both practical and moral grounds. Judging with these yardsticks, the EU’s recovery fund was evaluated as a welcomed paradigm shift in both the ideology and methodology of its economic governance. Beyond a contemporary economic rescue package, the recovery fund implied laying the cornerstone of completing a fiscal union in the Eurozone, for enhancing institutional functions of the European Commission, and for rediscovering the nature of European integration as the rescuer of national states, through the newly-forming consensus between Eurosceptic nationalists and pro-EU integrationists. This article reminds us that the COVID-19 crisis was a crucial opportunity for EU leadership to legitimize the EU’s existence in the post-Brexit era. If well implemented, the recovery fund could usher in a new chapter of European integration. If it fails, European integration would be at risk of further fragmentation and entrench into an ever-stronger anti-EU populism.

  • Corruption and its Impact on Protest Activities in Post-communist Europe

      Abstract: Corruption is a phenomenon that affects societies. It lowers trust in public institutions, lowers trust among people, undermines economic development, undermines democracy, and has implications for political participation. This article contributes to current debates on the impact of corruption by looking at other possible consequences of corruption. Specifically, this article looks at the impact of the perception of corruption on the approval of public protest meetings and demonstrations because, if corruption leads to these non-institutionalized forms of political participation, this may lead to security problems or a direct outbreak of violence. This study analyses this relationship by using seven post-communist countries that have undergone specific developments in terms of corruption. These developments were largely due to large-scale privatizations, politicized state administration, and the linking of politicians to the private sector. This research was conducted with individual-level data. The module ‘The Role of Government V’ from the International Social Survey Programme was used. Descriptive charts have revealed that in six out of the seven countries, most respondents considered politicians to be very corrupt. Around 80% of respondents in all seven countries approve of the organization of public protest meetings. Around 70% of respondents in all seven countries approve of demonstrations. Regression analysis revealed that there is a relationship between the perception of corruption among politicians and the approval of protest activities. Specifically, the more politicians are corrupt, the more people approve of holding public protest meetings and demonstrations.

  • School and Shaping Students’ Identities: A Report on the Studies into
           Youth in the Silesian Voivodeship

      Abstract: The identity of young people, and the state of a school’s fulfilment of its tasks, as presented in the article, are based on the results of the author’s own field explorations carried out in the school year 2003/2004 and repeated in the same territory of the Silesian Voivodeship in the zone of intensive social and economic development in 2016/2017. The results of the research conducted have shown that schools brought young people with different personal and social resources, and living in different historical and socio-cultural contexts, to a similar value of identity capital. The study, conducted in two stages with an interval of 13 years, has revealed the greatest shifts in the following areas: extension of the range of interactions (change 13.2%); ambivalence (change 8.1%); revitalization (change 7.7%); and ethos (change 6.8%). The least change occurred in the provision of offers of identification (1.7% change). A slight decline was noted in the extension of the developmental moratorium (1.5% change). The identified, described and empirically verified tasks of a school form a specific map of educational activities, which can be successfully used as a matrix to describe and interpret a school’s participation in the shaping of young people’s identities.

  • Support for Governmental Income Redistribution in Nordic Countries

      Abstract: In many countries, we have seen an increase in economic inequality over the past 20 to 25 years. The populations might therefore have changed their attitude about how and how much different countries should intervene to reduce the extent of economic inequality. A question is whether there is any connection between changes in redistribution preferences and trends in economic inequality in the prosperous Nordic welfare states. This article contributes by examining whether there are differences in redistribution attitude and changes herein based upon socio-economic criteria, which might include self-interest arguments. Nordic countries are interesting because there have been differences in development, and even strong growth in economic inequality, especially in Sweden and Denmark, although these countries in the literature have been seen as highly equal societies. The analysis shows that support for redistribution is relatively stable over time in each country, but also that there are major differences between countries, with support being much higher in Finland compared with Denmark. Females, discriminated groups and the unemployed generally support redistribution to a higher degree. Ageing generally increases redistributional support, while more education reduces support for government redistribution in Finland. In all four countries, the highest income groups are less supportive of redistribution of income.
