  • Towards a typology of university technology transfer organizations in
           China: evidences from Tsinghua University

    • Abstract: Abstract This paper argues that failure to deeply understand various existing organizations of university-industry technology transfer in China impedes the progress of both practice and research on technology transfer between university and industry in that country. In response, it attempts to categorize different types of university technology transfer organizations in China in over a 30-year time span and analyze the relations between these organizations. In so doing, Tsinghua University is taken as an example for analysis, because technology transfer at Tsinghua University can be seen as a microcosm of university-industry technology transfer in China with pioneer practices and successful experience to be followed by other universities in China. The analysis is guided by an analytical framework, constructed by integrating the insights from relevant literature. The framework distinguishes between different forms of university technology transfer organizations by focusing on six dimensions of the organizational characteristics. After identifying eight types of university technology transfer organizations in Tsinghua University with detailed descriptions of their respective organizational characteristics, the paper further groups them into a four-category typology. Besides its contribution in constructing a framework to understand university technology transfer organizations in the Chinese context, the paper also solicits suggestions for Chinese and international stakeholders who may potentially cooperate with Chinese research universities in research, development, and innovation.

  • Researcher identities and practices inside centres of excellence

    • Abstract: Abstract Many science support mechanisms aim to combine excellent research with explicit expectations of societal impact. Temporary research centres such as ‘Centres of Excellence’ and ‘Centre of Excellence in Research and Innovation’ have become widespread. These centres are expected to produce research that creates future economic benefits and contributes to solving society’s challenges, but little is known about the researchers that inhabit such centres. In this paper, we ask how and to what extent centres affect individual researchers’ identity and scientific practice. Based on interviews with 33 researchers affiliated with 8 centres in Sweden and Norway, and on institutional logics as the analytical framework, we find 4 broad types of identities with corresponding practices. The extent to which individuals experience tensions depend upon the compatibility and centrality of the two institutional logics of excellence and innovation within the centre context. Engagement in innovation seems unproblematic and common in research-oriented centres where the centrality of the innovation logic is low, while individuals in centres devoted to both science and innovation in emerging fields of research or with weak social ties to their partners more frequently expressed tension and dissatisfaction.

  • Academic institutional entrepreneurs in Germany: navigating and shaping
           multi-level research commercialization governance

    • Abstract: Abstract In this article, we aim to explore the agency of scientific entrepreneurs and research managers in shaping their Triple Helix contexts. Drawing on institutional documents and in-depth interviews with research managers and scientists in the German state of North Rhine-Westphalia, the study shows that trust in scientific entrepreneurs from research managers, their scientific standing and leadership, and type of academic entrepreneurship are central in shaping the Triple Helix relationships. Research managers frame themselves as passive service-providers for scientists’ commercialization activities while scientists see them as facilitating creative employment arrangements. Research managers perceive scientists as self-motivated highly creative risk-takers. The studied scientific entrepreneurs negotiate their institutional arrangements and find flexible solutions for the structural barriers within their research organisations. At the same time, they tend to avoid taking personal risks when it comes to contractual arrangements and their careers. The study identifies two types of agency exerted to shape the Triple Helix context—bricolage and institutional entrepreneurship. Bricolage activities and the trust of research managers in the leadership and autonomy of scientific entrepreneurs prepare the basis for institutional change. This can be the ground for institutional entrepreneurship to take place and reshape the Triple Helix relationships in the particular context.

  • The Role the University Could Play in an Inclusive Regional Innovation
           System

    • Abstract: Abstract Extant research shows that universities do not usually foster an inclusive innovation system. This paper examines an innovation program at Zhejiang University that targeted rural areas in China, and that sought to promote an inclusive innovation system. This case illuminates how universities could play a critical role in configuring inclusive regional innovation systems by means of selection, improvement and diffusion of technology, dissemination and absorption of knowledge, access to science and technology, intermediation between the actors of innovation, training skilled labor, and cultivating talent. We underscore how the inclusive innovation program of Zhejiang University allowed this university to help realize the enormous consumption, production, and entrepreneurial potential of low-income households in rural China.

  • Triple Helix and the evolution of ecosystems of innovation: the case of
           Silicon Valley

    • Abstract: Abstract Silicon Valley’s innovation ecosystem has evolved in the last decade. In this study we aim to understand how and why Silicon Valley evolves by identifying changes on the role played by the Triple Helix Agents. We also aim at identifying if changes in one of the agents trigger evolution of the others. Taking the startup as the unit of analysis and applying a multiple case-study approach, the results are analyzed on the bases of the Triple Helix Model and interpreted in the light of the periods of development of an entrepreneurial venture. Our findings suggest that the role of the Triple Helix agents evolves over time and therefore, so does an innovative ecosystem. Main changes refer to the (1) rise of accelerator programs as a new player in the ecosystem; (2) an early engagement of corporations with startups; (3) the geographical expansion of Silicon Valley, now including San Francisco; (4) an increasing commitment of universities with capital funds; and (5) the rise of micro-multinationals due to talent shortage and fierce competition in the area.

  • The intermediary as an institutional entrepreneur: institutional change
           and stability in triple-helix cooperation

    • Abstract: Abstract This paper aims to illustrate how the triple-helix concept can be implemented on a city level by establishing an intermediary among the scientific, economic, and public administration spheres and civil society. By using the example of Bielefeld 2000plus, an initiative founded for this particular purpose, this paper shows that in today’s knowledge society, certain inter-organizational conflicts and challenges regarding cooperation may arise that an intermediary actor can channel efficiently. Furthermore, Bielefeld 2000plus serves as a prototypical example and is used to derive a theoretical model of such an intermediary actor as both the product of and platform for institutional entrepreneurs who try to elicit institutional change. Drawing on extant literature that examines intermediaries with the triple-helix concept, as well as institutional entrepreneurs, this paper discusses how an intermediary can act as an institutional entrepreneur by adopting a bifunctional framework, with all the advantages and disadvantages that this entails. This framework is condensed into the Bifunctional Intermediary (BFI) Model, which may benefit researchers studying triple-helix processes and practitioners seeking to establish an intermediary.

  • 'Innovation policy is a team sport' - insights from non-governmental
           intermediaries in Canadian innovation ecosystem

    • Abstract: Abstract Policy-makers and practitioners alike have increasingly embraced the innovation ecosystem approach to support the flow of knowledge within the Triple Helix framework. This approach focuses on the collaborative and interdependent nature of innovation, which is based on social aspects of knowledge transfer supporting relationships, partnerships, and connections. The important role of intermediary stakeholders that help to facilitate such partnerships is under-researched. This paper examines the work of three intermediary stakeholders in the Canadian innovation ecosystem—the Canadian Science Policy Centre, the MaRS Discovery District, and university Vice Presidents Research. By interviewing 40 experts from the federal and provincial governments, non-governmental organizations, industry, and the higher education sector in Ontario, this study examines how innovation ecosystems are created and what factors influence the success of bringing diverse stakeholders together. The findings suggest that strong political vision and leadership, an inclusive approach to recognizing the needs of diverse stakeholders, and clarity on ways to measure and fund innovation serve as important factors in the Canadian innovation ecosystem.

  • How entrepreneurs learn in their region: entrepreneurial strategies,
           financialisation and narrative learning in the Vienna biotechnology
           cluster

    • Abstract: Abstract How entrepreneurs plan their business and build their companies plays a central role in how academia-industry-government relations are shaped in a particular region. But how do specific regional styles of building companies and understanding these relations develop' This paper conceptualises the entrepreneurs in a cluster as a community of practice and shows that narrative learning in this community of practice plays a crucial role in how they develop their strategies. Entrepreneurs consider and learn from stories about past successes and failures in the cluster. In particular, they engage with these stories to make sense of what they strive for in building a successful company. Dealing with the complex dynamics of financialisation plays a crucial role in this learning process. This paper is empirically based on biographical interviews with entrepreneurs and serial entrepreneurs in the Vienna biotechnology cluster.

  • Measuring synergy within a Triple Helix innovation system using game
           theory: cases of some developed and emerging countries

    • Abstract: Abstract Synergy within a Triple Helix innovation system has been measured in relevant literature using mutual information and transmission power, all based on Shannon’s information theory. However, as a complex system, Triple Helix relationships may also be analysed with various techniques and tools from other disciplines among which game theory. Thus, the synergy may be measured with indicators like the core, the Shapley value and the nucleolus. The core measures the extent of the synergy, the Shapley value indicates an actor’s strength to lead to and create synergy and the nucleolus determines an actor’s strength to maintain synergy. The Triple Helix innovation systems of eight countries among which four developed—USA, UK, Germany and France—and four emerging—Russia, India, Brazil and China—were analysed based on their scientific output using game theory. It appears that the biggest Triple Helix science producer has more power to lead to and create synergy; government shows solidarity to maintain synergy within the innovation system. The level of synergy is higher in developing countries (led by France, 1.7–2%) than in emerging ones (led by Brazil, less than or equal to 1%), operating a division of selected countries according to their level of development. The study shows that state intervention in the economy influences the position of the core on a ternary diagram.

  • Three operational models for ambidexterity in large corporations

    • Abstract: Abstract This paper examines new approaches that large firms are using to become more ambidextrous—more able to “explore” and innovate for the future while they “exploit” current lines of business. It presents and compares three different models for boosting innovation by partnering with external actors: GE Appliances’ FirstBuild unit for new-product development, the Open Innovation function at Electrolux, and Lantmännen’s Greenhouse corporate accelerator program. The models are early-stage but have started generating product and business-model innovations, planting seeds of cultural change in the parent firms, and building external ecosystems with partners that range from startup companies to individual developers and makers.

  • The public sector’s role in Norwegian network cooperation: triple
           helix or laissez-faire'

    • Abstract: Abstract The concept of triple helix (TH) cooperation was introduced about two decades ago, as a method of enhancing innovation and value creation. A good networking practice for knowledge-based development should identify the correct balance between business, research and government. The TH model for cooperation embodies an argument for public initiatives in business networks. The purpose of this paper is to test the public role in TH efforts in Norway. This paper therefore poses the following question: What is the public sector’s role in network development and cooperation in Norway when the initiative is based on the triple helix model' Data from five different business networks in Norway has been collected and analysed to answer this question. The results indicate that the public engagement in the different networks varied with the life cycle phase of the network and the public sector’s position in the value chain. The balance between the public and private sphere may vary from as little engagement as possible (laissez-faire) to being an equal TH partner.

  • Building builders: entrepreneurship education from an ecosystem
           perspective at MIT

    • Abstract: Abstract This study is about new possibilities on entrepreneurship education. With the emergence of the entrepreneurial universities, academics and university managers started to pay more attention to fostering entrepreneurship among students. However, entrepreneurship education research became more oriented towards teacher activities and neglected the entrepreneurship ecosystem around the university and its role in educating an entrepreneur. This article aims to present new possibilities for entrepreneurship education from this ecosystem perspective. The method was a case study of Massachusetts Institute of Technology, and the results show educational practices that go beyond the classical model of classrooms, involving student-led activities, mentorship programs, competitions, and others. Project-based courses, experience-based activities and active-based activities are well covered in the data presented. In the discussions, we also present a model of organizing entrepreneurship education efforts and compare our results with other research on Swedish entrepreneurial universities. The conclusion reinforces the need to see entrepreneurship education through the lens of ecosystems, highlighting opportunities for future studies.

  • Hidden Chief Technology Officers: the surfacing of a subterranean
           organizational role

    • Abstract: Abstract Our research focuses on ‘Hidden CTOs’ defined as executives who perform technology manager functions without having official titles related to technological issues in contrast to executives who have an official position related to technological issues (general abbreviation CTOs––Chief Technology Officers). This paper presents an analysis of data collected from a number of executives via an international business environment, namely a study of their core functional activities, areas of responsibility, and of how the core stakeholders influence their “managerial power” within and outside of the parent companies/organizations. The empirical results of the study were obtained from the international cluster project “Intelligent use of biomass along the Danube: R&D network formation with German, Hungarian, Slovak and Romanian partners”. The first results demonstrate a strong correlation between the technology manager’s functional priority and specifics of various business sectors and technologies applied there.

  • Research collaboration for a knowledge-based economy: towards a conceptual
           framework

    • Abstract: Abstract A knowledge-based economy thrives on constructed advantages generated through well-planned recursive interactions among key actors in the economy. Using a desk review, this paper advances theoretical and conceptual arguments in support of research collaboration as a critical and viable medium for the conduct of research and innovation geared towards economic growth and development. We propose a conceptual framework to guide future research on the determinants and the dynamics of research collaboration as well as the use of collaborative research output in innovation. The framework, which can be modelled, is recommended for descriptive and explanatory research aimed at obtaining first-hand information for policy interventions that seek to advance the knowledge-based economy, through research collaboration.
