  • Facing a Care Crunch: Childcare Disruption and Economic Hardships for
           Maine Parents during COVID-19

      Abstract: Pandemic-related childcare center closures along with virtual schooling forced many Maine parents to juggle their paid work with care responsibilities, often with dire economic consequences. In this article, I examine changes in the state’s childcare landscape and illustrate how the childcare crisis during the COVID-19 pandemic affected Mainers’ economic wellbeing. Using Household Pulse Survey data, I show how care disruptions dampened Mainer’s incomes and their ability to work, placing many in precarious economic situations. I conclude with an investigation of the effectiveness of policy solutions like the Child Tax Credit and further policy suggestions to support childcare in the state.

  • Maine and Offshore Wind Development: Using the Coastal Zone Management Act
           and Marine Spatial Planning to Influence Projects in Federal Waters

      Abstract: Federal and state governments have developed ambitious goals for offshore wind projects. While Maine wants to take part in this trend, it has passed a moratorium on offshore wind projects in state waters. Considering this ban, pressure to develop offshore wind energy, and potential impacts of such projects on local ecology and habitats, Maine needs to develops a strong voice in offshore wind projects in federal waters. This article looks to Rhode Island to show how Maine can participate in decisions about offshore wind development and compares Maine’s current offshore wind efforts and potential for marine spatial planning to Rhode Island’s. The article also proposes short- and long-term actions to guide Maine’s development of the offshore wind industry in federal waters.

  • Drug-Related Morbidity and Mortality in Maine: Lost Productivity from 2015
           to 2020

      Abstract: The authors of this article characterize drug-related morbidity and mortality in Maine between 2015 and 2020, as well as the impact on labor market and nonmarket productivity. We find that prevalence of drug misuse and the number of drug-related deaths have increased across time, and both are lower among females vs males. Drug-related morbidity is concentrated among individuals aged 18–25, while mortality is concentrated among those aged 25–54. Lost productivity has increased across time and is lower among females vs males. In 2019, lost productivity was $271 million (annual) from morbidity and $565 million (lifetime) from mortality. These estimates reflect the lost value to Maine that occurs when individuals cannot fully contribute to the labor market or nonmarket activities. On balance, our study provides important information about the drug epidemic in Maine, which may be helpful to decision makers as they design and evaluate relevant policies and programs.

  • Inequality and Workforce Development in Maine in the Post-COVID-19

      Abstract: The COVID-19 pandemic has stricken American workers deeply, causing widespread layoffs and accelerating the longer-term disappearance of jobs available to workers with limited skills and education. As a result, its impact has exacerbated inequalities of income and opportunity. A long-term strategy for postpandemic economic development in Maine will require building bridges from existing skill sets to jobs offering greater employment opportunity and security. Maine can take advantage of the COVID-19 crisis to restructure the institutional environment in ways that will align the incentives of the public and private sectors and will achieve these goals.

  • How to Save Jobs and Build Back Better: Employee Ownership Transitions as
           a Key to an Equitable Economic Recovery

      Abstract: Prior to the COVID-19 pandemic, Maine was already on the leading edge of what was termed the “silver tsunami,” the looming retirement of aging business owners with no real plan for how to exit their businesses. While half of business owners nationally are over age 50, in rural regions such as Maine, nearly half are over 60. Fewer than one in five business owners have a documented exit plan, and most don’t understand the process or options. Rob Brown examines the effect of the COVID-19 pandemic on this issue and argues that helping businesses transition to employee ownership will be good for workers, owners, and Maine's economy in general.

  • Prospects for a Rim County Renaissance: Pandemic as Economic Opportunity

      Abstract: In previous Maine Policy Review essays, the author assessed the chronic economic distress facing Maine’s rim counties. His forecast for “more of the same” has been largely borne out by facts on the ground. At the end of 2021, however, he foresees new opportunities in the coming decade, based on a mix of positive external forces and creative Maine responses. Their economic potential is also strengthened by a massive infusion of federal dollars, the spread of high-speed telecommunications, and even the climate crisis. With critical state support, private-public-nonprofit partnerships are re-inventing rural Maine’s heritage industries—forest products, the food system, and tourism—and tapping its renewable energy potential. Pursued together, these silver buckshot initiatives can move many rim county communities onto a sustainable development path.

  • Community Support for Low-Income Elementary School Students with a Winter
           Gear Drive under COVID 19 Constraints

      Abstract: Washington County has one of Maine’s highest rates of child poverty. Winter is especially difficult with below-freezing temperatures, higher fuel costs, and many seasonal tourism-related businesses closed. Typically local schools have collections of hats and gloves that children can share. With the 2020-2021 COVID-19 restrictions, children could not reuse winter gear from a shared box and, if they did not have their own winter gear, they were unable to participate in outside activities. Additionally, because of spacing constraints, schools were using gyms for classrooms not for physical activities, which doubly disadvantaged students without winter gear. This paper describes a university student winter gear project and underscores the need for policies supporting children in poverty.

  • Building Youth Resiliency and Aspirations During a Crisis: Lessons Learned
           from Maine’s Aspirations Incubator During the COVID-19 Pandemic

      Abstract: The Emanuel & Pauline A. Lerner Foundation’s Aspirations Incubator (AI) is a six-year pilot initiative invested in strategic capacity building for youth development organizations in rural Maine. The AI programs were halfway through the pilot when COVID-19 disrupted programming. Yet, AI programs remained connected with students throughout the transition to remote learning and COVID-19 quarantine. This paper highlights the innovative responses undertaken by the AI programs and shares critical aspects of the AI model that made these responses successful.

Why did the warning signs for Covid-19 go unnoticed' Why did so many leaders fail to plan for a pandemic' And why did they not recognize the outbreak and respond effectively even after the pandemic was at their doorstep' This paper will seek to answer these questions by exploring six stages in crisis management: 1) preventing the crisis, 2) planning for the crisis, 3) recognizing the crisis, 4) containing the crisis, 5) returning the society to normal or non-crisis state, and 6) learning from the crisis.   • Municipal Capacity to Respond to COVID-19: Implications for Improving
           Community Resilience in Maine

      Abstract: The authors of this article explore how 50 Maine municipalities communicated their response to COVID-19 in the earliest stages of the pandemic. The study answers two questions: (1) What information and resources did Maine municipalities communicate about COVID-19' and (2) What characterizes a more robust communication response' Analyzing digital communications from March through July 2020, the authors found almost all municipalities in our sample communicated basic information about altered town operations. Some towns provided more robust responses that evolved over time and included nuanced messages about COVID-19, a sense of community, and collaborations with partners. While smaller, more rural municipalities may have fewer residents and resources, many showed a larger-than-expected capacity to pivot quickly and rally together to respond to COVID-19 and communicate about that response.

  • Exploring COVID-19 Impacts on Maine Tourism Using an Online Photo-Sharing

      Abstract: This article explores the impact of the COVID-19 pandemic on travel patterns and visitor spending within Maine using data from the social media site Flickr. The authors compared the geographic information attached to Flickr photo posts in Maine before and after March 2020 when pandemic travel restrictions began to be implemented. Maps show that Maine visitors shifted to more northern, rural, and inland areas. The direct economic impact of these patterns are indicated through the correlation of Flickr photo posts to sales tax data. Lastly, we examined divergent movement patterns and social media use of visitors coming from places with and without travel restrictions. Flickr photo analysis can be a safe, cost-effective, accessible way to help assess policy and develop tourism management strategies, especially useful during a time of rapid change and public health crisis such as the COVID-19 pandemic.

  • Impacts of COVID-19 on Tourism in Bar Harbor, Maine

      Abstract: This paper examines the effects of COVID-19 on tourism in Bar Harbor, Maine. The analysis considers four channels by which the pandemic affected Bar Harbor: (1) reduction in overnight visitors, (2) decrease in Acadia National Park users, (3) cancellation of the 2020 cruise ship season, and (4) a national effect related to trends in overall US restaurant sales. The relative impacts of these four factors on Bar Harbor restaurant sales varied widely by month: the reduction in overnight tourists explains 40 percent of the overall decline; the national effect is associated with 35 percent of Bar Harbor’s decline; the cancellation of all cruise ship visits in 2020 explains 11 percent; and the reduction in the number of Acadia National Park users is responsible for 14 percent of the decline in restaurant sales in 2020. Knowing more about the channels by which COVID-19 affected hospitality sales in Bar Harbor can help state and local officials with recovery efforts and support tourism along the Maine coast.
