  • Constitution of petty cash in territorial entities. A limit to
           administrative discretion

    • Abstract: Resumen Este artículo analiza si en Colombia las entidades territoriales pueden, mediante acto administrativo, constituir y reglamentar el funcionamiento de cajas menores a la luz del principio de autonomía que les confiere la Constitución Política; o si, por el contrario, deben ceñirse a lo que establece el Presupuesto de Rentas y Ley de Apropiaciones, lo cual implicaría la ilegalidad absoluta de las cajas menores constituidas por entes territoriales y por ende la ilegalidad de los actos que se celebren con base en ellas. Se utilizó una metodología de tipo inductivo, en la cual se avanzó a partir del análisis normativo y jurisprudencial de la caja menor como institución jurídica, así como un estudio del principio de autonomía territorial y sus límites. Se concluye que las entidades territoriales están imposibilitadas constitucional y legalmente para instituir y reglamentar cajas menores. Código JEL: K23Abstract This article analyzes if in Colombia the territorial entities can, by means of administrative act, constitute and regulate the operation of petty cash in light of the principle of autonomy that the Political Constitution confers them; or if, on the contrary, they must adhere to what is established in the Budget of Revenues and the Law of Appropriations, which would imply the absolute illegality of the petty cash constituted by territorial entities, and therefore the illegality of the acts that are celebrated based on upon them. An inductive type of methodology was used, in which progress was made based on the normative and jurisprudential analysis of petty cash as a legal institution, as well as a study of the principle of territorial autonomy and its limits. It is concluded that territorial entities are constitutionally and legally unable to institute and regulate petty cash.
       
  • Valuation of assets for public use in the accounting model of government
           entities in Colombia. An approximation from the hedonic prices

    • Abstract: Resumen Países desarrollados y en vía de desarrollo han modificado su modelo contable como respuesta a los planteamientos de los entes de regulación internacional. Colombia en particular, ha decidido restructurar su Régimen de Contabilidad Pública tomando como referente el modelo internacional. Aunque la Contaduría General de la Nación ha definido una estructura completa, ésta ha presentado algunas dificultades por la falta de herramientas metodológicas para la medición de los bienes de no mercado. El propósito de este artículo es justamente proponer una técnica de medición para actualizar los bienes de uso público, a través de un modelo econométrico que permita determinar la disponibilidad a pagar por el espacio público a partir de precios hedónicos. El resultado alcanzado permite contar con un instrumento metodológico que puede ser utilizado para actualizar el valor de algunos bienes de uso público tanto del distrito capital como de aquellas entidades a nivel nacional e internacional que así lo requieran. Códigos JEL: H54, M48Abstract Developed and developing countries have taken the decision to modify their accounting models in response to the approaches proposed by international regulatory bodies. Colombia, in particular, has decided to restructure its Public Accounting Regime taking as reference the international model. Although the Contaduría General de la Nación has established a very complete structure. It has encountered some difficulties in terms of the lack of methodological tools for the measurement of non-market goods. The objective of this paper is to propose a measurement technique to update public assets, by using econometric model for the measurement of public goods with which the availability of public space is determined from hedonic prices. The result achieved will have a methodological tool with a consistent theoretical support. This will be used to update the value of some public assets of the Bogotá capital district, as well as those entities at national and international level that require it.   • The health condition of Steve Jobs and the value of Apple’s shares

    • Abstract: Abstract This paper aims to analyze the influence of news about Steve Jobs’ health on the price of Apple stock during the period from 10/16/2003 to 10/05/2011. Seven major events were identified for which significant market reaction was detected within five days after the release. The results indicate a trend dampening market reactions over time, suggesting that after the first news, investors gradually included in their predictions the frequent absences of the ceo. The mistaken announcement of Steve Jobs’ death on August 28th, and his appearance showing signs of physical weakness on September 9th 2008, in the acute phase of the financial crisis, were decisive factors in influencing the value of Apple’s shares. Furthermore, the news about Steve Jobs’ health did not cause significant impact on the price of the shares after he returned to the presidency of Apple. This indicates that the market had already picked up signs of a probable permanent absence. JEL codes: G1; G14; G15; M4Resumen El objetivo de este artículo es analizar la influencia de las noticias sobre el estado de salud de Steve Jobs en el valor de las acciones de Apple durante el período comprendido entre el 16/10/2003 al 05/10/2011. Se identificaron siete eventos ante los cuales el mercado reaccionó dentro de los cinco días posteriores a la divulgación. Los resultados indican una tendencia a la amortiguación de las reacciones del mercado con el tiempo, lo que sugiere que, después de la primera noticia, los inversores pasaron a incluir en sus previsiones los seguidos alejamientos del ceo. El anuncio equivocado de la muerte de Steve Jobs el 28 de agosto, sus señales aparentes de debilidad física el 9 de septiembre de 2008, y la fase aguda de la crisis financiera fueron factores decisivos para influir en el valor de las acciones de Apple. Además, las noticias sobre la salud de Steve Jobs no causaron impacto significativo en el precio de las acciones después de su regreso a la presidencia de Apple. Esto indica que el mercado ya captaba señales de una probable ausencia definitiva.
       
  • Cost methodology for agricultural products, based on international
           accounting standards. An application in European plums kind D’Agen

    • Abstract: Resumen Este artículo expone la aplicación de una metodología para medir el costo de producción del kilo de fruta deshidratada, aplicando las Normas Internacionales de Contabilidad, en una plantación de Ciruelo D’Agen, en Chile. Se muestra el costo por cada árbol, ciruelo, hasta el inicio de la primera cosecha, clasificado en fijo y variable. Además, se determina el impacto de la depreciación del árbol, en el kilo de ciruela deshidratada. Finalmente, se determinó el costo del kilo de ciruela deshidratada. El costo total del kilo de ciruela deshidratada es intensivo en costos fijos, lo anterior, tiene relevancia en la gestión de la fruticultura en Chile, pues una disminución en los niveles de cosecha o de precios afecta a los agricultores en la viabilidad de la inversión en el mediano y largo plazo, de ahí la importancia de disponer de una metodología de costos, que incorpore la dimensión técnica, económica y financiera. Códigos JEL: D20, M11, M41, N50Abstract This article exposes the application of a methodology to measure the cost of production of the kilo of dehydrated fruit, applying the International Accounting Standards, in a plantation of Ciruelo D'Agen, in Chile. The cost is shown for each tree, plum tree, until the beginning of the first harvest, classified as fixed and variable. In addition, the impact of the depreciation of the tree is determined in the dehydrated plum kilo. Finally, the cost of the dehydrated plum kilo was determined. The total cost of the kilo dehydrated plum is intensive in fixed costs, the previous thing, has relevance in the management of the fruit growing in Chile, because a decrease in the levels of harvest or of prices affects the farmers in the viability of the investment in the medium and long term, hence the importance of having a cost methodology that incorporates the technical, economic and financial dimension.
       
  • Corporate Social Responsibility: An instrument to measure the
           implementation in companies of the sustainability index of the Mexican
           Stock Exchange

    • Abstract: Resumen Este artículo presenta el diseño y la validación de un instrumento de medición de la responsabilidad social empresarial a través de las dimensiones económica, social y medioambiental, utilizando técnica de mínimos cuadrados parciales (PLS) y el software utilizado para tal fin ha sido Smart-PLS, versión 3. La investigación se realizó con la información de una muestra de empresas que cotizan en la Bolsa Mexicana de Valores y que pertenecen al índice de sustentabilidad. Los resultados confirman un instrumento estadísticamente válido para medir la responsabilidad social a través de las tres dimensiones propuestas con oportunidades de mejora para dimensión económica y de esta manera continuar con la investigación sobre el tema de responsabilidad social en México. Códigos JEL: M14, M20Abstract This article presents the design and validation of a measuring instrument for corporate social responsibility through the economic, social and environmental dimensions, with the technique of Partial Least Squares (PLS) and Smart-PLS software, version 3. The research was carried out with information from a sample of companies that are listed on the Mexican Stock Exchange and that belong to the sustainability index. The results confirm a statistically valid instrument to measure social responsibility through the three proposed dimensions with opportunities for improvement for economic dimension and thus continue with research on the issue of social responsibility in Mexico.
       
  • Simulation of the ETB business model: From financial accounting to
           simulation of corporate strategy

    • Abstract: Resumen El presente artículo presenta un modelo de simulación organizacional aplicado a la Empresa de Telecomunicaciones de Bogotá (ETB), para estimar el impacto financiero de las políticas y estrategias de negocio antes de implementarlas, reduciendo así el riesgo inherente a la toma de decisiones inadecuadas o inoportunas. El modelo dinámico representa la cadena de valor de la ETB, y a través del análisis de causalidad de las variables se facilita el entendimiento del modelo de negocio y la evaluación financiera de las alternativas que se planteen como políticas de intervención en el sistema. Esta investigación constituye un punto de partida para futuras pesquisas relacionadas con modelación de negocios o de simulación y evaluación de políticas. Códigos JEL: C65, C67.Abstract This article presents an organizational simulation model applied to Empresa de Telecomunicaciones de Bogotá (ETB), to estimate the financial impact of business policies and strategies before their implementation, thus reducing the inherent risk of making inappropriate or inopportune decisions. The dynamic model represents the value chain of ETB, and the analysis of causality of the variables provides an understanding of the business model and the financial evaluation of the alternatives that arise as intervention policies in the system. This research constitutes a starting point for future research related to business modeling or simulation, and policy evaluation.
       
  • Evidence of manipulation of budgetary results in the public sector:
           Cross-subnational analysis for Brazil

    • Abstract: Resumen Este artículo indaga sobre los incentivos que podrían tener los gestores públicos de los gobiernos regionales brasileños para manipular los resultados presupuestales como respuesta a los ciclos electorales y a la ley de responsabilidad fiscal. Mediante a un análisis cross-regional se analizan los gobiernos regionales brasileños (n = 27), durante el periodo 1989-2014, para un total de 702 observaciones. Los principales hallazgos indican que los gobiernos se involucran con la manipulación de los resultados presupuestarios, esto es, reportan pequeños presupuestos cercanos a cero. La evidencia muestra, por un lado, que el ciclo electoral no tiene efectos conclusivos sobre esta práctica, y por el otro lado, que los gobiernos tienen incentivos para responder positivamente a las reglas de la ley de responsabilidad fiscal. Códigos JEL: M49, H72, H83Abstract The aim of the study is to verify the extent to which Brazilian regional governments opportunistically manipulate the budgetary results in the reporting of small balances, and whether the electoral cycles and the fiscal responsibility laws are incentives for this practice. Through a cross-regional analysis, we researched the case of the Brazilian regional governments (n=27), during a longitudinal period from 1989 to 2014, totaling 702 observations. The main discoveries indicate that governments tend to be involved in the manipulation of budgetary results, that is, they disclose small budgetary balances close to zero. Also, note that the electoral cycle has no conclusive effects on this practice; at the same time, the governments have incentives to respond positively to the rules of the fiscal responsibility law.
       
  • Analysis of the impact of the implementation of the International
           Financial Reporting Standards (IFRS) in the industrial sector of Bogotá
           for SMEs

    • Abstract: Resumen Este artículo trata sobre los principales impactos de la implementación de las normas internacionales de información financiera (NIIF) para pymes en el sector industrial de Bogotá. La investigación abarcó cuatro fases: capacitación, diagnóstico y utilización de recursos, elaboración de políticas contables y elaboración del estado de situación financiera de apertura. Se aplicó una encuesta a funcionarios del área contable o financiera en 403 pymes del sector industrial de la Ciudad y una entrevista semi-estructurada en profundidad a altos funcionarios del área administrativa, contable o financiera en 10 pymes del sector industrial. Los resultados revelaron la falta de compromiso desde la administración de las organizaciones, ya que es la responsable de la implementación de esta normatividad, hecho que se evidenció en la resistencia institucional para ponerla en marcha dentro de las pymes. La implementación de las NIIF en las pymes ha generado un gran impacto no solo en las áreas contables y financieras, sino en todas las áreas de las diferentes organizaciones. Códigos JEL: M40, M48Abstract The objective of this paper is to establish an analysis of the main impacts of the implementation of international financial reporting standards (IFRS) for SMEs in the industrial sector of Bogotá. The study is considered from the research bets in the University - Augustinian - Uniagustiniana for the period 2016 - 2017. The quantitative analysis was determined from four phases: training, diagnosis and use of resources, preparation of accounting policies and preparation of the statement of the financial position of opening. A direct survey was applied to officials of the accounting or financial area in 403 SMEs from the industrial sector of the city and in-depth, structured interviews with senior officials in the administrative, accounting or financial area in 10 SMEs from the industrial sector. The results revealed the lack of commitment on the part of the administrations of the organizations, since they are responsible for the implementation of this regulation - a fact that was made evident in the institutional resistance to implement it within the SMEs. The implementation of the NIIF in the SMEs, has generated a great impact not only in the accounting and financial areas, but also in all areas of the different organizations.
       
  • Inconsistencies in the impairment of the value of assets and International
           Accounting Standards

    • Abstract: Resumen En este artículo se exponen las inconsistencias de carácter ontológico y epistemológico que existen en la conceptualización del deterioro del valor de activos por parte del organismo emisor de las Normas Internacionales de Información Financiera -IASB. Este es un estudio cualitativo basado en la revisión de literatura de la corriente neoclásica de la teoría económica, para elaborar una argumentación coherente de las inconsistencias contenidas en la NIC 36. Encontramos como conclusiones que la NIC 36 trata el valor de uso y el valor razonable como métodos de valoración equivalentes, al plantear que el importe recuperable de un activo es producto del mayor valor una vez comparado el valor de uso con el valor razonable menos costos de venta, dejando de lado la discrepancia evidente que existe en la naturaleza de las fuentes de información de estas dos bases valorativas. Códigos JEL: A12, M41Abstract This article exposes the existing ontological and epistemological inconsistencies in the conceptualization of the impairment of the value of assets by the issuer of the International Financial Reporting Standards -IASB. This qualitative study, based on a literature review of the neoclassical current of economic theory, draws a coherent argumentation about the inconsistencies contained in IAS 36. We concluded that IAS 36 deems value in use and fair value as equivalent valuation methods, by stating that the recoverable amount of an asset results from the higher value once the value in use is compared to the fair value less costs to sell. This leaves aside the evident discrepancy of the nature of these two valuation basis information sources.
