  • Using Culture as the Fifth Language Skill to Enhance Military
           Students’ EFL Competence

    • Abstract: Is there a connection between language and culture' If so, what is the role of culture in language classrooms at a military academy' Why should we teach a set of cultural skills as part of EFL instruction' Can culture be considered the fifth language skill in addition to speaking, writing, listening, and reading' This paper aims to provide answers to these questions and while it attempts to present a series of practical examples on how to include culture in EFL classes, it is limited to a brief description of each. The fact that it is often difficult to simply translate one language into another is one of the primary reasons behind the concept of teaching culture alongside language. The present paper provides language teachers with reasons and suggestions for emphasizing the significance of teaching culture to military students.

  • Web Application for Estimating Radio Link Budget Based on Channel Capacity
           And Bit Error Rate

    • Abstract: Today’s tactical communications system increasingly relies on the use of broadband waveforms and data rates in the Mbps range. The main requirements of a broadband tactical communications system are wide coverage, high data rate and low power consumption. This paper presents a web application designed for automated radio link budget analysis. The application takes into account various parameters that are critical for establishing a reliable link, including the desired data rate, transmit power, channel bandwidth, signal-to-noise ratio (SNR), bit error rate (BER), modulation scheme, and more. Using this application, it is possible to determine the feasibility of establishing a radio link with the available equipment and achieving specific performance targets before deploying the equipment in the field. This pre-assessment capability significantly increases the efficiency of the radio link deployment process.

  • The Power of Language in the Romanian Political Discourse

    • Abstract: The impact of communication upon political activities is inevitable, regardless whether we refer to socialization, participation, the establishment of an agenda, mobilization or negotiation. Every political activity is influenced by communication inasmuch as almost all such manifestations involve the use of a form of communication. The assertion of a moral and professional authority’s competence and credibility is increasingly rivaled by media credibility or by the charisma, whose importance is admitted by journalists and image counselors. Thus, it is by means of their aggressive discourse that most of the Romanian political leaders have built up this ‘charisma’. In a period of crisis and shortcomings, who could wish to see faded characters, deprived of personality, on television' In Romania, not revolting against ‘someone’ and not opposing them are equivalent to being unaware of the people’s sufferance and, therefore, one cannot be a good leader.

  • A Phenomenological Study of the Lived Experiences of it and Cybersecurity
           Professionals in Botswana: Investigating the Perceived Leadership Effect
           on Supply Chain Cybersecurity

    • Abstract: This qualitative study aimed to investigate the experiences of cybersecurity professionals in the context of supply chain cybersecurity in a developing nation. Sixteen professionals from various industries in Botswana were interviewed. The study found that despite the critical role of cybersecurity as an organizational resource, it was still undervalued and underdeveloped, and leadership lacked comprehension of its importance. The participants expressed concerns about the increasing cybersecurity threats, lack of reporting, and technological inadequacies. The study recommends that organizations should develop a comprehensive cybersecurity strategy that includes policies, procedures, technical controls, vendor management, employee awareness and education, regular risk assessments, and incident response plans. The authors also proposed further research steps on supply chain cybersecurity for developing nations. The study contributes to the literature on supply chain cybersecurity in the context of developing nations and provides practical recommendations for organizations to enhance their cybersecurity measures.

  • The Possible Role of Sports in Keeping Volunteer Reservists “Forged
           Together” Between Two Call-Ups: The Case of Hungary

    • Abstract: There is more and more mention these days of the reserve forces, especially volunteer reservists. History has proven that no armed forces can exist without reservists, equally, no all-volunteer force can exist without volunteer reservists. However, the reservists are on active duty only for a limited time, so they must be kept “forged together” during the remaining time – with professional programmes, both physically and mentally. Moreover, the volunteer reservists are not only suitable for this, but also willing to participate in it. International experience shows that reserve associations are the most suitable for this in their role of connecting society and the armed forces. In our study, we examine how the sports activities of reserve associations can bring positive individual and social benefits.

  • The Role of Multi-Domain Operations in Modern Warfare

    • Abstract: The end of the Cold War and the emergence of modern technologies, especially in the space or cyber fields, brought a new interpretation of conflicts, based on modern systems and decisions adapted to these novelties. It is through these considerations that the changing nature of conflicts has presented challenges to traditional military doctrines and strategies. The multi-domain operations approach is used by NATO to identify the unique strengths and capabilities of each force category. By identifying these capabilities, the Alliance is able to create plans that maximize the effectiveness of each force category and enable a more effective response to potential threats.

  • Diversity Management in Higher Military Education

    • Abstract: This article discusses the need of diversity management in higher military education. Due to various professional and private backgrounds of the students taking part in the Master’s degree programme in Military Leadership, the following four diversity dimensions have to be taken into account: personality, internal, external and organizational dimension. Considering these dimensions during preparation and implementation of the formal education leads to better results. However, this also requires appropriate further training for teachers.

  • Organisation and Principle Design of a Flexible Manufacturing Cell
           Dedicated to the Annual Overhaul Activities for TAB-77

    • Abstract: In this scientific paper, aspects of the design, calculation and implementation of an industrial robot, designed in a modular-serial construction, in a flexible cell for annual overhaul operations of the TAB-77 armored amphibious transporter are highlighted. The scientific approach is based on the following aspects: presentation of some peculiarities of the implementation of advanced technologies in the field of maintenance operations, optimal choice of an industrial robot structure that will serve the flexible cell, matrix calculation related to the direct and inverse geometric model for determining the workspace, configuration of the flexible cell and elements of economic calculation of the entire flexible system proposed through the authors. The scientific itinerary concludes with the presentation of some conclusions resulting from the study performed and some proposals and perspectives for further development of the solution presented.

  • Design, Additive Manufacturing and Testing of a Quadcopter Drone

    • Abstract: In a world where technology and aviation are developing at a rapid pace, and where innovations and designs in this field are growing exponentially, drone-like aircraft has become an extremely popular topic in both the civilian and military fields in recent years. In this study, a complete development cycle of a quadcopter drone has been carried out, starting from preliminary design to flight validation of the model manufactured by additive processes. Thus, the preliminary design of the drone was performed, followed by aerodynamic and finite element analyses of the drone structure, and then the additive manufacturing of the drone components. The final steps of this study are the assembly of the drone components and the flight testing of the quadcopter drone model.

           Cybersecurity and Technology

    • Abstract: The incredible strength and bravery of Jackie Robinson in breaking the color barrier in Major League Baseball is remembered and admired by many. However, the difficulty of his journey is often underestimated. As the Black Lives Matter movement has become more prominent, African-American faculty members at Predominately White Institutions (PWIs) face their own trials similar to Robinson’s. The need for psychological safety in the workplace from their colleagues and organizational leadership has never been more critical. They experience isolation, alienation, and inequality as faculty and potential professionals in cybersecurity and technology fields. This paper explores those dynamics through the concept of Jackie Robinson’s journey.

  • The Military Organization – A Culture of Innovation

    • Abstract: In general, the culture of an organization is a complex and dynamic entity shaped by a variety of factors, which plays a critical role in defining the way the organization operates and interacts with its stakeholders and can have a significant impact on its overall success and effectiveness. Innovative culture is essential to the success of organizations in today’s ever-changing world. In recent decades, the military has had a significant impact on the development of technology and innovation in areas such as robots, drones, communications, information systems and artificial intelligence. The army has also used innovation to improve the training of soldiers and officers, develop new tactics and improve communication and collaboration between units. Moreover, the army is often recognized for its ability to adapt to difficult and unpredictable situations, such as wars or natural disasters. This requires innovation and creativity in finding solutions and adapting quickly to change. The paper presents the military organization as being concerned with creating and maintaining a culture of innovation, which requires a sustained commitment and effort from leaders and all those involved in the organization. It identifies within the organization the barriers to the cultivation of the innovative spirit and outlines measures for developing an innovative culture.

  • Mission Command and Artificial Intelligence

    • Abstract: One approach to military leadership is the philosophy of mission command. Mission command is supported by several principles and all of them are essential, without those it cannot be fully applied. These principles are the mutual trust between participants, the understanding, the clearly articulated intent of the superior, the decentralized execution and the timely-made decisions. As the Artificial Intelligence is progresssing and gaining ground it will influence the entirity of the military command and control process: new decision situations will arise and the human-machine cooperation may create new relationships. This paper scrutinizes whether the identified principles of mission command can be applied in the same way in the Artificial Intelligence-infused operational environment as it can be among traditional circumstances.

    • Abstract: This article presents a conceptual analysis of the main terms used in the analysis of the gender perspective. Given the various approaches to the gender perspective, a clarification of the meanings of the terms is needed, especially since they have lately been defined in terms of military acceptance as well. This content is part of the Military Gender Studies (MGS) Project, whose aim is to develop a model of gender perspective in the military, which will be taught in the European Military Institutions through an Army Handbook.

  • The Role of Human Capital in the Universities’ Management Efficiency
           Process

    • Abstract: Universities can only be as successful as their staff. Without qualified staff and effective hiring practises, universities cannot capitalise on their talents. For this reason, strategic HCM is necessary to attract and retain skilled employees. A university’s workforce – from professors to administrators – is critical to fostering innovation, conducting research, providing educational opportunities, and contributing to the institution’s overall mission. Indeed, human capital management (HCM) is critical for universities to attract and retain qualified employees. This includes developing a strategic plan for managing the workforce, including recruitment, hiring, training, and development. The HCM approach should aim to align the university’s goals with the needs and desires of employees to create a winwin situation for both parties. The purpose of this article is to demonstrate through a documentary analysis that academic staff retention is essential for universities to maintain their academic excellence, reputation and competitiveness. By creating a positive work environment, competitive remuneration, professional development opportunities and reduced administrative burdens, universities can improve academic staff retention and create a more rewarding work experience for academic staff. Successfully recruiting and retaining top personnel is an important task for HR departments (and universities as a whole). As a result, the institution becomes more creative and effective.

For this reason, the article aims to highlight the essential aspects of the construction of the guiding and sealing piston of the 152 mm caliber, 1981 model howitzer’s recuperator, using a polymer composite material and to present how the chosen technical solution influences the technical resource of the product.

  • The Modern Military Leadership – The Anchor of Organizational Culture in
           the Contemporary World

    • Abstract: This article states that for an innovative organizational culture, it is important to combine social intelligence, emotional intelligence with advanced technologies, information and artificial intelligence. The military leader focuses on new understandings of modern conflict, new resources, and new ways to extend war beyond the battlefield based on his or her ability to effectively coordinate high-tech and human resources. How can he create and build the right military approach' Within the military, artificial intelligence can be used for security, defence, attack strategies, but the involvement of human intelligence could add a competitive advantage precisely if it is intelligently managed and directed. The main hypothesis is that for a revolutionary implementation of new technologies in the contemporary world, a maximum pragmatic harnessing of emotional and social intelligences is required. With the alert evolution of man, with his self-awareness and organic maturation, even leadership has acquired new valences. The relationship between leadership and emotional intelligence, novel until a decade ago, is now a truism.

  • Continuing the Status Quo in Resolving the Cyprus Conflict – The
           Solution with No End in Sight

    • Abstract: The article deals with the persistence of the status quo concerning the conflict’s solution on the island of Cyprus. It draws attention to the phenomena that the long-term unsuccessful process of negotiations, talks, and plans’ creation brings. After analysing many resources and various strategies, the author compares different views and suggests the reasons for the persistence of unresolved conflict. The Cyprus conflict can be resolved in the form of several scenarios. The currently induced state’s persistence can be considered a plan that is only a forced state and only delays the required solution. However, this situation is likely to persist for a long time.

  • A Mapping of the Design of Educational Processes Based on the Use of
           Computer-Based Tools in Higher Military Education

    • Abstract: Increasing the technological progress in society and the impact of digitization on educational processes, especially in the wake of the COVID-19 pandemic, has given rise to new challenges for higher education, including the military academia. This study explored approaches to the integration of technologies in higher education and mapped the specifics of educational processes based on the use of computer-based tools in the preparation of military students for becoming officers in the Romanian Armed Forces. To carry out this investigative approach, we used a qualitative research methodology that included a comprehensive analysis of international literature and national studies, and a screening of the environment within the Romanian higher military education system. The findings of the interpretive research highlight the trends in technology-based educational approaches and generate meanings regarding the characteristics of technology integration in the national higher military education system.

    • Abstract: The present article identifies, at the level of university education, the difficulties encountered by students from the humanities profile, within two universities in Romania, by levels and years of study, during the online courses. 143 students, aged between 18 and 50, from undergraduate, master’s and doctoral studies participated in the study. The results of the study revealed difficulties in the online education of students such as: disorganization in the personal schedule, interests in other activities during the courses, low motivation and interest, insufficiently developed digital skills, the existence of a less performing computer, the service.

  • Preparation of a National Contingent in Terms of Logistical Support for
           the Execution of an International Mission

    • Abstract: Providing logistical support, the organisation and preparation of a military structure for deployment in a theatre of operations for participating in a multinational operation arise many problems, in particular, due to the factors influencing the conduct of that operation. In this article we intend to present the specific logistical support activities that are carried out during the preparation of a force designated to participate in a multinational operation, as well as the main activities carried out in the line of logistical support management for the preparation of a contingent for the execution of an international mission, all these taking into account the factors influencing this particularly important logistical support activity.
